Finanças ambientais: uma contribuição ao modelo de avaliação de risco de crédito agregando a variável ambiental / Environmental finances: a contribution to the model of valuation to the risk of credit, aggregating the environmental variable

Neste século, o mundo está voltado para os problemas ambientais. Notadamente, são raros os modelos de avaliação de risco de crédito que agregue a variável ambiental, quer por não fazerem parte do escopo da metodologia, quer pelo método não ser transparente quanto à metodologia. Este trabalho pretende contribuir para o desenvolvimento de um modelo de avaliação de risco de crédito agregando a variável ambiental. Desta forma, este trabalho foi embasado em uma metodologia exploratória, cuja técnica foi essencialmente de levantamento bibliográfico, com o principal intuito de apresentar a forma de mensuração e identificação dos riscos mais freqüentes, sob a ótica da concessão de crédito. Foram abordados aspectos de política financeira, de direito ambiental e da legislação brasileira, assim como a análise de alguns índices de eco-eficiência e ambientais. Por fim, com base em alguns sistemas de classificação de risco, foi apresentada uma contribuição ao modelo de avaliação de risco agregando a variável ambiental. / In this century, the world is directed to the environmental problems. Notedly, models of valuation of the credit risk aggregating the environmental variable are rares, it not be part of the intention of the methodology or for methody to not be transparent as for methodology. This work intends to contribute for the development of a model of valuation of the credit risk aggregating the environmental variable. This way, this research was based on an exploratory methodology which technique was essentially made by a bibliographic survey, with the principal purpose to present the manner of the mensuration and identification of the more frequently risks, under the optical of the concession of credit. It was aborded aspects of the financial management, of the environmental law and of the Brazilian legislation, as well as the analysis of some eco-efficiency and environmentals indexes. At last, based upon some systems of risk classification, it was presented a contribution to the model of the valuation of risk, aggregating the environmental variable.

For such purpose, the conditions under which the several phases of humanity development and its environment had been processed were revaluated, thus resorting to research into legal writings, newspapers, magazines, technical publications and selection of experiences reported by companies existing in the market. By evaluating such material, it can be verified that factors such as uncontrolled population growth, predominance of the economic variation disguised as sustainability, the chaos introduced under the excuse of development and the appearance of new social actors represent the passport to study the means capable of facing the emergency challenges legally grounded on the available resources. As a result, there is a gradual increase in environment protection and expectation to surpass the economic development paradigm. Therefore, it can be concluded that the means to better defend the essential rights should be continuously improved, under the national and international law, in order to define ethical performance patterns, to require the fulfillment of the corporate social responsibility, with emphasis on the social and environmental responsibility, once it is not possible to ensure the exclusion of defeat risks in view of the farce of the incompatible responsibility and the anti-social behaviors. Consequently, it is essential to unite the society in a process envisaging to demand an ethical productive performance and careful education, so that the future is stimulated today, here and now / Abordar o tema Desenvolvimento sob o signo da Ética e sob a égide da responsabilidade socioambiental e o reflexo desse movimento no mundo jurídico tem por objetivo demonstrar a possibilidade de se atingir o desenvolvimento ético, ou seja, crescer, preservar o meio ambiente e respeitar o outro. Para isso, foram revisitadas as condições em que se processaram as diversas fases de desenvolvimento da humanidade e do ambiente que a acolhe, recorrendo à pesquisa da doutrina, de jornais, revistas, publicações técnicas e à seleção de vivências relatadas por empresas existentes no mercado. Ao analisar esse acervo, constata-se que fatores como o crescimento populacional desmedido, a predominância da variável econômica travestida de sustentabilidade, o caos instalado sob a escusa do desenvolvimento e o despontar de novos atores sociais representaram o passaporte para o estudo dos meios capazes de enfrentar os desafios da emergência no amparo legal dos recursos disponíveis. Como resultado, tem-se uma paulatina ampliação da proteção ao meio ambiente e a expectativa de superação do paradigma economicista do desenvolvimento. Conclui-se que devem ser continuamente aperfeiçoados, na legislação nacional e internacional, os meios para melhor defender os direitos fundamentais, para definir padrões de desempenho éticos, para exigir o cumprimento da função social da empresa, com destaque para a responsabilidade socioambiental, visto não ser possível garantir o afastamento dos riscos de sucumbência ante a farsa da responsabilidade inconsistente e das condutas anti-sociais. Precisely in 2003, the Equator banks announced what we know as the Equator Principles, which are voluntary initiatives of good environmental practices in funding for Project Finance. This type of financing is characterized by investing undertakings that require intensive capital, usually long-term and with many interactions with the community where it is happening. Having as background this scenario, the study aims to understand the general relations Brazilian civil society with the Brazilian signatories seats, and analyse the profile of this relationship when compared with the companies of developed countries. The theme is justified by the existence of an intense debate between civil society engaged in non-governmental organizations, and banks signatories. Financial institutions from various parts of the world, quickly joined the group of founding Equator Principles, transforming what would be a way to implement good environmental practices in their operations, in a symbol of distinction between the organizations. Exactly at this point the international literature covering the topic, has no longer checked a new approach of the Equator Principles, such as a dialogue between the banks and society, opening room for a new approach, and thus a new point of view. This work has the intention to seek this explanation, specifically in the Brazilian case, and thus to establish the context of the Equator Principles in face of the challenges of Brazilian society / Devido a união de esforços entre bancos europeus e americanos, e no intuito claro de maximizar as ações em direção a um modelo econômico sustentável, algumas instituições financeiras criaram um grupo em 2002, na Inglaterra, chamado de bancos de Greenwich, que mais tarde vieram a ser conhecidos como bancos do Equador. Some detached specific objectives had been: to define the concepts and the referring legislation to the Social Responsibility, Environment, Ambient Certification, Public Policies and the use of Beer Residues in the animal feeding; to effect an analysis of what it exists in the practical industrial of ambient management in the studied company; to identify the existence of state public politics directed to the of the state of Rio de Janeiro milk producers and to show the protein benefits gotten by the use of the rind of malt in the alimentary base of the milk bovine cattle. In analyzed the AmBev unit tons of beer residues are accumulated daily, with prominence for the rind of malt, with protein indices favorable to the improvement of composed material for animal ration. Beyond supplying the demand of the product for the proprietors of the state of Rio de Janeiro bovine flock, to stimulate the improvement of this item it would favor the elimination of the ambient risk that the residues could cause to the way, and at the same time to generate wealth, job and local development. For such, a sample of research was determined where Inductive method of inquiry was used, Not-standardized Techniques of Intensive Direct Comment, Interviews and Questionnaires. One concludes that, the searched company can responsible ambient performance socially. But, these programs are elaborated in reason of economic and legal aspects, as the fulfillment of the current law and the reduction of costs and/or prescription generation. One evidenced that absence of directed state public politics to the milkmaid sector is well-known. Finally, the milk producers from The South the state of Rio de Janeiro live to each year with a great quandary, how to supply to its flock an adequate feeding. / O objetivo geral deste trabalho foi avaliar pr?ticas de responsabilidade social e ambiental de uma f?brica de cervejas na cidade do Rio de Janeiro, bem como, as pol?ticas p?blicas do Estado Fluminense, que favore?am o uso do baga?o de malte na pecu?ria leiteira estadual. Alguns objetivos espec?ficos destacados foram: definir os conceitos e a legisla??o referente ? Responsabilidade Social, Meio Ambiente, Certifica??o Ambiental, Pol?ticas P?blicas e Res?duos Cervejeiros utilizados na alimenta??o animal; efetuar uma an?lise do que existe na pr?tica industrial de gest?o ambiental na empresa estudada; identificar a exist?ncia de pol?ticas p?blicas estaduais direcionadas aos produtores de leite fluminense e mostrar os benef?cios prot?icos obtidos pelo uso do baga?o do malte na base alimentar do gado bovino leiteiro. Na unidade AmBev analisada s?o acumuladas diariamente toneladas de res?duos cervejeiros, com destaque para o baga?o de malte, com ?ndices prot?icos favor?veis ao beneficiamento de material composto para ra??o animal. Al?m de suprir a demanda do produto pelos propriet?rios de rebanho bovino fluminense, incentivar o beneficiamento deste item favoreceria a elimina??o do risco ambiental que os res?duos poderiam acarretar ao meio, e ao mesmo tempo gerar riqueza, emprego e desenvolvimento local. Para tal, determinou-se uma amostra de pesquisa em que foi empregado m?todo de investiga??o Indutivo, T?cnicas de Observa??o Direta Intensiva, Entrevistas N?o-padronizadas e Question?rios. Conclui-se que, a empresa pesquisada possui atua??o ambiental socialmente respons?vel. Entretanto, estes programas s?o elaborados em raz?o de aspectos econ?micos e legais, como o cumprimento da legisla??o vigente e da redu??o de custos e/ou gera??o de receita. Constatouse que a aus?ncia de pol?ticas p?blicas estaduais voltadas ao setor pecuarista ? not?ria. It is increasingly recognized that the modern state appears to have failed to provide Education to all members of society. This has led to increasing roles in education performed by non-government organizations (NGOs) and the private sector. Nowadays, not only have corporate education programs become essential for a business to accomplish its strategies but these programs also have filled some of the gaps of traditional education. At the same time, the modern corporation is under increasing pressure to respect and preserve the natural environment and to be sustainable. For this reason, there is a close relationship between the role business play in education and a growing public concern about the natural environment. This dissertation analyses how Senac an organization that presents itself as environmentally responsible and that has a structured corporate education program disseminates values and attitudes regarding environmental management within its human resources development strategies and process. After having described and evaluated the course on Environmental Education offered by Senac to its employees and after having applied the Collective Subject Speech methodology, this research findings show that (i) Senac formally communicates and disseminates its environmentally responsible culture to its employees; (ii) the course on Environmental Education has succeeded in drawing employee s attention to issues regarding the subject; (iii) employees are acting within their own communities to help develop them, encouraged by the course. / Quando as pessoas passam a maior parte de seu tempo dentro do ambiente corporativo, é natural, também, que educação faça parte deste espaço e que exerça influência sobre elas. A partir da observação de que a ação de educar deixou de ser, em seu sentido mais amplo, papel exclusivo do Estado, pressupõe-se que este, por não cumprir eficazmente esse papel, deixa brechas para que o chamado Terceiro Setor e a iniciativa privada exerçam, na atualidade, papéis cada vez mais importantes no processo educativo. Nas empresas, os processos de educação corporativa, além de estratégicos para os negócios, preenchem certas lacunas deixadas pelo ensino oficial. Paralelamente, destaca-se a pressão social sobre as empresas em relação às questões ambientais, à busca pela sustentabilidade e ao respeito à preservação dos recursos naturais. Estabelecido o vínculo entre o papel das empresas na educação e a crescente preocupação com a questão ambiental, esta pesquisa analisa como o Senac, uma empresa que se mostra à sociedade como ambientalmente responsável e que tem estruturado um projeto de educação corporativa, dissemina valores e atitudes de gestão ambiental, nos seus processos internos de desenvolvimento de pessoas. Por meio da descrição e avaliação do curso de Educação Ambiental oferecido aos seus funcionários e da utilização do método do Discurso do Sujeito Coletivo, concluiu-se que o Senac transmite, oficialmente, aos que lá trabalham seus funcionários, sua cultura de responsabilidade ambiental e que o curso despertou a atenção dos participantes para as questões ligadas ao tema. Verificou-se, ainda, a existência de ações dos próprios funcionários, contribuindo para o desenvolvimento de suas comunidades, estimulados pelos programas de educação corporativa da instituição.

Green Media : Exploring Green Media Selection and its Impact on Communication Effectiveness

Does the choice of a medium, by which a company’s advertising message is carried, communicate something about that company’s commitment to act responsibly towards the green environment? Does the choice of a medium that consumers perceive as more harmful for the green environment impact ad and brand evaluations more negatively than a medium that they perceive as less harmful? If so, to what extent do companies have knowledge of such change in consumer media behavior and thereby take into account the green environmental aspect with media selection? Driven by such questions, and by way of an experiment, secondary data analysis, interviews and surveys this thesis explores green media selection and its impact on communication effectiveness from the consumer’s and marketing manager’s perspective. Building on theories of advertising planning and media selection the thesis contributes with four empirical studies to increase the understanding of green advertising media and how consumers’ eco-harmful media perceptions impact communication effectiveness. The findings shed light on the importance of taking the green environmental aspect into account when practitioners select advertising media. This is particularly valid for companies that are committed to act responsibly toward the green environment, by for instance having documented green environmental policies, and wish to be associated as such through their brands and marketing communication thereof. / <p>Diss. The town’s location makes it an important node serving as a gateway to the leisure and tourism periphery in Namibia. However, environmental problems such as littering and the burning of household waste are threatening the local cultural and nature-based tourism industry and the aesthetic beauty of the town. These forms of pollution pose various health risks to people living in the area, to those who interact with the spaces as well as for grazing animals and the natural environment. The aim of the study was to explore the environmental reasoning of secondary-level schoolchildren of Okahandja and to establish the main determinants of their environmental knowledge, attitudes and behaviour. The research objectives of the study were (1) to study the literature on and understand the concepts and models related to pro-environmental behaviour (PEB), environmental worldview, environmental concern and place attachment; (2) conduct transect walks through the communities to gain a contextual understanding; (3) question secondary-level schoolchildren at JG van der Wath Secondary School about their environmental knowledge and concern that influence their environmental reasoning; (4) investigate the influences (im)mobility (low access to transport) and place attachment to Okahandja have on the schoolchildren’s views and perceptions of the environment; (5) explore how the children view their local environment and how they want their living environment to change; and (6) examine whether children from different ethnic groups reason differently about the environment and whether these distinctions influence their interactions with their surroundings. The study followed a mixed-methods approach. A questionnaire survey among schoolchildren elicited information supplemented by observations made during transect walks, focus group discussions and participatory drawing exercises. Data was captured and analysed using STATISTICA, Excel and ArcGIS. The findings indicate that the children are aware of and relatively well-informed about the significance of a clean and protected environment. They were also well able to identify the importance of Okahandja within the Namibian landscape. Participants, especially female participants are concerned about protecting the natural environment. Greater emphasis was placed on environmental problems that are apparent and aesthetically unpleasing such as littering, than on other environmental issues such as the chopping down of trees and the burning of household waste. Participants only have a moderate sense of attachment to Okahandja so causing them to have a weak sense of responsibility and desire to behave pro-environmentally. Although community cohesion and social ties are strong within the communities, mistrust and miscommunication between residents and local authorities were identified as major stumbling blocks to PEB. Dissatisfaction with structural opportunities was displayed through a lack of concern and cooperation, leading to high levels of environmental degradation in and around Okahandja. The children seem to possess a ‘balanced’ environmental worldview as they believe that the natural environment should be protected yet used to sustain human life. The importance of positive role models such as parents and teachers was highlighted. It is recommended that environmental education (EE) and awareness should be implemented on three levels, namely parental, school and community. / AFRIKAANSE OPSOMMING:Okahandja staan bekend as een van die ‘vuilste dorpe’ in Namibië. Die ligging van die dorp maak dit ’n belangrike nodus wat dien as ’n poort na die ontspannings- en toerisme-periferie in Namibië. Maar omgewingskwessies soos rommelstrooiing en die verbranding van huishoudelike afval bedreig die plaaslike toerismebedryf en estetiese skoonheid van die dorp wat gegrondves is op sy kultuur en die natuur. Hierdie vorme van besoedeling hou gesondheidsrisiko’s in vir bewoners in die gebied, vir diegene wat beweeg in die ruimte, vir diere wat wei en die natuurlike omgewing. Die doel van die studie was om sekondêre skoolleerlinge van Okahandja se redenering oor die omgewing te ondersoek en die bepalende faktore van hul kennis van die omgewing en hul houding en gedrag teenoor die omgewing vas te stel. Die navorsingsdoelwitte van die studie was (1) om die literatuur oor pro-omgewingsgedrag (POG), die wêreldbeskouing oor die omgewing, besorgdheid oor die omgewing en verbondenheid aan ’n plek te bestudeer en die konsepte en modelle verwant daaraan te verstaan; (2) om deur die gemeenskappe te stap (of te deurkruis) om ’n kontekstuele begrip te verkry; (3) om sekondêre skoolleerlinge van JG van der Wath Sekondêre Skool te ondervra oor hul kennis en besorgtheid vir die omgewing en vas te stel hoe dit hul redenering oor die omgewing beïnvloed; (4) om die invloed wat (im)mobiliteit (beperkte toegang tot vervoer) en plekgehegtheid aan Okahandja het op die skoolleerlinge se omgewingsienings en –persepsies te ondersoek; (5) te ontdek hoe die kinders hul plaaslike omgewing sien en hoe hulle wil hê die omgewing waarin hul leef, moet verander; en (6) om vas te stel of kinders van verskillende etniese groepe verskillend redeneer oor die omgewing en of hierdie onderskeid hul interaksie met hul omgewing beïnvloed. Die studie maak van verskillende metodes gebruik. ’n Vraelys-opname het sekere inligting aan die lig gebring, dit is aangevul deur waarnemings tydens staptogte wat die studiegebied deurkruis het, fokusgroepbesprekings en deelnemende tekenoefeninge. Inligting is opgeteken en geanaliseer deur middel van STATISTICA, Excel en ArcGIS. Die bevindings toon dat die kinders bewus en relatief goed ingelig is oor die belangrikheid van ’n skoon en beskermde omgewing. Hulle was goed in staat om die belangrikheid van Okahandja binne die Namibiese landskap te identifiseer. Deelnemers, veral vroulike deelnemers, is besorg oor die beskerming van die natuurlike omgewing. Respondente het groter klem geplaas op omgewingsprobleme wat duidelik en esteties onaangenaam is soos rommelstrooiing, eerder as ander omgewingskwessies soos die afkap van bome en die verbranding van huishoudelike afval. Deelnemers het slegs ’n redelike sin van gehegtheid aan Okahandja wat veroorsaak dat hulle ’n swak sin van verantwoordelikheid en begeerte om pro-omgewing op te tree, het. Alhoewel gemeenskapsamehorigheid en sosiale bande sterk is binne die gemeenskappe, is wantroue en gebrekkige kommunikasie tussen inwoners en plaaslike owerhede geïdentifiseer as die hoofstruikelblokke van POG. Ontevredenheid met strukturele geleenthede is geopenbaar deur ’n gebrek aan besorgdheid en samewerking wat lei tot hoë vlakke van omgewingsdegradasie in en rondom Okahandja. Dit lyk of die kinders ’n ‘gebalanseerde’ wêreldbeskouing van die omgewing het, want hulle glo dat die natuurlike omgewing beskerm moet word, maar tog gebruik moet word om menselewens te onderhou. Die belangrikheid van positiewe rolmodelle soos ouers en onderwysers het uitgestaan. Daar word aanbeveel dat omgewingsopvoeding en –bewustheid op drie vlakke, naamlik ouer-, skool- en gemeenskapsvlak geïmplementeer moet word.
