När systemutveckling möter användaren : En fallstudie av Försvarsmaktens materielförsörjningsprocess

Att föra in nya system innan de har hunnit implementeras i den miljö där de ska användas och innan den som ska använda dem hunnit utbildas är inte unikt, varken för 2000-talet eller för den svenska Försvarsmakten. I denna uppsats har vi undersökt nya materielsystem som anskaffats för att tillföras förband under utbildning till eller under genomförande av skarp insats. Vi har funnit att Försvarsmaktens riktlinjer för systemutveckling och materielförsörjning ger vissa förutsättningar för att implementeringen av system ska bli lyckad. Däremot så bör de ytterligare förtydligas när det gäller materielförsök i den fas när systemen kommer ut till förbanden för att användas. Dessutom bör Försvarsmakten i högre grad vara delaktiga i hela livscykeln av systemets utveckling främst ur användarperspektivet. Det är otydligt vems ansvar det är att se till att materielförsök genomförs och vi har i vår fallstudie upptäckt att denna viktiga process glöms bort till förmån för att snabbt få ut systemen i verksamheten. Detta får konsekvenser när det gäller användandet och underhållet av dessa system och även när det gäller att implementera dem taktiskt i förbanden. Vi har funnit att ju mer komplext ett materielsystem är, desto viktigare är det att fullt ut följa framtagna processer. Annars är risken att systemen används fel, med risk för personskador, trasig materiel eller felaktigt taktiskt användande som följd. The purpose of the present investigation was to identify how knowledge about goal-setting is developed and applied in practice of male players in the Swedish national floorball team, by using a qualitative methodology. Participants were 6 players playing for the Swedish national team. They were asked to respond to the interview questions in relation to their perception of setting goals for a successful outcome in sports, how their goal- setting process has developed and how they deal with goal setbacks and goal attainment. Results revealed that Swedish national players in floorball employed goal setting often for both individual and team goals in practice and competition. In addition, many interesting findings regarding the process of goal setting emerged in the result. The players are aware of their goal-setting process as well the importance of using a combination of both long term and short term goals on a individual and team level. Most of the players do not write down their goals. Their goal commitments were mostly related to winning. The players also experienced that their goal-setting process was efficient but believed that the national team lacked in evaluation, feedback and a dialogue, especially on an individual level. The player’s perception was that they have the right skills to deal with setbacks. When the players reach a goal they are strict with taking the goal to the next level. These findings are discussed in relation to the empirical/ theoretical goal-setting literature and suggestions for best practice by goal setting research are offered.

Att göra mål : en jämförande studie mellan Flygvapnets och Forsmarks sätt att sätta upp mål för säkerhetsarbete / Setting goals for your organisation : a comparison between the Swedish Air Force and the nuclear power plant Forsmark

<p>I chose to study how the Swedish Air force carries out their work with setting goals for their work to improve flight safety and compare this with how the Swedish nuclear power plant Forsmark performs their work with improving nuclear safety. The study showed that both organisations have a lot to improve on in their ways of how to work. Especially when it comes to engaging the employees in the process, both in letting the employees be a part of coming up with areas to work on and in letting the employees evaluate which progress that has been made. It also showed that both organisations need to improve their methods for evaluating the work that has been done. This is especially important for the Air Force which evaluates on many levels and locations and did not have a set standard for how to conduct the evaluation. Although, Forsmark also needed to improve but on how to conduct the evaluation on more than one level in the organisation, allowing more people into the evaluation process and maybe letting someone not part of the process be a part of the evaluation to see things from a different perspective. Also, Forsmark had goals set which did not have a set time for when to evaluate them, which is another criteria for success.</p>
