Darbo objektas – naujų tarporganizacinių ryšių formavimasis Lazdijų rajono turizmo sektoriuje. Darbo tikslas – atskleisti (ištirti) naujų tarporganizacinių ryšių formavimosi procesus Lazdijų rajono turizmo sektoriuje. Darbo uždaviniai: 1. Išanalizuoti tarporganizacinių ryšių sampratą; 2. Išanalizuoti tarporganizacinių ryšių formas bei modelius; 3. Atlikti Lazdijų rajono turizmo sektoriaus SSGG analizę tarporganizacinių ryšių formavimosi kontekste. 4. Atlikti tarporganizacinių ryšių formavimosi Lazdijų rajono turizmo sektoriuje ekspertinį vertinimą. Darbo metodai: mokslinės literatūros analizė, ekspertinis vertinimas, SSGG analizė. Pagrindinės darbo išvados: Siekiant išsiaiškinti tarporganizacinių ryšių formavimosi aspektus, buvo atliktas Lazdijų rajono turizmo sektoriaus ekspertinis vertinimas. Lazdijų rajono turizmo sektoriaus ekspertų vertinimo metu nustatyta, kad didžiausią įtaką apsisprendimui kurti, įsitraukti į tarporganizacinių ryšių formavimosi procesą turi vidiniai organizacijos veiksniai, t.y. organizacijų filosofija ir vertybės bei vadovo pozicija ir siekiai. Reikia pažymėti, kad Lazdijų rajono turizmo sektoriaus atstovams labiausiai priimtinos partnerystės, klasterio bei tinklo bendradarbiavimo formos, mažiausiai – sąveikavimas konkuruojant bei integracinis bendradarbiavimas. The aim - to explore processes of the formation of new interorganizational connections in the tourism sector of Lazdijai district. Objectives: 1. To analyze the concept of interorganizational connections; 2. To analyze forms and types of the interorganizational connections; 3. To perform SWOT analysis of Lazdijai district’s tourism sector in the context of the formation of the interorganizational connections. 4. Marketing de relacionamento e cultura organizacional : uma perspectiva interorganizacional

Relacionamentos interorganizacionais são complexos e multifacetados, por sua natureza não apenas econômica, mas social e cultural. Por sua vez, estratégias de Marketing de Relacionamento não apenas possibilitam vantagens competitivas sustentáveis, mas podem interferir nos sistemas de símbolos e significados de organizações diferentes, através da frequência e qualidade das interações e pela existência de confiança, comprometimento, cooperação e aprendizados comuns. Considerando os fundamentos e práticas do Marketing de Relacionamento, o Marketing como área de fronteira dentro das organizações e as características e processos atinentes à Cultura Organizacional, este estudo teve como propósito analisar a contribuição dos relacionamentos interorganizacionais, especificamente entre fornecedores e clientes, nas suas transformações culturais organizacionais. Assim, tendo uma revisão literária na qual se abordaram a Cultura Organizacional, o Marketing de Relacionamento e as fronteiras organizacionais, foi efetuado um estudo qualitativo de casos múltiplos. Participaram da pesquisa funcionários e intermediários de canais de marketing de uma empresa moveleira (intitulada Empresa M) e de uma empresa de prestação de serviços financeiros (intitulada Empresa S). Foram realizadas quarenta e seis entrevistas em profundidade e uma observação, em quatro fases de pesquisa: a primeira e a terceira fases na Empresa M (vinte e seis entrevistas e uma observação), e a segunda e quarta na Empresa S (vinte entrevistas). A análise de dados utilizada foi a baseada na grounded theory. Os resultados indicam a importância da confiança, do comprometimento, da cooperação e dos processos de aprendizagem nas transformações das culturas organizacionais envolvidas; a importância destas dimensões na continuidade dos relacionamentos e na redução dos conflitos de papel dos interfaceadores; o papel da rotatividade e dos símbolos e significados não compartilhados em enfraquecer essas dimensões e respectivas relações. Por fim, evidenciam a existência de uma cultura interorganizacional, um sistema de símbolos e significados partilhados, por grupos ou indivíduos de organizações diferentes, de forma transitória ou específica a determinadas questões (perspectiva cultural da fragmentação). / Interorganizational relationships are complex and multifaceted, by its nature not only economic but social and cultural. Therefore, considering a literature review in which was addressed Organizational Culture, Relationship Marketing and organizational boundaries, it was made a qualitative multiple-case study. The participants were employees and marketing channels intermediaries of a furniture company (called Company M) and a financial services company (called Company S). Forty-six in-depth interviews and one observation were made, at four phases of research, the first and third phases in Company M, with twenty-six interviews and the observation, and the second and fourth in the Company S, with twenty interviews. The data analysis used was based on grounded theory. The results indicate the importance of trust, commitment, cooperation and learning processes in the changes of organizational cultures considered, the importance of these dimensions in the relationships continuity and boundary spanners’ role conflicts reduction and the role of turnover unshared symbols and meanings in weakening these dimensions and their relations. Finally, demonstrate the existence of interorganizational culture, a system of symbols and meanings shared by groups or individuals from different organizations, on a temporary way or specific to certain issues (culture perspective of fragmentation).

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Interorganizational networks emerge as a chance of survival and adaptation to the competitive business market. These are the union of several organizations with common goals, which form a more complex organization, with elements such as structure, organizational culture and values. Changing is a need to adapt to the environment, occurring as in the case of an organization that stops acting alone and becomes part of a network structure. Modifications may occur not only outside the organization, but also within it, so it is necessary to research the social context in which these networks and organizations are embedded, in order to formulate propositions about the possible constructions of meaning that these changes may cause. Thus, this study seeks to understand how cultural changes are constructed in the are partner organizations which participate in a structure of interorganizational networks. To understand the real and vivid perspective of the object of study, it is necessary to go in its reality through the study method of multicase, with three networks participantsm using observation and interviews with managers of interorganizational networks and organizations of these networks, with eight interviwees. So, it focus to understand whether individuals perceive that there is change in the culture and values of the organization that is acting in a network, which cultural movements pass from one to another. The results were analyzed using the software NVivo 10. By knowing a little of the history of each network as well as the current reality of each one, it was verified that the founders are largely responsible for passing values they practiced in their organizations as managers to the network, they guide the network in its more propitious moment. In addition, network management is a very broad opportunity to create opportunities to cultural movements across the network and its associates. In the cases studied, it became more apparent that the associated with more time and involvement with the network, especially in its management, found it easier to understand the network as an extension of the organization, just more complex, thus helping to drive the objectives, activities and allowing a greater exchange of cultural changes, both of the organizations having something to pass on to the network as well as the network for these organizations, those being willing to make changes because of the network. The role that the network acquires for the organizations depends on the involvement that the organization allows itself to have with the network level, which is usually a little deeper as time goes inside the network, when the most insecure or suspicious associates then begin to engage more with the network, this involvement is essential so that the associated understands the actual role of the network and also learns to use the network benefits. With this relationship, changes may occur in the management of organizations, from small changes in managerial behavior, especially since in most cases the employees do not have much contact - or any contact - with the network. Some changes are reported mainly in regards to finding new and better ways to accomplish everyday tasks in a small organization, but these are the ones that interfer over time, as they solidify in the culture and values, making possible the connection and cultural exchanges. / As redes interorganizacionais despontam como uma oportunidade de sobrevivência e adaptação ao mercado competitivo dos negócios. Sendo estas a união de diversas organizações com objetivos em comum, formam uma organização mais complexa, com elementos como estrutura, cultura e valores organizacionais. A mudança é uma necessidade de adaptação ao ambiente, ocorrendo como no caso de uma organização que deixa de agir só e passa a fazer parte de uma estrutura de redes. As modificações podem ocorrer não só no exterior da organização, como também no seu interior. Assim é preciso pesquisar o contexto social em que estas redes e organizações estão inseridas, para formular proposições sobre as possíveis construções de significados que esta mudança pode ocasionar. Desta forma, este trabalho busca compreender como são construídas as alterações culturais, através de suas rotinas, pelas quais passam as organizações parceiras por participar de uma estrutura em redes interorganizacionais. Para entender a perspectiva real e vívida do objeto de estudo, foi necessário ir a realidade deste, através do método de estudos de multicasos, com três redes participantes com observação e entrevistas com gestores de redes interorganizacionais e oito organizações participantes destas. Com isto, buscou-se compreender como os indivíduos percebem a mudança na cultura e valores da organização que está atuando em rede, quais os movimentos culturais que perpassam de uma para outra. Os resultados foram analisados através do software NVivo 10. Ao conhecer a história de cada rede interorganizacional, bem como a realidade atual de cada uma, foi possível verificar que os fundadores são grandes responsáveis por passar valores que estes praticavam em suas organizações como gestores para a rede, eles encaminham a rede nos seus momentos mais propícios para mudanças, como o estágio inicial, de criação da rede. Além disto, a gestão da rede é uma oportunidade muito ampla para também haver movimentos culturais entre a rede e suas associadas. Nos casos estudados, ficou mais evidenciado que as associadas com mais tempo e envolvimento com a rede, principalmente na gestão, tinham mais facilidade de compreender a rede como uma extensão da organização, apenas um pouco mais complexa, auxiliando a direcionar os objetivos, atividades e assim possibilitando uma maior troca de alterações culturais, tanto destas organizações tendo algo a passar para a rede, quanto da rede para estas organizações, mais dispostas e abertas a realizar modificações por causa da rede. O papel que a rede adquire perante as organizações depende do envolvimento que a organização se permite ter com a rede interorganizacional, que é geralmente um pouco mais aprofundado conforme passa o tempo dentro da rede, quando os associados mais inseguros ou desconfiados começam então a se envolver mais. Este envolvimento é essencial para que o associado compreenda o real papel da rede e também possa se utilizar dos benefícios da rede. Com esta relação, as mudanças ocorrem na gestão das organizações, na mudança de pequenos comportamentos gerenciais, principalmente, já que na maioria dos casos os funcionários não têm muito contato ou nenhum contato com a rede. Mudanças são relatadas principalmente no que diz respeito a buscar novas e melhores formas de realizar pequenas tarefas cotidianas de uma organização, mas são estas que interferem depois ao longo do tempo, conforme se solidificam na cultura e nos valores, realizando a conexão e as trocas culturais.

Förändringsarbete av informationsflöden i en interorganisatorisk samverkan / Change Management of Information Flows in an Interorganizational Alliance

In recent years, the train's punctuality, Sweden's ranking in the European Railway Performance Index and the train industry's customer satisfaction have decreased. The largest and most influential players in the train industry are Trafikverket and SJ AB, which are two state-owned organizations. The low customer satisfaction in the train industry is based on SJ AB’s failure to deliver the latest traffic information in case of delay. Since Trafikverket manages the majority of the railway network and SJ AB is Sweden's largest train operator, there is a high degree of mutual dependence between them in order for each organization to be able to conduct its business. At present, there is a clear division of responsibility between these actors regarding how and where the traffic information is distributed. Where the Trafikverket is responsible for conveying all information on its website and on the signs while SJ AB is responsible for conveying information on its website and in its application, as well as via textmessage and mail communication. The processes for communication between the actors regarding delays, track changes and other changes in the journey are done manually with digital tools as support. Today, several uncertainties are experienced in these processes, based on the fact that traffic control at SJ AB currently does not receive any confirmation from Trafikverket if any changes have been made. Due to these factors, this study will investigate the flow of information between SJ traffic control and the Trafikverket’s train services. Therefore, the purpose of this thesis was to identify existing communications, more specifically information flows of traffic data, between the organizations and their passengers, along with identifying possible improvements in the information flows through digitization. The thesis also explores the change opportunities for a department with many manual processes. The study was conducted with a multi-method structure consisting of a literature study, observation study, questionnaire study, interview study and benchmarking. During the observation, questionnaire and interview study, the focus was on employees at SJ traffic control and other relevant departments at SJ AB and the benchmarking was conducted through external interviews. This led to the identification of the main reasons of mismanagement of traffic information and best practices. This was later analyzed with the help of collected theory, which then led to discussion, conclusion and recommendations to SJ AB. It’s obvious that traffic information has low status within SJ AB as well as the interorganizational alliance. This has hampered the development of internal processes related to managing traffic information and therefore the processes lack standardized procedures and structured routines. The main reasons of mismanagement of traffic information depend on the human factor and specific individuals. This is based on the fact that it was clear that both traffic controls perceived the received traffic information difficult to interpret and unstructured, this depending on who sent the information. This due to the fact that the individuals use varying expressions and internal technical language. To be able to improve and in the future automate the information flows between the actors a standardized working procedure with associated technical language is required in the industry. To establish a technical language, the status of the traffic information must be increased within the organizations and a dictionary for which expressions should be used, where all used expressions are listed and defined. Additionally, a clearer goal of the alliance is required.

The population chosen was a set of Brazilian dedicated biotechnology firms, in the human health segment. In order to map this population, it was used information from: Biominas Foundation, Biorio Foundation, ABRABI ssociação Brasileira de Empresas de Biotecnologia, FAPs - Foundations for Research Promotion from Brazilian respective States, universities, incubators and Regional clusters. The methodology for field data collection was survey and interviews with the executives of the first level hierarchy of researched firms, complemented by secondary data from sources such as internet newsletter from specialized magazines, biotechnology industry web sites, academic papers, seminars, symposiums, professional services consulting firms reports, newspaper and magazines publications. The procedure for data analysis was quantitative and it was made in two steps. In the first step, it was developed graphical analysis of the interorganizational network of collaboration and it was calculated the parameters that characterize the network. In the second step, it was made the statistical data analysis by using panel regression model. The results point that: 1) the cumulative experience to establish and manage partnerships of collaboration over time creates a virtuous cycle, a positive feedback of interorganizational learning; 2) the firms with more partnerships of collaboration positioned themselves more centrally connected in the network of relationships; and 3) the firms positioned more centralized in the network of interorganizational relationships present a greater economic growth. / Esta pesquisa tem o objetivo de fazer um estudo exploratório e explicativo da evolução da colaboração interorganizacional na indústria de biotecnologia no Brasil entre os anos de 2004 e 2008. A população escolhida foi o conjunto de firmas dedicadas de biotecnologia brasileiras, segmento de saúde humana. Para o mapeamento da população foram utilizadas informações da Fundação Biominas, da Fundação Biorio, da ABRABI Associação Brasileira de Empresas de Biotecnologia, das Fundações de Amparo a Pesquisa dos respectivos Estados brasileiros, universidades, incubadoras e APLs arranjos produtivos locais. O procedimento metodológico de coleta dos dados foi o questionário e entrevistas com o primeiro nível hierárquico das empresas pesquisadas, complementadas por dados secundários de fontes como boletins eletrônicos de revistas especializadas, sítios internet relacionados ao setor, artigos acadêmicos, seminários, simpósios, relatórios de firmas consultorias especializadas, publicações em jornais e revistas. O procedimento para análise de dados foi do tipo quantitativo e foi dividido em duas fases. Na primeira fase, foi desenvolvida análise gráfica da evolução da rede de colaboração interorganizacional e foram calculados os parâmetros caracterizadores da rede utilizando-se o software livre Pajek. Na segunda fase foi realizado tratamento estatístico dos dados por meio da técnica de regressão em painel. Os resultados apontam que: 1) a experiência cumulativa em fazer e gerenciar parcerias de colaboração ao longo do tempo cria um círculo virtuoso, uma retroalimentação positiva de aprendizagem interorganizacional; 2) as empresas com mais parcerias de colaboração se posicionam mais centralmente na rede de relacionamentos; e 3) as empresas mais centralizadas na rede de colaboração interorganizacional apresentam um maior crescimento econômico.

Em tais configurações, as relações estabelecidas entre os diferentes agentes resultam em interação e aprendizagem, exigindo melhor compreensão do processo da aprendizagem interorganizacional (AIO), que se torna tema relevante de investigação, sobretudo, por se tratar de um fenômeno complexo e emergente (ESTIVALETE; PEDROZO; CRUZ, 2008) e ainda em formação (INKPEN; TSANG, 2007), sobretudo, em APLs (REIS, 2008). Os estudos sobre AIO ainda são assinalados como limitados, incitando a necessidade da ampliação do escopo de análise. Portanto, a presente tese aborda justamente este processo da AIO em contexto APL, entendendo-a como parte de um continuum da aprendizagem organizacional. RS, envolvendo três etapas na sua execução, nas quais os dados foram coletados por meio de técnicas diversificadas, abrangendo oitenta e um participantes: entrevistas semiestruturadas, entrevistas não estruturadas, observação não participante e grupo focal, além de dados secundários. Os dados foram analisados por meio de análise de conteúdo e todo o processo teve como apoio o programa de análise em pesquisas qualitativa, o NVivo 9. Com os resultados da presente pesquisa entende-se estar contribuindo para o avanço do conhecimento existente a respeito da AO na área dos estudos organizacionais, uma vez que contempla o nível de análise menos explorado, o interorganizacional, bem como, para o avanço do entendimento de relações interorganizacionais em APLs. Ainda, acredita-se que a pesquisa se reveste de relevância na medida em que contribui para o estudo em profundidade dos aspectos relacionados a AIO, com a apresentação de um framework para a melhor compreensão do processo da AIO em contexto de APLs. Tal esquema conceitual analítico considera as atividades cotidianas nos diferentes espaços sociais de aprendizagem (estruturados e não estruturados) que proporcionam o estabelecimento de relacionamentos entre diferentes agentes, propiciando a ocorrência de episódios de aprendizagem, os quais são analisados por meio do constructo da AIO, formado por seus elementos constitutivos: confiança, cooperação, proximidade social, interações sociais, interdependência e suscetibilidade para o aprendizado. Por meio da análise empírica observaram-se indícios de que o processo da AIO ocorre no APL Soledade, mesmo que se admita que ainda possam haver mais episódios de aprendizagem em diferentes espaços sociais. Chega-se à conclusão de que há a ocorrência e a intensa inter-relação entre os diferentes elementos constitutivos da AIO no APL Soledade, por mais que se identifiquem incidências diferenciadas entre eles, mesmo assim, culminando no processo da AIO. / The interorganizational cooperative relationships make progress on the global economy and build new and different organizational configurations, in a way that the Local Productive Arrangement (LPAs) detach. In those interorganizational configurations, the intercourse established among the different agents results in interaction and learning, demanding a better comprehension of the Interorganizational Learning (IOL) process, which becomes a relevant theme for investigation, specially, if given the fact that it is a complex and emergent phenomenon (ESTIVALETE; PEDROZO; CRUZ, 2008) and still being constituted (INKPEN; TSANG, 2007), above all, in LPAs (REIS, 2008). The studies about the IOL are still marked as limited, urging the necessity of the scope of analysis? extension. Therefore, this dissertation bring up the process of IOL in a LPA context, comprehending it as part of a continuum of the interorganizational learning. Accordingly to what is stated, wrangles: Based on the horizontal relationships established among the different agents in an LPA, how is the IOL build? Facing the question of the research, this dissertation aims, particularly, to analyse the process of the IOL throughout the comprehension of the horizontal relationships established among the different agents in an LPA, throughout a theoretical framework. Aiming to achieve the outlined objective, it has been done a case in an LPA of gemstones and precious stones in Soledade ? RS ? Brazil, envolving three stages in its execution , in which the database was collected using several techniques: semistructured interviews, non structured interviews, participat observation and focal group, besides secondary information. The whole database was analysed through a content analysis and all the process had the support of the software for qualitative research analysis, the Nvivo 9. With the results of this research it is perceived as a contribution to the advance of the existing knowledge of the Organizational Learning (OL) in the organizational studies area, since it includes the level of analysis less explored, the interorganizational, as well as to the advance in the comprehension of the interorganizational relationships in LPAs. Still, it is believed that the research takes even more relevance as it contributes to a profound study of the aspects related to the IOL, with the presentation of a framework for a better comprehension of the IOL process in context of LPAs. Such conceptual analytical scheme, considers the daily activities in different lands of social learning (structured and non structured), that promotes the establishment of relationships among the different agents, providing the occurence of learning episodes, which are analysed throught the IOL construct, consisting of its constitutive elements: confidence, cooperation, social closeness, social interactions, interdependence and susceptibility to the process of learning. Through the empirical analysis it was observed evidences that the process of IOL occurs in Soledade LPA, even though it is admitted that it may occur even more episodes of learning in different social lands. It is achieved the conclusion of the occurence and the intense interrelationship among the different constitutive elements of IOL in Soledade LPA, even though different implications may be found among them, but all culminating in the IOL process.

As evidências teóricas sobre as influências da troca de informações e de conhecimentos entre as empresas e instituições em um ambiente de inovação conduziu este estudo. Desse modo, o estudo tem como objetivo propor um esquema conceitual que possibilite compreender os elementos envolvidos na promoção de ambientes de inovação em parques científicos e tecnológicos, a partir da dinâmica de cooperação entre universidade, empresa e governo. Partindo da investigação empírica procurou-se elaborar um esquema conceitual para auxiliar a compreensão do ambiente de inovação. A pesquisa utilizou a estratégia de estudo de casos múltiplos, sendo realizada através de entrevistas em profundidade com os gestores das empresas e das instituições envolvidas no Tecnosinos (Brasil) e no Taguspark (Portugal). Dentre as principais conclusões da pesquisa são sintetizadas as seguintes evidências teóricas: a) os fatores determinantes de necessidade, reciprocidade e legitimidade influenciam a formação de uma relação interorganizacional; b) a coerência entre os objetivos individuais e coletivos, a interação entre as organizações e os mecanismos de coordenação influenciam a cooperação interorganizacional; c) a cooperação interorganizacional, os efeitos da proximidade geográfica, as infraestruturas e os serviços, a universidade, o governo e o capital de risco são elementos envolvidos na promoção de ambientes de inovação e influenciam os ganhos coletivos em um contexto de parque científico e tecnológico. Em resumo, as evidências da pesquisa indicam que as contingências, os atributos e a cooperação, os efeitos da proximidade geográfica, as infraestruturas e os serviços, a universidade, o governo e o capital de risco incluídos no esquema conceitual correspondem aos principais elementos envolvidos no ambiente de inovação em parques científicos e tecnológicos. / This thesis deals with the cooperation between universities, companies and government in the promotion of innovation environments in science and technology parks. The theoretical evidence on the influence of the exchange of information and knowledge between companies and institutions in an environment of innovation led this study. In this way, the study aims to propose a conceptual scheme that allows the understanding of the elements involved in the promotion of innovation environments in scientific and technological parks, from the dynamic of cooperation among universities, business and government. Based on the empirical research, we sought to establish a conceptual scheme to assist the understanding of the innovation environment. The research used the strategy of multiple case study, being conducted through in-depth interviews with managers of companies and institutions involved in Tecnosinos (Brazil) and Taguspark (Portugal). Among the main conclusions of the research are summarized the following theoretical evidences: a) determinant factors of necessity, reciprocity and legitimacy influence the formation of an interorganizational relationship in the context of scientific and technological park; b) consistency between the individual and collective goals, the interaction between the organization and the coordination mechanisms influence the interorganizational cooperation; c) interorganizational cooperation, the effects of geographical proximity, infrastructure and services, university, government and risk capital are elements that are implicated in the promotion of innovation environments and influence collective gains in a context of science and technology park. In summary, the research's evidences indicate that the contingencies, the attributes and cooperation, the effects of geographical proximity, infrastructure and services, the university, government and risk capital included in the conceptual schema correspond to the main elements involved in the environment for innovation in scientific and technological parks.
