Anti-paternalism and Public Health Policy

Grill, Kalle January 2009 (has links)
This thesis is an attempt to constructively interpret and critically evaluate the liberal doctrine that we may not limit a person’s liberty for her own good, and to discuss its implications and alternatives in some concrete areas of public health policy. The thesis starts theoretical and goes ever more practical. The first paper is devoted to positive interpretation of anti-paternalism with special focus on the reason component – personal good. A novel generic definition of paternalism is proposed, intended to capture, in a generous fashion, the object of traditional liberal resistance to paternalism – the invocation of personal good reasons for limiting of or interfering with a person’s liberty. In the second paper, the normative aspect of this resistance is given a somewhat technical interpretation in terms of invalidation of reasons – the blocking of reasons from influencing the moral status of actions according to their strength. It is then argued that normative anti-paternalism so understood is unreasonable, on three grounds: 1) Since the doctrine only applies to sufficiently voluntary action, voluntariness determines validity of reasons, which is unwarranted and leads to wrong answers to moral questions. 2) Since voluntariness comes in degrees, a threshold must be set where personal good reasons are invalidated, leading to peculiar jumps in the justifiability of actions. 3) Anti-paternalism imposes an untenable and unhelpful distinction between the value of respecting choices that are sufficiently voluntary and choices that are not. The third paper adds to this critique the fourth argument that none of the action types typically proposed to specify the action component of paternalism is such that performing an action of that type out of benevolence is essentially morally problematic. The fourth paper ignores the critique in the second and third papers and proposes, in an anti-paternalistic spirit, a series of rules for the justification of option-restricting policies aimed at groups where some members consent to the policy and some do not. Such policies present the liberal with a dilemma where the value of not restricting people’s options without their consent conflicts with the value of allowing people to shape their lives according to their own wishes. The fifth paper applies the understanding of anti-paternalism developed in the earlier papers to product safety regulation, as an example of a public health policy area. The sixth paper explores in more detail a specific public health policy, namely that of mandatory alcohol interlocks in all cars, proposed by the former Swedish government and supported by the Swedish National Road Administration. The policy is evaluated for cost-effectiveness, for possible diffusion of individual responsibility, and for paternalistic treatment of drivers. The seventh paper argues for a liberal policy in the area of dissemination of information about uncertain threats to public health. The argument against paternalism is based on common sense consequentialist considerations, avoiding any appeal to the normative anti-paternalism rejected earlier in the thesis. / QC 20100714

Αλούκος, Παναγιώτης 27 November 2008 (has links)
The objective of this thesis was the determination of the second-order hyperpolarizability of some fullerenes, fullerene derivatives and dithiolene complexes and the understanding of the relation between the hyperpolarizability and the molecular structure. The non-linear optical properties of the above systems were investigated by the Z-scan technique. In particular, their non-linear optical response was studied under pulsed laser excitation having duration 35 ps and 8 ns, at 532 and 1064 nm. Several factors, like resonant enhancement, symmetry reduction, electron delocalization and charge transfer, were found to influence significantly the non-linear optical properties of these molecules.

MUSCULOSKELETAL PAIN AND LEVEL OF EDUCATIONA : Cross-Sectional Study from Ullensaker, Norway / Muskelsmerter og utdanningsnivå : En tverrsnittsstudie fra Ullensaker i Norge

Lal, Alexander January 2008 (has links)
This cross-sectional postal survey explores the relationship between musculoskeletal painand level of education in Ullensaker municipality. We used a Standard Nordic Questionnaire(SNQ) to register self-reported musculoskeletal pain in 3325 persons in 2004 (participationrate 55 %). We registered educational level and a series of other demographic and life-stylevariables as well as functional ability and subjective health complaints. We found in thisstudy that educational level and musculoskeletal pain is associated. People with loweducational levels are prone to have more musculoskeletal pain than persons with highereducation. When it comes to musculoskeletal pain that is limiting persons in their daily tasksthe difference is even larger between persons with low educational level and persons withhigher education / I en postal tverrsnittstudie har vi undersøkt forholdet mellom muskelsmerter ogutdanningsnivå i Ullensaker kommune.

Mitigating the effect of soft-limiting for OFDM peak reduction

Bibi, Nargis January 2014 (has links)
Digital communication systems which use Orthogonal Frequency Division Multiplexing (OFDM) are now widely used and have many advantages. The main disadvantage is the requirement for highly linear analogue electronics including the high power amplifier (HPA). This requirement cannot be met in all circumstances because of the occurrence of symbols with high peak to average power ratio (PAPR). Such symbols may be non-linearly distorted by limiting. Approaches to solve this problem have been either to reduce the PAPR at the transmitter or to try to mitigate the effect of the non-linearity at the receiver. Soft-limiting, i.e. applying limiting in software prior to the HPA is a simple way to reduce the PAPR. It produces non-linear distortion which will cause an increase in the bit-error-rate (BER) at the receiver. This thesis surveys existing alternatives ways of reducing the effect of non-linearity and proposes some new ones. Two iterative receiver techniques, based on statistical analysis of the nature of the non-linearity, have been implemented and investigated. These are the ‘Bussgang Noise Cancellation’ (BNC) technique and the ‘Decision Aided Reconstruction’ (DAR) techniques. As these techniques are valid for any memory-less nonlinearity, an alternative form of limiting, named as Inverted-Wraparound (IWRAP) has been included in the BNC investigation. A new method is proposed which is capable of correcting the received time-domain samples that are clipped, once they have been identified. This is named the ‘Equation-Method’ and it works by identifying constellation symbols that are likely to be correct at the receiver. If there are a sufficient number of these and they are correctly identified, the FFT may be partitioned to produce a set of equations that may be solved for the clipped time-domain samples. The thesis proposes four enhancements to this new method which improve its effectiveness. It is shown that the best form of this method outperforms conventional techniques especially for severe clipping levels. The performance of these four enhancements is evaluated over channels with additive white Gaussian noise (AWGN) in addition to clipping distortion. A technique based on a ‘margin factor’ is designed to make these methods work more effectively in the presence of AWGN noise. A new combining algorithm referred as ‘HARQ for Clipping’ is presented where soft bit decisions are combined from multiple transmissions. ‘HARQ for Clipping’ has been combined with the best version of the Equation-Method, and the performance of this approach is evaluated in terms of the BER with different levels of AWGN. It has been compared to other approaches from the literature and was found to out-perform the BNC iterative receiver by 3dB at signal to noise ratios around 10dB. Without HARQ, the best version of the Equation-Method performs better than the BNC receiver, at signal-to-nose ratios above about 17dB.

Gibbsův jev v nespojité Galerkinově metodě / The Gibbs phenomenon in the discontinuous Galerkin method

Stará, Lenka January 2018 (has links)
The solution of the Burgers' equation computed by the standard finite element method is degraded by oscillations, which are the manifestation of the Gibbs phenomenon. In this work we study the following numerical me- thods: Discontinuous Galerkin method, stable low order schemes and the flux corrected technique method in order to prevent the undesired Gibbs phenomenon. The focus is on the reduction of severe overshoots and under- shoots and the preservation of the smoothness of the solution. We consider a simple 1D problem on the interval (0, 1) with different initial conditions to demonstrate the properties of the presented methods. The numerical results of individual methods are provided. 1

Développement d'accumulateurs Li/S / Development of lithium-sulfur batteries

Barchasz, Céline 25 October 2011 (has links)
This work aimed at better understanding the Li/S cell discharge mechanism and itslimiting parameters. A general conclusion was following from these data: the Li/Ssystem is mainly limited by the passivation process of the sulfur positive electrode, occurring at the end of discharge. Insulating lithium polysulfides precipitate on thepositive electrode surface, thus leading to a gradual loss of the electrode activesurface and to the early end of discharge. As a consequence, the electrochemicalperformances can be significantly improved by working either on the positiveelectrode morphology or on the organic electrolyte composition. Increasing thespecific surface of the positive electrode enables to increase the amount ofpolysulfide compounds that can precipitate on the electrode, thus delaying the fullpassivation of the sulfur electrode and the end of discharge. Working on the organicelectrolyte composition enables to increase the polysulfide solubility and to preventthem from quickly precipitating, thus delaying the end of discharge too. To thispurpose, PEGDME solvents seem to be quite promising. Finally, a possiblemechanism for sulfur reduction in ether-based electrolytes could be proposed.

Parâmetros físicos-hídricos de um latossolo sob diferentes sistemas de manejo e níveis de tráfego / Phisicohydrical soil parameters of an oxisol under different soil managements and traffic levels

Fontanela, Eracilda 29 February 2008 (has links)
Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Soil quality has been widely studied since the soil is recognized as a key resource in agricultural production. Thus, it is necessary to assess a range of indicators of soil quality, in order to monitor parameters that indicate quality or soil degradation in agricultural activities. The objective was to assess indicators of physical and hydrical soil quality, for different soil tillage, management and levels of traffic. The specific objectives were: to determine critical limits of soil density where mechanical penetration resistance and aeration porosity are restrictive to crop growth, using a methodology of the least limiting water range (LLWR); evaluate plant water available in different states of soil compaction with the period in which the soil moisture is below or above the physical conditions considered optimal, determined by the LLWR; evaluate soil compaction through the parameters of soil compressibility; and verify relationships between air permeability, continuity of soil pores and water retention curve. The experiment was established in 2001 in an Oxisol, in the experimental station of Embrapa Trigo in Passo Fundo-RS. The soil management under study were: chisel plowed six months ago, chisel plowed twelve months ago, chisel plowed eighteen months ago, continuous no-tillage for 13 years, and native forest; all with and without traffic. Soil sample were collected with preserved structure in each treatment, in both levels of traffic, in three soil layers (0.00-0.06, 0.10-0.15, and 0.20-0.25m). The soil samples were equilibrated at -0004, - 0006, -0008, -0.01, -0.03, -0.05, -0.07, -0.1, -0.5 and -1.5MPa and then used for determining soil bulk density, resistance to penetration, volumetric moisture, and air conductivity. The soil compression curve was obtained in the tension of 0.03MPa. Increased bulk density caused a reduction in the LLWR associated to the effects of soil resistance to penetration and aeration porosity that, respectively, determined the lower and upper limits of available water. The chisel plow treatment had lower physical restriction based on the resistance to penetration, with a value of critical soil density equal 1.60Mg m-3. The LLWR was more sensitive to changes in soil structure than the available water, reflecting better physical quality of the soil for the growth of crops. Air permeability showed high variability that can be observed by the change in bulk density and by the relationship with the matric potential and pore size distribution. The low values of pore continuity index indicate reduced pore space and low presence of large pores. The preconsolidation stress was not affected by the different soil managements. Susceptibility to soil compaction showed statistical interaction between the soil management and traffic in the two uppermost soil layers (0.00-0.06 and 0.10-0.15m). Therefore, the physical and hydrical indicators were influenced by changes in soil structure. Traffic on chisel plowed soil had greater influence on those indicators.

Les indicateurs de développement durable: fondements et applications / Indicators of sustainable development: fundamentals and applications

Kestemont, Bruno 28 June 2010 (has links)
We study how different world views may influence how to develop sustainable development indicators. The comparison of weak sustainability and strong sustainability serves as a guide to estimate the share of objective versus normative choice of parameters and their method of aggregation. We then present a typology of actors and shared responsibilities, which may also introduce large discrepancies in the results published. Some case studies illustrate these different elements in contrasting contexts. It appears that it is possible to identify in each calculation of sustainable development indicator, a relatively objective component of sustainability and a negotiable component of shared rights and responsibilities.<p> / Doctorat en Sciences / info:eu-repo/semantics/nonPublished

Ingénierie moléculaire pour l'optimisation des effets liés à l'absorption multiphotonique sur la famille Aza-Bodipy : application à la limitation optique aux fréquences des télécommunications / Molecular design of Aza-Bodipy dyes for multiphotonic absorption : towards optical limiting applications at telecommunication wavelengths

Bellier, Quentin 25 November 2011 (has links)
The optical power limiting (OPL) is a protection process of detectors (eyes, cameras…) against laser aggression. The rapid development of frequency-tunable pulsed lasers up to telecommunication wavelengths led to the design of new materials for nonlinear absorption in this spectral range, in particular at 1500 nm. Mutiphotonic absorption, such as the two-photon absorption (TPA) is one of the mechanisms involved in the OPL. TPA is a third order nonlinear phenomenon that promotes a molecule to an excited state by the simultaneous absorption of two photons. Moreover, the overall OPL efficiency can be enhanced by excited state absorption (ESA). In this context, this thesis describes the synthesis of a new family of versatile near infra-red dyes, namely aza-borondipyrromethene (Aza-Bodipy) featuring several sites of functionalization by electro-donating or electro-withdrawing moieties. These molecules present the typical behavior of optical limiters at telecommunication wavelengths, with a maximal efficiency around 1300 nm. OPL curves were interpreted on the basis of two phenomena: TPA, followed by ESA for an overall 2+1 photons absorption. These two processes have been measured independently and structure-activity relationships have been established in order to rationalize OPL experiments. The charge transfer effect and the spectral overlap between TPA and ESA are therefore the key parameters. For practical use of OPL functions, it is required for the chromophores to be introduced into a solid material, which enables polishing and other post-processing. Therefore, Aza-Bodipy dyes have been successfully incorporated to a solid matrix using the sol-gel technique. For the first time, optical quality materials have been prepared featuring OPL properties in the infra-red, which are better than the ones in solution.

Quantitative Finance under rough volatility / Finance quantitative sous les modèles à volatilité rugueuse

El Euch, Omar 25 September 2018 (has links)
The aim of this thesis is to study various aspects of the rough behavior of the volatility observed universally on financial assets. This is done in six steps. In the first part, we investigate how rough volatility can naturally emerge from typical behav- iors of market participants. To do so, we build a microscopic price model based on Hawkes processes in which we encode the main features of the market microstructure. By studying the asymptotic behavior of the price on the long run, we obtain a rough version of the Heston model exhibiting rough volatility and leverage effect. Using this original link between Hawkes processes and the Heston framework, we compute in the second part of the thesis the characteristic function of the log-price in the rough Heston model. In the classical Heston model, the characteristic function is expressed in terms of a solution of a Riccati equation. We show that rough Heston models enjoy a similar formula, the Riccati equation being replaced by its fractional version. This formula enables us to overcome the non-Markovian nature of the model in order to deal with derivatives pricing. In the third part, we tackle the issue of managing derivatives risks under the rough Heston model. We establish explicit hedging strategies using as instruments the underlying asset and the forward variance curve. This is done by specifying the infinite-dimensional Markovian structure of the rough Heston model. Being able to price and hedge derivatives in the rough Heston model, we challenge the model to practice in the fourth part. More precisely, we show the excellent fit of the model to historical and implied volatilities. We also show that the model reproduces the Zumbach’s effect, that is a time reversal asymmetry which is observed empirically on financial data. While the Hawkes approximation enabled us to solve the pricing and hedging issues under the rough Heston model, this approach cannot be extended to an arbitrary rough volatility model. We study in the fifth part the behavior of the at-the-money implied volatility for small maturity under general stochastic volatility models. In the same spirit as the Hawkes approximation, we look in the sixth part of this thesis for a tractable Markovian approximation that holds for a general class of rough volatility models. By applying this approximation on the specific case of the rough Heston model, we derive a numerical scheme for solving fractional Riccati equations. Finally, we end this thesis by studying a problem unrelated to rough volatility. We consider an exchange looking for the best make-take fees system to attract liquidity in its platform. Using a principal-agent framework, we describe the best contract that the exchange should propose to the market maker and provide the optimal quotes displayed by the latter. We also argue that this policy leads to higher quality of liquidity and lower trading costs for investors.
