Além de realizar revisão sobre as teorias do comércio internacional, destacando os argumentos favoráveis ao livre comércio e abordando a nova teoria do comércio internacional, analisam-se a evolução das importações brasileiras com ênfase ao processo de abertura comercial. A abertura comercial brasileira possibilitou um aumento do quantum importado beneficiando o setor produtivo, pois a participação no ano de 2008 dos bens de capital e bens intermediários nas importações foi 58% e 14%, respectivamente. Estimam-se funções de longo prazo, com os ajustes de curto prazo estimados pelo Mecanismo de Correção de Erros (MCE). Os vetores de co-integração são estimados através de procedimentos de Johansen. As importações das três categorias de uso nos modelos de longo prazo revelaram-se altamente dependentes das oscilações da renda brasil / This study aims to estimate equations for Brazilian imports of durable consumer goods, intermediate goods and capital goods in the period from 1988 to 2008. In addition to reviewing the theories of international trade, highlighting the arguments in favor of free trade and addressing the new international trade theory, analyzes the evolution of Brazilian imports with emphasis on trade liberalization. The Brazilian trade openness has enabled an increase in the volume of imports benefiting most the productive sector, for participation in 2008 of capital goods and intermediate goods in imports was 58% and 14% respectively. Estimated functions of long-term with short-term adjustments estimated by Errors of Correction Mechanism (ECM). The vector co-integration is estimated by procedure of Johansen. Imports of the three categories of use in models of long-term proved to be highly dependent on fluctuations in income in Brazil. Cette thèse analyse l’application de la théorie du commerce international dans des pays émergents de l’Asie et de l’Amérique Latine en particulier en Chine et au Brésil, dans un processus de globalisation. Cette politique se fait différemment en Chine et au Brésil par rapport aux réalités régionales et nationales, liées parfois aux avantages comparatifs de chaque pays, qui conduisent l’un ou l’autre, à adopter une politique d’exportation basée sur des biens à faible contenu technologique [ les produits primaires ], comme c’est le cas du Brésil. Cette primarisation de l’industrie brésilienne par rapport à celle de la Chine a pour origine la politique du taux d’intérêt très élevés au Brésil qu’en Chine. La valorisation de la monnaie brésilienne par rapport au dollar affecte son industrie et ne favorise pas la compétitivité des biens exportés au marché mondial, favorisant ainsi l’entrée des capitaux étrangers spéculatifs [ non productifs ]. Bien qu’il y ait une amélioration des indicateurs macroéconomiques la monnaie brésilienne reste encore très valorisée para rapport au dollar tandis que la monnaie chinoise est très peu valorisée. Les résultats empiriques obtenus dans cette thèse nous indiquent que la Chine exporte plus des biens à contenu technologique que le Brésil et a un degré d’ouverture plus élevé. / This thesis analyzes the application of the theory of international trade in emerging countries of Asia and Latin America in particular in China and Brazil, in a process of globalization. This policy is done differently in China and Brazil in relation to regional and national, sometimes related to the comparative advantages of each country, leading one or the other, to adopt a policy based on export of low technological content [primary products], as is the case of Brazil. This primarization of Brazilian industry compared to that of China’s original interest rate policy very high in Brazil and China. The valuation of the Brazilian currency against the dollar affects its industry and is not conducive to the competitiveness of goods exported to the world market, thereby encouraging the entry of speculative capital inflows [not productive]. Although there is an improvement in macroeconomic indicators the Brazilian currency remains very valued against the dollar while the Chinese currency is valued very little. The empirical results obtained in this thesis indicate that China exports more goods to technology-and that Brazil has a higher opening.

The purpose of this thesis is to, from an institutional approach, study how the Stockholm importers within the textile sector adapted their foreign trade to the change in economic policy 1720 through 1738. The focus is to investigate to what extent the introduction of new laws, regulations etc. can be an explanation for what happened to Stockholm’s foreign trade, mainly imports, particularly textile imports during the period. It is mainly the economic policies that had been enacted during the Hornian government and their effects that have been studied. This is a period that has seldom been studied in other research. This thesis begins when the Russian raids were over. This was a year when the foreign trade still was relatively free and was untouched by the 17th century’s regulations. After 1721 the policies that would be introduced to increase Sweden's level of self-sufficiency and strengthen ties with the North Sea area had several components. Besides the economic policy, the main sources for the thesis are the city toll records. The trade policies in the shape of tolls and fees, import and consumption bans etc. and the commercial policies together became different kinds of political tools used for several purposes. The conclusion of this thesis is that the economic policies made the Stockholm importers adapt their trade to the change. The import bans and sumptuary laws had an effect. The economic policies gave rise to an increase in the import of textile raw materials. The rise in toll costs and import fees contributed to displacing the foreign trade towards other areas. The change in the economic policies was successful in the sense that it gave rise to new conditions for domestic production within the textile sector and forced Stockholm's importers to adapt their foreign trade.

Le phénomène du commerce parallèle repose sur un constat de base à la fois simple et évident: le niveau des prix d’un même produit « créé et fabriqué » par le même titulaire peut souvent varier de manière importante d’un pays à l’autre, en raison notamment des disparités dans le revenu moyen des consommateurs, des règlementations nationales entravant les échanges, ou encore du niveau de concurrence qui peut être affecté par des restrictions d’ordre privé, telles que des conventions de partage de marchés ou des contrats de distribution. Les commerçants que l’on appelle « importateurs parallèles » achèteront le produit là où il est le moins cher, qu’il provienne directement du titulaire ou non, en vue de le revendre là où ils pourront faire le meilleur profit. Dans ce contexte, des problèmes apparaîtront dans le pays d’importation dans la mesure où les commerçants parallèles vendront, bien évidemment, moins cher que les distributeurs désignés par le titulaire. Le titulaire en sa qualité de « créateur » de produits, est souvent titulaire de droits de propriété intellectuelle qu’il désirera, non sans une certaine légitimité, « monnayer », tentant ainsi de cloisonner les marchés en vue d’obtenir le prix le plus élevé qu’un consommateur serait prêt à payer pour un produit « x » sur un marché « y ». Cet essai a pour mérite de mettre en tension, d'une part, la liberté des échanges et de la concurrence qui favorisent, notamment, l’obtention des produits au meilleur prix pour les acheteurs et les consommateurs et, d’autre part, la nécessité de protéger les efforts de création dans l’industrie afin que celle-ci continue à investir dans la recherche et le développement de nouveaux produits. / The phenomenon of parallel trade rests on a simple and obvious basic premise: the price levels of the same product “created and made” by the same manufacturer can often vary considerably from one country to another. This variation is notably due to disparities in the mean income of consumers, trade-prohibiting national regulations or the level of competition which may itself be affected by private restrictions such as market sharing agreements or distribution contracts. The merchants, termed “parallel importers” will buy the product where it is cheapest, whether or not it stems directly from the manufacturer, and resell it where they will obtain the best profits. Some problems will arise in the country of importation, insofar as parallel importers will sell at a lower price than the distributors designated by the manufacturer. The manufacturer, in his quality of “creator” of goods, is often the owner of intellectual property rights which it will understandably try to monetize, in an attempt to partition the markets in order to obtain the highest price that the consumer is willing to pay for product “x” on market “y”. This article, mainly jurisprudential, seeks to underline the tension between the free exchange of goods in open markets which notably allows consumers and buyers to obtain products at the best price, and the necessity of protecting the creation efforts of the industry in order to encourage investment in the research and development of new products.

FOOD IMPORTS UNDER FOREIGN EXCHANGE CONSTRAINTS IN THE CFA’S FRANC ZONE OF SUB-SAHARAN AFRICA (SSA)

To respond to the high imported food prices in their domestic markets, net food importing countries in the Communauté Financière Africaine (CFA) zone[1] are adjusting their import tariffs and homologate domestic prices of imported commodities such as rice, wheat, maize, and sugar. This research uses a multivariate specification of error correction model (VECM) of estimation to investigate the link between food imports, world price index of rice, wheat, maize and sugar, real effective exchange rates, domestic food production, GDP, and trade openness in the short and long run. The data are on each homogenous commodity from 1969 to 2012. This research finds a long-run relationship between world price index, domestic production, GDP, real effective exchange rates and trade openness. Under fixed exchange rates regime, GDP, domestic food production, world price index of food, and trade openness are the determinants of food imported in the CFA zones. Policy options focusing on long-term investment in domestic food production of rice, wheat, maize and sugar, and trade openness are the fundamental factors to curtail the increasing food import volume/bill under fixed exchange rate regime in the CFA zones. [1] The CFA zone in Sub-Saharan Africa is the WAEMU and CEMAC Countries, which are listed and represented in figure 1.

Notre travail rend compte de la double articulation d’analyse d’Antoine Berman dans Pour une critique des traductions: John Donne. La méthode bermanienne intègre tant une histoire, événementielle et individuelle, des traductions qu’une analyse des textes à la lumière de leurs entours (paratextes, projets de traduction, etc.). Dans une première partie, nous tenterons de décrire à l’aide d’un panorama historique l’importation de la poésie de Rilke en traduction française, des premières versions du début du XXe siècle aux dernières traductions des Élégies de Duino. Nous nous attacherons à l’identité des différents (re-)traducteurs et à l’horizon général de leur travail. Dans une seconde partie, nous comparerons plusieurs versions françaises de la première Élégie de Duino, oeuvre poétique de Rilke la plus retraduite en français. A travers différents critères touchant à la forme et au sens, nous saisirons l’apport de ces traductions et le lien qui les unit, afin de constater in fine si les comportements socio-culturels observés dans la première partie se matérialisent aussi dans la pratique des (re-)traducteurs duinésiens / This dissertation rests on the double articulation of Antoine Berman’s analysis of translation in Toward a translation criticism: John Donne. Indeed, Berman’s method integrates as well a macroscopic and individual history of translations as an analysis of texts, considering their peripheral features (paratexts, translation projects, etc.). In the first part, we will depict through a historical panorama the import of Rilke’s poetry in French, from the first versions of the early 20th century to the latest translations of the Duino Elegies. We will thereby give heed to the identity of the different (re-)translators and to the general horizon of their translations. In the second part, we will compare several French versions of the first Duino Elegy, Rilke’s most retranslated poetical opus in French. Through various criteria dealing with form and sense, it will be a question of comprehending what these translations bring and the kind of bond holding them together. We intend eventually to find out whether the sociocultural behaviors we noticed in the first part are also observable in the practices of the Duinesian (re-)translators.

In several countries drawback is a tool for promoting non-traditional exports. However, this custom procedure can not be used by all producers-exporters companies because its use involves strict compliance of the conditions approved by customs law. In the peruvian case, the level of use of drawback is more intensive in certain industries, providing a support for the competitiveness of companies which should be strategically used. / En diversos países el drawback es un mecanismo de promoción de las exportaciones no tradicionales. Sin embargo, este régimen aduanero no puede ser utilizado por todas las empresas productoras-exportadoras pues su acogimiento implica el estricto cumplimiento de las condiciones aprobadas en la legislación aduanera. En el caso peruano, el nivel de utilización del drawback es más intensivo en determinadas industrias, lo que constituye un apoyo para la competitividad de las empresas que debería ser estratégicamente utilizado.

For better understanding of this problem it becomes essential to recollect the historical evolution of this period from the end of the 1920s until the end of the New State, in 1945, which it is the period considered for this study. The laboring claims for better conditions of work, better wages and, therefore, for better conditions of life retrace the 1930 s, when the workers were treated, simply, as "a police matter". The concern towards the social issue started to move over after 1930 when Getúlio Vargas was made the new president of Brazil. Together, all Brazilian states assembled in order to build a political framework controlling the relations between the capital and the work. The political first concern was to cool off the social conflicts that were spreading, especially, in the great urban centers throughout the country. Therefore, the proceedings on the broaden objectives, that were to promote the development of the industry in the country, were guaranteed. Throughout the 1930 s decade, gradually, a set of working laws were standardized, and later on, in 1943, by the end of the New State, systematically organized in only one document, the Consolidação das Leis Trabalhistas (CLT). Although the working laws had brought a few guarantees to the workers, there were some side effects that started to hinder the workers liberty of speech, fact that was understood by the government as necessary so that the industrialization process could actually take place. / O tema que motivou este estudo é a questão social trabalhista no Brasil, no período em que vigorou o Estado Novo. Para melhor compreensão desse problema, parte-se de uma releitura de sua evolução histórica, a partir do final da década de 1920, até o final do Estado Novo, 1945, período proposto para este estudo. As reivindicações operárias por melhores condições de trabalho, salários e, portanto, por melhores condições de vida, remontam a década de 1930, quando eram tratadas, simplesmente, como um caso de polícia . O tratamento da questão social começou a mudar a partir de 1930, com a ascensão de Getúlio Vargas à presidência. A montagem de todo um aparato estatal para regular as relações entre o capital e o trabalho, teve como preocupação primeira acalmar os conflitos de ordem social que se alastravam, especialmente nos grandes centros urbanos do país, afim de dar prosseguimento a objetivos mais amplos, como o de promover o desenvolvimento da indústria no país. Ao longo da década de 1930, gradativamente, foi sendo regulamentado todo um conjunto de leis trabalhistas que, mais tarde, em 1943, no final do Estado Novo, foram sistematicamente organizadas num único documento, a Consolidação das Leis Trabalhistas (CLT). As leis trabalhistas trouxeram garantias reais aos trabalhadores, mas, em contrapartida, passaram a existir várias medidas que tolheram a liberdade de expressão dos trabalhadores, e que foram entendidas pelo governo como necessárias para que o processo de industrialização se materializasse.

The purpose of this work is to determine the role of foreign direct investment (FDI) in the country's economy (for example, Russia and the Republic of Tajikistan). The paper examines the nature and types of foreign investments, analyzes foreign theoretical concepts of foreign investments, systematizes, describes the investment climate of Russia and Tajikistan, and determines their place in global investments. Recommendations for improving the investment policy of the countries reviewed are proposed. For the first time, foreign investments were classified according to various criteria, and as a recommendation it was suggested that foreign investments include funds made by migrants for the purchase of patents and licenses. The practical value of the work in identifying the main directions of improving the investment climate of the countries considered. / Цель данной работы определить роль прямых иностранных инвестиций (ПИИ) в экономике страны (на примере России и республики Таджикистан). В работе исследованы сущность и виды иностранных инвестиций, проанализированы и систематизированы зарубежные теоретические концепции иностранных инвестиций, описан инвестиционный климат России и Таджикистана и определено их место в глобальных инвестициях. Предложены рекомендации по улучшению инвестиционной политики рассмотренных стран. Впервые проведена классификация иностранных инвестиций по различным признакам и в качестве рекомендации предложено к иностранным инвестициям отнести средства, вносимые мигрантами на приобретение патентов и лицензий. Практическая ценность работы в определении основных направлений улучшения инвестиционного климата рассмотренных стран.
