Parental involvement as a strategic tool to improve the culture of teaching and learning in the township schools

Since the advent of democracy in 1994, social changes in South Africa have impacted on schools. In the past, parent involvement in the township schools was viewed as unimportant. However, with the change to a democratic South Africa, parents as critical stakeholders were put under tremendous pressure to get involved in the education of their children. The role that parents are expected to play in education has grown immensely and has been receiving greater interest. The South African Schools Act (Act no. 84 of 1996) makes provision for parents‟ participation in the activities of the schools. The underlying principle is to ensure that parents are actively involved in the governance and management of schools with a view to create a conducive environment for a better teaching and learning. According to Bloch (2009:22) the more parents are involved in their children‟s schooling the better their children‟s academic achievements, the more confident their attitudes to schooling and the lower the drop-out rate. However, the parents in the township schools in South Africa have dismally failed to live up to these expectations. Almost 80% of dysfunctional schools in South Africa are predominantly located in the townships (Smit & Oosthuizen, 2011:64). These schools are ineffective and inefficient; and lack of parental involvement has been cited as a key reason for the decline of academic achievement. Efforts to improve the culture of teaching and learning in these schools have failed. In this study, the extent to which parents in the township schools are involved in the education of their children is interrogated as the focus area. Similarly, the objective of this study is to investigate and evaluate the factors that influence or inhibit parents‟ participation in the education of their children in the township schools. The study confined itself to three secondary schools in Ekurhuleni North district and used both educators and parents as its sample. The sample was purposefully selected. A mixed methodology of qualitative and quantitative approaches was used for this study. The data presented in this study are mainly derived from the responses to the ninety questionnaires that were distributed to educators as well as the responses of the six parents from the interviews with them. In this study, the ethical considerations of the research as espoused by Merriam (1998:198) were adhered to. This study v stems from the necessity to contribute to the scholarly debate on the involvement of parents in education as it seeks to determine the factors which hamper parental involvement in the education process of the learners in the township schools; and to suggest possible solutions to eliminate them wherever feasible. The reluctance of parents to participate in the education of their children in the township schools remains a mystery which needs to be unravelled. This is the basic premise of this research. The researcher further hopes that when the Findings and the Recommendations of this study are completed, they will be able to add value to the education system in the township schools by conscientising parents about their full role in the governance of the schools as mandated by legislation. / Department of Educational Leadership and Management / M.Ed. The Witsand Human Settlement Project : a participatory process to establish a sustainable human settlement

Thesis (MPhil)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: South Africa is experiencing a number of challenges, which have led to developmental backlogs, housing shortages and growing informal areas. At the same time, the country is also experiencing sustainability problems, such as climate change, biodiversity loss and resource shortages. Strategies to address these challenges do not always provide adequate space for participatory structures as suggested by Local Agenda 21. Social sustainability (the ability of communities to collaborate in order to promote sustainability) is a fundamental component of sustainable development. An essential ingredient of social sustainability is to maintain and develop the stock of social capital (social bonds, relationships of trust, and connectedness in groups and networks). The existence of conflict and distrust in communities therefore makes cooperation for development and sustainability very difficult. The purpose of this study was to examine and evaluate a specific case study, namely the Witsand Integrated Energy Environment Empowerment Cost Optimisation (iEEECO) Human Settlement Project, situated near Atlantis within the City of Cape Town, with regard to lessons about the process towards sustainable human settlements and sustainability. This case study was chosen because it is a so-called People’s Housing Project that has also been developed as an ecological sustainable project. The study specifically aimed to establish whether and how participation was implemented as part of this project and how effective this had been in promoting social sustainability, since it had also been a conflict-ridden project. The case study methodology was used where interviews, direct observation and focus groups sessions were conducted. Finally, the study reports on the findings and formulates recommendations based on the case study on some of the ways to improve sustainability. The process of learning about this community was like unpeeling an onion, that started with the impression of a successful sustainable human settlement, but ended up with the knowledge that it is a project, which despite more than usual efforts made to implement sustainability principles and participation, remains conflict ridden and fragmented. The community is presently represented by two community organisations (of which one does not support sustainability principles). It also seems as if few community members felt that they had really been involved in the participation process, with many relegated to make up numbers in meetings, with no real involvement in the process. The level of illiteracy within the community is high and rumours abound, which at one stage led to houses of community leaders, as well as field workers employed by the municipality to monitor extension of shacks, being stoned and burnt. Municipal policies to use local people as gate-keepers to keep informal areas from growing are contributing to these problems. Changes in housing policies regarding contributory payments are also adding to conflict within the community, which adds fuel to rumours of corruption. In the context of a shortage of space where people can legally build their own shacks, a shortage of public facilities like schools and clinics, as well as employment opportunities, this project cannot yet be regarded as an integrated sustainable human settlement.The lessons that this case study teaches us is about the path towards sustainability, is that it is a complex process, which requires a bigger focus on social sustainability and on conflict transformation. Social sustainability requires more and better participation and transparency in policy-making, as well as changes in policies to promote more fairness, justice, and the building of social capital. Co-production, where state and citizens work together to provide basic services, has much to offer as a method of participation, especially if initiated and run by grassroots organisations. / AFRIKAANSE OPSOMMING: Suid-Afrika beleef 'n aantal uitdagings, wat gelei het tot ontwikkelingsagterstande, behuisingstekorte en groeiende informele gebiede. Terselfdertyd ondervind die land ook volhoubaarheidsprobleme, soos klimaatverandering, die verlies aan biodiversiteit en hulpbron-tekorte. Strategieë om hierdie uitdagings aan te spreek, laat nie altyd voldoende ruimte vir deelnemende strukture soos voorgestel deur Plaaslike Agenda 21 nie. Sosiale volhoubaarheid (die vermoeë van gemeenskappe om saam te werk ten einde volhoubaarheid te bevorder) is 'n fundamentele komponent van volhoubare ontwikkeling. 'n Noodsaaklike bestanddeel van sosiale volhoubaarheid is om die voorraad van sosiale kapitaal (sosiale gom, verhoudings van vertroue, en verbondenheid in groepe en netwerke) in stand te hou en te ontwikkel. Die bestaan van konflik en wantroue in gemeenskappe maak dus samewerking vir ontwikkeling en volhoubaarheid baie moeilik. Die gevallestudie metodologie is gebruik, waar onderhoude, direkte waarneming en fokusgroep sessies onderneem is. Dit blyk dat die munisipale beleid om plaaslike mense te gebruik as poort-wagte om die groei van informele gebiede te keer, bydra tot hierdie probleme. Veranderinge in behuising beleid ten opsigte van bydraende betalings dra ook by tot konflik binne die gemeenskap, wat gerugte van korrupsie aanvuur. In die konteks van 'n tekort aan ruimte waar mense wettiglik hul eie informele huise kan bou, 'n tekort aan openbare fasiliteite soos skole en klinieke, asook werksgeleenthede, kan hierdie projek nog nie beskou word as 'n geïntegreerde volhoubare menslike nedersetting nie. Die lesse wat hierdie gevallestudie ons kan leer oor die roete na volhoubaarheid, is dat dit 'n komplekse proses is, wat 'n groter fokus op sosiale volhoubaarheid en konflik transformasie vereis. Sosiale volhoubaarheid vereis meer en beter deelname en deursigtigheid in die maak van beleid, sowel as veranderinge in beleide om meer regverdigheid en geregtigheid te bevorder, asook die uitbou van sosiale kapitaal. Ko-produksie, waar staat en burgers saam werk om basiese dienste te lewer, het baie om te bied as 'n metode van deelname, veral as dit geïnisieer en gelei word deur voetsoolvlak organisasies.

Emblematically, the area carries the name of Fazenda da Juta (Juta Farm), after a crop widely found in the region at the beginning of the 20th century, until the coffee crisis of 1929. During this process of transformation – from an area initially settled by Italian migrants dedicated to fruit farming, and later by Brazilian migrants from the drought-ridden Northeast of the country – the workforce faced conditions of extreme poverty that would give rise to struggles on two fronts: individually for work, and collectively, with their family and neighbors, for the urbanization of the territory they occupied. This ethnographic and documentary study recaptures the lived spaces of this history and collects stories, testimonies and memories to reconstruct the political struggles of the Fazenda da Juta Movement, and their consequences, over four decades. The study primarily focuses on the period from 1960 to 1990, although it traces shifts in land ownership and development processes back to the nineteenth century. This reconstruction shows these struggles among a segment of the population to be a legitimate expression of democratic, popular strength capable of producing continual counter-hegemonic mobilization for access to land and housing. The occupiers of Fazenda da Juta are the protagonists of this story, who, besides building their own homes, organized collectively to demand the provision of urban and social infrastructure in their neighborhood. This study draws on documentary evidence and testimonies to show that a popular neighborhood in the metropolis of São Paulo was urbanized primarily as a result of processes of social mobilization, while the State failed to meet its obligations to provide adequate living conditions in the city’s popular settlements / Este estudo reconstrói a trajetória de um povoado rural para um assentamento populacional urbano situado no extremo leste da cidade de São Paulo que traz emblematicamente o nome de Fazenda da Juta, plantio que a caracteriza no início do século XX até pós-crise do café de1929, alcançando o final dos anos 30 (1938), ocorreu o processo de mutação, desde a propriedade rural ocupada, inicialmente por migrantes italianos dedicados a lavoura de frutas, e após, por migrantes brasileiros, chegados da seca do Nordeste, na condição de força de trabalho miserabilizada que inicia dupla frente de luta, a individual, pelo trabalho e, com sua família e vizinhos, pela urbanização do território ocupado. O estudo, de cortes etnográfico e documental resgata espaços de vivências, recolhe histórias, depoimentos, memórias que vão reconstruir disputas políticas travadas, e os resultados de lutas do Movimento da Fazenda da Juta durante quatro décadas de sua presença e ação. A intensidade do estudo se refere ao período de 1960 a 1990 embora para identificação da propriedade e destino da terra tenha retrocedido até o século XIX. Essa reconstrução de luta popular de resistência da classe trabalhadora se mostra como expressão legitima de força democrática e popular capaz de travar permanente disputa contra hegemônica para o acesso à terra e moradia. Os assentados na Fazenda da Juta são protagonistas que para além da casa de alvenaria, organizaram um coletivo de moradores que lutou e obteve a instalação da infraestrutura urbana e social. Este estudo reitera com provas documentais e depoimentos o quanto um bairro popular nesta metrópole de São Paulo tem sua urbanização resultante do processo de luta da própria população uma vez que o Estado é omisso e lerdo em prover condições adequadas de vida nos espaços da cidade sobretudo os de assentamento popular

Education and work are subjects very present and valued by the Brazilian youth. Although employment has increased recently, young people continue to be the biggest share of unemployed in the country and the majority employed in precarious jobs. Understanding this reality contributes indirectly to learn the influences to the youth life in the daily routine of the youngsters, who recuperated their experiences with agriculture, with jobs out of the rural space, with the school, with the care for their children, and with the participation in the struggle for land. For this, sixteen semi-structured interviews were made, besides many visits to the settlement to observe the field, culminating in the analysis of the narratives of the youth, which converged into four groups: 1 – Difficulties in conciliating work and education; 2 – Dilemmas related to conciliating work, education and family; 3 – To study is a priority.The meanings of work and of education were multiple, work being related to income, independence and professional achievement, while education was referred to exclusion, dreams and to more liberating processes regarding the participation in social movements. / Esta pesquisa pretende analisar os sentidos do trabalho e da educação atribuídos pelos jovens do Assentamento Milton Santos, localizado na cidade de Americana (SP), tendo em vista um olhar educativo que não se resume ao espaço escolar. A educação e o trabalho são temáticas sempre presentes e valorizadas pela juventude brasileira, contudo, mesmo em um contexto de ampliação dos empregos, os jovens continuam a ser a faixa etária que mais está desempregada no país, ocupando em boa medida postos de trabalho precários. Entender essa realidade contribuiu indiretamente para perceber as influências vivenciadas no dia a dia dos jovens, que recuperaram suas experiências com a agricultura, com os empregos fora do espaço rural, com a escola, com o cuidado dos filhos e com a participação na luta pela terra. Foram realizadas dezesseis entrevistas semiestruturadas; além disso, foi preciso ir ao assentamento várias vezes para observar o campo, culminando por fim nas análises das narrativas juvenis, que convergiram para a formação de três grupos: Grupo 1: dificuldades em conciliar trabalho e estudo; Grupo 2: dilemas da conciliação do trabalho, do estudo e da família e Grupo 3: o estudo é prioridade. Os sentidos do trabalho e da educação foram múltiplos, sendo o trabalho remetido à renda, à independência e à realização; já a educação remeteu à exclusão, ao sonho e a processos mais libertadores quando considerada a participação em movimentos sociais.

Viver e pertencer : identidades e territórios nos assentamentos rurais de Sergipe / Living and beloging : identities and territories in rural settlements in Sergipe

The creation of rural settlement in Brazil is a historical and relational process, a conquest and produced space that the symbolic and functional appropriation is turned into territory. The main objective of this thesis is to analyze the referential that guides the construction of a territorial identity in rural settlements in Sergipe, to obtain multiples configurations of themselves. It was delimited as locus of investigation five of twenty two settlements, and classified by INCRA in phase seven, that the body corresponds to the consolidated settlements. The methodological way used was the qualitative research, based in three points: the construction of the territory, the meaning of territory and the settlement as a space of reference and the sense of being settled. This research was developed in transversal levels of characterization and analysis. A discussion was held about the territory category and its characteristics to comprehend the rural settlements, considered as territories, product and conditions of fights territorialization for lands in Brazil. The agrarian problem in Brazil and Sergipe was analyzed in a way to contextualize the object of study and the settlements studied was taken as a space of experience and reference to comprehend their identities. The delimitation of this research was guided from the comprehension that the construction of identities and territorialities in settlements is historical and relational, because the settled ones build social relations and establish link. The sense of being settled reveals itself as institutional and symbolic content and means not only a territorial category, but also the construction of social and spatial consciousness, that expresses in traditions and translations. This is the process of identity construction in settlements. A dialect that includes functionality and symbology, memory and daily routine, symbols and marks, objectivity and subjectivity. / A criação dos assentamentos rurais no Brasil é um processo histórico e relacional, um espaço conquistado e produzido e que pela apropriação funcional e simbólica é transformado em território. Esta tese tem como objetivo principal analisar os referenciais que norteiam a construção da identidade territorial nos assentamento rurais do estado de Sergipe, tendo em vista as múltiplas configurações na formação dos mesmos. Delimitou-se como locus de investigação cinco assentamentos, dentre os vinte e dois, classificados pelo INCRA na fase sete, que para o órgão corresponde aos assentamentos consolidados. Tomou-se como caminho metodológico a pesquisa qualitativa, ancorando-se em três questões basilares: a construção do território do assentamento, o significado do território: o assentamento como espaço de referência e o sentido de ser assentado. A pesquisa desenvolveu-se em níveis transversais de caracterização e analise. Procedeu-se uma discussão sobre a categoria território e suas características, para compreensão dos assentamentos rurais, assumidos como territórios, produto e condição da territorialização das lutas pela terra no Brasil. A questão agrária no Brasil e em Sergipe foi analisada de modo a contextualizar o objeto de estudo e os assentamentos estudados foram tomados como espaço de vivência e espaço de referência para compreensão de suas identidades. A delimitação da pesquisa guiou-se a partir da compreensão de que a construção das identidades e das territorialidades nos assentamentos é histórica e relacional, pois os assentados ao se fixarem no território constroem relações sociais e estabelecem vínculos de pertencimento e de identificação com o mesmo. O sentido de ser assentado se revela tanto com conteúdo institucional quanto simbólico, pois denota não só uma categoria territorial, mas a construção de uma consciência socioespacial de pertencimento, que se expressa nas traduções e nas tradições. É neste envoltório que demarcamos o processo de construção identitária nos assentamentos. Uma dialética que inclui funcionalidade e simbologia, memória e cotidiano, símbolos e marcas, objetividade e subjetividade.

Uma das medidas que vêm sendo tomadas, nesta década, para a resolução deste problema é o reassentamento urbano. Em Cubatão, esta política remove a população da área de risco e promove a mudança das famílias para conjuntos habitacionais construídos especificamente para estes moradores; oferecendo moradia fisicamente mais estável, junto a bairros consolidados. O último reassentamento concretizado neste município foi o das famílias do Jd. São Marcos para o Jd. Real. Do ponto de vista dos moradores, o reassentamento implica uma reestruturação da vida, na medida em que muda o espaço em que está a casa. A qualidade desta reestruturação é que responde à eficácia e justiça desta política pública do ponto de vista da população envolvida. Clarificar o devir e os fatores envolvidos deve ajudar na reflexão das conseqüências do reassentamento para os moradores, auxiliando na reflexão e planejamento desta política pública. A reestruturação se dá no cotidiano, nas pequenas ou nas fundamentais atividades que centramos na casa; em outras palavras, o cerne da reestruturação da vida em função do reassentamento está na articulação entre espaço, indivíduo e o modo como habitamos. A partir desta constatação, trazemos o habitar como categoria para apreender as conseqüências do reassentamento. Apoiados nas formulações sobre sentido do habitar de Heidegger, que auxiliam a refletir sobre a articulação entre espaço, indivíduo e morar, discutimos sobre o papel da casa, do bairro, da articulação entre lugares privados e públicos e da apropriação do espaço como fenômenos que compõe o habitar e que entram em xeque frente ao reassentamento / Abstract: The City of Cubatão (SP) still deals with the consequences of its expressive industrialization. Among them, associated with a set of significant environmental impacts, is the habitation problem: almost half of the families in the city live in precarious residences. The urban resettlement is one of the measures that are being taken in this decade to solve this problem. In Cubatão, this policy removes the population in risk areas and promotes the displacement of the families to habitation sets constructed specifically for these residents; providing housing physically more stable, within consolidated neighborhood. The last resettlement achieved in this city involved the families of Jd. São Marcos to Jd. Real. From the residents' perspective, the resettlement implies restructuring of life, in as much as it changes the space of the house. The quality of this restructuring direct responds to the efficiency and justice of this public policy from the residents' perspective subjected to this. Clarify the destiny and the factors involved should help in the reflection of resettlements' consequences to residents, helping the studies and planning of such public policy. The restructuring happens in daily life, in small or fundamental activities that we concentrate in the house; in other words, the heart of the restructuring of life in the light of resettlement is in the articulation between space, individual and the way that we live. From this observation, we bring 'dwelling' as a category to embrace the consequences of resettlement. Supported in formulations on "dwelling" discussed by Heidegger and his aid to reflect the articulation between space, individual and settlement we discuss the role of home, neighborhood, articulation between private and public places and space appropriation as phenomena that compose the dwelling and confront the resettlement focus / Mestrado / Análise Ambiental e Dinâmica Territorial / Mestre em Geografia

Human security implications of human settlement in the context of land reform: a case of Ratombo, 2005-2018

The central argument was that land reform should address human security and development of the community. The security-development nexus was applied to explicate the link between human security and human development. The human security concerns discussed in the research included food security, economic security, individual security, community security, and environmental security. These security matters were discussed within the backdrop of a myriad of challenges facing Ratombo Communal Property Association (CPA) regarding improving production at the farm. The problem under investigation was informed by the failure of the CPA to ensure food security and to create employment for the community members. Within that background, the study sought to explore the feelings of the farm workers, management and members of the CPA. Qualitative methods of data collection and analysis were used to establish the attitudes and feelings of stakeholders on Ratombo CPA’s performance, regarding meeting human security concerns of the community. The outcome of the research was that, as land reforms have dominated the discourse of rural development, there is needed to closely link rural development to human security issues because development and well-being are inseparable to the human security of a community. / NRF

Vývoj pohraničních sídel a jejich obyvatel na území Českého lesa / Development of the border settlements and their inhabitants of the Český les

The presented report surveys development of settlements and their native inhabitants in area of the Czech Forest Mountains in the West of the Czech Republic. This area was almost inaccessible during the communist era because it belonged to strictly monitored area on the border with the Federal Republic of Germany. Many villages, originally settled by Germans, became extinct. They became ruins in the course of time. The first part of the text is a case study of community called Lísková which is situated about 20 kilometers from Domažlice. The second part of the text describe a very similar village, which was not destroyed in 1956 unlike the village of Lísková. This village has survived up to this day. The aim of this dissertation is to find out what factors lead to the process of the extinction of the village and what were the reasons for other settlements having survived the ordered demolition in the borderland.
