Cette étude porte sur la ville de Metz entre 1947 et 1970, durant les mandats du maire Raymond Mondon (1914-1970). La production architecturale et l’aménagement urbain sont interrogés à travers le prisme de l’action municipale. De la lutte contre l’habitat insalubre et de la résorption de la crise du logement de l’après-guerre aux opérations de rénovation urbaine des années 1960, en passant par la création de grands ensembles de logements collectifs, la recherche interroge la modernisation de la ville. Outre les projets architecturaux, elle explore également l’évolution des limites territoriales de cette commune militaire annexée deux fois en moins d’un siècle, en s’appuyant essentiellement sur le dépouillement et l’analyse des fonds d’archives locales. Professionnels de la construction, hommes politiques, agents administratifs ou encore riverains, différents intervenants sont conviés au sein de cette étude afin d’éclairer les processus par lesquels la ville se construit et se transforme durant des années marquées par une forte croissance. / This study focuses on the city of Metz between 1947 and 1970, during the tenure of Mayor Raymond Mondon (1914-1970). The issues of architectural production and urban planning are studied under the light of local council actions. From the fight against unsanitary housing and the end of the post-war housing crisis to the urban renewal of the 1960s, to the creation of large multi-family housing projects, the process of modernisation of the city is put into question. In addition to the architectural projects, it also explores the evolution of the territorial limits of this military commune annexed twice in less than a century, relying mainly on the counting and analysis of local archives. Construction professionals, politicians, administrative agents or local residents, various stakeholders are invited in this study to highlight the processes by which the city is built and transformed during years marked by strong growth.

Depuis la création du Conseil constitutionnel, onze professeurs de droit ont accédé à l’institution. Il s’agit ici de comprendre et de définir les mécanismes à l’origine de leur sélection, leurs rôles spécifiques dans le processus d’élaboration des décisions de façon à délimiter leurs apports à la juridiction constitutionnelle. Il apparaît alors nécessaire de repenser les conditions d’accès au Conseil constitutionnel tant la contribution de ces universitaires à l’élaboration et à l’essor des méthodes de travail et de la jurisprudence du Conseil constitutionnel a été considérable, au point d’approfondir les rapports entre fonction doctrinale et fonction de juger. / Since the establishment of the Constitutional Council, eleven law professors have joined the institution. This thesis then began to understand and define the mechanisms behind their selection, their specific roles in the decision-making process so as to define their contributions to the constitutional court. It appears then necessary to reconsider the conditions of access to the Constitutional Council as their contribution to the development and the development of working methods and jurisprudence of the Constitutional Council was considerably developed to deepen the relationship between teaching office and judicial function.

Vztahy NATO - Rusko v novém tisíciletí / NATO - Russia Relations in the New MilleniumKonecký, David January 2002 (has links)
The subject of the dissertation thesis focuses on relations between the North Atlantic Treaty Organization (NATO) and Russia in their post-9/11/2001 phase. The theoretical framework is provided by the realist school of thought with a special focus on the "defensive" strand of that school. The thesis has two main goals: the primary goal tests a validity of a statement "Confrontational aspects of the NATO -- Russia relations prohibit any significant mutually beneficial cooperation between the NATO and Russia", the secondary goal aims to create a robust body of primary-source information (with 31 December 2007 deadline). Confrontational aspects of the NATO -- Russia relations have been analyzed in the basic conceptual documents of both Russia and the NATO with following conclusions: (1.) Russia does not accept certain characteristics of NATO, (2.) NATO is not prepared to change these characteristics to meet Russia's objections. But as shown in the thesis, these conclusions do not prevent either side to state a conceptual preparedness to an interest-based cooperation. The other important aspect -- conventional and nuclear weapons balance -- has been analyzed in depth from both the static and dynamic point of view. The positive impetus generated through a rhetorical action immediately after the 11 September 2001 resulted in the creation of the NATO -- Russia Council (NRC). In comparison to the previous phase of the NATO -- Russia relations, the NRC comprises both evolution (prioritization of the content) and revolution (rejection of the previous form). But the positive impetus seems to be failing to generate concrete joint political or practical cooperative actions. Nevertheless, examples can be found of mutually beneficial cooperation between the NATO and Russia: operation Active Endeavor, search and rescue at the sea, project for fight against Afghan drugs, Cooperative Airspace Initiative. These examples do falsify the statement as defined under the primary goal of the thesis. As for a possible future development of the NATO -- Russia relations, the thesis concludes: (1.) No further upgrade of form is to be expected over a longer term, (2.) NRC is and will be and an import forum for a political dialogue, (3.) Mutually-beneficial cooperation will probably materialize through smaller-scale projects, (4.) Freezing of relations cannot be excluded, when an important political signal is to be sent, (5.) In spite of the Russia's denouncement of new military installation in Europe the fact is that the European perimeter is and will be for Russia far more secure and predictable than her Southern and South-Easter perimeter.

A tese estuda a participação do episcopado brasileiro no Concílio Vaticano II, convocado einaugurado pelo Papa João XXIII (1959-1963), continuado e concluído por Paulo VI (1963-1965): etapa antepreparatória (1959-1960), com as respostas (vota) dos bispos e prelados à consulta romana; etapa preparatória, com os trabalhos nas comissões preparatórias (1960-1962) e etapa conciliar, nos seus quatro períodos, com as intervenções na Aula Conciliar ou depositadas por escrito (1962-1965). Analisa outros aspectos da vida e atividades do episcopado brasileiro em Roma: local de moradia e trabalho; pontos de apoio; inserção nas redes de articulação formadas antes e durante o Concílio; promoção das assim chamadas Conferências da Domus Mariae, Mensagens ao povo brasileiro; elaboração do Plano de Emergência da Igreja do Brasil (PE 1962) e encaminhamento da recepção do Concilio, com o Plano de Pastoral de Conjunto (PPC - 1965). Conclui com a prosopografia de todos os bispos e prelados brasileiros que tiveram direito, nem sempre exercido, de participarem das diversas etapas do Concílio; a bibliografia e um caderno iconográfico. / The thesis studies the participation of the Brazilian episcopate in the Second Vatican Council, convoked and inaugurated by Pope John XXIII (1959-1963), continued and concluded by Paul VI (1963-1965): the pre-preparatory phase (1959-1960), with the replies (vota) of the bishops and prelates to the Roman consultation; the preparatory phase, with the work done in the preparatory commissions (1960-1962) and the conciliar phase, with its four periods, and with the interventions in the Plenary Sessions of the Council or submitted in writing (1962-1965). The thesis also analyses other aspects of the life and activities of the Brazilian episcopate in Rome: where the bishops stayed, where they found support; how they were linked into the various net-works that were formed before and during the Council; the promoting of the events that went under the title of the Domus Mariae Conferences, of the Messages to the Brazilian People; the elaboration of the Emergency Plan for the Church in Brazil (PE 1962) and the steps taken to ensure the reception of the Council, with the Joint Pastoral Plan (PPC 1965). It finishes with a prosopography of all the Brazilian bishops and prelates who had the right, not always exercised, of participating in the various stages of the Council; a bibliography and iconography.

O fenômeno da judicialização da política tem suscitado o interesse de inúmeros pesquisadores, especialmente a partir dos efeitos produzidos pela nova configuração constitucional de 1988. No Brasil, os estudos empíricos acerca da judicialização da política têm se concentrado em dois grandes grupos: 1) na análise do Supremo Tribunal Federal e no controle concentrado de constitucionalidade e 2) na análise da judicialização que ocorre por meio da Justiça Comum em processos individuais ou coletivos que envolvem políticas públicas. Parte expressiva da bibliografia existente sobre o tema da judicialização de políticas públicas se concentra na questão do acesso à saúde, por ser essa uma área que conheceu o maior volume de ações na Justiça Comum nos últimos anos. Limitados quase sempre à análise de jurisprudência, esses estudos raramente nos dão a conhecer o comportamento do Judiciário enquanto instituição que é acionada por atores individuais, coletivos e estatais no campo da saúde. Esse trabalho pretende analisar uma das respostas institucionais do Judiciário brasileiro às crescentes demandas por assistência à saúde que chegam pela via judicial: o Fórum Nacional do Poder Judiciário para Monitoramento e Resolução das Demandas de Assistência à Saúde - Fórum da Saúde, criado por iniciativa do Conselho Nacional de Justiça (CNJ) em 2010. O objetivo principal dessa dissertação é mostrar como o processo de judicialização da saúde se desdobrou nessa iniciativa de institucionalização de uma política pública da justiça, na forma assumida pelo Fórum da Saúde. Entendemos aqui que a experiência de criação e implementação do Fórum da Saúde configura uma política pública da Justiça. Trata-se, assim, de uma política liderada por um órgão do Poder Judiciário que, valendo-se de seu caráter administrativo e não jurisdicional, chama para si a responsabilidade de organizar os termos da política pública frequentemente judicializada, enredando por essa via atores jurídicos e não jurídicos, governamentais e não governamentais em sua concepção e implementação. / The phenomenon of \"judicialization of politics\" has aroused the interest of many researchers, especially after the effects produced by the 1988 constitutional configuration. In Brazil, empirical studies about the judicialization of politics have mainly focused on two categories: 1) in the analysis of the Federal Supreme Court and in the abstract constitutional control and 2) in the analysis of the judicialization that occurs through the Common Justice in individual or collective processes that involve public policies. A significant part of the existing bibliography on the subject of the judicialization of public policies focuses on the issue of access to healthcare, given it is the area that has seen the greatest volume of actions in Common Justice in recent years. Generally limited to the analysis of jurisprudence, these studies rarely explore the behavior of the Judiciary as an institution that is driven by individual, collective and state actors in the field of healthcare. This study intends to analyze one of the institutional responses of the Brazilian Judiciary to the growing lawsuit actions that demand healthcare assistance: the National Forum of the Judiciary for Monitoring and Resolution of Health Care Claims - Health Forum, created at the initiative of the National Justice Council (CNJ) in 2010. The main objective of this dissertation is to show how the process of health judicialization has unfolded in this initiative of institutionalizing a public policy of justice, in the form assumed by the Health Forum. We argue that the experience of creating and implementing the Health Forum configures a public policies of justice. It is thus a policy led by an agency of the Judiciary which, by virtue of its administrative and non-jurisdictional nature, calls for the responsibility of organizing the terms of the often-judicialized public policy, thereby entangling legal and non-legal, governmental and non-governmental actor, in their design and implementation.

Previous issue date: 2013-12-26 / FAPEAM - Fundação de Amparo à Pesquisa do Estado do Amazonas / This research analyses the management and implantation of school council in three public schools at the east district of Manaus in articulation with the public policy for local and national education. The investigation presents a regulatory mark in public policy, bringing in democratic managing conceptions for the nature and concept of school council. The research is supported by the dialectic method and uses a qualitative approach on document analysis, semi-structured interviews, and on questionnaires. For document analysis, were selected: laws, decrees, resolutions, regulations, public school general guide rules, school intern guide rules, and school political pedagogic project, as well as social statute model and records of school council meetings. The interviews privileged the managers in the three schools and a representative member of the Support Division of the School Management of Secretaria Municipal de Educação de Manaus – SEMED. The questionnaires were applied to the school council members who represent the school and local community segments of the three selected schools. The results of the research show the establishment of directresses and actions of SEMED for implantation of the school council in Manaus municipal teaching net, from 2008 on. On these directresses, it is identified the transference of the recourse executor unit from Parents, Masters and Community Association – APMC to the school council. These results reveal significant points presented by the school council members, after the creation of this collegiate organ. In questions common to the three schools, it is noticed that the school councils give priority to the executor function of financial recourses in detriment of the attributions of this collegiate: the deliberative, the consultive, the fiscal controlling, and mobility actions. The results show that the research subjects commented the participation of the school and local community as the main way of assuring a democratic managing. In the distinct points presented in the process of school council implantation in the three schools it is pointed out an active participation of this collegiate organ, in contrast with an unsatisfactory participation in the other schools. Otherwise, the representative members of two schools in the school council took part in the construction of the Pedagogical Politic Project – PPP. The results of the research show that the school council will have several challenges to effectively consolidate all the attributions and, then contribute in the processes of school democratic managing. The research suggests reflections for educational policy regarding to the school council of Manaus municipal teaching system with the perspective of having an articulating, and mediating collegiate council for democratic public school, and consequently a better teaching quality. / A pesquisa analisa a gestão e o processo de implantação do conselho escolar em três escolas públicas municipais da zona leste de Manaus em articulação com as políticas públicas para a educação nacional e local. A investigação apresenta o marco regulatório das políticas públicas, trazendo as concepções de gestão democrática e a natureza e as conceituações do conselho escolar. A pesquisa sustenta-se no método dialético e utiliza-se da abordagem qualitativa na análise documental, nas entrevistas semiestruturadas e nos questionários. Para a análise documental foram selecionados: leis, decretos, resoluções, portarias, regimento geral das escolas públicas, regimento interno e projeto político-pedagógico das escolas, modelo de estatuto social e atas dos conselhos escolares. As entrevistas privilegiaram os gestores das três escolas e um representante da Divisão de Apoio à Gestão Escolar da Secretaria Municipal de Educação de Manaus - SEMED. Os questionários foram aplicados com os membros do conselho escolar, que representam os segmentos da comunidade escolar e local das três escolas selecionadas. Os resultados da pesquisa demonstram o estabelecimento de diretrizes e ações da SEMED para implantação do conselho escolar na rede municipal de ensino de Manaus, a partir de 2008. Nessas diretrizes, identifica-se a transferência da unidade executora de recursos da Associação de Pais, Mestres e Comunitários – APMC para o conselho escolar. Esses resultados revelam pontos significativos apresentados pelos membros do conselho escolar, após a criação deste órgão colegiado. Nas questões comuns às três escolas, verifica-se que os conselhos escolares priorizaram a função executora de recursos financeiros, em detrimento das atribuições deste colegiado: a deliberativa, a consultiva, a fiscalizadora e a mobilizadora. Os resultados apontam que os sujeitos da pesquisa comentaram a participação da comunidade escolar e local como principal meio de assegurar a gestão democrática. Nos pontos distintos apresentados no processo de implantação do conselho escolar das três escolas destaca-se numa escola a participação ativa deste colegiado e nas demais escolas, sem atuação satisfatória. Entretanto, os representantes no conselho escolar de duas escolas participaram na construção do Projeto Político Pedagógico – PPP. Os resultados da pesquisa demonstram que o conselho escolar terá inúmeros desafios para firmar efetivamente todas as atribuições e, assim, contribuir nos processos de gestão democrática das escolas. A pesquisa suscita reflexões da política educacional referentes ao conselho escolar do sistema municipal de ensino de Manaus, na perspectiva de tornar um colegiado articulador e mediador da gestão democrática da escola pública, e consequentemente, na melhoria da qualidade do ensino.

O Conselho Municipal de Saúde de Rio Branco como espaço de participação social e promoção da saúde / The Municipal Health Council of White River as a space for social participation and health promotionDanúzia da Silva Rocha 03 June 2014 (has links)
No presente estudo, objetivou-se a compreensão da forma como a participação social se desenvolve no Conselho Municipal de Saúde, do município de Rio Branco, assim como a identificação da sua influência nas ações de promoção à saúde. Para tal, foi utilizada uma abordagem qualitativa e a metodologia de estudo de caso. A investigação foi realizada em etapas, sendo elas: acompanhamento das reuniões do referido órgão, com a utilização da técnica conhecida como observação sistemática; a segunda consistiu na análise documental das atas das reuniões dos órgãos colegiados, relatórios de gestão, entre outros; e realização de entrevistas com todos os conselheiros. Apesar do órgão estudado já ter sido criado há mais de duas décadas, a participação social somente tem-se desenvolvido muito paulatinamente apenas nos últimos quatros anos. Este conselho apresenta como entraves a sua efetivação e real democratização da gestão das políticas públicas de saúde, os mesmos obstáculos identificados em outros conselhos estudados no país. São eles: relações assimétricas de poder; dificuldades de representação, principalmente no segmento dos usuários; capacitações insuficientes para o pleno exercício do mandato de conselheiro, entre outros. Mesmo diante de inúmeros aspectos que atravancam uma participação equânime, os conselheiros têm uma postura positiva quanto ao seu papel enquanto contribuinte para esse processo e quanto ao conselho enquanto espaço de democratização das tomadas de decisões. Há que se considerar o potencial de compartilhamento de poder e responsabilidades de espaços como estes, e os atores envolvidos devem ter o seu esforço de participar valorizado e incentivado, dando-lhes voz e escuta e tendo suas intervenções e, ou solicitações atendidas, tendo em vista que esse é o objetivo de se incluir constitucionalmente a participação da sociedade na gestão da coisa pública / The present study aimed at understanding how social participation develops the Municipal Health Council of the city of Rio Branco, and the identification of its influence on the actions of health promotion. To this end, we used a qualitative approach and case study methodology. The research was carried out in stages , namely: monitoring the meetings of that body , using the technique known as systematic observation , the second consisted of documentary analysis of the minutes of the meetings of the collegiate bodies , management reports , among others , and achievement interviews with all directors . Despite this organ studied , having been established for more than two decades , community involvement and has developed very slowly in just the past four years . This board features as barriers to its effectiveness and real democratization of the management of public health policies , the same as those identified in other studies in the country . They are: asymmetric power relations; difficulties of representation, especially in the segment of users ; capabilities insufficient for the full office of counselor, among others . Even with numerous aspects that clutter equitable participation, counselors have a positive attitude about their role as contributors to this process and the council as an area of democratization of decision making. We must consider the potential sharing of power and responsibilities of spaces like these , and the actors involved must have their efforts valued and encouraged to participate by giving them a voice and listening and taking their interventions and or requests answered , considering that this is the goal of including constitutionally society participation in the management of the \"thing \" public .

defined limits to which conservation rules are applied. The participative management is
guaranteed through the law of SNUC and the decree 4.340/2002 that possesses a chapter
exclusively about Conservation Units Council. The objective of this work was to analyze the
participative management in conservation Units from one case study, the one of Petr?polis
EPA. The present work is organize in three chapters the first treated the mobilization process
for the creation of the Petropolis EPA council. In this chapter the period was analyzed from
the beginning of the mobilization for construction of the governance, making for the creation
of the council in 1997 to the council officialization in 2000. Chapter II treat of the
participation and the representativity of this council. In this chapter three analysis were
accomplished, the first considered the criterion-stablished by the law 9.985/2000 and of the
decree 4.340/2002, the second analysis was made by categories of stablishe analysis for this
work that were: numbers of meetings for year; number of participants at the meetings;
composition of the Council; number of institutions evvolution; relation between the number
of institutions and the population; relation between number of institutions and the municipal
sistrict areas belonging to the Unit; institutions not beloning to theCouncil that attend the
meetings and closing this chapter, the third analysis was centered in stablished criteria by
other tree authors in 2003. The criteria adopted by these author were based on the beginnings
of a governance good list of the United Nations Program for the Development (PNUD). In the
chapter III were analyzed the implemented actions in the Council ambit, as well as the
projects and the way as happens the communication between the Councilo and the
populatikon. With this Petropolis EPA Council assisted to stablished criteria for SNUC, it
presented good representativity, strong participation of the civil society, however needing
incentive to the frequency of institution. The Petropolis EPA Council assisted the criteria of
governance good, presenting a good communication with the population. / Unidade de Conserva??o s?o ?reas com limites definidos cuja fun??o ? a conserva??o
da biodiversidade. A gest?o participativa nestas ?reas ? garantida atrav?s da Lei do SNUC e
do decreto 4.340/2002 que possui um cap?tulo exclusivamente sobre Conselhos de Unidades
de Conserva??o. O objetivo deste trabalho foi analisar a gest?o participativa em Unidades de
conserva??o a partir de um estudo de caso, o da APA Petr?polis. O presente trabalho ?
dividido em tr?s cap?tulos, sendo que o primeiro trata do processo de mobiliza??o para a
cria??o do Conselho da APA Petr?polis, neste cap?tulo foi analisado o per?odo desde o in?cio
da mobiliza??o para constru??o da governan?a, passando pela cria??o do Conselho em 1997
at? a oficializa??o do Conselho em 2000. O cap?tulo II trata da participa??o e da
representatividade deste Conselho, neste cap?tulo foram realizadas tr?s an?lises, a primeira
considerou os crit?rios estabelecidos pela Lei 9.985/2000 e do Decreto 4.340/ 2002. A
segunda an?lise foi feita atrav?s de categorias estabelecidas para a realiza??o deste trabalho,
s?o estas: N?mero de reuni?es por ano; n?mero de participantes nas reuni?es; composi??es do
Conselho; evolu??o do n?mero de institui??es; rela??o do n?mero de institui??es pela
popula??o; rela??o do n?mero de institui??es pelas ?reas dos munic?pios pertencentes ?
Unidade; institui??es n?o pertencentes ao Conselho que assistiram as reuni?es. E por fim a
terceira an?lise do cap?tulo ? centrada em um dos crit?rios estabelecidos por outros tr?s
autores em 2003, crit?rios estes que foram baseados nos princ?pios de uma lista de boa
governan?a do Programa das Na??es Unidas para o Desenvolvimento (PNUD). No cap?tulo
III foram analisadas as a??es implementadas no ?mbito do Conselho, assim como os projetos
e a forma como se d? a comunica??o do Conselho com a popula??o. Com isto o Conselho da
APA Petr?polis atendeu aos crit?rios estabelecidos pelo SNUC, apresentou boa
representatividade, com participa??o forte da Sociedade Civil, por?m necessitando incentivo ?
presen?a das institui??es. E apresentou tamb?m no per?odo de estudo uma boa comunica??o
com a popula??o.

Formação e participação políticas de conselheiros de escola: o caso do município de Suzano/SP (2005 - 2009) / Political formation participation of the school counselors: the case of the municipality of Suzano-SP (2005-2009).Cileda dos Santos Sant\' Anna Perrella 10 February 2012 (has links)
Esta tese trata da formação política e da participação política dos conselheiros de escola que atuaram no município de Suzano São Paulo, no período de 2005 a 2009, particularmente no que diz respeito aos familiares das crianças. Procuramos analisar em que medida esse tipo de formação contribui para a luta pela democratização da gestão da escola e para a elaboração de propostas de formação política por parte do poder público. O estudo foi organizado de modo a abordar no primeiro capítulo a questão da formação e da participação política. A partir de um conceito amplo de educação, ressaltamos a educação não formal e popular desenvolvida no mundo da vida, em diferentes processos participativos como campo privilegiado para a formação política preocupada com a tomada de decisões e com a democratização das relações. No segundo capítulo, privilegiamos o tema da institucionalização dos espaços de participação, tecendo considerações sobre a escola e sobre o Conselho de Escola, entendendo que não basta a criação de espaços democráticos de participação para que se garantam direitos legalmente firmados. Na sequência, apresentamos o contexto desta pesquisa, expondo, além das características do município de Suzano, as diversas ações voltadas à democratização da gestão da escola ali desenvolvidas e os participantes desta investigação. No último capítulo, à luz da teoria apresentada, identificamos e analisamos as concepções elaboradas pelos conselheiros de escola, participantes desta pesquisa, sobre formação, participação, representação, direito, escola e Conselho de Escola. Os dados foram obtidos por intermédio de: 1. consulta e análise de vários documentos da SME referentes às ações democratizantes elaboradas pelo município de Suzano/SP, no período entre 2005 e 2009; 2. entrevistas com doze conselheiros de escola, familiares das crianças, que atuaram no mesmo período. Nas conclusões, apresentamos, a partir do mapeamento realizado, aspectos de natureza temática, estratégica e estrutural que consideramos importantes para a elaboração de políticas públicas voltadas à formação política do conselheiro de escola com vistas à transformação da escola e da sociedade. / This thesis deals with the political formation of the school counselor, specifically the parents segment, who worked in the city of Suzano - São Paulo (2005-2009). Our goal was to analyze to which extent this kind political formation helps in the struggle for democratizing the school management and in the creation of political formation proposals made by the government.The study was organized to address, in the first chapter, the issue of political education and participation. From a broad concept of education, we emphasize the non-formal and popular education developed in the world of life, in different participatory processes, as a privileged field for the political education concerned with participation in decision-making as well as the democratization of relations. On the second chapter, we focus the question of institutionalization of spaces involvement with considerations about the school and the School Council, understanding that just the creation of democratic spaces of participation such as the School Council is not enough to ensure that the relationships there stabilished will guarantee the existence of rights legally signed, being democratic practices and relationships necessary for this warranty to become a reality. Following, we present the research context of the city of Suzano bringing characteristics of the various actions aimed at the democratization of school management developed there. In the last chapter, in light of the theory presented, we plot the concepts developed by school counselors on formation, participation, representation, law, school and the school council. To conduct the study, the data was obtained by: 1) SME documents that were organized, consulted and analyzed, related to democratizing actions developed for that municipality in the period between 2005 and 2009. 2) Interviews with twelve school counselors, from the parents segment, who acted in the same period. In conclusion, we return to the conceptions developed by the counselors, from the mapping done, thematic, strategic and structural aspects that we consider important for the elaboration of public policies for formation of school counselors with emphasis on transforming the school and society.
