Engagerat ledarskap och allas delaktighet i systematiskt kvalitetsarbete : En studie gjord på en verksamhet inom socialt arbete

Syftet med studien var att undersöka om medarbetare och chefer har samma bild av systematiskt kvalitetsarbete samt hur deras upplevelse av delaktighet och engagerat ledarskap är i det systematiska kvalitetsarbetet.   Studien utgick från en hermeneutisk och deduktiv ansats. Insamling av data har varit utifrån kvantitativ design med en survey-undersökning baserat på studiens teoretiska ramverk, syfte och frågeställningar.   Resultatet i studien baseras på 53 respondenters svar varav sju enhetschefer och 46 medarbetare från en verksamhet inom socialt arbete. Resultatet har visat att bilden av systematiskt kvalitetsarbete är olika då det finns skillnader i om det görs regelbundna egenkontroller, mätningar av kundnöjdhet och om verksamheten följer socialstyrelsens SOSFS 2011:9. Båda grupperna upplevde delaktighet med undantag för att få tid till samarbete med kollegor och upplevelse i att ha fullt ansvar för kvalitetsarbetet. Enhetschefer upplever att det finns ett engagerat ledarskap medans medarbetare inte upplever att det finns i lika hög grad. / The purpose of the study was to investigate whether employees and managers have the same picture of systematic quality work as well as how their experience of participation and committed leadership is in the systematic quality work.   The study was based on a hermeneutic and deductive approach. Collection of data has been based on quantitative design with a survey study based on the study's theoretical framework, purpose and issues. The results of the study are based on 53 respondents' responses, of which seven are managers and 46 employees from a organization in social. The result has shown that the picture of systematic quality work is different as there are differences in whether regular self-checks, customer satisfaction measurements and whether the business follows the Socialstyrelsens SOSFS 2011: 9. Both groups experienced participation with the exception of allowing time for collaboration with colleagues and experience in having full responsibility for the quality work. Leda föratt stärka en kvalitetskultur : Genom mjuka värderingar och struktur enligt Teal

Avgörande för att organisationer ska lyckas medkvalitets- och verksamhetsutveckling är värderingar som stödjer enkvalitetskultur, där engagerat ledarskap är en av värderingarna. Ledarskap ochkultur är olika sidor av samma mynt. Trots att de påverkar varandra saknaskunskap om vad ledare faktiskt gör och hur de beter sig för att stärka enkvalitetskultur. Tidigare studier har visat att det framförallt är det mjukavärderingarna; engagerat ledarskap, allas delaktighet/samverkan ochkundorientering som ger goda resultat för kvalitets- och verksamhetsutveckling.Syftet med studien var att beskriva hur ledare stärker en kvalitetskultur ochbeskriva en struktur för att leda en kvalitetskultur enligtorganisationsmodellen Teal. Frågeställningarna var; vad gör ledare för attstärka en kvalitetskultur, och hur beter sig ledare för att stärka enkvalitetskultur. Metoden var en kvalitativ fallstudie med litteraturgenomgång,fokusintervjuer och egna observationer. Åtta intervjuer genomfördes på ettkunskaps- och programföretag med en kultur som stämmer väl in på Teal.Intervjuerna kodades utifrån värderingarna inom kvalitetskultur och resulteradei för fallstudien specifika värderingar, beskrivningar av dessa utifrånbeteenden och en struktur för att stärka en kvalitetskultur. Resultatet visadeatt det ledarna gjorde för att stärka kvalitetskulturen var att ha fokus påvärderingarna engagerat ledarskap och allas delaktighet/samverkan, det villsäga mjuka värderingar vilka är de som framförallt ger goda resultat inom kvalitets-och verksamhetsutveckling. Ledarnas beteende kopplat till värderingarnaresulterade i strukturer för att stärka en kvalitetskultur enligt Teal. Såvälfallstudiens specifika värderingar som strukturer kan ge kunskap, stöd ochinspiration till organisationer och ledare som vill stärka en kvalitetskultur. / For organizations to succeed in quality management   values ​​that support a quality culture are crucial, where committed   leadership is one of these values. But even though they affect each other, there is little   knowledge of what leaders actually do and how they behave and act to   strengthen a quality culture. The purpose of the study was to   describe how leaders strengthen a quality culture and describe a structure to   lead a quality culture according to the organizational model Teal. The   method was a qualitative case study with literature studies, focus interviews   and observations. Eight interviews were conducted at a company with a culture   that foremost is Teal. The interviews were coded based on the values ​​in   quality culture and resulted in case studies specific values, behavior   despriptions of these and a structure to strengthen a quality culture. The   results showed that what the leaders did to strengthen the quality culture   was to focus on the values ​​of committed leadership and everyone's   participation/collaboration, that is, soft values ​​which are the ones that   above all provide good results in quality management. The conduct of the   leaders, linked to the values, ​​resulted in structures to strengthen a   quality culture according to Teal. Sjuksköterskors och läkares delaktighet i kvalitetsutveckling : En fallstudie vid Karlskoga lasarett

The purpose of this master's degree thesis was to develop an understanding of how hospital management, in the case studied, worked to achieve changes in an organization influenced by differing professional cultures. To gain insight into the conditions that may have contributed to nurses and physicians developing appropriate attitudes and behaviours, which may have affected the organization's ability to achieve the Swedish Quality Award 2012.  A qualitative single case study was conducted at Karlskoga Hospital, with focus groups as well as individual depth interviews.   The results of the case study showed the following conditions provided nurses and physicians the potential to develop appropriate attitudes and behaviours, which may have influenced the hospitals ability to achieve the Swedish Quality Award:   Responsibility and influence over the development processes. Participation in management teams and quality development groups as well as individual fields of responsibility. Training programs that have given insights and skills in quality management related to clinical practice. Nurses and physicians as key individuals gave legitimacy to development process, and served as management advisors. Collaboration between all kind of employees and responsibilities. Committed management.

Implementering av 5S &amp; analys av flödet i gummiindustrin : Hur kan 5S &amp;  flödet förbättra metallförberedningen hos Gotlands Gummifabrik / Implementation of 5S and analysis of flow in the rubber industry

The work purpose is to analyze the flow and implement 5S in one of the sections in the production at Gotlands Gummifabrik AB. The implementation is based on 5S theory that stands for sort, set in order, shine, standardize and sustain. A line diagram has been used to structure quantitative data in form of order logs where reportedtime is compared to planed time for an article. To identify reasons why planned time are not achieved interviews has been made with coworkers and management. The reasons has been structure in a cause-effect diagram in relation to how many who pointed out the same cause. A process flow analysis has been made together withlayout flow chart to provide a clear picture of the flow and transportation. After the implementation an evaluation discuss has been conducted with the staff that’s been working with the 5S program. The key theory’s that’s been used in the report are lean, overlap of operations, “hörnstensmodellen” which is a part of TQM and culture.The result shows that 50 % of the planned times for an article are not achieved because of different factors such as paint templates, humans, unforeseen stops, wrong times, washing machine and blasting. The result also show that the causes vary depending on the article. To improve the flow, new realistic times must be developedand the flow needs to be more technical, but also the organization needs to work with mental aspects such as leadership, communication, motivation, employees etc. The result of implementing 5S has contributed to more efficient work where employees feel motivated and participation in work, also management has shown greater commitment to their process. / Syftet med arbetet är att analysera flödet och implementera 5S i metall-förberedningen hos Gotland Gummifabrik AB. Implementering har genomförts med hjälp av 5S teori som står för sortera, strukturera, städa, standardisera och skapa vana. Ett linjediagram har används för att strukturera kvantitativ data i form av orderlogg där rapporterade tider jämförs med planerade tider. Intervjuer med anställda och ledningen har utförts för att identifiera orsaker till varför planerade tider inte uppnås. Orsakerna har strukturerats i ett orsaks-verkan-diagram med koppling till hur många som påpekat samma orsak. En processflödesanalys har gjorts tillsammans med ett layoutflödesschema för att ge en överskådlig bild av flödet och dess transportsträckor. Efter implementering har en utvärderingsdiskussion skett med personalen som arbetat med 5S programmet. Huvudsakliga teorier som används i arbetet är lean, överlappning av operationer, hörnstensmodellen och kultur. Resultatet av flödet visar att 50 % av de planerade tiderna för en artikel inte uppnås på grund av flertalet olika faktorer som lackmallar, människan, oförutsedda stopp, felaktiga tider, tvättmaskin och blästring. Resultatet redogör också att orsaker varierar beroende på artikel. För att förbättra flödet måste nya realistiska tider tas fram och flödet behöver bli mer tekniskt samt att organisationen behöver arbeta med mentala aspekter som kommunikation, ledarskap, motivation, medarbetare m.m. Resultatet för implementering av 5S har bidragit till ett mer effektivt arbete där medarbetarna känner sig motiverade och delaktiga till arbetet och att ledningen visat ett större engagemang för deras process.

Som ett led i förändringsarbetetimplementerades en ny arbetsmetod; reflektion i vardagen (RÌV).RIV syftar till att utveckla medarbetarna i deras yrkesroll, till ökadkunskapsöverföring, att väcka den medarbetardrivna innovationenoch bidra till utveckling av den lärande organisationen. Denhermaneutiska spiralen har genomsyrat studien som har enabduktiv ansats och en mixad undersökningsdesign. Studiens syfteär att undersöka om RIV har bidragit till yrkesmässig utvecklingför medarbetarna samt hur RIV bidragit till den lärandeorganisationen. Material har inhämtats via en enkätundersökningsamt tre intervjuer med chefer från en myndighet inom offentligsektor. Kvalitativa data har strukturerats och tolkats medsläktskapsdiagram. Resultatet tyder på att RIV har positivpåverkan på yrkesmässig utveckling och bidrar till den lärandeorganisationen, men inga generella slutsatser kan dras frånstudien. Det finns hinder och motstånd som måste identifieras ochelimineras innan RIV ger större effekt. För att öka förståelsen ochintresset för yrkesrelaterad reflektion föreslår författaren attorganisationer börjar med att se över om medarbetarnas basbehovär tillfredsställda, att verka för ett ökat engagerat ledarskap samtsatsningar på utbildning till medarbetarna. / In connection with a state organization undergoing areorganisation in which the organisational structure was changedand the governance- and management philosophy took a newdirection, the journey to become a “learning organisation” started.As part of the organisation´s work with improvements, a newmethod was implemented; refection in everyday life (RIV). En hälso- och sjukvårdsorganisation i förändring : Från distanserat till delat ledarskap

Aim: The overall aim of this thesis is to follow up, describe and generate a tentative theory on ongoing processes of change in health care. This will be done at a macro level, through the study of hospital mergers as well as a micro level through studies of shared leadership. Method: ”Hospital Mergers” is based on a qualitative approach; Grounded Theory, with interviews of health professionals (I, II). ”Shared leadership” considered a change of the leadership model with interviews (III-IV) and questionnaires (V) as methods for data collection. Health professionals’ conceptions of leadership were described by a phenomenographical approach (III). In addition, two nurse managers’ experiences of working together as equal partners within a shared leadership model have also been presented by Grounded Theory (IV). In the last paper (V), a quantitative method has been used by means of a questionnaire. Some of these questions are included in the QPSNordic focusing on health professionals’ approach to work, leadership and shared leadership. Results: Participation and balancing involvement in a change process was emphasised by the health professionals. Leadership was highlighted as an important factor for healthcare organisations in change. Nurse leadership was seen as an ideal image by the health professionals and emphasised the importance for being present and available in order to provide support and feedback to improve practice. Supportive ”two-getherness” in a shared leadership are described as a relationship based on trust and confidence. Shared leadership made it possible to share responsibilities and tasks, which gave nurse managers a good working environment. Health professionals believe that shared leadership contributes to increased availability of committed nurse managers in day-to-day work. Conclusion: Two empirical models; committed leadership and supporting ”two-getherness” were developed. Committed leadership is built on participation through support in a caring culture. Supporting ”two-getherness” uses concepts such as common value and confident relationship. Moreover, the theory of Caritative Leadership was further developed from another perspective which is that of the relationship between managers. A case study has been conducted in a municipal child and educationadministration. The aim was to develop a management system for thesystematic quality work at an overall level and identify what isimportant to think about to make the system work in theorganization. The studied organization has low student results and alarge proportion of the students do not gain admission to the uppersecondary school. The study is based on theories of systematicquality work and laws within the school and theories about offensivequality development. Surveys, interviews, document reviews, processmapping and literature studies have been used in the study. Theprocess mapping shows that the current systematic quality work has atop-down perspective. The results of surveys, interviews anddocument review indicate that there is a lack of commitment at theunit level. The current systematic quality work doesn´t lead to anydevelopment, partly because the follow-ups and analyzes, that arecarried out in the units, do not constitute a sufficient basis forthe top management to prioritize what is needed to do to develop thebusiness. The current top-down perspective is challenged and abottom-up perspective is proposed to gain greater involvement andparticipation. A new process, a management system as well as aproposal for implementation is suggested for the organization. Themanagement system is based on total quality management (TQM). / En fallstudie har genomförts i en kommunal barn- och utbildningsförvaltning i syfte att ta fram ett ledningssystem för det systematiska kvalitetsarbetet på en övergripande nivå och identifiera vad som är viktigt att tänka på för att få systemet att fungera i organisationen. Den studerade organisationen har låga elevresultat och en stor andel av eleverna uppnår inte behörighet till gymnasiet. Studien baseras på teorier och lagstiftning om systematiskt kvalitetsarbete inom skolan och teorier om offensiv kvalitetsutveckling. Enkäter, intervjuer, dokumentgranskningar, processkartläggning och litteraturstudier har använts i studien. Processkartläggningen visar att det nuvarande systematiska kvalitetsarbetet har ett top-downperspektiv och resultatet av enkäter, intervjuer och dokumentgranskningen tyder på att det finns ett bristande engagemang på enhetsnivå. Det nuvarande systematiska kvalitetsarbetet medför inte att verksamheterna utvecklas, bland annat beroende på att de uppföljningar och utvärderingar som genomförs på enheterna inte utgör ett tillräckligt underlag för att huvudmannen skall kunna prioritera insatser som leder till att verksamheten utvecklas. Det nuvarande top-down-perspektivet ifrågasätts och ett bottom-up-perspektiv föreslås för att få ett större engagemang och delaktighet på enhetsnivå. Ett förslag på ny process, ett ledningssystem baserat på offensiv kvalitetsutveckling samt ett implementeringsförslag redovisas i studien.

Syftet med denna undersökning var att undersöka förekomsten av tillitsbaseratledarskap och i vilken grad tillitsreformen påverkat det tillitsbaserade ledarskapetsförekomst i de högsta kommunala ledningsgrupperna. Det teoretiska antagandet harvarit att ett engagerat ledarskap har stor betydelse för att förbättringsarbeten skalyckas och att den högsta ledningens egna beteende utgör en viktig förebild som kanskapa tillit men även misstro hos de som förväntas utföra det praktiska arbetet.Undersökningen genomfördes genom en webbaserad enkät som riktades tillkommunchefer och kommunfullmäktiges ordföranden i samtliga sverigeskommuner. Frågan som ställdes var hur de kommunala ledarna bedömer sitt egetoch statens tillämpande av tillitsbaserad styrning och ledning och hur tillitsreformenupplevs ha påverkat detta tillämpande. Undersökningens svarsfrekvens har intevarit tillräcklig för att säkerställa statistisk generaliserbarhet för landet som helhet,de resultat som uppnåtts antyder dock att de kommunala ledarna skattar varandrastillämpning av tillitsbaserad styrning och ledning högre än vad de gör statens. Denförändring i ledarskapet som skett till följd av tillitsreformen har framförallt sketthos de kommunala chefstjänstemännen. Likaväl tycks det vara de kommunalachefstjänstemännen som överlag är mest kritiska till statens tillämpning av etttillitsbaserat ledarskap. Statens tillitsbaserade ledarskap är också det som anses haförändrats minst av tillitsreformen. Inom kommunerna tillämpar de förtroendevaldaledarna framförallt principen medborgarfokus medan tjänstemännen framförallttillämpar ledningsprinciperna stöd och öppenhet. Ledningsprinciperna kunskap,medborgarfokus och öppenhet är de som staten till störst del tillämpar. Principentillit framstår som den minst tillämpade principen såväl mellan förtroendevalda ochtjänstemän inom kommunernas ledningsgrupper som i statens styrning och ledninggentemot kommunerna men är samtidigt den princip vars tillämpning utvecklatsmest positivt inom de kommunala ledningsgrupperna. Analysen har inte kunnatstyrka att något uppenbart samband föreligger mellan statens och de kommunalaledarnas engagemang i tillitsreformen vad gäller tillämpningen avledningsprinciperna. Den analytiska slutsats som dras är istället att kommunernasrepresentanter uppfattar det statliga engagerade ledarskapet i tillitsreformen somrelativt svagt. Detta kan därför tänkas haft en hämmande effekt för tillitsreformensgenomslag även i kommunernas styrning och ledning. / The purpose of this thesis has been to examine the presence of trust-based controland management (tillitsbaserad styrning och ledning) and whether, and in that caseto what degree, the swedish trust reform (tillitsreformen) has affected the level oftrust-based control and management being practiced in the highest municipalmanagement groups. The theoretical assumption has been that a committedleadership (engagerat ledarskap) is essential to achieve success in qualityimprovement projects and that the actions of the most senior managementrepresentatives serve as an important role-model that can create trust, but just aswell disbelief, among those who are to carry out the work in practice. An onlinesurvey study has been directed to the most senior professional and politicallyappointed officials in all swedish municipalities. The question asked was to whichdegree those leaders rate each other’s practice of trust-based control andmanagement and how they view the practice of trust-based control and managementin the government’s and state authorities’ relations with the municipalities. Thequestion was also what change in that practice the trust reform has brought. Theresponse frequency has not been sufficient to make the findings generalizable on anational level. The results that have been achieved show that the municipalityleaders rate each other’s practice of trust-based control and management to a higherdegree than the government and state authorities’ dito. The results indicate that it isthe trust-based leadership of the professional municipal officials who overall havebenefited the most from the trust-reform, the professional municipality leaders arealso the most criticising of the state’s practice of trust-based control andmanagement. The state is also where the change in leadership practice based on thetrust reform is considered to have been the least prominent. The principle ofcitizen-focus (medborgarfokus) is the most prominent principle among thepolitically appointed leaders in the municipalities whereas the principle openness(öppenhet) is the primary principe among the professional leaders. The principles ofknowledge (kunskap), citizen-focus, and openness are the primary principles in thegovernment’s and state authorities’ practice of trust-based control and management.The principle of trust (tillit) is the principe with the lowest degree of practise both inthe relationship between professional and politically appointed officials withinmunicipalities and between the municipalities and the state but at the same timetrust is the principle that has seen the most positive change in it’s practice as a resultof the trust reform. The analysis has not been able to determine any correlationbetween the practice of trust-based control and management from the governmentand state authorities and the practice of the same among the municipal leaders.Instead the analytical conclusion is made that the committed leadership from thegovernment and the state in regards to the the trust reform so far has been regardedas relatively shallow by the municipal leaders and that could have had a negativeimpact on the implementation of trust-based control and management in themunicipal management groups as well. / <p>2020-06-26</p>
