International Development and its aims are often contested in post-colonial discourses and by postcolonial thinkers. The fundamental concepts of development, as we see in the sector of aid and international development, steer the values, execution and evaluation of development projects across the globe, as well as national development policy. While international development theory has gone through several frameworks, the concepts that underpin ideas of development have remained the same. Economic growth and political liberalism dominate development priorities, from national to grassroots efforts, while shifts in development theory like the capability approach or well-being index are treated as an appendage, or secondary to the overall goals of economic growth.While development practice continues to focus on economic growth and battles with how to marry this with eradicating environmental and human suffering, art and culture provide a paradigm shift that gives us access to ways of being, relating and knowing that step outside of the extractive dimension. This research investigates how artists in the city of Baguio, Philippines have contributed to the development of the area, and what main concepts of progress they have promoted. Through these insights a new approach to culture and development is aimed to be conceived.

Communication for Development at the United Nations : A Theory-Guided Case Study of Development Communication and C4D Usage Within the UNEventhén, Leakim January 2024 (has links)
This thesis constitutes a theory-guided case study of development communication and communication for development usage within different agencies at the United Nations. The study initially presents theories on development communication and communication for development, as interpreted, explained, and defined by researchers within the field. Then, the thesis applies the theories on development communication and communication for development to cases within the United Nations. The cases included in the study are; the United Nations Children’s Fund (UNICEF), the United Nation’s Educational, Scientific, and Cultural Organization (UNESCO), the United Nations Development Programme (UNDP), and the Food and Agriculture Organization of the United Nations (FAO). The results of the study demonstrate that; UNICEF utilizes development communication and communication for development in a manner that is in line with the definitions laid forth by Quebral as well as Fraser and Restrepo-Estrada. There is a connection between the way UNESCO uses development communication and communication for development and the theories put forth by Fraser and Restrepo-Estrada as well as Waisbord. The theories of Quebral and Waisbord are applicable to the work carried out by the UNDP. And lastly, the way in which FAO utilizes communication for development is in line with the definitions laid forth by Quebral as well as Fraser and Restrepo-Estrada.

Within the field of development, participation has become the normative approach in the past two decades. For development projects to be sustainable, the communication must be participatory in nature.
For development projects to be sustainable and to actually contribute to the development of communities, communication has to be based on the participatory approach of development communication. Dialogue, empowerment that leads to independence and cultural identity are some of the most important principles of the participatory approach. The importance of communication aimed at development first became apparent during the modernisation paradigm. Modernisation is considered an evolutionary shift from a traditional view to a modern society. Development is seen as synonymous with westernization, industrialization and economic growth.
Universities are under pressure from both the government and the industry to help with economic development and deliver graduates that can make a positive difference in their field of expertise (Grimaldi & Grandi, 2005). A university business incubator (UBI) is a business incubator located within a university. University business incubators facilitate and develop conditions and support systems that ensure young entrepreneurs with new ventures will function successfully. Business incubators support these entrepreneurs by giving them access to affordable facilities and resources such as secretarial support and office furniture. The focus is on providing entrepreneurs with specialised support, training and assistance, including research and development, risk capital and networking opportunities (Lalkaka, 1990:25).
A UBI uses the university‟s resources, personnel‟s time and knowledge toward economic development efforts, reaping the benefits from the commercialisation of the university‟s own research (Grimaldi & Grandi, 2005; Mian, 1997). The Netherlands Initiative for Capacity development in Higher Education (NICHE) launched a programme in South Africa in February 2009. BEEHIVE
(Bridging Business and Education by Establishing a Hub of Innovative Ventures and Expertise) is the university incubator of the North-West University‟s (NWU) Vaal Triangle Campus, which started with the operational phase of the programme in May 2012. The name was changed in 2011 to Bhive for marketing purposes.
Against this background, the following research question was investigated: to what extent is the communication between stakeholders of the Bhive UI participatory? The researcher used a qualitative research method in order to collect the data. A literature study was conducted to explore the premises of the nature of the participatory approach in development communication for social change. Interviews with different stakeholders were conducted to determine their perceptions regarding the Bhive UI. Lastly, the researcher observed the Bhive UI over a period of two years.

Much discourse on the issue of development communication has focused on participation and its role in improving the lives of developing communities. This line of thought emanates from the theories of Paulo Freire and Martin Buber. Freirean dialogue, which emphasises dialogue and conscientisation emanated from Martin Buber's l-Thou and l-lt relationships and are relevant in this study because these concepts are pivotal in the endeavour to develop grassroots communities.
For purposes of this study participatory communication is associated with dialogue, self-reliance, empowerment, the communities' socio-cultural context and strategic communication. In an effort to improve service delivery in the public sector, the South African government resolved to provide communities across South Africa with both information and services through the establishment of Thusong Service Centres. The Thusong concept refers to 'a place to get help or assistance' in Sesotho, and has been the focus of government in carrying out its mandate in respect of development communication in South Africa.
This study adopted a qualitative research approach to gather data, to determine how the communication of Thusong Service Centres in Tshwane compare with the normative principles of participatory development communication. This study used purposive sampling and focused on the six Thusong Service Centres in Tshwane. The empirical study comprised document analyses of government policies, semi-structured interviews with senior Government Communication and Information Services (GCIS) personnel and personal observations at the six Thusong Service Centres.
An analysis of the communication of Thusong Service Centres with Tshwane communities show that there is inadequate alignment with the theoretical underpinnings of participatory development communication. Against the backdrop of Chin Saik Yoon's four ways of observing participation in development projects, namely, participation in implementation, evaluation, benefit and decision-making, the study indicates that Tshwane communities do not partake in participation in evaluation and participation in decision-making. Furthermore, using Freirean
dialogue as a benchmark, it was concluded that Thusong Service Centres do not fully meet the required principles of dialogue.
Although the abovementioned results indicate that development communication practised by GCIS at Thusong Service Centres is in the main linear in nature, the study makes practical recommendations on how the normative principles of participatory development communication may be implemented at these centres in order to fast track the development process. / Thesis (M.A. (Communication Studies))--North-West University, Potchefstroom Campus, 2010.

In the context of significant numbers of Muslim newcomers immigrating to Europe andperceptions of failed integration in Sweden, and in light of the urban conflict andincreasing debates about integration as a one-way or two-way street, this paper sets out a“communication for development”-informed theoretical framework that focuses on thestruggle for social cohesion and immigrant integration in Malmö, Sweden. The paperuses triangulation to view this challenging situation from various perspectives. Not onlydoes this reveal that unemployment and lack of power have taken their toll on agencyamong migrants—particularly Iraqi men—but also that the strongest stories showingimmigration as an asset—particularly Iraqi women—are not being told in the media.Through the use of empirical material from Malmö, this paper contends that participatorycommunication in Malmö is less than participatory, and that integration in Sweden, in itsexpectations, leans uncomfortably close to assimilation. The paper gives examples ofseveral development communication initiatives for integration that have had positiveresults, with strong evidence that community media, as just one example, has proveneffective at improving immigrant integration. The paper concludes that developmentcommunication initiatives show promise for improving social cohesion in Malmö, andthat these can be effective only if the choice to participate, and the choices of initiative,medium and content are made by the migrants themselves.

A conceptual framework for disaster risk participatory communication for at-risk communities in South African municipalities / Tigere ChagutahChagutah, Tigere January 2014 (has links)
South Africa, like many other developing countries, faces a growing problem of informal settlements which are mushrooming in and around the major urban centres. Living conditions within these settlements are typically poor with residents facing a range of basic livelihoods challenges, exacerbated by poverty, inequality and social exclusion. Unplanned and rapid urbanisation, from which informal settlements originate, and existing conditions in these areas, heighten risk to disaster and provide the conditions that turn natural and man-made events into major livelihoods disruptions. The most devastating of these disruptions are disasters brought on by uncontrolled fires, extreme wet weather and associated flooding. To forestall disaster, minimise livelihoods disruptions and debilitating loss of assets, and safeguard developmental progress, local governments have increasingly adopted risk reduction approaches to their development planning and implementation. Among some of the critical risk reduction measures adopted is the deployment of communication interventions meant to cultivate a culture of risk avoidance among at-risk communities.
While it is largely accepted that developmental losses can be considerably reduced if people are properly educated and well-prepared for a disaster, it is also widely recognised that current tools and guidelines for communication of disaster risk in developing communities have largely proved inadequate. Among leading criticisms is that the communication interventions implemented neither fully cater for the contemporary proactive and pre-emptive (risk minimising) approach to disaster risk management nor the developmental imperatives of the disaster risk reduction paradigm. This study, therefore, sought to propose a conceptual framework for the reorientation of thinking and improvement of the on-the-ground practice of disaster risk communication in South African municipalities, and to ensure, among other things, that the practice of disaster risk communication in South Africa places participation of at-risk communities at the centre of communication interventions for disaster risk reduction. A literature study was conducted to explore what principles of the participatory approach to development communication could be applicable to a framework for disaster risk communication interventions. Following the literature study, an empirical study into the contemporary disaster risk communication practice in the three study sites of Cape Town, George and uThungulu District was carried out. The field study comprised semi-structured interviews with disaster risk communication managers and other key informants, and focus group discussions with members of informally settled communities in the study areas. Using a hybrid thematic analytic approach, the data gathered empirically were analysed against the salient themes derived from the literature study and those emerging as the empirical study progressed, and from that process a conceptual framework for disaster risk participatory communication for at-risk communities in South African municipalities was developed and proposed.
