<p>Abstract: A public service sector in constant reformation is a common phenomenon in Sweden. This also includes the municipal care organisations. A central role in those reformations has the public middle chief who often is the one to implemented reforms to the organiza-tion's staff.</p><p>This study is examining the role of the public middle manager in care organisations dur-ing the implementation of common ideologies value foundation in a present organisa-tion's reform. The study tries to elucidate in which way the public middle managers in municipal care organisations experience their roles, which expectations the management of the organisation has on their roles and how a present organisation changes inflict on the contents of the role. If the middle manager in a municipal care organisation feels like normative for the personal group is another aspect.</p><p>There are four concepts used as theoretic framework in the study, organization, imple-mentation and public middle managers in a general aspect and the middle manager in a municipal care organisation in a specific aspect. The study is a case study of the munici-pal Y care organisation. It also contains observations on the middle managers and their staff's interaction during implantation of common value foundation. The procedure of this analyse is built on an abductive interpretation of collected data.</p><p>In this study, it emerges that the administration of the organisation thinks a leadership from a competence perspective is important and that the leader should dare to lead. The organization's middle manager strives for a democratic leadership, which is the ground in a communication perspective. It is vague and difficult to define which the experiences of the common value foundation are by members of the organisations. Therefore, many municipal middle managers in the organisation feel that they have to interpret the value foundation on their own. However, they also experience a difference among their staff when they talk about their work during and after the implementation of common value foundation.</p>

La protection du handicap en droit international / Protection of disable in international law

En droit international, on a différentes approches du handicap : l’approche médicale qui renvoie à la déficience et à la maladie et l’approche sociale qui renvoie à la personne physique et au citoyen. Tandis que la Convention internationale relative aux droits de la personne handicapée fait de celle-ci un nouveau sujet du droit international, l’OMS, l’UNESCO… quant à elles ont établi des programmes pour encadrer et promouvoir les droits des handicapés. De même, le droit international, en l’occurrence, le droit international des droits l’homme, le droit international humanitaire ont édicté un ensemble des mécanismes, des moyens ou des garanties de protection pour protéger les personnes handicapées. Ainsi, notre première partie a été consacrée à la construction du cadre international de protection du handicap, à savoir l’ensemble des textes, des institutions et des mécanismes de protection universels, régionaux, nationaux ou spécifiques protégeant les personnes handicapées. La deuxième partie analyse l’étendue, la portée ainsi que les différents obstacles de la protection du handicap. Ces obstacles sont d’ordre économique, politique, socioculturel ou juridique. Nous avions terminé notre étude par un aperçu des violations desdits droits, des insuffisances des mécanismes existants et des propositions en vue de l’amélioration de la protection de la personne handicapée. / International protection of disable person is our topic. We have analyzed this topic in two parts.First of all, we have analyzed and presented the international juridical system of protection of the disable persons. In this way, we have study, all the institutions of protection, the laws and, international, regional, national and typical mechanisms of protection provide by human international law and also by humanitarian law. In the second part, we have studied different obstacles with not permit a huge or effective protection of disable and disable person. These obstacles are in different sorts. In this study, we have pick and analyze political, economic, social, cultural, or legal obstacles. In the terms of this study, we give some proposals or solutions in order to ameliorate and improve the protection of these persons.

Effects of Small Group Intervention on Disable Students¡¦ Interpersonal Relationships and Self-efficacy

The purpose of this study was to investigate the effectiveness of small group activity intervention to promote learning in disable high school students¡¦ interpersonal relationship, personality, and self-efficacy. Four 11th graders with minor learning disability from a vocational high school in central Taiwan participated in a 12-week intervention and formed the experimental group, which integrated and utilized role play, drawing therapy, small group game, individual presentation, cooperative learning, and self-confession. Another four 11th graders with minor LD or hearing disability was conveniently sampled to be comparison group, they were taught the usual curriculum during the intervention. All eight participants completed the ¡§Students questionnaire¡¨ at the beginning and end of this study to measure their perceptions about interpersonal relationship, personality and self-efficacy. In addition, the 4 target students were interviewed and observed within the intervention to triangulate and elucidate the quantitative findings. Descriptive data analyses assessed the similarities and differences among groups. Additionally, theme content analysis (Patton, 2002) was used to analyze the individual interview results from experimental group target students. The initial findings revealed that the intervention group students obviously had higher scores on traits of Extraversion, Agreeableness, Openness, Interpersonal relationship and self-efficacy than the comparison group students. Limitations and implications for practice and research are provided.

Abstract Employing and exploiting his specialist are the most important for live. From view of economy¡Bsociality¡Bfamily and disabled people ,vocational rehabilitation is very important job. How to promote to let disabled people have ability to work, and to help them in job market,which is important thing in handicapped weal policy. This research¡¦s aim to know question for disabled people who intent to work in job market,and to discuss how to promote their work intention. This research synthesized a theory model for disabled people who intent to work, and provided a real intention to work construct for physically disability,and developed seven constructs for disabled people who intent to work. This research sampled from 303 physically disabilities and 207 non-disabled people in Kaohsiung, result as following: 1.Showing current employment statistics for disabled people in Kaohsiung 2.Physically disabilities are higher than non-disabled people in striving motivation,but are less work-intetion willing. 3. Physically disabilities are less than non-disabled people in striving motivation and intenting to wok. 4. Philosophy of job, handicapped life subsidy, cognizance of government policy are three major influent factors for physically disabilities who intent to work, family cares and interactives, predicated co-work construct are relative second influent factors.

A maioria parou de trabalhar ap?s o evento/doen?a, recebe algum benef?cio do governo e praticamente n?o saem de casa, com exce??o para o tratamento da sa?de. Exists in Brazil wide legislation that evoke the rights from the people with disabilities, however, there are few studies about the awareness of this population about their rights and usufruct. To understand this issue of the person's point of view will be possible to formulate proposals for interventions to the effective access of disabled people to the enjoyment of their fundamental rights. AIMS: To verify if the motor disabled persons are aware and also if they enjoytheir rights. METHODS: This was a descriptive cross-sectional study involving 39 patients with motor disabilities composing a convenience sample. Participants answered a questionnaire, prepared by the researchers of this study, about awareness and usufruct about their rights. RESULTS: It was found that the group was formed by adults, deambulants, socioeconomically disadvantaged and female majority. Most stopped working after the event/illness, receives some benefit from the government and practically they do not leave home, except for medical treatment. The group demonstrated knows little about their specific rights, only those most publicized, such as government benefits and priority seating. The accessibility of external sites was identified as difficulty of the majority. CONCLUSION: It is important not just approval laws, but knowledge on the part of society and disabled people themselves about their rights, so they can usufruct theirs rights. Thereby the disabled persons will be effectively inserted in society, exercising their citizen role, subject to the fulfillment of rights and duties in the social sphere.

Os padrões adotados por fabricantes no Brasil são independentes da avaliação patológica dos diversos níveis de lesões e da observância das necessidades individuais ou segmentadas deficientes físicos usuários de cadeiras de rodas impossibilitando a correta prescrição pela falta de ajustes de postura, causando a dissonância entre produto/usuário. padrões, baseados no design e dimensões de modelos estrangeiros, decorrem do custo e o tempo para o desenvolvimento de um projeto de cadeira de rodas autêntico e patenteável e pela ausência de representação no mercado interno. As fábricas nacionais não podem mais ignorar a contribuição tecnológica necessária para definir o escopo projetual de produtos disponibilizados em nossas instituições de pesquisa e mais adequadas a condição finaceira, social e ergonômica de nossa população. / [en] This research is inserted in the universe of the disabled and all related subjects who are capable to influence positively or negatively the wheelchair´s usage. The standards adopted my manufacturers in Brazil are taken apart from the pathological evaluation of the different levels of injuries and the perception of individual or segmented needs of wheelchair users, disabling the correct (lapsing) for the lack of adjustment, cause a distortion between user and product. Standards, based on design and dimensions of foreign models, elapse from the considered cost and the time for the development of an authentic and patentable (feasible) wheelschair project and for the lack of representation in the national market. Domestic factorys can´t ignore anymore the technological contribution, necessary for definition of the project scope of available products in our research institutions, more adjusted to the financial, social and ergonomic conditions of our population.

Restrição Laboral: um conceito em construção na designação e vivência da incapacidade no trabalho / Work restriction: a concept under development in the designation and experience of the disability at work

INTRODUÇÃO: A temática da restrição laboral se insere no campo da saúde e trabalho. No contexto do afastamento do trabalho e reabilitação profissional, torna-se elemento importante para o retorno e, principalmente, permanência no trabalho. No entanto, sua conceituação é incipiente, sendo pouco abordada em planos de ação em saúde do trabalhador, pesquisas e produções científicas na área. A ocorrência de redução da capacidade laborativa em cenário de impossibilidade de readequação funcional promove a designação de restrição laboral, configurando-se como uma questão complexa para trabalhadores e instituição empregadora. OBJETIVO: O estudo pretende compreender e refletir acerca dos elementos constitutivos do conceito de restrição laboral e os aspectos envolvidos na definição e efetivação da mesma, em um determinado contexto. Ademais, refletir sobre as responsabilidades e potencialidades da equipe que define restrição laboral e sobre a participação e compreensão dos trabalhadores e as implicações e dinâmicas envolvidas na vivência da mesma. METODOLOGIA: Trata-se de pesquisa qualitativa, tendo o Modelo Híbrido de Desenvolvimento de Conceitos como proposta teórico-metodológica. Na Fase Bibliográfica realizou-se análise crítica da literatura, buscando aspectos da designação e identificação de elementos estruturantes do conceito de restrição laboral. A Fase de Campo compôs-se de entrevistas semi-estruturadas englobando dois grupos de sujeitos envolvidos na designação e vivência da restrição laboral no contexto de um hospital escola de nível terciário. Analisou-se os achados segundo princípios da Análise de Conteúdo. Na Fase Analítica Final promoveu-se o diálogo e discussão dos achados das fases anteriores e a reconfiguração do conceito estudado. RESULTADOS E DISCUSSÃO: Em ambas as Fases identificou-se os antecedentes, atributos e consequências do conceito de restrição laboral. A Fase Bibliográfica evidenciou escassa construção teórica sobre a temática, indicando possível ambivalência na compreensão dos elementos do conceito: sujeito trabalhador e situação de trabalho. Compôs-se de nove produções bibliográficas. A Fase de Campo constituiu-se de 11 entrevistas, sendo cinco médicos do trabalho e seis trabalhadores com restrição laboral. Nesta, destacou-se o acometimento de saúde como mandatório de incapacidade e, portanto, da designação da restrição laboral. Além disso, os achados contemplaram os papéis dos médicos do trabalho e assistente, os elementos que compõem a restrição laboral, a centralidade no sujeito e as consequências nas inter-relações pessoais, sobrecarga de pares e chefias, impossibilidade de aplicação da mesma e vivência focada nas limitações. Já na Fase Analítica Final o eixo central de reflexão deu-se na identificação da restrição laboral como resultado da condição de saúde do trabalhador considerada como limitante, independente da contextualização junto à situação de trabalho. Essa condição promove sobrecarga ao coletivo de trabalhadores e relações conflituosas, compromete a cooperação e o reconhecimento, tendo impacto direto no pertencimento a esse coletivo e na construção identitária do sujeito. O trabalho real necessita ganhar centralidade na designação da restrição laboral, passando a ser elemento constituinte da mesma. CONCLUSÕES: O referencial metodológico adotado permitiu a reproposição teórica do conceito em estudo. A definição de Incapacidade proposta como estruturante do conceito pressupõe a interlocução entre condição de saúde e situação de trabalho. Quando da ausência dessa contextualização, a condição de saúde limitante configurará uma recomendação de saúde ao sujeito. Portanto, para designar restrição laboral faz-se essencial conhecer a realidade de trabalho daquele sujeito / INTRODUCTION: The theme of work restriction is included in the field of health and work. In the context of work leave and professional rehabilitation, it becomes an important element to return to work and, mainly, to the job retention. However, its concept is incipient, less addressed in action plans of worker health, researches and scientific productions in the area. The occurrence of the work capacity reduction in a scenario of impossibility of job readaptation promotes the designation of work restriction, configuring itself as a complex issue to workers and employing institution. OBJECTIVE: The study aims to understand and consider the constituent elements of work restriction concept and the aspects involved in its definition and accomplishment in a certain context. Furthermore, to reflect the responsibilities and the team\'s potentialities that defines work restriction and the workers\' participation and understanding and the implications and dynamics involved in this experience. METHODOLOGY: A qualitative research was conducted having the Hybrid Model of Development of Concepts as a theoretical-methodological reference framework. In the Bibliographic Phase, a critical analysis of the literature was conducted, searching for aspects of the designation and identification of structural elements of the work restriction concept. The Field Phase consisted of semi-structured interviews including two groups of subjects involved in the designation and experience of the work restriction in the context of a tertiary-level teaching hospital. Findings were analyzed according to the Content Analysis principles In the Final Analytical Phase, the dialogue and discussion of the findings from the previous phases and the reconfiguration of the studied concept were conducted. RESULTS AND DISCUSSION: In both phases, the antecedents, attributes and consequences of the work restriction concept were identified. The Bibliographic Phase evidenced the scarce theoretical construction about this issue, indicating a possible ambivalence in the understanding of the elements of the concept: worker and working situation. It consisted of nine bibliographical publications. The Field Phase consisted of eleven interviews with five occupational physicians and six workers with work restriction where the health impairment was seen as the main cause of disability and, thus, of the designation work restriction. Besides, the analysis findings pointed out to the role of the occupational physicians and assistant, the elements that constitute the work restriction, the centrality of the subject and the consequences in the personal interrelationships, pairs and leadership overloading, impossibility of the application of the restriction and experience focused on the limitations. In the Final Analytical Phase, the central axis of the reflection was in the identification of the work restriction due worker\' health condition considered as limiting, regardless of the contextualization in the work situation. This condition promotes an overload to the collective of coworkers and conflicting relationships, it compromises cooperation and appreciation, having a direct impact in the belonging to this collective and in the identity construction of the subject. The real work needs to be central to the work restriction designation, becoming a constituent element of this restriction. CONCLUSIONS: The adopted methodological reference framework allowed the theoretical re-purposing of the concept under study. The proposed definition of disability as structuring of the concept presupposes the interlocution between health condition and work situation. When the absence of this contextualization, the limiting health condition will configure a health recommendation for the subject. To designate work restriction it is necessary to know the reality of the work situation of that subject

Instead of the analyse of the informations contained in the data base in the INEP ¿ Nacional Institute of the Studys and Educacional Research Anísio Teixeira, evidence the increase of the number enrollment of the disable students, in the RMBS. This parcial results suggest infer the following questions, that guide the continualness that research: how the country have been administrated the increase the disable students in the regular school knowledge? What are the public polits and municipal program, that each country established to guide the work with this public? Are there specifcs programs developed by the country that covers teachers, family, community or another social actors to the attendance the disable students? The goals are: To known how each country of the Baixada Santista realize the school inclusion in the regulars networks of the knowledge in the inicial year and to contribute to better understanding about the developments of national educacional politcs of include disable people, on RMBS. Specifically, to known the base public politics of the special education each country; To known what are the municipal program used to include disable people and to known the strategies developments by City Hall to answer this public. The methodology of research consist in analyses politcs texts that according Bowe (1992) can be coherence, clear and even contraditory, are results of the contest and agrément between diferent groups that compet to control the politics representation. Used procediments of the documents research with analyses of the oficial documents, municipal laws and specifics program. / Esta dissertação refere-se à presente pesquisa intitulada ¿Políticas Públicas e Programas Municipais para a inclusão escolar de pessoas com deficiência na Região Metropolitana da Baixada Santista (RMBS)¿. Até o momento da elaboração desta dissertação, a pesquisa da bibliografia sobre o tema, revelou que ainda não existem estudos na Região Metropolitana da Baixada Santista que contemplem as Políticas Públicas e Programas Municipais para inclusão escolar de pessoas com deficiência. Por outro lado, a análise das informações contidas na base de dados do INEP - Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira, evidencia o aumento do número de matrículas de alunos com deficiência, na RMBS. Esses resultados parciais sugeriram inferir as seguintes questões, que orientaram a pesquisa: Como os municípios têm administrado a questão do aumento de alunos com deficiência nas unidades regulares de ensino? Quais são as políticas públicas e programas municipais, que cada município estabeleceu para nortear o trabalho realizado com este público? Existem programas específicos desenvolvidos pelas cidades que englobem professores, família, comunidade ou outros atores sociais para o atendimento dos alunos deficientes? Os objetivos foram: conhecer como cada município da Baixada Santista realiza a inclusão escolar nas redes regulares de ensino nos anos iniciais e contribuir para um melhor entendimento sobre os desdobramentos das políticas educacionais nacionais de inclusão de pessoas com deficiências, na RMBS. Especificamente, conhecer as bases de políticas públicas da educação especial de cada município; conhecer quais são os programas municipais utilizados para a inclusão de pessoas com deficiência, conhecer as estratégias desenvolvidas pelas Prefeituras para atender este público. A metodologia da pesquisa segundo Ball e Bowe (1992), consistiu na análise de textos políticos, que podem ser coerentes, claros e até mesmo contraditórios, uma vez que são resultado de disputas e acordos entre diferentes grupos que competem para controlar as representações da política. Foram utilizados procedimentos de pesquisa documental com análises de documentos oficiais, leis municipais e programas específicos.

In this regard, the hiring of disabled employees brings out a new paradigm for public administration: the establishing of management policies which enable the right to equality and dignity stemming from an accessible, brotherly and supportive environment. To this end, a documentary research was carried out, based on the current legislation related to this research topic: the 1988 Federal Constitution, the 8.112/90law, the 13.146/15law, the 7853/89law, the 10.436/02law, the 8.213/91law, the 3298/99 decree and the 5.626/05 decree, as well as relevant papers, that is, the Universal Declaration of Human Rights from 1948 (United Nations Organization); the Pact of San-José, Costa Rica, enacted in 1969; the UFG Institutional development Plan (2011/2015). Labor conceptions and concepts are presented based on official documents and photographic register analyses supported by theoretical underpinning. Furthermore, we delineated a relation between Law and Society, the law influence for human dignity notion consolidation, as well as a labor discussion within public employment perspective. Lastly, an overview of disabled employee inclusion at the Federal University of Goiás, campuses Jataí, was presented. As results, it was verified that the inclusion process of disabled people in the public service labor market has often been marked by preposterous and repeated disrespect situations towards their dignity, due to failures and denial of their differences. Furthermore, in this context limitations and disadvantages worsen, by the lack of adaptations and adequacies at / Este trabalho busca analisar como se apresentam as condições de trabalho para os servidores públicos com deficiência pertencentes ao quadro da Universidade Federal de Goiás (UFG), Regional Jataí. Nesse aspecto, o ingresso de servidores com deficiência cria um novo paradigma para a administração pública, o de estabelecer políticas de gestão que viabilizem a concretização do direito à igualdade e da dignidade a partir da estruturação de um ambiente acessível, fraterno e solidário. Para isso, realizou-se uma pesquisa documental, baseada na legislação vigente relacionada com o tema da pesquisa: Constituição Federal de 1988; Lei 8.112/90; Lei nº 13.146/15; Lei nº 7853/89; Lei nº 10.436/02; Lei nº 8.213/91; Decreto nº 3298/99; Decreto nº 5.626/05; bem como em documentos pertinentes, a saber: Declaração Universal dos Direitos Humanos, de 1948 (Organização das Nações Unidas); Pacto de São José da Costa Rica, promulgado em 1969; Plano de Desenvolvimento Institucional – UFG (2011/2015). Com base na análise de documentos oficiais e de registros fotográficos, com sustentação em aportes teóricos, são apresentadas concepções e conceitos sobre trabalho. Ademais, traça-se uma relação entre Direito e Sociedade e influência das leis para a consolidação da noção de dignidade humana, promovendo uma discussão sobre o trabalho dentro da perspectiva do serviço público. Por fim, apresentase um panorama da inclusão de servidores com deficiência na Universidade Federal de Goiás, Regional/Jataí. Como resultados, constata-se que o processo de inserção da pessoa com deficiência no mercado de trabalho/no serviço público tem sido, muitas vezes, marcado por absurdas e reiteradas situações de desrespeito a sua dignidade, dada a inobservância e negação de suas diferenças. Nesse contexto, quadros de limitações e desvantagens se agravam pela falta de adaptações e adequações no ambiente de trabalho, dada a omissão por parte dos gestores.
