Business processes alignment for an effective e-government implementation: a case study of a Provincial Government in South Africa

Magister Commercii (Information Management) - MCom(IM) / The purpose of the research case study was to assess the current state of alignment of business processes to Provincial Strategic Goals (PSGs) and services in the Provincial Government and to identify the way to align business processes to PSGs and services for an effective e-government implementation. Existing literatures were reviewed in order to identify relevant models to achieve the purpose of the research case study. An empirical research case study and comparative approach were used in order to identify suitable models, by means of strengths and weaknesses of the identified models and discussed. A qualitative research design and methodology was applied while assessing existing models from various literatures. A model to identify the current state of business processes was identified by the researcher and tested to assess the current state of business processes in the Provincial Government in question. There was no existing model to assess the alignment of business processes to Provincial Strategic Goals and services. Alignment elements that were cited by various literatures were used by the researcher to design and propose a Business Process Alignment Model (BPAM). The BPAM was tested and accepted by the Provincial Government where the study was conducted. The research case study predominantly used a qualitative research design and method. The quantitative illustrative approach was applied only to validate the proposed model that was designed by the researcher. A questionnaire was used to conduct interviews with research participants that were selected within the Provincial Government in question. It should further be noted that a quantitative approach was used to illustrate some findings that were analysed by the researcher. Results confirmed that the current state of business processes within the Provincial Government in question was still at level two (repeatable state). Yet the alignment of business processes to Provincial Strategic Goals and services did not exist; this alignment was assessed using the proposed BPAM which was designed by the researcher during this research case study. The effectiveness of e-government services is dependent on proper alignment of business processes and the maturity level of business processes across the organisation. Without proper alignment of business processes, it is a challenge for the public sector organisations to realise effective e-government implementation, not excluding other factors that have been identified by other literatures. This research case study will contribute to the current body of knowledge regarding effective e-government implementation, particularly in the public sector at Provincial level. Public sector organisations in South Africa could leverage on this work to address issues associated with business process alignment.

CDPs are an overlooked component of the metropolitan region, and add to the understanding of the region as a whole. Large CDPs that remain unincorporated have other forms of governance, either public or private. CDPs are equivalent to incorporated places in many ways, but have distinctive differences based on state and region. Large CDPs have reasons for not incorporating. A subset of these CDPs that are similar to Boomburbs are examined. Implications for planners regarding CDP existence are discussed. / Master of Urban and Regional Planning

A presente tese tem como objetivo analisar a política externa brasileira para a América do Sul durante os governos Lula (2003-2010), a fim de entender porque a integração regional foi a prioridade da política externa brasileira durante esse período. Nesse sentido, a hipótese a ser avaliada é que a atuação diplomática pragmática na América do Sul tem como objetivo a legitimação da posição de líder regional do Brasil, o que garantiria ao país a proeminência no cenário global, que corresponderia, por sua vez, ao percurso mais favorável para angariar uma posição de destaque no sistema internacional vigente. Para tanto, o trabalho contará com três momentos: a revisão histórica do tema (a integração regional como prioridade da política externa brasileira); a análise da atuação brasileira para a América do Sul durante os governos Lula; e a comprovação teórica da hipótese a partir de uma modelagem que categoriza o Brasil como um país intermediário. / This thesis aims to analyze the Brazilian foreign policy for South America during the Lula government (2003-2010) in order to understand why regional integration is the priority of Brazilian foreign policy during this period. The hypothesis being evaluated is that this pragmatic diplomatic performance in South America aims to legitimize the position of regional leader from Brazil, which would guarantee the countrys prominence in the global scenario, generating a shortcut to have a more favorable position in the international system. The document will have three stages: the historical review of the subject (regional integration as a priority to Brazilian foreign policy); the Brazilian performance analysis for South America during the Lula government; and the theoretical proof of the hypothesis suggested using a modeling that classifies Brazil as a middle power.

This thesis places the work of Dr Richard Beeching as Chairman of the British Railways Board in the context of Government policy towards the nationalised railways 1951-64, and examines the popular myth that Beeching and the Minister who appointed him, Ernest Marples, initiated a policy of railway closures and contraction. The thesis argues that Beeching's appointment and policies need to be seen in the context of the failure of Government policy towards the railways during the 1950s. The background to the Transport Act, 1953 is analysed. It is argued that, through this Act, the Government increased competition in the transport field, but was unwilling to accept, and unprepared for, the logical consequences of this change. The discussion of the Government's subsequent policy towards the railways during the 1950s argues that by intervening in industrial relations and price-setting, Ministers not only forced the railways into the red, but hampered their own efforts to encourage the industry to increase its efficiency. Government involvement in industrial relations, price-setting, investment and the withdrawal of unremunerative services is discussed. The Government's tougher approach to railway finances after 1959 (apparent in the 1962 Transport Act, tighter supervision of investment and the closure programme under Beeching) is placed in two contexts. Firstly, the growing recognition within Whitehall that the rise of road transport would limit the railways' future role. Secondly, the reform of the relationship between government and the nationalised industries in general. This discussion leads to a re-evaluation of Marples' significance, and a rejection of the view that Beeching's closure programme arose from a study of the railways in isolation from transport as a whole. Finally, the presentation and implementation of Beeching's closure programme until the 1964 General Election is discussed. The thesis argues that the social and economic consequences of closures were not ignored.

The writer begins with the postulate that the London Government might be expected to provide in some measure for the maintenance of domestic order, for the welfare and safety of its citizens in the occupied territory; that it would be able to maintain communications with that territory; to serve as a focus for national unity; and to maintain its existence in order to assume authority at the time of liberation. Owing to the nature of the german occupation, the London Government could neither directly engage in "remote" administration nor provide directly for the welfare and safety of its citizens. A educação de jovens e adultos é um campo de políticas, práticas e reflexões que está para além dos limites da escolarização, sentido estrito. É considerada como parte integrante da história da educação em nosso país, na verdade, um dos maiores problemas da educação e que envolve milhões de brasileiros. Este trabalho tem como foco programas, projetos e ações concebidos e implementados, nos últimos anos, pelos governos locais dos municípios que compõem o ABC Paulista, em parcerias com a sociedade civil. As políticas analisadas foram desenvolvidas pelas administrações municipais no período 1987-2003, quando foi possível ver o surgimento e a coexistência de duas gerações de políticas: a primeira baseada na idéia de um estado de bem estar social e a segunda, ancorada no princípio da participação social objetivando a ampliação das esferas públicas, local e regional. No conjunto das municipalidades do ABC, este estudo recaiu sobre Diadema, Santo André e Mauá. Foram realizadas entrevistas com gestores públicos, dirigentes sindicais, representantes de entidades parceiras, coordenadores, professores; grupos focais com alfabetizandos, sendo os dados analisados à luz de extensa documentação atos legais, estatísticas oficiais, produção das secretarias municipais de educação e centros de memória locais. O estudo sobre os MOVA(s) (Movimento de Alfabetização) locais e Regional evidenciou a concretização das lutas por direitos e pela garantia à participação social dos jovens e adultos, o estabelecimento de novos atores (individuais e coletivos) a ampliação e o fortalecimento da esfera pública. / The young and adult education is a field of public policies, practices and reflections which are beyond the limits of schooling, in a strict sense. It is considered as an integrated part of the Brazils educational history. Actually, this is one of the biggest problems of education that involves millions of Brazilian people. This work focus on programs, projects and actions designed and implemented, in the last years, by the local governments of the cities from ABC Paulista, in partnership with the civil society. The analyzed public policies were developed by the municipal administrations from 1987 to 2003, when it was possible to see the appearance and the coexistence of two public policy generations: the first is based on the idea of a state of social welfare and the second is based on the principle of the social participation aiming at the expansion of the local and regional public spheres. Among the set of municipalities of the ABC, this study was made about Diadema, Santo André and Mauá. Interviews were conducted with public administrators, labor union leaders, representatives from partner agencies, coordinators, teachers and with focused groups in the process of literacy. This data was examined in the light of extensive documentation - legal acts, official statistics, production from the municipal secretariats of education and local memory centers. The study about the local and regional MOVA(s) (Literacy Movement) evidenced the concretion of the fights for the rights and for the guarantee of the social participation of the young and adults, the establishment of new actors (individual and public) the expansion and the strengthening of the public sphere.

A constituição do Sindicato dos trabalhadores em Educação em Goiás ( SINTEGO 1988), é fruto desse processo, esta instituição tem como princípios a defesa da categoria de professores e administrativos das redes estaduais e municipais. O sindicato ao longo de sua história foi marcado por uma série de derrotas durante os anos de 1990, principalmente na questão do seu estatuto e na valorização salarial da categoria, durante os governos do Partido do Movimento Democrático Brasileiro (PMDB), mesmo após a publicação da nova LDB 9394/96, na qual exigia-se a qualificação e a implementação da carreira do magistério através de estatutos e da valorização do profissional da educação e das novas exigências nos “padrões educacionais”, os governos do PMDB pouco contribuíram para se adequarem à nova lei da educação. No entanto com a transição do governo do PMDB para o Partido da Social Democracia Brasileira (PSDB) que assumiu o governo de Goiás a partir de 1999, permitiuse um novo arranjo político nas esferas do poder, o que possibilitou, que o Sintego conseguisse a retomada do estatuto e a implementação dos planos de cargos e salários. As vitórias obtidas pelo Sintego nesse momento, onde a política neoliberal marcava sua presença nas administrações e políticas públicas dos governos no Brasil, principalmente após a eleição de Fernando Henrique Cardoso(PSDB), demonstra a dinâmica que existe nos momentos de transição que ocorrem com alternância de poder.

The role of rural-based municipalities to promote socio-economic development : the case of Molemole and Blouberg Municipalities in Limpopo Province

Thesis (MPA) --University of Limpopo, 2012 / his article measures the expectations of citizens against local government‟s legislative mandate to deliver services to citizens within the context of the Molemole and Blouberg Municipalities in Limpopo. In doing so, it aims to contribute the discourse on governance from the perspective of the governed. The qualitative study utilized purposive sampling and collected data using unstructured questionnaires; individual and focus group interviews, observation and participatory tools. The key findings are that citizens in the study area are in dire need of the following services: water, electricity, sanitation and sewerage, road maintenance services, housing, refuse removal and health services in that order; and that citizens were unclear about the functions of national, provincial and local government in relation to housing, health and other services. They felt that a local municipality has the responsibility to tar and maintain roads within its jurisdiction, including district roads and even to provide housing and health services. They also felt that, while local government is touted as the sphere that brings government closer to the people, it has not been accorded the necessary powers and functions to provide basic services to communities at a satisfactory level. As a result, since the dawn of democracy in South Africa, communities have lost faith in the ability of local municipalities to improve their welfare.
