Qualificação, competência e autonomia : uma análise do Plano Nacional de Qualificação – PNQ

Esta dissertação tem como objetivo analisar as políticas públicas de qualificação profissional no Brasil, tendo como enfoque principal a qualificação profissional implantada no governo do Presidente Luiz Inácio Lula da Silva, como uma política voltada à contenção do desemprego com a proposta de inclusão social dos trabalhadores. Para esta análise foi realizado um estudo sobre o Plano Nacional de Qualificação – PNQ, financiado pelo Fundo de Amparo ao Trabalhador - FAT. A análise do plano se focou em dois eixos. O primeiro no que corresponde a etapa do planejamento da política, analisando as concepções do plano, os objetivos e seus mecanismos de implantação. Num segundo eixo, sua forma de execução, através do Conselho Deliberativo do Fundo de Amparo ao Trabalhador – CODEFAT, analisando as discussões sobre a operacionalização da política de qualificação profissional. O desenvolvimento deste estudo foi realizado com base na metodologia de análise documental, a partir de fontes documentais secundárias. Os resultados desta pesquisa demonstram que apesar das diretrizes do plano, sua execução, em alguns momentos, diverge das concepções apresentadas no termo de referência da política, apresentando um distanciamento entre o plano teórico e o plano operacional/prático da política. / This thesis aims to analyze public policy professional qualification in Brazil, having as main focus the qualification implanted under President Luiz Inacio Lula da Silva, as a policy aimed at curbing unemployment with the proposed inclusion of social workers. For this analysis, a study was conducted on the National Qualification - PNQ, funded by the Worker Support - FAT. The analysis plan focused on two axes. The first corresponds to the stage of policy planning, analyzing the concept plan, objectives and their implementation mechanisms. In a second shaft, his way of running through the Advisory Board of the Worker Support Fund - CODEFAT, analyzing discussions on the operationalization of the policy qualification. Development of this study was based on the methodology of documentary analysis from secondary documentary sources. These results demonstrate that despite the guidelines of the plan, its implementation, in some moments, it differs from the concepts presented in the terms of reference of the policy, with a gap between the theoretical and the operational / practical politics.

Knowledge Intensive Jobs & Well-Being of Knowledge Professionals : Development and Validation of a Multi-Construct Framework in the Indian Context

Managing knowledge work and knowledge workers is of growing importance in theory as well as in practice. Organizations are continuously evolving value added work. It is observed over a period of time, that manual work is reducing and educated work force is delivering, executing and successfully performing organizational activities. Particularly in Indian context there is a phenomenal growth in employment of knowledge professionals. They contribute towards building value through their innovation, new technology and its application. Knowledge professionals possess the talent and required skills to cater to organizational competitive demands. Knowledge professional creates knowledge and transfer knowledge to other professionals. There are several univariate studies focusing on satisfaction, stress, motivation, there are also studies which talks about knowledge transfer aspects, but they are not studied in the context of knowledge professionals and linking them to value added behavior and well-being. This is a multi-construct study with an attempt to explain causal relationship between knowledge professionals, organizational & knowledge practice, knowledge transfer modes, enhanced valued behavior and well-being, for which the existing literature is reviewed. Literature review for this study has been broadly classified into four major headings, i.e. knowledge professionals, organizational and knowledge practices, knowledge transfer modes and finally well-being of knowledge professionals. Knowledge professionals are dealing with the increase in knowledge intensive work and therefore there is a need to link knowledge professionals to over all organizational strategies and focus on their well-being. The different practices in both organizational and knowledge identifies the purpose of such different practices and how it affects the expertise in the professionals. Practices tend to vary based on the human processes in the different sectors. Several studies focused on knowledge transfer and also identified the modes of transfer of knowledge in terms of one to one basis, formal and informal, on the job trainings, apprenticeships etc., in the past. Lastly, work profile, different practices and modes of knowledge transfer tends to have a bearing on well-being. There are several univariate and bivariate research studies conducted on knowledge and knowledge management practices existing within the organization. Knowledge professionals are the most valuable resource of the organization as they contribute to maximum growth of their organization. Hence there is a need to understand their well-being. But previous research has not focused on this dimension of knowledge professionals. Earlier studies have not focused in detail about the knowledge intensiveness in knowledge professionals work profile, nor its impact on their well-being. Therefore we found a need to focus our study on understanding the knowledge professionals work profile and their well-being. Though there are various studies on knowledge transfer but there is a paucity of studies in the area of knowledge professionals, and its impact on the valued behavior of the organization. We further felt the need to study the relationship existing between well-being of knowledge professionals and knowledge transfer modes. Based on this we framed our objectives of the study as follows: To develop a framework for relating knowledge work, organizational & knowledge practices, and the role of modes of knowledge transfer on valued behavior and well-being. To understand the effect of different knowledge intensive work on valued behavior and well-being. To suggest appropriate managerial initiatives to sustain knowledge work and well-being of knowledge professionals. In order to achieve the above mentioned objectives, conceptual framework was formalized. Thorough literature review helped in identifying gaps in the research. Discussions with practitioners in the field were useful in selecting the variables for the study. The different variables studied were work profile of knowledge professionals, organizational and knowledge practices. Knowledge transfer modes to determine the influence of transfer process on well-being and valued behavior. We attempted to understand the effect of different practices and transfer modes on valued behavior and well-being of knowledge professionals. To achieve the objectives, survey methodology was executed for the main study. Questionnaire developed was a 5 point Likert scale where professionals had to rate with options choosing from strongly disagree, disagree, neither agree nor disagree, agree and strongly agree. This was combined with in-depth interview on a one to one basis, between researcher and professionals without any external disturbance in a secure silent place. The main sample consisting of 439 professionals from five organizations, out of which 2 of them are Government sectors and remaining 3 are private sectors. Sample comprised of knowledge professionals working in IT and R & D sector with a minimum of 2 years of experience and working in the same or similar kind of projects, both male and female professionals with varied qualifications, and age ranging from 19 to 61 years. To validate our objectives of the study different statistical analysis was computed. We first confirmed the reliability of the designed questionnaire by computing cronbach alpha. Factor analysis helped us identify the groupings of the variables. To understand the effect of demographic variables such as age, gender, educational qualification, work experience, type of organization on the work profile on the knowledge professionals, obtained sample was studied on each of these variables by computing ‘t’tests. The differences in the demographical variables was analyzed and reported. This was further analyzed to understand the effect of independent factors on output factors and the effect of mediating factors on output by computing multiple regression. Regression was first done without mediating factors by regressing independent factors on output and later by adding mediating factors to verify the mediating effect of the different factors. The obtained regression value results are analyzed for firstly validating if the model can be accepted by verifying the significance of F value, next by checking the goodness of fit of the model by looking at the R square value and finally we verified the items which had an impact on the output factors by looking at their Beta coefficient value. Significant beta coefficient values were accepted and discussed further. We further diagrammatically depicted the connections of the independent factors on the output factors from the obtained findings. The findings of this chapter show that mediating factors have improved the R square value showing that mediating factors increases the explanatory power. It can be observed that all the hypotheses are proved. To further understand the different knowledge intensive work of knowledge professionals, input factors, mediating factors and output factors were regressed for each group separately and presented in next chapter. Knowledge professionals were grouped based on the knowledge intensive jobs being performed by them. It was observed that 5 unique groups were being formed and we aimed at systematically understanding the differences in the groups. Discussion was done group wise. All the groups were analyzed and understood based on their age, educational qualification, work experience, gender, type of job etc. Further multiple regression was computed on each of the group separately. Here again multiple regression was done without mediating variable in the first step and in the next step to verify the effect of mediating factors they were included in the analysis. Regression model was checked for significance level through F value, goodness of fit was verified by obtained R square and later significant beta values were analyzed and diagrammatically represented. From the findings it can be observed that each group is exclusive and tends to have significant differences between the groups based on the knowledge intensive jobs being performed by them. The findings can be summarized as there are differences between the groups with regard to the extent to which the different input, mediating factors affect the output factors. There exist differences in the way the factors influence each group, indicating the uniqueness of each group. It can be concluded that this study provides a profound understanding about the different groups of knowledge professionals based on the knowledge intensive job being performed by them. This finding can be used by other organizations while recruiting, training, and charting out clear career growth for professionals, and for job analysis. This study has attempted to understand well-being of knowledge professionals and how it tends to affect and vary based on the different knowledge professional groups. This framework of studying knowledge professionals and their well-being is a unique contribution to the existing literature and for organizational as well as managerial practices. An attempt has been made to understand the different knowledge transfer practices and its impact as value add for the organization. This research has contributed theoretically and it is methodologically unique by adapting a multi construct model, the different practices being studied will help in framing effective knowledge management practices in organizations.

Este estudo mensurou os efeitos potenciais do balanceamento de atividades (em especial entre emprego e residência) sobre o tráfego em termos de velocidade média, veículos-quilômetro (VKM) e veículos-hora viajados(VHR), tendo como pano de fundo a Região Metropolitana de São Paulo. Foi verificada a viabilidade da aplicação de processo sintético a modelos integrados de uso do solo e transporte, contudo algumas dificuldades impossibilitaram sua aplicação dentro do prazo disponível. Foram então identificados modelos tradicionais, bem como modelos integrados de uso do solo e transportes já implementados na região e o recente estudo do Metrô – Companhia do Metropolitano de São Paulo foi definido como fonte de parâmetros e modelos para a aplicação proposta de políticas de balanceamento. Foram criados quatro cenários básicos de balanceamento entre emprego e residência a serem comparados com um cenário base representando da forma mais acurada possível a demanda de tráfego em 1997. Dois cenários se basearam na redistribuição espacial de população, mantendo-se fixa a distribuição de empregos do cenário original. Outros dois basearam-se na redistribuição de empregos com a manutenção da distribuição da população. Quatro cenários adicionais foram propostos para verificar os efeitos do balanceamento aplicado à área restrita ou a um dado nível de renda. A redistribuição integral de população apresentou melhores resultados, notadamente a redução potencial de mais de 33% de VHT e de em torno de 9% de VKT. Nem todos os resultados das redistribuições de empregos foram tão positivos, embora se tenha verificado a redução de VHT nestes cenários. Além disso, os resultados não apresentaram tendência linear, requerendo maior esforço quanto maior o nível de benefícios desejado através do balanceamento. / The present study measured the potential effects of the activity-balancing (particularly jobs and housing) on the traffic in terms of average speed, vehiclekilometer (VKT) and vehicle-hour traveled (VHT) in the Metropolitan Region of São Paulo City. It verified that using a synthesized process applied to an integrated land use and transportation model is feasible. Nevertheless, it was not possible to implement the application due to some difficulties and the time limit. Traditional and integrated models applied to the area were then identified, and the recent study of the Metrô – the Subway Company of São Paulo, which was based upon a broad Origin-Destination survey, was chosen as source of models and parameters for the jobs-housing balance policy application. Four jobs-housing balance scenarios were proposed and compared with a basic one, representing the existing transportation demand for 1997 as close as possible. Two scenarios were based on the population r edistribution based on the fixed original employment distribution. Two other were based on the redistribution of jobs with a fixed population distribution. Four additional scenarios were proposed in order to identify the effects of jobs-housing balance applied to specific area or population income level. The best results achieved were found for the population redistribution, remarkably full redistribution would potentially reduce VKT by over 33% and VHT by around 9%. Not all the results generated by the employment redistribution were good although VHT decreased in both scenarios. In addition, it was noticed that the effects are not linearly related to the balancing achieved, gradually diminishing the more balancing is reached.

Les commerçants de marché sont des inconnus de la sociologie. Le marché urbain a pourtant une existence multi-séculaire, et cette longue histoire a structuré les usages du groupe des commerçants de marché. Au delà de cette inscription longue dans l'histoire, le marché urbain a surtout su changer de fonction principale sans abandonner celle qui l'a fait naître. Ainsi cette thèse a-t-elle un double objectif. En premier lieu elle vise à dresser un tableau du marché et de ses acteurs, afin de comprendre comment un groupe professionnel confronté à l'instabilité de son installation et de ses contours peut malgré tout constituer un territoire et le défendre. En second lieu elle se penche sur les raisons qui font que l'institution du marché urbain se maintient dans un économie aux caractéristiques antinomiques des siennes. A cet égard la production de confiance est déterminante. Il apparaît que si le marché urbain se maintient c'est à travers la confiance qu'il génère, et dont il synthétise de façon exemplaire les différentes dimensions. / Urban market sellers have been quite unknown by sociology. However, a long history has structured through centuries their uses and their culture. Beyond this legacy, urban markets managed to change their main function, while keeping their original one.This research is seeking a double aim. First of all it intends to depict an accurate description of urban market and its sellers. Then we can find out how a group that has to deal with global unstability manages to build and rule a territory. Second, the point is to understand why such a micro-local kind of merchant deals succeeds in still standing in a world that is more and more globalizing. Trust seems to be the key to catch it. Urban markets do aggregate the various ways of trust, hence they are still standing and produce social ties.

A travers une étude générale des infrastructures de production, l’ambition de cette recherche est double. Il s’agit d’une part de mettre en évidence la centralité du studio dans l’organisation de la production cinématographique française des années 1930, mais également de montrer quel a pu être l’impact des évolutions de fonctionnement des studios au cours de la décennie sur les conditions de travail et les modes de sociabilité des ouvriers et techniciens du film. Cette thèse ne se contente pas de rassembler des données factuelles et de dresser un inventaire des structures de production dans la France de l’entre-deux-guerres, elle étudie également les dynamiques d’une branche de l’industrie cinématographique en pleine évolution - les studios – tout en faisant de l’humain – ouvriers et techniciens du film - le pivot de la réflexion. L’analyse des dimensions techniques, économiques et humaines des studios français dans les années 1930, se déploie en trois parties correspondant à trois périodes marquées par des dynamiques différentes.La première partie (1929-1930), aborde la question du passage au parlant en privilégiant une approche descriptive des installations ; elle dresse un tableau de la situation en 1929 et analyse les nouvelles dynamiques économiques et techniques qui modifient en profondeur le paysage des studios français à l’aube de la décennie. La deuxième partie (1931-1933), s’attache à mettre en lumière le fonctionnement quotidien des studios, leur rôle dans la formation et la carrière des professionnels mais également leur impact sur la vie économique et sociale des territoires dans lesquels ils sont implantés. Enfin la troisième partie, (1934-1939), soulève la question du modèle de développement des studios français. Premières victimes de la crise de la production des années 1934-1935, les ouvriers et techniciens du film sont les premiers à réagir, répondant à la dégradation de leurs conditions de travail et de rémunération par un mouvement de revendications et de luttes sociales qui agitent les studios durant toute la seconde moitié de la décennie. / Throughout this general study of the production facilities, the goal of the research is two fold. It aims first at establishing the centrality of the studios in organizing the French movie production in the 1930’s. It equally looks at showing what have been the impacts of the changes which had affected the functioning of the studios during this decade on the working conditions and sociability modes of the working class and technicians of the film industry. Not only this PhD gathers evidences and draws an inventory of the production facilities in the France between the two world wars, but it also studies the dynamics of a fast evolving branch of the film industry, the studios, while making of the human - workers and technicians of the film industry - the centre of the reflection. The analysis of the technical, economic and human dimensions of French movie studios in 1930’s, unfolds in three parts corresponding to three periods marked by different dynamics. The first part (1929-1930), discusses the transition to talking cinema favoring a descriptive approach of the facilities; it paints a picture of the situation in 1929 and analyzes the new economic and technical dynamics that profoundly altered the landscape of French studios at the beginning of the decade. The second part (1931-1933) , aims to highlight the daily operation of the studios, their role in the training and career of professionals but also their impact on economic and social life of the territories in which they are located. Finally, the third part, (1934-1939), raised the question of the development model of French studios. First victims of the crisis of 1934-1935 production year, workers and technicians of the film are the first to react, responding to the deterioration of their working conditions and compensation by a movement of demands and social struggles that stir the studios throughout the second half of the decade.

Introductory chapter is dealing with issue of male identity, its evolution from childhood, and finding the heart of today's crisis, as many call it. Further it makes us acquainted with the areas of family, employment and society, and with the roles and status of male sex there. The main aim of the thesis is to present a picture of a man in various spheres of life and his male identity. I was interested how men themselves cope with new roles and demands that society and women poses on them. The part of thesis is empirical research that occupies with the attitudes of men and women to their traditional family and working roles that are influenced by persisting gender stereotypes.

Dinâmica do mercado de trabalho no setor privado em Sergipe nos anos 2000 : uma aplicação do método diferencial-estrutural / Labour market dynamics in the private sector in Sergipe in years 2000: an application of shift-share analysis

The paper analyzes the evolution of the labor market in Sergipe and micro reference to the years 2000 to 2013. In the meantime, it was found that the occupations grew 29,3% (Census 2000 and 2010, IBGE), while private employment to the state grew 103,8% (RAIS 2002 and 2013 MTE), influenced by new growth cycle in Brazil and local incentives. Also, it was noticed that some micro-regions had higher and other lower growth rates of occupations and jobs the state. Thus, to study the causes of the phenomenon will use the shift-share analysis that attaches to the expansion of contribution plots in employment or the structural components of the business lines or competitive differentiation (or locational) of each micro-region, for it will be used the IBGE activities classification. / O trabalho analisa a evolução do mercado de trabalho em Sergipe e microrregiões tomando como referência os anos 2000 até 2013. Nesse intervalo, constatou-se que as ocupações cresceram 29,3% (Censos 2000 e 2010, IBGE), enquanto o emprego privado para o estado cresceu 103,8% (RAIS 2002 e 2013, MTE), influenciados pelo novo ciclo de crescimento do Brasil e incentivos locais. Também, percebeu-se que algumas microrregiões obtiveram maiores e outras menores taxas de crescimento de ocupações e empregos que o estado. Assim, para estudar as causas do fenômeno será utilizado o método diferencial-estrutural (shift share analysis) que atribui à expansão das parcelas de contribuição no emprego ou a componentes estruturais dos setores de atividade ou a diferenciação competitiva (ou locacional) de cada microrregião, para isso será utilizada a classificação de atividades do IBGE.

The aim of this study was to understand the process of development of adult autonomy and identity, by the professionalization tendency and the world of work, in young adults, and how they perceive family intervention in this stage of life. It was tried to characterize in them, the estimated phase of their development; the emancipatory milestones present; observe how the family conducts the experience of this stage of life, from the point of view of these children and identify if there are, and what are the family legacies in the choice and direction of their professional options. The research was of qualitative nature and the technique of selection of the 6 participants was the 'snowball'. The inclusion criteria that were considered relevant were the age group, in which the participants should be between 19 and 24 years of age, with their high school, already completed and are carrying out a vocational, training or higher technical course in the metropolitan region of Recife, besides residing in the family home, without having lived in another place. The instruments selected for data collection consisted of a sociodemographic questionnaire in order to characterize the participants and a semi-structured interview containing a script about the theme and objectives of the research. The results show that it was possible to contribute scientifically to the understanding of the juvenile phase and to identify its unique characteristics, besides subsidizing the research participants to perceive the privileged moment of their development. In the social and political fields, it has been shown that the employability condition must be opportunistic, since it can contribute to the process of consolidating adulthood. It was felt that this is a phase that requires the young adult to have developed singular characteristics in the field of autonomy, which can signal the level of their maturity and personal appropriation, such as: security in making decisions that involve their desires and plans, capacity to make choices, and to decide for what is motivated and driven, and the courage to decide on self, even though parental authority may indicate other plans about his or her life. In this sense, it was observed how these aspects are reconciled and developed in the juvenile daily life so that they assume the condition of adulthood, understanding that the perspective of schooling and family conduction can offer a concrete possibility of identity change, which will translate into an autonomous and builder of its history, in a phase of still fragile internal certainties, in which the family continues to be the privileged place of strengthening and incentive in the effective transition to adult life. / La presente disertación versa sobre la transición de la fase juvenil a la vida adulta, momento importante del ciclo de desarrollo humano, cuyas características y marcadores transicionales se alternan de acuerdo con las posibilidades sociales, históricas y emocionales vividas por cada individuo, construyendo, así, la afirmación necesaria para actuar en un nuevo lugar. En esa perspectiva se objetivó comprender el proceso de desarrollo de la autonomía y de la identidad adulta, por el camino de la profesionalización y del mundo del trabajo, en jóvenes adultos, y cómo perciben la intervención familiar en esta fase de vida. Se buscó caracterizar en ellos, la fase estimada de su desarrollo; los marcos emancipatorios presentes; identificar cómo la familia conduce la vivencia de esta fase de vida, desde el punto de vista de estos hijos e identificar si existe, y cuáles son los legados familiares en la elección y conducción de sus opciones profesionales. La investigación fue de naturaleza cualitativa y la técnica de selección de los 06 participantes fue la 'bola de nieve'. Los criterios de inclusión que se consideraron pertinentes fueron la franja etaria, en la cual los participantes deberían tener entre 19 y 24 años, con la secundaria ya concluida, estar realizando un curso de cuño técnico profesional de capacitación o superior y que residan en la región metropolitana de Recife, además de estar residiendo en el hogar familiar, sin haber vivido en otro lugar. Los instrumentos elegidos para la recolección de datos constaron de un cuestionario sociodemográfico, con el fin de caracterizar a los participantes y de una entrevista semiestructurada conteniendo guion sobre el tema y los objetivos de la investigación. Los resultados obtenidos demuestran que fuera posible contribuir científicamente a la comprensión de la fase juvenil e identificación de sus características singulares, además de subsidiar a los participantes de la investigación a percibir el momento privilegiado de su desarrollo. En los campos social y político, se evidenció que la condición de empleabilidad debe ser oportunada, pues ella puede contribuir al proceso de consolidación de la adultez. Se apreció que esta es una fase que exige del joven adulto haber desarrollado características singulares en el campo de la autonomía, las cuales pueden señalar el nivel de su madurez y apropiación personal, como: seguridad en la toma de decisiones que involucran sus deseos y planes, capacidad de tomar decisiones y decidir sobre lo que se siente motivado e impulsado y coraje para decidir sobre sí mismo, a pesar de que la autoridad parental indica otros planes sobre su vida. En ese sentido, se observó cómo se concilian y desarrollan esos aspectos en el cotidiano juvenil para que asuman la condición de adultez, entendiendo que la perspectiva de la escolarización y conducción familiar pueden ofrecer una posibilidad concreta de cambio de identidad, la cual se traducirá en un joven autónomo y, constructor de su historia, en una fase de todavía frágiles certezas internas, en la que la familia sigue siendo el lugar privilegiado de fortalecimiento e incentivo en la efectiva transición hacia la vida adulta. / A presente dissertação versa sobre a transição da fase juvenil à vida adulta, momento precioso do ciclo de desenvolvimento humano, cujas características e marcadores transicionais alternam-se de acordo com as possibilidades sociais, históricas e emocionais vivenciadas por cada indivíduo, construindo, assim, a afirmação necessária para atuarem num novo lugar. Nessa perspectiva objetivou-se compreender o processo de desenvolvimento da autonomia e da identidade adulta, pelo viés da profissionalização e do mundo do trabalho, em jovens adultos, e como percebem a intervenção familiar nesta fase de vida. Buscou-se caracterizar neles, a fase estimada do seu desenvolvimento; os marcos emancipatórios presentes; identificar como a família conduz a vivência desta fase de vida, sob o ponto de vista destes filhos e identificar se há, e quais são os legados familiares na escolha e condução de suas opções profissionais. A pesquisa foi de natureza qualitativa e a técnica de seleção dos 06 participantes foi a ‘bola de neve’. Os critérios de inclusão que se consideraram pertinentes foi a faixa etária, na qual os participantes deveriam ter entre 19 e 24 anos, com o ensino médio já concluído e estarem realizando um curso de cunho técnico profissional, de capacitação ou superior, na região metropolitana do Recife, além de estarem residindo no lar familiar, sem ainda terem habitado em outro local. Os instrumentos escolhidos para a coleta de dados constaram de um questionário sociodemográfico, a fim de caracterizar os participantes e uma entrevista semiestruturada contendo roteiro acerca do tema e objetivos do estudo. Os resultados obtidos demonstram que fora possível contribuir cientificamente para a compreensão da fase juvenil e identificação de suas características singulares, além de subsidiar os participantes da pesquisa a perceberem o momento privilegiado de seu desenvolvimento. Nos campos social e político, evidenciou-se que a condição de empregabilidade deve ser oportunizada, pois ela pode contribuir para o processo de consolidação da adultez. Apreendeu-se que esta é uma fase que exige do jovem adulto ter desenvolvido características singulares no campo da autonomia, as quais podem sinalizar o nível de sua maturidade e apropriação pessoal, como: segurança na tomada de decisões que envolvam seus desejos e planos, capacidade de fazer escolhas e decidir-se para aquilo que sente-se motivado e impulsionado, e coragem para decidir sobre si mesmo, apesar da autoridade parental poder indicar outros planos sobre sua vida. Nesse sentido, observou-se como se conciliam e desenvolvem esses aspectos no cotidiano juvenil para que assumam a condição de adultez, entendendo que a perspectiva da escolarização e condução familiar podem oferecer uma possibilidade concreta de mudança identitária, a qual se traduzirá num jovem autônomo e construtor de sua história, numa fase de ainda frágeis certezas internas, na qual a família continua a ser o lugar privilegiado de fortalecimento e incentivo na efetiva transição para a vida adulta.

Qualificação, competência e autonomia : uma análise do Plano Nacional de Qualificação – PNQ

Esta dissertação tem como objetivo analisar as políticas públicas de qualificação profissional no Brasil, tendo como enfoque principal a qualificação profissional implantada no governo do Presidente Luiz Inácio Lula da Silva, como uma política voltada à contenção do desemprego com a proposta de inclusão social dos trabalhadores. Para esta análise foi realizado um estudo sobre o Plano Nacional de Qualificação – PNQ, financiado pelo Fundo de Amparo ao Trabalhador - FAT. A análise do plano se focou em dois eixos. O primeiro no que corresponde a etapa do planejamento da política, analisando as concepções do plano, os objetivos e seus mecanismos de implantação. Num segundo eixo, sua forma de execução, através do Conselho Deliberativo do Fundo de Amparo ao Trabalhador – CODEFAT, analisando as discussões sobre a operacionalização da política de qualificação profissional. O desenvolvimento deste estudo foi realizado com base na metodologia de análise documental, a partir de fontes documentais secundárias. Os resultados desta pesquisa demonstram que apesar das diretrizes do plano, sua execução, em alguns momentos, diverge das concepções apresentadas no termo de referência da política, apresentando um distanciamento entre o plano teórico e o plano operacional/prático da política. / This thesis aims to analyze public policy professional qualification in Brazil, having as main focus the qualification implanted under President Luiz Inacio Lula da Silva, as a policy aimed at curbing unemployment with the proposed inclusion of social workers. For this analysis, a study was conducted on the National Qualification - PNQ, funded by the Worker Support - FAT. The analysis plan focused on two axes. The first corresponds to the stage of policy planning, analyzing the concept plan, objectives and their implementation mechanisms. In a second shaft, his way of running through the Advisory Board of the Worker Support Fund - CODEFAT, analyzing discussions on the operationalization of the policy qualification. Development of this study was based on the methodology of documentary analysis from secondary documentary sources. These results demonstrate that despite the guidelines of the plan, its implementation, in some moments, it differs from the concepts presented in the terms of reference of the policy, with a gap between the theoretical and the operational / practical politics.
