CONSCRIPTION WITH CONSEQUENCES? Exploring the Effects of Military Personnel Supply Method Choice on Civil War OnsetHasslöf, Victor January 2021 (has links)
Positing that the characteristics of a state’s military has an effect on civil war outbreak likelihood, this thesis examines a hitherto unexplored relationship —that between military personnel supply method and civil war onset. Based on earlier research on the two phenomena separate from each other, a theory linking conscription to an increased probability of civil war onset compared to voluntary service was developed and an hypothesis derived. A test was then performed by means of several large-n multivariate logistic regression analyses on two sets of country-year level data from 1945 – 1999. Ultimately, the null hypothesis could not be rejected. Results instead indicate that voluntary service might result in a higher probability of civil war onset. This finding is however not statistically significant at the standard level. These findings are of importance for the shaping of military policy, especially in at-risk-of-civil-war countries, and it is strongly suggested that the examined relationship be further investigated in future research.

A productive workforce is recognized as the primary resource for all organizations. Workforce training and constant retraining must be a priority. The trainers' role to add value in this process is recognised.
The general aim of this research was to ascertain the correlation and difference between trainer competency and psychological optimisation. The following measurement instruments were used in the study - TCQ, POI, SOCq
and SCS. This study was conducted among 57 trainers working for a large transport organisation.
Through a literature survey, training and psychological optimisation were defined and a personality profile of the competent trainer integrated with that of the psychological optimal functioning individual. Through an empirical study, the correlation and difference between trainer competency and psychological optimisation were determined. Supporting evidence, although not enough, indicates a correlation between trainer

In this dissertation, research was undertaken to trace the development of technical, . education
in Zimbabwe and evaluate its role in community upliftment.
The colonial era ( 1890-1979) and the post-colonial era ( 1980-2000) were examined in this
connection. This involved, inter alia, analysing findings and recommendations of
commissions of inquiry, and provisions of national development plans. Empirical analysis of
the status and role of technical education in community upliftment was also undertaken.
Finally, on the basis of the historical data, findings and conclusions regarding the history of
technical education, as well as its role in community upliftment in Zimbabwe were made. As
a way forward, some recommendations were made which would, if implemented, enhance the
role of technical education in the individual's attainment of meaningful adulthood and

Assessing the accuracy of the growth in theoretical capability as predicted by the career path appreciation (CPA) 1 VS CPA 2Kruger, Ester 17 October 2013 (has links)
The need for the identification and appropriate development of talent in organisations has led to a renewed interest in the accuracy of tools used in this context. The objectives of the study were to: (1) determine whether there is a significant difference in the growth in theoretical capability as predicted by Career Path Appreciation (CPA) 1 and CPA 2 among the sample population, (2) determine whether there is a significant difference in Mode as predicted by CPA 1 and CPA 2 among the sample population, and (3) formulate recommendations for Talent Management and Industrial and Organisational Psychology practices and future research.
The CPA is a tool used for the selection and development of talent nationally and internationally. Limited recent test-retest research has been done regarding the utilisation of the CPA in this context. Scholars in the field of industrial psychology could therefore benefit from follow-up research regarding the validity and reliability of the CPA. The research design is an ex post facto correlational design using longitudinal data of a sample of convenience (N=527).
Overall, the results indicated a significant correlation between CLC for CPA 1 and CPA 2 as well as between Mode for CPA 1 and CPA 2. The CPA as a measure of theoretical capability is consistently accurate between measures and can be used with confidence for the identification and development of talent within organisations. / Industrial & Organisational Psychology / M. An investigation into the effect of a staffing strategy on patient care in a selected hospital in Kwazulu-NatalMcIntosh, Jane 03 1900 (has links)

adequate knowledge, skills or competencies, ethically and scientifically based
comprehensive and holistic patient care, timely, accurate and complete or comprehensive
recording” (SANC, n.d.). The aim of professional regulation is to protect the public from
unsafe practices and to ensure quality services (SANC, n.d.).
A shortage of nursing staff resulted in the implementation of a staffing strategy of increasing
the work hours of nurses by ten hours a week. Patient complaints and unacceptable patient
incidences resulted in it becoming essential to evaluate the effect of this strategy on patient
care. As a goal of this study, the researcher decided to investigate the quality of patient care
before the implementation of the strategy and the effect of the strategy on patient care after
the implementation.
The objectives of the study were set to determine whether
• The patients were assessed according to activities of daily living and psychosocial
data;
• The nursing diagnosis was done
• Nursing interventions are prescribed for each problem identified
• The patients’ records were utilised to enhance individualised patient care and to
ensure responsibility and accountability for patient care
• The evaluation of patient progress was done according to the different prescriptions
and interventions at least twice in 24 hours
• A written final report for discharge criteria and health education was provided
• A comparison of the quality of nursing care delivered before and after the
implementation of the staffing strategy exist
Research question
What is the effect of an implemented staffing strategy in a selected hospital in KwaZulu-Natal
on the quality of care delivered?
Research methodology A non-experimental, descriptive design with a quantitative approach was applied.
Population and sampling
The target population for the study was patient care records of patients who were
hospitalised during 2003.
A non-probability convenience sample for a retrospective audit of a total of 372 patient care
records over a period of 12 months was audited. An evaluation of the records was done and
a comparison was drawn between the results obtained before and after the implementation
of the staffing strategy. For both periods, 186 patient records were audited. The pilot study
included the audit of 40 files.
Reliability and validity were assured with a pilot study and the use of experts in nursing
management, quality assurance, research methodology and statistics. The researcher
audited the patient files personally.
Ethical approval was obtained from Stellenbosch University and the ethics committee of the
hospital. All principles related to ethics, such as confidentiality and anonymity, were
maintained. Neither patient names were used nor the name of the hospital or wards from
which the records were used. Codes were used to identify the hospital wards. The hospital
was informed in the letter requesting consent to conduct the research, that the researcher
intends publishing the findings of the research.
Data analysis and interpretation
Statistical associations using Chi-square tests were carried out to determine the significance
between the various variables. The results of this study were presented in percentages,
tables and histograms. Findings obtained showed that the quality of nursing declined after
the strategy. Documentation of patient records was incomplete and did not meet legal
requirements.
Recommendations
The implementation and maintenance of a quality assurance programme, human resource
management, the on-going use of the nursing process and record keeping should be
emphasised in the clinical practice environment and in the formal education environment.

An evaluation of the theory behind the South African Expanded Public Works ProgrammeHeradien, Elde Joy 03 1900 (has links)
Thesis (MA)--Stellenbosch University, 2013. / Bibliography / ENGLISH ABSTRACT: This thesis evaluated the theory behind the South African Expanded Public Works Programme (EPWP) during its first phase from 2004-2009. The research examined how sound the EPWP theory was which explains the logic that links programme objectives and programme activities and resources. The data for this study comprised of government departmental documents on the EPWP, the context of the EPWP and the policies that informed it.
Evaluation of the EPWP theory revealed that the programme was based on a sound theory if focusing solely on projected objectives, activities and resources. However, the evaluation also revealed deficiencies in the programme theory with regard to the EPWP reaching its larger policy goals. The theory construction and evaluation framework by Rossi, Freeman and Lipsey (2004) is an evaluation tool that was used to evaluate the EPWP. More theory based approach evaluations would add value to the lack in theory based programme evaluations in South Africa.
In brief, the problem of unemployment is structural in South Africa and requires long term solutions. The policies and policy programmes should thus be designed with permanent employment measures in mind. However, employment through one of the largest policy programmes in South Africa, the EPWP, was short term. It is therefore recommended that this method of programme evaluation be utilised in more studies prior to implementation of a programme, because if the logic behind a programme is sound, its chances to succeed could be improved. / AFRIKAANSE OPSOMMING: Hierdie tesis evalueer die teorie agter die Suid-Afrikaanse Uitgebreide Openbare Werke Program (UPWP) tydens die eerste fase van 2004-2009. Die navorsing ondersoek hoe grondig die teorie die logika tussen program doelwitte en program-aktiwiteite en hulpbronne verduidelik. Die data vir hierdie studie bestaan uit departementele dokumente oor die konteks van die UPWP en die beleid wat die program ingelig het.
Evaluering van die UPWP-teorie het aan die lig gebring dat die program gebaseer is op 'n grondige teorie, met die fokus uitsluitlik op geprojekteerde doelwitte, aktiwiteite en hulpbronne. Die evaluering van die UPWP-teorie het ook die gebrek met betrekking tot die bereik van groter beleidsdoelwitte aan die lig gebring. Die teorie konstruksie-en evalueringsraamwerk deur Rossi, Freeman en Lipsey (2004) is 'n evaluering instrument wat gebruik was om die UPWP te evalueer. Meer teoreties-gebaseerde evaluerings sal waarde toevoeg tot die gebrek van teorie-gebaseerde program evaluering in Suid Afrika.
Ter opsomming, werkloosheid is n strukturele probleem in Suid Afrika en vereis langtermyn oplossings. Die beleide en die beleid programme moet dus ontwerp word met permanente indiensneming geleenthede in gedagte. Indiensneming deur een van die grootste programme in Suid-Afrika, die UPWP bied egter kort termyn indiensneming. Dit word dus aanbeveel dat die teorie-gebaseerde benadering van programevaluering in meer studies gebruik word voor die implementering van 'n program, want as die logika agter 'n program grondig is, is die kanse van sukses verhoog.

Thesis (PhD)--Stellenbosch University, 2005. / ENGLISH ABSTRACT: The end of apartheid, April 1994 brought the dawn of a new era and the integration of the seven armed
forces into the South Afiican National Defence Force. For the first time in the history of South Afiica,
former enemies are not only colleagues, but work together to guard the sovereignty of the state and defend
the country against foreign invasion. The eradication of discriminatory policies and practices established
an environment conducive to the implementation of affirmative action and equal employment opportunities.
It also instituted special training and development programmes to accommodate historically disadvantaged
employees. The effectiveness of these programmes will determine the extent to which disadvantaged
employees will contribute to increased productivity and the effectiveness of the South Afiican National
Defence Force.
Organisational transformation needs to be externally and internally visible. On 27 April 1994, the South
Afiican National Defence Force started a process of change and some of the changes soon affected were
m:
• language policy, including the use of English as the official medium of communication;
• appointing a Secretary of Defence as the accounting officer;
• organisational culture, structure and design; and
• uniform and rank insignia.
This research (1994 to 2001), however, found that the South Afiican National Defence Force is still
grappling with the challenge of being productive amist the impediments created by the integration of seven
former enemy forces. In addition, the former South Afiican Defence Force entered into the amalgamation
as two groups, one with a long history of military experience, the other allowed into the former force much
later, still subject to various discriminatory constraints. The dissertation focuses on human resource variables to find solutions. Productivity is defined as the input of resources (material, capital, technological
and human) and the output of greater qualitative and quantitative consumable goods and services. It
improves the factors of production and benefits all stakeholders (government, entrepreneurs, management
and employees). Increased productivity is achieved by a motivated workforce, whose competencies,
abilities, skills and advanced technology are used to increase performance. However also, management
needs to capitalise on employees' competencies, skills and abilities to optimally utilise them and appoint the
most competent employees to the most appropriate positions. Management also needs to accept
responsibility for achieving increased productivity and reaching organisational goals and objectives since
they manage, command and control organisational resources.
The South African National Defence Force can achieve increased productivity by the optimal utilisation of
its resources. It now has sophisticated armament, equipment and technology. The South African National
Defence Force however also needs competent and professional employees to maximise the use of existing
armament, equipment and technology. The diverse workforce should be trained, developed, motivated and
optimally utilised to increase their performance and enhance productivity.
Professional leaders and managers are needed to manage the resources of the South African National
Defence Force during the transformation period and the twenty-first century. Effective leadership results
in effective human resource management, which is needed to manage, motivate, train and develop the
diverse workforce to be effective, creative and productive, and to achieve increased performance and
productivity. This will enable the South African National Defence Force to accomplish increased
productivity and to exceed the military professionalism of the former South African Defence Force. / AFRIKAANSE OPSOMMING: Die einde van apartheid, April 1994 was die begin van 'n nuwe era en die integrasie van die sewe magte
het gelei tot die totstandkoming van die Suid-Afrikaanse Nasionale Weermag. Vir die eerste keer in die
Suid-Afiikaanse geskiedenis is die voormalige vyande nie net kollegas nie, maar mede-beskermers van die
soewereiniteit van die staat, en hulle beskerm die Republiek van Suid-Afrika teen enige vreemde inval of
bedreiging teen die land. Die afskaffing van diskrimenerende beleid en gebruike het 'n omgewing geskep
vir die implementering van regstellende aksie en gelyke werksgeleenthede. Dit het ook spesiale opleiding en
ontwikkelingsprogramme ingestel om die histories benadeelde werkers te akkommodeer. Die
effektiwiteit van hierdie programme sal bepaal tot watter mate die benadeelde werkers sal bydra tot
verhoogde produktiwiteit en effektiwiteit van die Suid-Afrikaanse Nasionale Weermag.
Die bewyse van organisatoriese transformasie moet ekstern en intern sigbaar wees. Die Suid-Afrikaanse
Nasionale Weermag het reeds begin met die proses van verandering op 27 April 1994, en die veranderinge
wat gou aangebring is, was in:
• kommunikasietaal en die aanvaarding van Engels as voertaal;
• die aanstel van 'n Sekretaris van Verdediging as rekenpligtige beampte;
• organisatoriese kultuur en strukture; en
• uniform en ranginsignia.
Hierdie navorsing (1994 tot 2001) het egter gevind dat die Suid-Afrikaanse Nasionale Weermag steeds
worstel met die uitdaging van produktiwiteit te midde van die hindernisse wat uit die integrasie van sewe
voormalige vyandelike magte onstaan het. Daarbenewens het die voormalige Suid-Afrikaanse Weermag
die samesmelting ingegaan as twee groepe, een met 'n lang geskiedenis van militere ondervinding, die ander
veel later toegelaat tot die voormalige mag en steeds onderwerp aan verskeie diskriminerende beperkinge. Die proefskrif fokus op menslike hulpbron veranderlikes om oplossings te kry. Produktiwiteit word
gedefinieer as die inset van hulpbronne (materiaal, kapitaal, tegnologie en menslik) en die uitset van beter
kwalitatiewe en kwantitatiewe produkte en dienste. Produktiwiteit verbeter die faktore van produksie en
bevoordeel alle rolspelers (die staat, bestuurders and werkers). Verhoogde produktiwiteit kan slegs verkry
word deur 'n gemotiveerde werksmag, wat hul vaardighede en gevorderde tegnologie gebruik om uitset
te verhoog. Om verhoogde produktiwiteit te bereik moet bestuurders kapitaliseer op werkers se
vaardighede en hulle optimaal benut. As gevolg van die feit dat leiers en bestuurders organisatoriese bronne
bestuur, beheer en kontroleer, aanvaar hulle ook verantwoordelikheid vir die behaling van verhoogde
produktiwiteit en organisatoriese doelwitte.
Die Suid-Afikaanse Nasionale Weermag kan verhoogde produktiwiteit bereik deur die optimale benutting
van hulpbronne. Die Suid-Afrikaanse Nasionale Weermag beskik oor nuwe wapentuig, toerusting en
tegnologie. Die Suid-Afikaanse Nasionale Weermag benodig egter ook professionele werkers om die
huidige wapentuig en tegnologie ten volle te benut. Daarom moet die veelsydige werksmag opgelei,
ontwikkel, gemotiveer en optimaal benut word sodat hulle produktiwiteit kan verhoog.
Professionele leiers en bestuurders word daadwerklik benodig om die hulpbronne van die Suid-Afikaanse
Nasionale Weermag gedurende die transformasieproses en die een-en-twintigste eeu te bestuur. Effektiewe
leierskap het effektiewe menlike hulpbronstuur tot gevolg wat benodig word om 'n veelsydige werksmag
te bestuur, motiveer en ontwikkel, sodat hulle effektief, kreaktief en produktief kan wees. Die veelsydige
werksmag kan bydra tot verhoogde produktiwiteit en kan die militere professionalisme van die vorige Suid-
Afiikaanse Weermag oortref.

Speech recognition software: an alternative to reduce ship control manningKuffel, Robert F. 03 1900 (has links)
Approved for public release, distribution is unlimited / This study identifies factors affecting the performance of commercial-off-the-shelf speech recognition software (SRS) when used for ship control purposes. After a review of research in the feasibility and acceptability of SRS-based ship control, the paper examines the effects of: "A restricted vocabulary versus a large vocabulary," Low experience level conning officers versus high experience level conning officers, "Male versus female voices," Pre-test training on specific words versus no pre-test training. Controlled experimentation finds that: "The experience level of a conning officer has no significant impact on SRS performance." Female participants experienced more SRS errors than did their male counterparts. However, in this experiment, only a limited number of trials were available to assess a difference. "SRS with restricted vocabulary performs no better than SRS with large vocabularies." Using the software "correct as you go" feature may impact software performance. Following the user profile establishment, individual user training on two specific words reduces error rates significantly. This study concludes that SRS is a viable technology for ship control and merits further testing and evaluation. / Lieutenant, United States Navy

Survival analysis and accession optimization of prior enlisted United States Marine Corps officersHoglin, Phillip J. 03 1900 (has links)
Approved for public release, distribution is unlimited / The purpose of this thesis is to firstly analyze the determinants on the survival of United States Marine Corps Officers, and secondly, to develop the methodology to optimize the accessions of prior and non-prior enlisted officers. Using data from the Marine Corps Officer Accession Career file (MCCOAC), the Cox Proportional Hazards Model is used to estimate the effects of officer characteristics on their survival as a commissioned officer in the USMC. A Markov model for career transition is combined with fiscal data to determine the optimum number of prior and non-prior enlisted officers under the constraints of force structure and budget. The findings indicate that prior enlisted officers have a better survival rate than their non-prior enlisted counterparts. Additionally, officers who are married, commissioned through MECEP, graduate in the top third of their TBS class, and are assigned to a combat support MOS have a better survival rate than officers who are unmarried, commissioned through USNA, graduate in the middle third of their TBS class, and are assigned to either combat or combat service support MOS. The findings also indicate that the optimum number of prior enlisted officer accessions may be considerably lower than recent trends and may differ across MOS.
