This diploma thesis' theme is the elaboration of the strategic development plan for the municipality of Hostomice. The thesis first focuses on an introduction to the theory of regional and strategical planning, then it continues to a detailed analysis of opportunities that the municipality od Hostomice provides. This was followed by a field research to obtain a public opinion. On the basis of the results, concrete future development proposals were elaborated.

For the purpose of the work was selected and analysed Úsilné land adjustment projection (LAP), which is characterized by a strong representation of residential structures. Furthermore, the village development plan was analysed in terms of residential structures and border of the LAP. Development areas for multi-activities and infrastructure networks were defined, as well. As a result, a proposal for harmonizing the LAP project and the village development plan was suggested, focusing on a regional system of ecological stability, erosion protection of the settlements, communications connectivity and flood protection. Finally, benefits of the suggested solution were presented.

Developmental Local Government with reference to the implementation of Local Economic Develoment Policy

This thesis examines the notion of developmental local government within the context of the implementation of a local economic development policy and the interrelationship that exists between national development frameworks underpinning growth and development objectives developed at the national and provincial spheres of government and the local economic development policy executed at the local sphere of government. Chapter One provides a historical overview of the Integrated Development Plan and of Local Economic Development in the Republic of South Africa. The concept of a developmental state within the context of the Republic of South Africa and also the evolution of the system of local government are examined. Chapter Two discusses research methodology within the context of the discipline of public administration and provides a distinction between qualitative and quantitative research and the rationale behind the adoption of a qualitative research approach for the purpose of this study. An overview of Public Administration and Public Policy literature is broadly discussed in Chapter Three. The theoretical framework of developmental local government and its characteristics is discussed in the same chapter. The trajectory of national economic development policies, namely, the Reconstruction and Development Programme, the Growth, Employment and Redistribution Policy, Accelerated Shared Growth Initiative for South Africa and New Growth Path and the interrelationship with the LED policy objectives are examined in Chapter Four. The analysis of the case study underpinning this study and presentation of research findings flowing from a field research undertaken in the Emakhazeni local municipality situated in the Mpumalanga province of the Republic of South Africa are discussed in Chapter Five. An LED policy implementation model suited for developmental local government is also discussed in this chapter. Special economic zones are one of the tools utilized by Chinese government to stimulate the growth of local economy, especially through foreign investment. This thesis is focused on special economic zone in Shenzhen and on use of special economic zones for development of inland provinces of China in recent years, which are lagging in economic development in comparison with the developed provinces on the eastern coast. Western development plan is demonstrated on the example of the province of Xinjiang. The thesis further sumarizes bow is the approach to establishment of special economic zones changing in recent years, compared to the period of early 1980s.

Preocupou-se em compreender se esse modelo de planejamento favoreceu ou não a participação nos processos de organização da unidade escolar. Adotamos como metodologia de pesquisa a abordagem qualitativa, utilizando como procedimentos metodológicos o levantamento bibliográfico referente ao PDE-Escola e à gestão democrática da escola pública no banco de dados de Teses e Dissertações da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES), bem como nos artigos científicos publicados no Scientific Electronic Library Online (SciELO). Outro procedimento metodológico utilizado foi a análise documental de fontes primárias (Legislação, Planos de Ação do PDE-Escola e de Relatórios do PDE-Escola), acessados pela plataforma online Sistema Integrado de Monitoramento, Execução e Controle do Ministério da Educação (SIMEC). Verificamos que o modelo gerencial que informa o PDE-Escola, ao utilizar instrumentos de responsabilização e controle sobre o processo de gestão, ressignificou os conceitos de participação e autonomia no contexto da administração pública, não contribuindo com a ampliação da democratização da gestão escolar / Abstract: This research had as main goal to analyze the influence of the School Development Plan (PDE-School) in the public school democratization. It concerned in understanding whether this planning model favored or not the participation in the organization processes of school unit. We have adopted as a research methodology the qualitative approach, using as procedures the literature regarding to the PDE-School and democratic management of public schools in the database of Theses and Dissertations of Higher Education Personnel Training Coordination (CAPES) and as in scientific articles published in the Scientific Electronic Library Online (SCIELO). Another approach used was the documentary analysis of primary sources (legislation, PDE-School Action Plans and PDE-School Reports), accessed by the online platform Integrated Monitoring System, Implementation and Control of the Ministry of Education (SIMEC). Planering för resilienta externhandelsområden : En studie över hur en plankarta kan utformas för ökad resiliens och flexibilitet av ett externhandelsområde / Planning for resilient external trading areas

Denna studie är en kandidatuppsats i Samhällsbyggnadsteknik vid Högskolan Dalarna. Handeln är i ständig utveckling vilket ställer krav på de platser där handel bedrivs. Dessa platser måste därför planeras för att möta den ibland oförutsedda utveckling som framtiden för med sig annars finns risken för urbana förfall inom dessa områden. Studien avser att med hjälp av samlad empiri kring arbete med planering, flexibilitet och resiliens resultera i hur plankartor över externhandelsområden kan arbetas fram och sedan utformas för att bli anpassningsbara mot trendbrott och oförutsedd utveckling i framtiden. I studien har även plankartor över handelsområden från tre olika kommuner granskats. Detta för att få en inblick i hur dagens områden är planerade, detta ligger sedan till grund för skapandet av en alternativ plankarta över Knalleland i Borås. I studien har även sex semistrukturerade intervjuer utförts, alla med någon koppling till någon av de tre valda handelsområdena. Studien har visat på att de granskade områdena inte planerats för att vara så flexibla och resilienta som man ur studiens perspektiv kanske kan önska. Studien resulterade även i ett experiment med en alternativ plankarta vars syfte var att möjliggöra för en flexiblare användning samt innehålla ett större inslag av komponenter för ökad resiliens. Det har genom studien framkommit att den unika platsens förutsättningar spelar stor roll när man ska planera för ett resilient område. Vilket får till följd att det kan vara svårt att hitta generella lösningar som fungerar och som kan appliceras överallt. / This study is a bachelor thesis in Civil Planning and Construction at Högskolan Dalarna. Commerce is in constant change, which put demands on the places where commerce occurs. These places must therefore be planned to meet the sometimes-unforeseen development that the future brings. If not, there is a risk of urban decay in these areas. This study aims to result in how maps for detailed development plans in external retail areas can be created to be adaptable to unforeseen future development. This with the help of collected data concerning work with planning, flexibility and resilience. The study also contains a comparison of maps for detailed development plans in external retail areas in three different Swedish municipalities. This was made to get an insight to how these areas are planned and is also used to create an alternative map for detailed development plan for the area Knalleland in Borås, Sweden. The study also contains six semi-structured interviews, all with a connection to one of the three chosen external retail areas examined. The study has shown that the areas examined has not been planned to be as flexible and resilient as one, from the perspective of the study might have wished for. The study also resulted in an experiment with an alternative map for detailed development plan, whose purpose was to enable a more flexible use, as well as to contain more components for increased resilience. It has been concluded, through this study, that the unique prerequisites of the site are of great importance when planning for a resilient area. This makes it hard to find general solutions that works and can be applied anywhere.

For  a  long  period  of  time  it  has  been  known  that  detailed  development  plans  contain provisions that are difficult to implement. In 2011, the Swedish government assigned the cadastral authority to identify the gravity of the problem by sending out 384 questionnaires to cadastral surveyors. These cadastral surveyors specified whether the detailed development plans  contained  provisions  that  could  be  difficult  to  implement.  In  this  thesis,  the questionnaires are reviewed, and in order to have a deeper understanding of the reasons why these provisions are still used, interviews were carried out with five detailed development planners in different municipalities. The results from the questionnaires illustrates the following: two percent of the detailed development plans contain land that is reserved for a joint facility and for a public purpose, and five percent was for land that was not localized. In five percent there were no special reasons for the municipality for not mandating public places. The description of the plans lacked information about how the plan could be carried out in 35 percent of the plans. From the interviews it appears that the land reservation which were not localized were used because they did not want to lock the plan to existing conditions. Through the land reserve for a joint facility and for public land the municipality wanted to secure public access to private land and at the same time not have to pay for the public area. In many of the detailed development  plans  the  municipalities  did  not  mandate  for  public  spaces  because  the neighbourhood had private mandating. According to one municipality they gave priority to the design of the plan before the implementation. Another one said that it was hard to decide which questions they had to solve in the plan and which ones belonged to the cadastral authority.  However,  the  development  planners  consider  the  consultation  as  a  pragmatic method to get input on the plan. In summary, the municipalities need more guidance to enforce the plan and the know-how of the provisions needed to implement the plan efficiently. / Under en längre tid har det framkommit att detaljplaner innehåller planbestämmelser som är svåra att genomföra. Lantmäteriet fick därför år 2011 i uppdrag av regeringen att utreda hur omfattande problemen är. En enkät skickades ut till förrättningslantmätare som i och med sitt samrådsyttrande till kommunen fick ange ifall detaljplanen innehöll planbestämmelser som kunde bli svåra att genomföra. I examensarbetet sammanställs de 384 enkätsvaren varav ett urval  presenteras  och  för  att  få  en  djupare  förståelse  för  av  vilka  anledningar  dessa planbestämmelser används har även fem planhandläggare på olika kommuner intervjuats. Resultatet av enkätsvaren visar att två procent av detaljplanerna innehåller gx/ gz områden och  olokaliserade  markreservat  till  ett  första  plansamråd.  Särskilda  skäl  för  ett  enskilt huvudmannaskap fattas i sju procent av detaljplanerna och 35 procent av planerna innehåller andra brister som många gånger handlar om att planbeskrivningen inte innehåller tillräcklig information om hur planen ska genomföras. Av intervjusvaren med planförfattarna framgår att de olokaliserade markreservaten användes för att inte låsa planen till befintliga förutsättningar och genom gx-området säkerställdes allmänhetens tillträde till kvartersmark samtidigt som kommunen undgick det ekonomiska ansvaret för området. I flera av detaljplanerna har kommunen avsagt sig huvudmannaskapet eftersom att  det av tradition varit enskilt. Enligt en av planförfattarna prioriterar kommunen att behandla frågor om detaljplanens gestaltning till samrådet framför genomförandefrågor och en annan planförfattare menar att det är svårt att avgöra vad som är deras frågor att behandla och vad som är Lantmäteriets. Dessutom framfördes att samrådet var till för att få in bra  synpunkter  och  att  många  frågor  löstes  efter  att  det  genomförts.  Slutsatsen  av examensarbetet är att kommunerna behöver mer stöd när det gäller genomförandefrågor och bättre  kunskaper   i   vad   nämnda   planbestämmelser   innebär   för   det   fastighetsrättsliga genomförandet.
