Žemės tvarkymo planavimas Utenos apskrityje / Long-term Planning of Land Use in Utena County

Ūkinės veiklos ilgalaikiam planavimui arba žemės naudojimo pakeitimų įteisinimui būtina rengti teritorijų planavimo dokumentus. Utenos apskrityje tokiais dokumentais yra apskrities ir savivaldybių teritorijų bendrieji planai, specialieji planai ir detalieji planai. Specialieji planai yra parengti saugomų teritorijų tvarkymui. Be to, jiems priskiriami žemėtvarkos planavimo dokumentai: žemės reformos žemėtvarkos projektai, žemės paėmimo visuomenės poreikiams projektai, žemės sklypų formavimo ir pertvarkymo projektai, žemės konsolidacijos projektai, kaimo plėtros žemėtvarkos projektai. Magistro baigiamajame darbe buvo analizuojami Utenos rajono bendrojo plano sprendiniai, žemės sklypų formavimo ir pertvarkymo projektai ir kaimo plėtros žemėtvarkos projektai ūkininko ūkio sodybos vietai parinkti. Pagrindiniai Utenos apskrities ir Utenos rajono savivaldybės bendrojo plano sprendiniai apima urbanistinės sistemos planavimą, gamtinio karkaso planavimą, žemės naudojimo planavimą, nustatant žemės naudojimo zonas ir jų reglamentus. Be to, pateikiamos rekomendacijos žemės ūkio gamybos specializavimui ir žemės ūkio paskirties žemės naudojimui. Išnagrinėjus žemės sklypų formavimo ir pertvarkymo projektus nustatyta, kad daug jų rengiami siekiant padalinti žemės ūkio paskirties žemės sklypus. [toliau žr. visą tekstą] / For long-term planning of economic activity or validation of land use changes, it is necessary to prepare spatial planning documents. In Utena county such documents are general plans, specific plans and detailed plans of county and municipal areas. Specific plans are prepared for managing of protected areas. In addition, they include such land-use planning documents as: land-use projects of the land reform, projects of land expropriation for public needs, projects of land plots formation and readjustment, land consolidation projects, rural development land-use projects. In this master thesis there were analyzed Utena district general plan solutions, land plots formation and readjustment projects and rural development land-use projects of choosing location of farm homestead for farmers. The main solutions of general planning of Utena county and Utena district’s municipality include urban system planning, nature framework planning and land use planning by identifying land use zones and their regulations. In addition, recommendations on agricultural production specialization and agricultural land use were drawn. After examining of land plots formation and readjustment projects, it was found that many of them were prepared for subdivision of agricultural land parcels. Baigiamajame darbe nagrinėjami nekilnojamojo turto kadastro žemėlapio žemės sklypų ribų topologiniai nesutapimai, atsirandantys dėl riboženklių koordinačių netikslumų. Nagrinėjama bendras ribas turinčių 5 žemės sklypų grupė, kurios ribos nustatytos kadastrinių matavimu metu, valstybinėje koordinačių sistemoje. Matavimais gautos tų pačių riboženklių koordinačių reikšmės nesutapma dydžiu, kuris yra ne didesnis kaip teisės aktais reglamentuojamas leistinas riboženklių nesutapimas. Nesutapimams panaikinti atliekamas žemės sklypų koordinčių optimizavimas genetinio algoritmo metodu. Optimizavimo uždavinui suformuluoti pasirinkta optimizavimo sąlygą ir ribojimų sistema, paremti teisės aktų reikalavimais. Atliekamas nesutampančių koordinačių optimizavimas, rezultatai analizuojami pagal žemės sklypų plotų pokyčius. Darbe pateikiami tyrimo rezultatai ir išvados. Atskirai pridedami darbo priedai. / In the final work of Master’s degree are analysed topological misalignments between Real Estate Cadastral Map parcel boundaries, that occures due to imprecision of landmark coordinates. The investigation involves a group of 5 parcels with common boundaries, whose cadastral measurements were carried out in the national system of geodetic coordinates. Measured same landmark coordinates, satisfies the required juridical difference between the coordinates of common boundary marks. In order to liquidate misalignments of parcel boundaries, genetic algorithm optimization method of land coordinates is performed. On purpose to develop optimization task, the optimization condition and limitation system were chosen, according to the juridical requirements. The optimization of misaligned coordinates is performed, results of this investigation are analysed by differences of parcel area. Structure: introduction, four sections, conclusions, references. Final work consist of 82 p. text without extras, 25 pictures, 33 tables, 25 bibliographical entries. Appendixes included.

As características singulares da energia elétrica quanto a sua forma de produção, transporte, consumo e sua importância ao desenvolvimento nacional levaram ao desenvolvimento de estruturas de gestão caracterizadas pela intervenção do estado. A busca por modelos de gestão aprimorados e eficientes conduziram o setor elétrico nacional a experimentar diversas transformações. O modelo atual é oriundo da transformação de uma estrutura verticalizada onde praticamente todos os segmentos do setor eram de propriedade pública. E ele é caracterizado por ramos de atividades independentes contemplando a produção, o transporte, a distribuição e a comercialização de energia elétrica. Nesse contexto, o sistema de transmissão tem papel de destaque, pois propicia a otimização das interligações entre as diversas fontes energéticas, permitindo o aproveitamento dos recursos de geração instalados ao longo do território nacional e o atendimento às demandas energéticas dos grandes centros consumidores. Nesse sistema a receita das transmissoras é disponibilizada mensalmente às concessionárias por meio de seus respectivos pagamentos base. Como forma de fiscalizar e incentivar a qualidade dos serviços a agência reguladora estabeleceu a aplicação de penalidades mediante resoluções normativas. O objetivo desse trabalho consiste em apresentar as penalizações impostas às transmissoras, com foco na aplicação da Parcela Variável. Para atender a esse objetivo será necessário navegar por outras áreas relacionadas com o sistema de transmissão, entre elas: as diretrizes envolvidas no planejamento da expansão do sistema, os trâmites para o acesso a rede, a formação da receita das transmissoras, bem como a apresentação de dados que ilustram a atual situação desse segmento. / The unique characteristics of electric energy as to its form of production, transportation, consumption and its importance to national development led to the development of management structures characterized by state intervention. The search for improved and efficient management models has led the national electricity sector to undergo several transformations. The current model comes from the transformation of a vertical structure where practically all the segments of the sector were public property. And it is characterized by branches of independent activities contemplating the production, transportation, distribution and commercialization of electric energy. In this context, the transmission system plays an important role, as it facilitates the optimization of the interconnections between the different energy sources, allowing the use of the generation resources installed throughout the national territory and the energy demands of the large consumer centers. In this system, the transmissions' revenue is made available monthly to the concessionaires through their respective base payments. As a way of monitoring and encouraging the quality of services, the regulatory agency established the application of penalties through normative resolutions. The objective of this work is to present the penalties imposed on the transmission system, focusing on the application of the Variable Parcel over their respective monthly payments. In order to meet this objective, it will be necessary to navigate to other areas related to the transmission system, among them: the guidelines involved in planning the expansion of the system, the procedures for accessing the network, the formation of the transmission systems' revenue, as well as the presentation of information that illustrates the current situation of this segment. / Dissertação (Mestrado)

Parcel carriers are susceptible to changes in the supply chain industry, as the carrier industry consists of many stakeholders who have an impact on the way they function. The stakeholders in the carrier industry are directly affected by the market trends that in turn affect the carrier business. Currently, E-commerce has a major influence on supply chain design, the operation of parcel carriers and the consumers. One main area of this thesis study is to analyse the impact of E-commerce on the parcel carriers in the EU and the US. Over time, E-commerce has caused a shift in the logistics industry that has made the carriers update the solutions they provide to their customers and to update their operations to accommodate the changes brought about by E-commerce. Since the operations of carriers in the EU and the US are different, this study focusses on five major parameters (Segmentation, Networks, Services, Specification and Tariff Structure) that help understand the carriers better in these two regions. This study will also help European Logistics Software Providers to re-organise themselves so it may help them to perform better integration processes between the carrier and their customers. It is evident that E-commerce has affected the parcel carrier industry and that the Logistics Software Providers must consider these parameters to have harmonized collaboration between the stakeholders in the supply chain. It is also difficult to normalize the selection of factors to be considered in the selection of a parcel carrier since the factors have a different effect in different regions around the world.

The Project has been developed in Parceled out Licenciatura degree, in a fast way, with the goal of forming a reflexive teacher, having in mind the practice as a generator of reflection. The research, in the Formation and Teacher Professionalization investigation area of study in the School of Education, was made through a bibliographic revision of theorists such as BRZEZINSKI, CONTRERAS, DIAS SOBRINHO, LIBÂNEO, LOUREIRO, PIMENTA and others; documental analyses of the LPPE Project and the national legislation; and, field research and case study through structured interview in the University Campus of the Goiás State University and in a state school, both in Aparecida de Goiânia, Goiás. The data from the research were analyzed under the perspective of the dialectic-historical materialism. The comprehended conceptions revealed that the Project was implemented as an answer to the in force legislation without, however, forming the concept of reflexibility in the teacher. / Pretendemos apreender as concepções de educação, de formação e de professor do Projeto LPPE e dos discursos dos participantes deste programa de formação. O Projeto se desenvolveu em cursos de licenciatura parcelada, em tempo aligeirado, visando formar um professor reflexivo, pressupondo a prática como geradora de reflexão. A pesquisa, na linha Formação e Profissionalização Docente , foi realizada a partir da revisão bibliográfica, tendo como referencial teórico: BRZEZINSKI, CONTRERAS, DIAS SOBRINHO, LIBÂNEO, LOUREIRO, PIMENTA e outros; análise documental do Projeto e legislação nacional; e, pesquisa de campo, estudo de caso, no PU/UEG e em uma escola estadual, ambos em Aparecida de Goiânia/GO, através de entrevista estruturada. Os dados resultantes da pesquisa foram analisados sob a perspectiva do materialismo histórico-dialético. As concepções apreendidas revelaram que o Projeto foi implantado para atender a legislação vigente sem, contudo, formar no professor a concepção de reflexividade.

Le contexte technologique et socioéconomique favorise la croissance des volumes de colis échangés en France et particulièrement l'augmentation des livraisons dans les villes. Livraisons qui se complexifient sous l'effet des contraintes urbaines, des injonctions de durabilité, des évolutions des attentes des clients. Les prestataires de la distribution urbaine de colis doivent relever les défis économiques, organisationnels, environnementaux et politiques que représente cette mutation de la distribution du dernier kilomètre. Replacer la ville et son organisation spatiale au centre de la création de nouvelles organisations de la distribution et rapprocher l'analyse spatiale des outils et des techniques de gestion du transport de marchandises en ville (TMV), et notamment de la modélisation, peut permettre d'innover. La thèse va développer cette posture, jusque-là délaissée par les recherches en TMV. Une analyse détaillée de la nature des relations entre forme urbaine, organisations spatiale et TMV va être proposée. A partir de ces résultats, les premiers éléments d'une modélisation spatiale du TMV au service de la création d'un outil d'aide à la décision capable de segmenter la ville en zones différenciées en fonction de leurs caractéristiques spatiales, socioéconomiques et politiques et d'adapter les solutions de livraison par zones seront proposés. / With the spread of new technologies and the advent of economic and social changes, the volume of parcels has grown in France. Parcel deliveries in cities have similarly experienced an important increase. Deliveries have become more and more complex because of changing client patterns, urban constraints and cities' concerns for sustainability. The growing complexity of the ‘last mile' delivery poses economic, organizational, environmental and political challenges to parcel providers. Putting the spatial organization of cities back at the heart of the creation of new logistics organizations and integrating spatial studies to urban logistics techniques and tools, in particular in modelling, can be means of innovation. Until now spatial studies have been largely under-used in UF. This study will provide an in-depth analysis of the relationships between urban spatial organization, urban form and UF. Based on those results, the thesis provides the first elements of a spatial urban freight modelling approach. The modelling approach will enable the creation of a decision support tool able to identify homogeneous urban zones based on urban form, economic and political characteristics in order to offer the most suitable delivery solution to each zone of a city.

The goal of this master thesis is to suggest a methodology for a visualization history of changes in cadastral maps. The suggested methodology takes into account a selection of original historical and contemporary data, processing workflow and follow-up visualization using existing open source web technologies. The greatest contribution of this thesis is in the design of the spatio-temporal database, because currently there does not exist workable editor similar to it, which could be used for creating such data. The suggested procedure is based on database updating method of ISKN database utilizing amendment records. However this method is significantly simplified with the use of PostgreSQL/PostGIS geospatial functions. The available literature and other informational sources to the topic are overviewed in the first part of the master thesis. The term "spatio-temporal data" is thoroughly defined and also the ways of integrating temporal features into spatial data, methods of visualization of spatio-temporal data and recent state of their implementations into desktop platforms and web applications are noted. This thesis is focused on the financial analysis of United Parcel Service Czech Republic, s. r. o. during the period from 2010 to 2014 and the subsequent comparison of its results with selected comparable companies. The thesis is divided into two parts. In the theoretical part the methods of the financial analysis are defined and the optimal values of each financial indicator are determined. In the second part the company is introduced and the specific values of the described indicators are calculated as well as there is an intercompany comparison realized. The conclusion of this thesis is dedicated to an accurate description of the current situation of the company in the context of both optimal values and values which are usually achieved by comparable companies.

A systematic literature review on drones’ application in last-mile delivery.

In recent years, companies such as Amazon and DHL have started to develop alternative last-mile delivery options because of the growing trend in e-commerce. Last-mile deliveries refer to the terminal to customer deliveries and have become increasingly challenging to manage, as traffic congestions in cities has risen. Therefore, companies have begun searching for alternative delivery methods, such as autonomous drones or unmanned aerial vehicles (UAV). The purpose of this thesis is to investigate drones in the current literature on last-mile delivery. First, by conducting a systematic literature review on the current literature available in two major databases. Second, by analyzing the collected literature sample and presenting it through a descriptive analysis focusing on bibliometrics and a thematic analysis that identifies emerging themes for drivers for drones’ application in last-mile delivery, barriers for drones’ application in last-mile delivery, and approaches for implementing drones in last-mile delivery.                        Drones’ application in last-mile delivery has the potential to reduce cost, decrease delivery time, reduce emissions, and reduce energy consumption. However, barriers that hinder the implementation, such as governmental regulations, need further consideration for the implementation to occur. Some evident gaps can be found related to the barriers. Both managers and researchers might find the thesis useful, as it provides a holistic view on the subject, with theoretical, managerial, and societal implications being presented.
