Hoang Lien National Park has a total area of 68569ha, located at an altitude of above sea 1000-3000m in the territory of the two provinces of Lai Chau and Lao Cai in Vietnam. It has a diversity of flora with 3252 species (including 775 endemic species and 236 endangered species), belonging to 1126 genera, 230 families and 6 different divisions. Due to the mountainous terrain, division diversity of Hoang Lien National Park’s vegetation is thus clearly characterized by high elevations. We have studied the distribution characteristics of the vegetation by high elevations in Hoang Lien National Park of Vietnam by the general survey methodology, fieldwork, remote sensing digital image processing and analysis and inheriting the preceding research results. The study results indicated the divisions in quantity, vegetation composition, especially differentiation of endemic and rare species in accordance with high elevations. Study results were preliminary used to suggest some orientations for preserving plant diversity in high elevations of the terrain. / Vườn quốc gia Hoàng Liên có tổng diện tích 68569ha, nằm ở độ cao từ 1000-3000m so với mặt biển thuộc lãnh thổ hai tỉnh Lai Châu và Lào Cai của Việt Nam. Hệ thực vật của Vườn quốc gia Hoàng Liên rất phong phú với 3252 loài (trong đó có 775 loài đặc hữu và 236 loài quý hiếm), thuộc 1126 chi, 230 họ và 6 ngành khác nhau. Do địa hình núi cao, phân hóa đa dạng nên thảm thực vật của Vườn quốc gia Hoàng Liên có đặc trưng phân hóa theo đai cao rất rõ nét. Fast Algorithm for Modeling of Rain Events in Weather Radar Imagery

Weather radar imagery is important for several remote sensing applications including tracking of storm fronts and radar echo classification. In particular, tracking of precipitation events is useful for both forecasting and classification of rain/non-rain events since non-rain events usually appear to be static compared to rain events. Recent weather radar imaging-based forecasting approaches [3] consider that precipitation events can be modeled as a combination of localized functions using Radial Basis Function Neural Networks (RBFNNs). Tracking of rain events can be performed by tracking the parameters of these localized functions. The RBFNN-based techniques used in forecasting are not only computationally expensive, but also moderately effective in modeling small size precipitation events. In this thesis, an existing RBFNN technique [3] was implemented to verify its computational efficiency and forecasting effectiveness. The feasibility of modeling precipitation events using RBFNN effectively was evaluated, and several modifications to the existing technique have been proposed.

L'extension artificielle des côtes vers le large et ses conséquences en droit international/Coastal artificial extension and its consequences in international law

La thèse aborde une question originale et d'actualité: l'extension artificielle des côtes. Afin de mieux comprendre ce phénomène dans son actualité, la thèse attache une importance à la description de la pratique des États en fournissant les informations aussi précises, aussi actuelles et aussi concrètes que possible. C'est à partir de cette pratique que la thèse répond à la question de savoir comment les règles de droit répondent aux exigences de la pratique. En ce qui concerne la pratique des États, la thèse explique, dans une première partie, que l'extension artificielle des côtes est destinée, tantôt, à protéger les côtes contre l'élévation du niveau de la mer, tantôt à gagner des terres pour diverses fins: habitat humain, agricoles, développement des ports et de leurs infrastructures pour les besoins des navires modernes et du commerce international. Mais parallèlement, cette extension entraîne des effets négatifs pour l'écosystème côtier (chapitre I). Des travaux de ce genre ont été menés, ou vont l'être, en Europe (Pays-Bas, Allemagne, Belgique, France, R.-U., etc), aux États-Unis, en Asie (Bahreïn, Malaisie, Hong Kong, Singapour, Japon), en Australie, et sur certains archipels du Pacifique (chapitre II). La seconde partie de la thèse examine le droit applicable au phénomène d'extension artificielle des côtes. Sont ainsi passées en revue: les règles relatives à la navigation (chapitre III), les règles relatives aux lignes de base (chapitre IV), les règles relatives aux hauts-fonds découvrants (chapitre V), les règles relatives aux îles et aux rochers (chapitre VI) et enfin les règles relatives à la protection de l'environnement marin (chapitre VII).

Augustodunum, civitas Aeduorum, fondée à l’époque augustéenne, fut dotée de quatre portes urbaines : la porte d’Arroux et la porte Saint-André qui sont les mieux conservées, la porte Saint-Andoche dont il ne reste qu’une tour de flanquement et la porte de Rome, depuis longtemps disparue. L’étude stratigraphique du bâti des portes et la réflexion sur le fonctionnement du chantier de construction des portes urbaines d’Autun constituent le cœur de ce travail. Par ailleurs, antiquaires, voyageurs et artistes ont laissé depuis le XVIème siècle de nombreux témoignages de leur visite des portes romaines d’Autun. Ce fonds documentaire considérable, constitué de sources écrites et iconographiques, n’avait jusqu’alors pas été étudié de manière globale. Il a fallu mettre en série les sources textuelles afin de comprendre la part des emprunts aux travaux antérieurs. Un travail semblable de critique des représentations iconographiques des portes urbaines a également été effectué. Complément indispensable de l’étude stratigraphique des élévations conservées, l’étude de cette documentation ancienne a permis de proposer une hypothèse de restitution de l’histoire longue des portes d’Augustodunum de leur construction à nos jours. Le dernier volet de ce travail a consisté à replacer les portes d’Autun dans la série des portes urbaines monumentales de l’Occident romain construites entre le IIème siècle av. J.-C. et le IIème siècle ap. J.-C. mais aussi à présenter de nouvelles propositions de restitution du projet architectural, du plan des portes et de l’organisation interne de leurs tours de flanquement. / Augustodunum, civitas Aeduorum, roman city founded under the reign of Augustus, was equipped with four roman city gates : the gate of Arroux and the gate of Saint André, both well preserved, the gate of Saint Andoche which sole remaining part is a flanking tower, and the gate of Rome, destroyed long ago.The heart of this study lies in the stratigraphic reading of those gates structure and in thoughts about the building site of Autun’s city gates operating process. Moreover, since the 16th century, antiquaries, travelers and artists have described in many ways their visits to the roman city gates of Autun. These accounts constitute a major documentary collection of written and iconographical sources that had never been studied as a whole before. A classification of written sources was necessary in order to understand the borrowings from previous works. A similar work of critical study has been realized for the iconographical representations of the gates. As an essential complement of the stratigraphic reading of remaining elevations of the gates, the ancient archeological documentation study was indispensable to propose a restoration hypothesis of Augustodunum’s city gates long term history from their construction time to nowadays. The last section of this study aims to locate Autun’s city gates in the series of monumental city gates built in Western Roman Empire between the 2nd century BC and the 2nd century AD. Furthermore, that section presents new propositions for the restoration of the architectural project, of the gates plan and of the inner organization of these gates flanking towers.
