Factors that can not be easily quantified or other highly qualitative, such as the emotional subjective features, often do not receive the necessary attention and, thereby, distort to numerical indicators due to the inability to balance both approaches: quantitative and qualitative. This reveals the predominance of rationalist school. In this work, we´ve tried to analyze the situation of the business management, through a case of an innovative service in the telecommunications industry, which included three different strategic prisms, which may be an example of potential applications that enrich a qualitative approach in the modern management. These three prisms are a sports metaphor and analogy, using two distinct modes, soccer and volleyball, the scenarios planning and two other emerging strategies, the MBGA and MBWA, of the proceduralist paradigm / Em um ambiente de incerteza e complexidade, a moderna administração das organizações tem se caracterizado pelo uso intensivo de modelos, ferramentas e técnicas que privilegiam as abordagens quantitativas nos processos de tomada de decisão, entretanto, muitos aspectos relevantes podem ser negligenciados por esta tendência. Fatores que não podem ser facilmente quantificados ou outros eminentemente qualitativos, tais como: as características subjetivas e emocionais, frequentemente não recebem a atenção necessária e, desse modo, distorcem até indicadores numéricos devido à incapacidade de balancear ambas as abordagens: quantitativa e qualitativa. Isto revela a predominância da escola racionalista. Neste trabalho, procurou-se analisar essa situação da gestão das organizações, por meio de um estudo de caso de um serviço inovador do setor de telecomunicações, que integrou três diferentes prismas estratégicos, os quais podem ser exemplos potenciais de aplicações que valorizarem uma abordagem qualitativa na moderna administração. TESOL purposes and paradigms in an intercultural age : practitioner perspectives from a Thai university

Informed by, and seeking to contribute to, discussions about appropriate methodology (e.g. Holliday, 1994), my study as reported in this thesis was concerned with appropriacy of paradigms in TESOL (Teaching English to Speakers of Other Languages). It explored practitioner perspectives in Thai higher education (HE) in this era when English has become 'the' main international language for intercultural communication (IC). This linkage between English as an international language (EIL) and IC is evident in the strategy of the Association of South East Asian Nations (ASEAN) - of which Thailand was a founding member in 1967 - for greater economic, cultural and socio-political integration among its members. For practitioners like me, this regional strategic move in conjunction with Thai policies and curricular documentation raises questions about the appropriacy of the established practices of Teaching English as a Foreign Language (TEFL) in Thailand. My multi-method qualitative case study addressed such questions by exploring the perspectives of three Thai-national teachers of English working in a Thai public university regarding the purposes of, and assumptions underpinning, their teaching of English. As informed by an understanding of their perspectives, I then considered the possible influences which might have shaped these perspectives. The study identified the teachers' main purposes to be short-term, instrumental ones - i.e. for academic study and examination preparation purposes. As such, they tended not to attach much value to the teaching of the cultural dimension (i.e. the target culture of native English speakers [NESs], the students' home cultures and other cultures) or intercultural dimension (i.e. knowledge, skills and mindset needed for engaging people from differing cultural backgrounds). These purposes were underpinned by assumptions they held about the NES linguistic norms as testable norms in TEFL and Teaching English for Academic Purposes (TEAP). The teachers seemed unfamiliar with alternative paradigms - such as Teaching English as an International Language (TEIL) - that might align top-level policy statements and actual classroom practices. This unfamiliarity suggests the inadequacy of the teachers' educational and professional development experiences. The influences from their institution such as exams-oriented and English-medium academic agendas also had repercussions for the teachers' perspectives. Stepping back from the teachers' perspectives, my study suggested discourse inconsistencies across Thai HE regarding paradigms and purposes of TESOL. This situation is unhelpful vis-à-vis the ASEAN foregrounding of EIL for IC, and the consequent need, through TESOL, to prepare Thai students to engage in IC with people within and beyond ASEAN. My study has implications for a direction of change for TESOL in the Thai HE and possibly for similar contexts elsewhere. It offers some suggestions about teacher education that can be supportive of reorienting TESOL towards appropriate and purposeful paradigms.

Upset by the divorce between nature and grace provoked by the preeminence of irrationality contained in contemporary thought, the author encounters the decline and lack of hope that imprint the modern man regarding the concept of objective and universal truth. In defiance of this very declaration, Francis Schaeffer tries to rescue the balance that should involve the elements in the relation faith and reason without, however, inclining towards rationalisms nor even, on the other hand, toward a religious existentialism. Verifying the crisis and dilemma in which the modern man finds himself in philosophy, arts, general culture and theology, engendered by the respective abandonment of universal concepts and by the adoption of a post-modern perspective of a fragmented reality, Francis Schaeffer proposes a confrontation of this crisis from an epistemic source found only in the Sacred Scriptures. Herewith, the objective of this research is to demonstrate that the author tries to compose his proposed solution exclusively aligned with the Biblical Christianity, keeping in mind the influence that he received from the presupposition and principles of the reformed thought. Thus, one tries to identify how Francis Schaeffer applies the reformed view regarding the unified field of knowledge in his diagnosis and proposal for confronting the paradigm crisis, to the point of claiming the inexistence of the epistemological crisis for the reformers, as well as for the biblical. Nonetheless, in order to solve the actual epistemological crisis in which the modern man finds himself, the author highlights the vital and imperious importance regarding the epistemic response emerging from the reformed concept of Biblical Revelation, which ends up, wherefore, offering an answer equally metaphysical and moral, also necessary for dissolving the paradigm crisis. / Francis Schaeffer é considerados por muitos um dos maiores cristãos do século XX. Contrariado com o divórcio entre a natureza e a graça , provocado pela preeminência da irracionalidade que envolve o pensamento contemporâneo, o autor se depara com o declínio e a desesperança que marcam o homem moderno quanto ao conceito de verdade objetiva e universal. Em oposição a esta constatação própria, Francis Schaeffer busca resgatar o equilíbrio que deve envolver os elementos da relação fé e razão sem, contudo, inclinar-se para o racionalismo ou, por outro lado, polarizar-se para o existencialismo religioso. Ao constatar a crise e dilema em que o homem moderno se encontra nas áreas da filosofia, artes, cultura geral, e teologia, gerados pelo abandono do conceito de universais e pela adoção da perspectiva pós-moderna da realidade fragmentada, Francis Schaeffer propõe o enfrentamento desta crise a partir da fonte epistêmica encontrada somente nas Escrituras Sagradas. Todavia, a fim de solucionar a atual tensão epistemológica em que o homem moderno se encontra, o autor ressalta a importância imprescindível e imperiosa quanto à resposta epistêmica partir do conceito reformado de Revelação Bíblica, o que acaba, por conseguinte, fornecendo igualmente a resposta metafísica e moral, também necessárias para o esvanecendo da crise de paradigmas.

Em 2011 foi promulgada no Brasil a Lei 12.527/11, conhecida como Lei de Acesso à Informação LAI, regulamentando somente após 23 anos um direito fundamental reconhecido na Constituição de 1988. A LAI estabeleceu o normativo legal que orienta a efetivação do direito de amplo acesso à informação detida pelo Estado, promovendo inovações de políticas de transparência governamental, controle social da administração pública e governo aberto no Estado brasileiro em seus vários poderes e níveis de governo. Diversos trabalhos vêm buscando analisar a implementação da LAI, mas poucos estudos se dedicaram a estudar a formação da agenda política que produziu a Lei de Acesso, e nesses há maior ênfase na identificação de atores, interesses, arenas decisórias e estratégias envolvidas neste processo. Este estudo busca avançar o conhecimento sobre a formação dessa agenda numa outra perspectiva, a abordagem pós-positivista ou cognitiva de análise de políticas públicas, investigando as diversas ideias, sentidos e discursos presentes nas discussões sobre o direito à informação pública que atravessam as últimas décadas e que colaboraram na construção da Lei de Acesso à Informação brasileira / In 2011, a Right to Information Act (Law 12,527/2011), was enacted in Brazil, regulating only after 23 years a fundamental right recognized in the countrys 1988 Constitution. The LAI (Lei de Acesso à Informação, Access to Information Act, in Portuguese) established the legal norms that guide the implementation of the right of broad access to information held by the State, promoting innovations of government transparency policies, social control of public administration and open government in the Brazilian State in its various institutions and jurisdictions. Several studies have sought to analyze the implementation of the Brazilian Right to Information Act, but few studies have studied the agenda-seting process of the Right to Information Act, and in these studies, there is a greater emphasis on the identification of actors, interests, decision-making arenas and strategies involved. This study seeks to advance the knowledge about the formation of this agenda in another perspective, the post-positivist or cognitive approach of public policy analysis, investigating the diverse ideas, meanings and discourses present in the discussions about the right to information in the last decades in Brazil and that collaborated in the construction of the Brazil\'s Law on the Right to Information

Propõe-se a realização de uma análise sobre a produção da infância em uma escola pública de educação infantil da cidade de São Paulo, a partir de uma teoria etnográfica que contemple os diversos contextos culturais e atores sociais envolvidos em sua produção. O objetivo desta análise é examinar a emergência de um drama infantil particular e a proveniência das crianças, que se constituem enquanto atores sociais no processo, embora a elas se atribua a qualidade de infante, por meio de um modo particular de relacionar-se com suas falas, regendo os sentidos por elas produzidos. Para evitar esta atribuição, a pesquisa deve escutar as falas infantis de um modo distinto daquele habitual, o que pode ser feito a partir da análise dos elementos residuais geralmente tidos como marginais nas experiências deste drama. Com o intuito de compreender a particularidade deste drama, enfatizaram-se os diferentes usos da mímesis na escola: como elemento na regência das relações de sentido e meio pelo qual se produz o organismo do ser aluno, mas, por outro lado, é preciso evidenciar a mímesis como fonte de estranhamentos em relação às realidades produzidas na escola, sobretudo a partir das performances e nos momentos de \"bagunça\". As brincadeiras apresentam-se como fontes para se compreender as perspectivas das crianças sobre as produções socioculturais de realidade em que elas se engajam: seja para tornar-se aluno, seja para distinguir-se enquanto menino ou menina. / It is proposed to conduct an analysis on the production of childhood in a public school of early childhood education in the city of São Paulo, from an ethnographic theory that considers the cultural context and social actors involved in its production. The purpose of this analysis is to examine the emergence of a childhood drama and the provenance of particular children, who are regarded as social actors in this social process which gives them their quality of infants through a particular way of relating with their speech, conducting the way they produce. To avoid this assignment, the research should listen to children speeches in a manner different from that usual, which can be done from the analysis of residual elements generally regarded as marginal in the experiences of this drama. In order to understand the peculiarity of this drama, emphasized the varying uses of mimesis in school: as an element in conducting of the relations of sense and means by which the body produces to be a student, but on the other hand, we must show mimesis as a source of estrangement from the realities produced in school, especially from the performances and moments of \"mess\". The games are presented as sources for understanding the perspectives of children on the production of socio-cultural reality in which they engage, is to become a student, is to distinguish himself as a boy or girl.

From pipe dreams to tunnel vision : engineering decision-making and Sydney's sewerage system

The broad theme of this thesis is engineering decision-making. The various factors that shape technological development are investigated using the development of Sydney's sewerage system as a case study. The thesis focuses on various key decisions, past and present, including the choice of water-carriage technology for sewage collection, the selection of sewage treatment technologies, and on-going preference of engineers and bureaucrats for ocean disposal. Also covered are the legislative and regulatory mechanisms, the policies of the Sydney Water Board with regard to industrial waste disposal and the relationship between the Board and the public. A study was made of historical documents, engineering reports and papers, parliamentary debates, annual reports, minutes, newspaper reports and secondary sources and personal interviews were conducted. Various bodies of literature were referred to and used, including the books and articles on the history and sociology of engineers, the politics of expertise and public participation and the emerging discipline of science and technology studies. It is concluded that the development of Sydney's sewerage system has been shaped by social, political and economic factors and that engineers have played a pivotal role in the decisions made through their deliberate shaping of knowledge and the performance of predictions they have made for various options. The decisions made in this way have been defended against public opinion and public participation in the decision-making process has been kept to a minimum. This thesis supports the argument that technology is socially constructed, that the technical cannot be separated from the social, and that an interactive model of technological development is more appropriate than a linear, causal one. It shows that the role of power in the shaping of technology is crucial, and in particular the alliance of state and professional power that occurs in the shaping of public sector technology.

<p>Adopting a socio-cultural approach to the study of cold war historiography, this master’s degree essay is a comparative study of the two main disciplinary fields of cold war scholarship, diplomatic history and international relations theory (IR). The study applies the theory of scientific development formulated by Thomas Kuhn and the concept of paradigm on the field of cold war research.</p><p>Diplomatic history and IR shows many similarities in their development, and in the importance different schools has had in scholarly debate. These different schools are analysed as paradigms, a concept that has been more willingly adopted within IR than in diplomatic history. The transition from what historian John Lewis Gaddis has termed Old Cold War History to New Cold War History is discussed in terms of paradigms and paradigm shift. What this shift has meant for historical cold war research is also addressed. With the starting point in conclusions by historian Anders Stephanson, the study also suggests that the predominating view of the cold war during the cold war can be analysed as a paradigm, effecting interpretations and theories about the conflict. As IR scholar Ted Hopf has suggested, the normal science during the cold war prevented IR research from correctly predicting the end of the cold war.</p><p>From a Kuhnian perspective, an interpretation of the difficulties in communication and scholarly interchange between diplomatic history and IR is offered. The study emphasizes the importance of political and social factors in the development of the different paradigms within the field, and concludes that the goal to become a paradigmatic science might not be attainable, or even desirable, for disciplines such as diplomatic history and IR.</p>

Technological stock and the rate of technical change

Since the dawn of the capitalist epoch, most advanced countries have seen more than a hundred fold change in their total products. This combined with a near five fold change in population size had brought a huge windfall of wealth in these countries. The main engine for this capitalist machine has been the accelaration of technical progress (Maddison, 1982). In this paper we investigate for the positive relationship between the existing stock of technology and accelaration of technical progress. We use the time series data from 1982-2002 to test our regression model. The model encapsulates annual patents turnover (proxy for acceleration of technical progress), patent stock (proxy for technological stock) and R&amp;D expenditures of four advanced countries as the primary variables, where the former acts as the dependent variable and the later two act as the determinant variables. The model projects a highly significant positive relationship between technology stock and the pace of technological progress, endorsing our hypothesis.

The title of this thesis is Christ in Tropical Africa - in the Tension Between Identity and Relevance. Within a few years Africa will be the greatest Christian continent, and African Christianity will then no longer see itself as a mere continuation of Western Christianity. On the threshold of the 21st Century, this insight challenges Christian theology and missiology which have for a long time answered the helm of the Western missionary movements. This contribution to the scholarly debate on cultural and religions identity issues deals with the question how the recent development ought to be integrated in a systematic reflection, and how Africans - especially African theologians - themselves attempt to highlight the necessity of a relevant and authentic African Christianity and theology. The post-colonial and partly post-missionary era has resulted in a sense of departure and transition which has created space for a renewed and adjusted conception of the question of identity. This dissertation present a critical discourse on African themes and questions concerning identity issues in the perspectives of studies in the areas of theology, anthropology, philosophy, and religion. The discourse shows the complexity of what is called identity, africanity etc. and threw critical light on a tendency of making generalizations and constructions. Dangers of constructions of which Christian African theologians have not always been sufficiently conscious. The interdisciplinary perspective of this study is widening the question of identity while it still constitutes a hermeneutical key to understand the concerns of Christian theology in the tropical part of Africa. African theology is situated in the tension between identity and relevance. This become obvious in African christological proposals. The thesis put a critical test question to the theologians who have contributed with new Christ-titles and -models: Have they both managed to give grounds for the significance of christology for human freedom and identity (the relevance of christology), and at the same time secured the continuity and agreement with the original theological content of christology (the identity of christology in the New Testament)? The question can only partly be answered affirmatively. In some cases the actual understanding of life and conception of reality in a certain context provides the decisive criterion in the interpretation of Biblical concepts and christological titles.
