Organisation culture : definition, values, change and participation in two shires

Despite the large number of studies of organisation culture, there are still gaps in the current literature, in particular concerning the way in which culture is defined, how values are disseminated and reinforced, and how employees contribute to culture change. This thesis examines these gaps via research carried out in two local councils in New South Wales, namely Wollondilly and Wingecarribee Shire Councils, specifically focusing on their tourism departments. The research reports on the following: how organisation culture is defined and shaped in an organisation; the values of an organisation and how they are disseminated and reinforced on a day-to-day basis; and, the contribution employees make to culture change. Moreover, the thesis will examine the organisational members own definition of culture as a way of examining some of the definitions in the literature. The data for this study comprises interviews, questionnaires, surveys, personal observation and secondary sources. The study demonstrates council staff’s views on culture, and how culture is defined by, and embedded in, an organisation. Through examining the organisation members’ own views of culture, values and their participation, the thesis aims to contribute to the literature on organisation culture by more closely aligning definitions from the literature with empirical data from case studies of organisations / Masters in Commerce (Honours)

Multi-dimensional sustainability framework for service organisations in the GCC countries

Sustainability in the business context seeks to create long-term value by seizing the opportunities and overcoming the challenges of simultaneously addressing the organization’s economic, environmental and social responsibilities. Several sustainability models and frameworks have been put forward over the past three decades, aiming at helping organizations embed sustainability at the core of their businesses. Their relevancy and applicability are significant, particularly for the manufacturing sector and the overall value chain, even though service organizations are equally important stakeholders in this process. The raising interest to promote sustainability-focused practices, processes and policies in organizations in the Gulf Co-operation Council (GCC) region, particularly across the service sector, have contributed to define the goal of this research, namely: to establish the main drivers and challenges faced by local service organizations to embed sustainability at the core of their business strategy and practice, in order to develop an innovative multi-dimensional sustainability framework specifically adapted to the service sector in the GCC countries’ socio-cultural and economic environment. For this purpose, a research path was followed which included: comparative critical analysis of the leading organizational sustainability frameworks and maturity models; an empirical evaluation of their relevancy in the particular context of GCC countries; and primary research to confirm the perceived applied research gap and to evaluate the feasibility and relevancy of putting forward a sector specific framework. The outcome of this research is an innovative multi-dimensional sustainability framework for service sector organizations in the GCC region, which will provide stronger guidance on how to select and implement the most relevant sustainability aspects within the local service sector businesses, thus allowing them to develop better sustainability-focused policies and practices in the workplace. This framework will also contribute to academic community by opening new views on how sustainability is perceived and what adjustments are needed for it to work in the service sector in the context of GCC countries. This framework can later on be extended to other countries of the MENA region, where existing sustainability models and frameworks would not be fit for purpose. The framework hereby proposed was validated by combining the quantitative research and qualitative data collection and analysis using a combined positivist and interpretive case study strategy based on carefully selected cases across the service sector in the GCC countries. The measurable success of this framework will be the time it will take to reach a significant number of service sector organizations in the GCC countries that achieve the ideal balance between their social, economic and environmental dimensions with few constraints, thus becoming potential leaders of change for a more sustainable and inclusive successful future.

Factors influencing information privacy in Abu Dhabi Emirate

Individuals in the UAE and Abu Dhabi Emirate, in particular, have become increasingly concerned about their private information. This is mainly due to the use of technology, which makes accessing, transmitting and editing personal information faster and easier. Besides the use of technology, and the awareness and understanding of the privacy of expatriates, working in Abu Dhabi Emirate has had an impact on UAE citizens in terms of their rights to privacy. There is a need for organisations to comply with international bodies in protecting individuals rights to privacy and to increase the exploration of culturally sensitive information in the media. These issues have all led to the importance of and need to explore and identify Abu Dhabi Emirate employees perceptions, and the factors influencing their behaviour, towards privacy. The aim of this research was to investigate and analyse factors influencing employees information privacy behaviour and employees perceptions, awareness and behaviour on the handling of private information in the Abu Dhabi Emirate public sector, ADEC, as well as to provide practical recommendations to improve the privacy. The research methods used in this project are based on a mixed-method approach comprising both quantitative and qualitative strategies. Qualitative data collection in this research included face-to-face interviews and focus groups with Abu Dhabi Education Council. Quantitative surveys for all the Abu Dhabi Education Council were also utilised. The research identified the types of information that were considered private and defined privacy in the context of UAE culture. The main factors influencing privacy in Abu Dhabi Emirate employees were identified and analysed such as national culture, organisation culture and perceived benefits as examples. Following this, practical recommendations for changes to promote and enhance privacy in Abu Dhabi Emirate were offered. A model has been developed and designed based on the factors influencing individual information behaviour regarding private information handling, interrelated and influenced. This is essential to provide a practical model capable of acting as a guideline to help organisations, decision makers, and strategic planners in the Abu Dhabi Emirate public sector decide how best to approach privacy policy.

Det borde skrivas en avvikelse på avvikelsehanteringen under pandemin : En kvalitativ studie av avvikelsehanteringen under covid-19-pandemin inom särskilda boenden i kommunal regi

Coronakommissionen drog 2020 slutsatsen att strukturella samt organisatoriska brister förekommer inom särskilda boenden (Coronakommissionen, 2020). WHO:s (2017) studier inom hälso- och sjukvården visar att misstag ofta beror på bristfälliga system, processer och arbetsförfaranden. Systematiskt förbättringsarbete genomförs inom vård- och omsorg genom avvikelsehantering, egenkontroll och riskanalys med syftet att förbättra verksamhetens kvalitet (Socialstyrelsen, 2012). Studiens syfte var att belysa hur covid-19 påverkat avvikelsehanteringen inom kommunala särskilda boenden samt lyfta hur lärdomar dragits av framgångar och utmaningar kring avvikelsehanteringen och vidare systematiskt förbättringsarbete under pandemin. En kvalitativ studie med semistrukturerade intervjuer genomfördes med undersköterskor och enhetschefer för att fånga faktorer som bidragit till framgång samt utmaningar i pandemin, statistik- och dokumentgranskning utfördes. Empiriska data analyserades genom tematisk analys samt kopplades till teoretisk referensram. Slutsatsen synliggör hur systematiskt förbättringsarbete grundad på inrapporterade avvikelser möjliggörs genom kommunikation i team- att vara en lärande organisation, tydliga rutiner/arbetssätt, tillåtande klimat på arbetsplatsen och tydligt ledarskap. / The corona commission 2020 concluded a prevalence of structural and organisational flaws within nursing homes (Coronakommissionen, 2020). Studies from WHO (2017) within healthcare shows that mistakes often were caused by flawed systems, processes and working procedures. Systematic improvement within healthcare is accomplished by deviation reporting, independent control measures and risk analysis with the goal of quality improvement within the operation (Socialstyrelsen, 2012).  The cause of the study was to illuminate the impact of covid-19 regarding the handlement of deviation reports within municipal nursing homes and to bring forth the lessons learnt through success and challenges regarding handlement of deviation reports and further systematic improvements during the pandemic. A qualitative study with semistructural interviews was conducted with assistant nurses and head of departments to gather factors contributing to success and challenges. Empiric data was analysed through thematic analysis and then attached to a theoretical framework. The conclusion illuminates how systemic improvement based on reported deviations are made possible through communication in a team- to be a learning organisation, explicit routines, accepting environment at the workplace and a thorough leadership. / <p>2021-06-06</p>

Missförstånd och oklarheter uppkommer ofta mellan avdelningarna och det är brist på standardiserade arbetssätt att förhålla sig till när det kommer till arbetet med S&amp;OP. S&amp;OP är ett verktyg som kan användas för att stärka samarbetet mellan olika avdelningar inom en verksamhet samt göra informationsdelningen mer transparant och effektivare vilket i sin tur leder till en högre grad av planeringsintegration. Representanter från företaget menar att det finns förbättringspotential kopplat till deras arbete med S&amp;OP.  Syfte: Syftet med uppsatsen är att generera ett ramverk som tillverkande företag kan använda för att utvärdera, förbättra samt implementera sin S&amp;OP-process.  Metod: Detta arbete är en fallstudie på företaget Höganäs Sweden AB där empiri har samlats in genom direkta observationer, strukturerade-, semistrukturerade samt ostrukturerade intervjuer med olika representanter från företaget. Arbetet grundar sig i ett kvalitativt angreppssätt med en deduktiv ansats.  Slutsats: Denna studie har fastställt mognadsgraden för S&amp;OP-processen vid Höganäs Sweden AB och konstaterats att det finns förbättringspotential. Conclusion: This case study has determined the maturity level of the S&amp;OP process at Höganäs Sweden AB and established that there is potential for improvements. The case study has, based on the current maturity level, generated a number of improvement suggestions with the purpose of improving the process and in the long run increase the maturity level for the S&amp;OP process at Höganäs Sweden AB. In order to be able to implement these improvement suggestions the authors have generated a model that cover how manufacturing companies should implement S&amp;OP. The implementation process that is described in the model is a development of existing theory where important elements and actions from different sources has been collected and merged into one model for effective implementation.

En rapport om hur svenska kommuner och regioner strategiskt arbetar mot målen i Agenda 2030 och hur detta arbete framgångsrikt implementeras i verksamheten

Agenda 2030 är en global utvecklingsagenda för att utrota fattigdom, skapa fredliga och trygga samhällen samt stoppa klimatförändringar. Världen står för många utmaningar när det gäller vårt klimat och hur snabbt vi förbrukar jordens resurser. Därför är det mer aktuellt än aldrig att jobba såväl lokalt som globalt med hållbar utveckling, demokrati och att minska fattigdom. Syftet med denna rapport är att samla kunskap om hur kommuner och regioner i Sverige strategiskt arbetar för att nå målen för Agenda 2030 och identifiera faktorer om hur detta arbete framgångsrikt kan implementeras för att lyckas nå målen och en kvalitativ metod har valts för att utröna detta. Författarna använde sig av en webbaserad enkät som skickades via mail till 55 kommuner och regioner i Sverige. Resultatet påvisade att nyckelbegrepp som ledarskap, utbildning och engagemang var avgörande för implementeringen av målen. Olika strategier och quality-managementverktyg används för att implementera målen i organisationerna, däremot visade resultatet att de flesta kommuner och regioner i undersökningen inte hade en uttalad strategi för att uppnå målen i Agenda 2030. Kunskapsgap uppmärksammas i samband med rapporten och mer forskning med syfte att undersöka strategier och verktyg som organisationer kan använda för att implementera målen i Agenda 2030 är relevant. / The Sustainable Development Goals, SDGs, is a global agenda that provides a shared blueprint for peace and prosperity for the people and the planet. Our world is facing multiple challenges on stopping climate change and how we’re taking care of each other and our nature worldwide. Therefore, it is more relevant than ever to work locally and globally with sustainable development, democracy, and poverty reduction. The purpose of this report is to gather knowledge on how municipalities and regions in Sweden strategically work to reach the SDGs and identify factors taken by these organizations on how they succeed in their work. A qualitative method has been chosen to determine this. A web-based survey has been sent by e-mail to 56 municipalities and regions across Sweden. The result points out that key concepts such as leadership, education, and engagement are vital for the organizations in order to implement the SDGs in their daily work. Some quality management tools are used in the organizations to accomplish this, but the result also points out that the organizations do not have an explicit strategy for accomplishing the SDGs. Evaluasie van strategiese bestuur ten einde dienslewering te optimaliseer in die Suid-Afrikaanse Polisiediens

Hierdie studie is gebaseer op die behoefte wat bestaan aan dienslewering wat regerings-departemente behoort te lewer en meer spesifiek ten opsigte van hierdie studie die diens wat die Suid-Afrikaanse Polisiediens (SAPD) lewer. Gevolglik is die primêre navorsingsdoelstelling egter om 'n evaluasie van strategiese bestuur te doen ten einde te bepaal watter bydrae en waarde dit kan hê vir die Suid-Afrikaanse Polisiediens ten einde dienslewering te optimaliseer. Hierdie studie vervul die volgende navorsingsdoelwitte:  Die waarde en belang van strategiese bestuur is bepaal,  Die waarde en belang van leierskap is bepaal,  Die waarde van organisasiekultuur is bepaal en die rol wat dit vervul ten einde dienslewering te optimaliseer. Die navorser het 'n nie-empiriese (teoretiese) navorsingsontwerp gevolg wat fokus op 'n sistematiese oorsig van nasionale media-artikels as bronne. Die navorser het vir die doeleindes van hierdie studie dokumentêre bronne, in die vorm van nasionale gedrukte media en persoonlike ondervinding gebruik as datainsamelingsmetode. Volgens Punch (2014:158) mag dokumentêre bronne vir data op verkeie maniere in die sosiale wetenskaplike navorsing gebruik word. Somige studies kan en mag moontlik totaal afhanklik wees van dokumentêre data, met hierdie data dan die fokus in eie reg. Hierdie studie het verder aanbevelings gemaak dat strategiese bestuur wel voordele inhou vir die Suid-Afrikaanse Polisiediens. Strategiese bestuur kan in enige organisasie toegepas word. Die waarde daarvan is dat organisasies wat strategies bestuur word, die eksterne invloede van die omgewing proaktief kan bestuur. Die sosio-politieke en ekonomiese omstandighede in Suid-Afrika maak beleidsaanpassings in openbare organisasies noodsaaklik as gevolg van die dinamiese verandering op hierdie terrein. Met die hulp van 'n strategiese plan kan bestuur die organisasie proaktief bestuur na gelang van wat die interne en eksterne omgewing vereis. Die lojale, effektiewe, opgeleide, doeltreffende leiers en polisiebestuurders behoort daardie beamptes te wees wat strategiese bestuur optimaal benut en daadwerklik toepas sodat doeltreffende dienslewering optimal aan die diverse gemeenskappe gelewer kan word. Dit blyk ook verder dat die strategiese bestuur en beplanningstegnieke waardevolle hulpmiddels is vir die professionele polisiebestuurder in terme van die verwesenliking van doelstellings en doelwitte van die Suid-Afrikaanse Polisiediens. Die strategiese plan (2014-2019) van die Suid-Afrikaanse Polisiediens bevat alle fokusareas wat nodig is vir sukses en die uitvoering daarvan op operasionele vlak bly die maatstaf. Daar word opsommend volstaan dat al vier geformuleerde hipoteses wetenskaplik geverifieer kon word in hierdie teoretiese literatuurstudie en dat al vier die geformuleerde hipoteses wat gestel is aan die begin van hierdie navorsing, wel aanvaar kan word vir die suksesvolle implementering van strategiese bestuur in die Suid-Afrikaanse Polisiediens ten einde dienslewering te optimaliseer. Hierdie navorsing lewer ‘n bydrae tot die kennis verwant aan ‘n meer strategiese rol van leiers om dienslewering te optimaliseer. / This study has been based on the need for service delivery by government departments and more specific for this study the service delivery of the South-African Police Service. Consequently, the primary research goal was to evaluate strategic management to establish what contribution and value it could have for the South-African Police Service to optimize service delivery. This study fulfilled the following objectives:  The value and importance of strategic management was ascertained,  The value and importance of leadership was ascertained,  The value and importance of organisational culture was ascertained and the role it fulfills to optimize service delivery. The researcher followed a non-empirical (theoretical) research design that focused on a systematic overview of national media articles as sources. The researcher for the purpose of this study used documented sources, in the form of national printed media and personal experience as data collection method. According to Punch (2014:158), documentary sources of data might be used in various ways in social science research. Some studies might depend entirely on documentary data, with such data the focus in their own right. This study further provided recommendations that strategic management have essential benefits for the South African Police Service. Strategic management can also be implemented in any organisation. The value for organisations using strategic management is actually to be able to manage the influences from the external environment proactively. It is neccessary for public organisations to adjust policy due to the changes in the socio-political and economical circumstances. Management will be able, with the strategic plan, to manage the organisation proactively with regard to the ongoing needs and changes from the external environment. The loyal, efficient, effective, trained leaders and police managers should be those officials to use strategic management optimally and implement the strategic plan so that effective service delivery can be rendered to all diverse communities. Further more strategic management and planning techniques serve as valuable support for professional police managers in terms of reaching the goals and objectives of the South African Police Service. The strategic plan (2014-2019) of the South African Police Service includes all the focus areas that are needed for success, but the executing on operational level will be the measure. Thus, in summary, the researcher accepts that the four formulated hypotheses could be verified scientifically in this theoretical literature research. All four hypotheses are accepted for the successful implementation of strategic management in the South African Police Service to be able to optimise service delivery.
