The newness of the topic is determined by the fact that primary teachers` musical competence in schools in the process of pedagogical practice is almost not examined. In this research criteria of the evaluation of primary teachers`musical competence needed for their professional work and administrative control are defined.The problem is improper evaluation of primary teachers` musical competence made by school administration and insufficiant attention to primary teachers preparation for carrying out the process of children`s musical development. The research was aimed at determination of criteria of the evaluation of primary teachers` musical competence and checking-up their suitability while administering. The current paper had as objective to establish confidence limits in relation to the physical and physiological quality, aiming the quality control of the analysis of seeds of forest species. To that, there were used results of the analysis of seeds of forest species, from 1997 until 2007, raised from the archives of the Analysis Laboratory of Seeds of Agricultural Research State Foundation - FEPAGRO - located in Santa Maria, Rio Grande do Sul. The limits of reliability were constructed from an analysis of data normality and the use of evaluation criteria for Garcia (1989), Lucio (1997) and Pseudo-sigma (Costa et al., 2002). The confidence limits were effective in the establishment of a minimum acceptable value so that a plot of seeds can be commercialized, proposing that the germination values (%) inside the confidence limits very low (VL) or low (L) must be discarded, because they don´t present acceptable germination contents. / O presente trabalho teve como objetivo estabelecer limites de confiabilidade, em relação à qualidade, física e fisiológica das sementes, visando ao controle de qualidade das análises de sementes de espécies florestais. Para tanto, foram utilizados resultados de análises de sementes de espécies florestais, a partir do ano de 1997 até 2007, levantados dos arquivos do Laboratório de Análise de Sementes da Fundação Estadual de Pesquisa Agropecuária FEPAGRO localizado em Santa Maria, Rio Grande do Sul. Os limites de confiabilidade foram construídos a partir de uma análise de normalidade dos dados e da utilização dos critérios de avaliação de Garcia (1989), Lúcio (1997) e Pseudo-sigma (Costa et al., 2002). Os limites de confiança mostraram-se eficientes no estabelecimento do valor mínimo aceitável para que um lote de sementes seja comercializado, propondo que valores de germinação (%) dentro dos limites de confiabilidade muito baixos (MB) ou baixos (B) devem ser descartados, pois não apresentam índices germinativos aceitáveis.

My diploma thesis is focused on the evaluation of headmasters by their school founders. It deals mainly with identifying the ways of evaluation, defining evaluation criteria and the overall approach to the assessment of the quality of headmasters' work. The aim is to create for a school founder an overview of the most commonly used forms of evaluation of headmasters. My work seeks to identify and compare different approaches to evaluation of headmasters by different school founders in the Prague region. My goal is to map and compare which criteria are considered to be crucial in evaluation of headmasters. Firstly, I would like to determine whether school founders have determined criteria for assessment of headmasters; secondly whether these criteria are familiar to headmasters, or whether they are possibly published. Next, I would like to present the schedule in which evaluation of headmasters is carried out and which forms of assessment are considered as motivational. The aim of the thesis is to find ways of promoting common development of teachers in the context of criteria for evaluating school quality from the perspective of the Czech School Inspection. Finds ways to support the development of teaching staff from the school principal, and the subsequent confrontation with the newly formulated criteria and indicators issued by the Czech School Inspectorate, which should be defined so. Les progrès de la recherche et de la prise en charge des maladies neuromusculaires de l’enfance ont prolongé la survie des patients. L’évaluation s’impose donc pour le suivi des patients et aussi en recherche clinique car les premiers essais cliniques tant attendus commencent à paraître. Une métrologie rigoureuse et adaptée est alors indispensable parce qu'il n'est possible ni de se contenter d’une quantification approximative ni d'utiliser des outils non adaptés à des pathologies évolutives. Nous résumons l’état des connaissances sur la métrologie appliquée à l’évaluation fonctionnelle motrice des patients atteints de maladies neuromusculaires et proposons une revue de la littérature sur les outils disponibles avec des analyses précises de leurs propriétés métrologiques. La Mesure de Fonction Motrice, développée à partir de 1998, présente des qualités intéressantes en termes de validité et de fiabilité. Nous avons analysé sa sensibilité au changement dans différentes populations de patients adultes et enfants. Nous proposons ensuite, une classification en grades de sévérité d’atteinte fonctionnelle motrice, le NM-score. Les études de validation ont confirmé son intérêt, sa facilité d'utilisation, sa validité et sareproductibilité. Le NM-Score permet de décrire précisément et de façon discriminante les patients en termes de fonction motrice pour la position debout et les transferts, la motricité axiale ou proximale et la motricité distale. S’intéresser à l’évaluation et à la mesure en médecine, c’est faire preuve d’une rigueur indispensable aux décisions de soins touchant des personnes vulnérables aux besoins spécifiques. / Advances in the research and treatment of childhood neuromuscular diseases have led to longer patient survivals. Evaluation is thus required not only in clinical practice for patient follow-up but also in medical research because the results of long-awaited clinical trials are beginning to emerge. A rigorous and appropriate metrology is then necessary because rough estimates or the use of improper assessment tools are no more satisfactory. We summarize here the current knowledge on the metrology applied to motor function assessment of patients with neuromuscular diseases. We propose a review of the literature on the tools available to monitor motor function with detailed analyses of their metrological properties. Developped since 1998, the Motor Function Measure presents interesting properties in terms of validity and reliability. We analyzed its sensitivity to change in different patient populations of adults and children. We then propose, the NM-Score, a classification in levels of severity of motor function decline.Validation studies have confirmed the interest of this score as well as its ease of use, validity,and reproducibility. The NM-Score is able to describe the patients precisely and discriminantly in terms of motor function for standing position and transfers, axial / proximal motor function and distal motor function. Being interested in evaluation and measurement in medicine is a sign of rigor necessary for decision-making regarding vulnerable persons with special need.

An analysis of the current evaluation processes was conducted, as well as interviews and consultations with the personalist and other employees. The practical part contains the result of the investigation and the specific draft of the evaluation forms. The conclusion is the summary of the results and it also evaluates how the objectives were met. The conclusion deals with the possibilities of using the proposed system in practice.

Att utvärdera tjänsteleverantörer med hjälp av kriterier / To evaluate service suppliers with help of criteria

Vilka kriterier är användbara när en leverantör av tjänster skall utvärderas? Beror det på om leverantören levererar professionella tjänster eller varor? Hur utvärderas en professionell tjänst? Dessa frågor är några av problemen som inköpare ställs mot, litteraturen består av mängder med kriterier och modeller för inköp av produkter men är bristfällig när det handlar om tjänster. Litteratur säger att besparingar på inköp av tjänster varierar mellan 10 och 29 %, medan på varor kan det endast variera mellan 5 till 17 %. Vid inköp av tjänster finns potentialen till att spara pengar, men kvaliteten på tjänsten får ej påverkas. I många fall är det en avvägning mellan kvalitet och pris. Detta examensarbete belyser de kriterier som är användbara vid utvärdering av professionella tjänster, samt ett förslag på en modell hur dessa kriterier kan användas. Arbetet är genomfört som en fallstudie på ett IT-företag i Sverige, som köper in professionella tjänster och använder dem mot slutkund. De frågeställningar som har drivits under detta arbete är: Vilka kriterier behövs för att utvärdera en leverantör inom professionella tjänster?Hur bör utvärderingen av en leverantör genomföras när dessa kriterier tas i beaktande? Efter genomförd fallstudie har följande slutsatser dragits:Kriterier kan inordnas i tre olika kategorier beroende på vad de utvärderar; Leverantörskriterier utvärderar själva leverantören som sådan, Prestationskriterier utvärderar en leverantörs förmåga att leverera en tjänst och Produktkriterier som utvärderar själva tjänsten som sådan. På det hela taget kan sägas att kriterier som utvärderar de kvalitativa aspekterna av en leverans oftast är betydligt viktigare att utvärdera när professionella tjänster ska beaktas. Vidare har ofta professionella tjänster karaktären av att vara beroende av den strategiska passformen mellan leverantör, köpande företag, slutkund och kriterier som utvärderar dessa delar har därför prioriterats. Anledningen till detta är att värderealiseringen i professionella tjänster till stor del ligger i själva leveransen och interaktionen mellan dessa parter och kräver därför en hög grad av samverkan, kvalitet och service knuten till själva tjänsten. / What kind of criteria is useful for a company when evaluating their suppliers? Does it depend on if the supplier delivers services or products? How can one evaluate a professional service? These questions are just a few of the problems a buyer face today, the literature of today holds many criteria and models for buying products but has a lack of information when it comes to professional services. The estimated possibilities to save money when purchasing services vary between 10 to 29% but on products it vary only between 5 and 17%. There is a potential of saving money when purchasing services, but the quality of the service can not be affected. In many cases there is a trade-off between quality and price. This master thesis will illustrate the criteria that can be used when evaluating a professional service and a model where the criteria can be used. The thesis is written after a conducted case study on an IT-company in Sweden, which buy professional services and use them towards their end costumers. The questions at issue that have been driving the search for information by the authors are: Which criteria are needed to conduct an evaluation of a supplier in professional services? How should an evaluation of a supplier be conducted when keeping these criteria in mind? The case study led to the following conclusions:Criteria can be categorized in three different categories depending on what they evaluate; Supplier criteria regarding the supplier itself, Performance criteria regarding the performance of delivery and Product criteria regarding the service itself. Regarding the area of evaluation of professional service suppliers it can be said that the qualitative criteria seems to be dominating. Moreover, the professional services have the characteristics of being dependent upon the strategic fit between supplier, buyer and end customer. Criteria evaluating those aspects have therefore been prioritized in this study. The reason for this is that the value realization in professional services is in the delivery of service and in the interaction between the parties involved, therefore demanding a high degree of cooperation, quality and service bound to the service itself.

Evaluating JavaScript Frameworks

Web application frameworks have become a common part of software development, with each programming language having its own specific frameworks. However, choosing the right framework can be a daunting task when there are so many frameworks on the market and factors to consider. Previous research has attempted to solve this problem by evaluating frameworks based on several different metrics. While the results offer a way to rank the frameworks, they do not tell us much about the actual process of evaluating a framework, or why certain metrics matter and in what situation. This project aimed to answer these questions by conducting a literature review to gather information about the existing evaluation methods and metrics. Based on these results, an evaluation criteria was developed to provide an overview of when to evaluate what. Furthermore, a user survey was done to measure the usability of three popular JavaScript frameworks. Lastly, a controlled experiment was conducted to test the performance of the three frameworks. The results show that different frameworks have different strengths and weaknesses as they received different scores from the methods. Moreover, the results show that when choosing a framework, one has to consider which factors matter most as it may not always be possible to find a framework that has it all.

The effectiveness of a human resources function within a public utility

Midst contextual themes of new technologies and globalisation, South African organisations are challenged to attract, develop and retain suitable skills in a labour market that will continue to suffer shortages. The HR function of today is required to partner with organisations at a strategic level in response to this challenge. Successful organisations understand that transforming the HR function require regular in-depth analyses of its effectiveness. The study aimed to assess the effectiveness of an HR function operating in a public utility, against current trends in HR transition. Different evaluation methodologies are explored to develop a theoretical evaluation model for the effectiveness of a HR function. The results confirmed that the HR function is not effective in its role as strategic partner, and highlights significant differences in perception between the stakeholders and the HR function regarding its effectiveness.
