Technology and International Student Parenting: Implications for Research and Design of Digital Childcare Technologies

Digital technologies such as televisions, touch screen tablets, smartphones, and smart speakers are now frequently encountered and used by young children even before the age of one. These devices facilitate modern parents in their care-giving of young children due to their prevalence in the home environment. The use of these devices is especially common by international student mothers of young children who subscribe to a multiplicity of roles such as being a productive student, efficient mother, and dutiful partner in a new country. This dissertation summarizes four studies exploring the role of technology in international student mothers' life as a parent of young children, and the implications of design and research of technologies for parents based on the transferable learning from these studies. The first and second studies employ auto ethnographic and collaborative approach to involve these mothers as equal stakeholders and collaborators to understand their context of use of technology. The third and fourth studies explore the various uses of technology by caregivers and young children, to obtain certain gratifications. By engaging primary caregivers in in-depth efforts of understanding of their motivations and perceptions about early childhood media exposure, I set forth the praxis between the professional recommendations and their actual lived experiences with technology and young children. Building on these insights, I present a conceptual framework for research which considers the dyadic use of technology due to the close relationship between primary caregivers and young children. Building on these insights, I present a conceptual framework for research which considers the dyadic use of technology by primary caregivers and young children due to their close relationship. Based on the various roles of technology in international student mothers' lives, I then present implications for designing technologies including screen-based digital childcare assistants and interactive shows, conversational user interfaces as bilingual language learning partners, and mobile applications to support young children's incidental learning, which can assist parents in their care giving duties.

職業指導國際勞動基準之研究

我國現今失業率居高不下,許多青少年面臨著大學畢業即失業的窘境,對於未來畢業後的職場生活仍充滿了問號,大學生畢業容易就業的榮景已不復以往;勞工在面臨就業瓶頸時,也常常歸因於所選職業與職業性向與技能無法相配合,導致就業及轉業的困難。 加上工業化及全球化變遷的趨勢影響,社會變遷迅速、職業分類日漸增多也愈加複雜化,對於工作所要求的專業化程度也日漸升高,原本單純農業社會世襲制度已經不敷現代社會所用,職業資料的收集以及更新較以往更加困難。 由此可見,職業指導在我國的重要性與日俱增。職業指導制度在國際上早有歷史的演進與發展,國際勞工組織(International Labor Organization)在2004年發表的第195號人力資源發展建議書(R195, Human Resources Development Recommendation,2004)中,亦有詳細明確的規定會員國應提供其境內國民終身的職業諮詢以及生涯指導服務。 有鑑於此,興起本人對職業指導制度研究之興趣,本研究之研究方法之採用以文獻整理法與比較研究法為主,以國際勞工組織公約為核心,來檢視我國的職業指導制度,並針對我國職業指導制度的缺失與不足給予相關建議。 / Nowadays the unemployment rate upsurges with no alleviation, the students and the youth face the dilemma between graduation and joblessness, questioning the future vocation environment, and competing for a handful of job opportunity. When the labors face the bottleneck of employment and switch, most of the time, it is due to the uncooperative factors among vocation, aptitude, and skill. In additional to the industrialization and globalization, the fast society reforming and complicated vocation categorizing also cause the higher requirement of professionalism. The original social system from agricultural society cannot meet to modern vocational environment already, and it becomes more difficult to collect as well as update the vocational data than usual. Consequently, the importance of vocational guidance is getting higher daily. Vocational guidance system has been developed and improved internationally and historically. The International Labor Organization had declared the clearly- detailed policy about the member nations should provide lifelong vocational consultation and career guidance service within the R195, Human Resources Development Recommendation, 2004. From the statement above, I am greatly interested in and desirous to vocational guidance research. The research methodology is focused on literaturel collection method and research comaprison method, based on international lobar organization policy to inspect the domestic vocational guidance, and targeted at inadequacy and insufficiency of the domestic vocational guide to present related suggestions.

Relationen mellan WHO:s globala aidsprogram och icke­statliga organisationer : Kan bristen på samarbete förklaras utifrån new interdependence approach eller medlemsstaternas agerande? / Relations Between WHO Global Programme on AIDS and NGOs : Can the lack of cooperation be explained by new interdependence approach or the actions of member states?

This thesis aims to understand why the World health organization’s Global programme on aids (WHO GPA) does not appear to be able to collaborate with non-governmental actors (NGO), even though booth WHO GPA and NGO`s appears to value and seek cooperation. The purpose of this thesis is to examine whether the lack of cooperation between WHO GPA and NGO: s can be explained using new interdependence approach or if the actions of WHO´s member states v. The selected case in this thesis is WHO GPA which existed from 1987 to 1995 and represents the first anti-aids program supported by UN and its member states. WHO GPA is therefore active in a policy area where a lot of interactions with NGO: s could be expected. To analyse the apparent lack of cooperation between WHO GPA and relevant NGO: s, this article will apply the theories new interdependence approach and neorealism. To explain the research questions, how does the interaction between WHO GPA and NGO: s appear within the global effort against the aids pandemic, what role did member states have in limiting or enable formal cooperation between WHO GPA and NGO:s and finally how the theory new interdependence approach can explain the interactions between the WHO GPA and NGO: s. To answer the research questions this thesis will apply a qualitative text analysis on material from WHO GPA, for example annual reviews, as well as previous research articles and books that concerns the WHO GPA. The analysis concludes that the interaction between WHO GPA and NGO: s, can be explained with the fact that informal cooperation does appear but not formal cooperation. This appears to be because while booth WHO GPA and NGO: s seeks support and cooperation, the interactions between them is still affected by mistrust. The member state’s role in limiting or enabling cooperation can be answered two levels, globally where powerful states have strong informal powers to control WHO GPA. When NGO: s are granted formal representation, the selection of NGO: s is not representative of the larger NGO community and not in response to cooperation between WHO GPA and NGO:s. Recipient states does also appear to hinder cooperation between NGO:s, WHO GPA and national aids programmes, because of rivalry between the state and NGO over limited aid. Finally, new interdependence approach appears to explain to lack of formal cooperation, because of a lack of distinct resources. However, it cannot explain the cases where NGO: s achieved official representation as the result of cross-national layering.
