Demanding dictatorship? : US-Philippine relations, 1946-1972

In 1898 the Philippines became a colony of the United States, the result of American economic expansion throughout the nineteenth century. Having been granted independence in 1946, the nominally sovereign Republic of the Philippines remained inextricably linked to the US through restrictive legislation, military bases, and decades of political and socio-economic patronage. In America’s closest developing world ally, and showcase of democratic values, Filipino President Ferdinand Marcos installed a brutal dictatorship in 1972, dramatically marking the end of democracy there. US foreign policy, from the inception of the US-Philippine partnership, failed to substantially resolve endemic poverty and elite political domination. During the Cold War, the discourse through which State Department policy was conceived helped perpetuate these unequal conditions, whilst also at times explicitly encouraging authoritarian solutions to domestic problems. As the Cold War escalated through the 1960s, especially in Vietnam, US officials insisted the Philippines provide military and ideological solidarity with US Cold War objectives at the expense of effectively addressing the roots of domestic instability. The Philippine example serves as the clearest case of the outcomes and impact of US foreign policy across the developing world, and thus must be considered an essential starting point when considering the United States’ Cold War experience. Based on extensive primary research from across the United Kingdom and the United States, this thesis re-examines and re-connects the historiography of colonialism, neo-colonialism, Southeast Asia, and Cold War studies. Nowhere did the US have such a long and intimate history of influence and partnerships than in the Philippines, and yet Marcos’s regime emerged there; this dissertation presents an analytical lens through which to measure the role of US foreign policy in creating a dictatorship.

Preventing Gender-Based Violence Post Disasters : Building the capacity of humanitarian actors in the Philippines to engage with men and boys to reduce the risks of perpetration of violence

Gender based violence (GBV) is a global public health issue and a major feature in humanitarian emergencies. However, the phenomenon is not inevitable and can be predicted and prevented. In a context such as the Philippines, where GBV is widespread and there is a constant threat of natural hazards, strengthening the capacity of humanitarian responders to reduce the risks of GBV post disasters can contribute to preventing unnecessary suffering of affected populations. Yet, no previous research has looked at factors associated with the perpetration of GBV and strategies used by humanitarian actors to engage with men and boys to prevent these types of violence post disasters in the Philippines. The aim of this study is to enhance this knowledge and investigate; how can humanitarian actors in the Philippines work with men and boys to prevent the perpetration of GBV post disasters? The study adopts a qualitative research approach and based on a literature review and 18 key-informant interviews with humanitarian actors in the Philippines, it explores the current knowledge and practice on the topic. The material was analysed in relation to gender and feminist theory, the Ecological Model of risk factors of GBV, a primary prevention approach and the Spectrum of Violence Prevention. The study identifies a number of aggravating factors that seem to be associated with an increased risk of perpetration of GBV post disasters, such as men’s loss of a livelihood and lack of coping mechanisms. However, these factors are not the causes of GBV but these violent acts are deeply rooted in gendered power imbalances and rigid gender roles in the Philippines society. Ultimately, the study concludes that to effectively prevent the perpetration of GBV post disasters, long-term and effective multi-sectoral efforts between a wide range of actors are needed. In this work, humanitarian actors can play a key role to initiate change. The study suggests that humanitarian actors, within their existing activities, should seek to increase men’s access to safe spaces, peer support networks and mental health services, and support men to develop more elastic gender roles and non-violent coping mechanisms. Programmes should simultaneously increase women’s empowerment, the broader community’s support for social change and allow for dialogue to take place between women and men to synchronise their social transformations. Finally, the study notices that a rather heteronormative and binary understanding of gender seem to be present in the shared initiatives to prevent GBV post disasters. Hence, the study suggests that humanitarian actors should strengthen the capacity of their staff to apply a gender and norm-critical analysis in their work by incorporating these aspects in internal trainings.

Child prostituion in Southeast Asia : A qualitative case study on the factors that contributes to child prostitution in Thailand, Cambodia, Vietnam and The Philippines

This study researches the issue of child prostitution in the Southeast Asia region. Child prostitution is a horrible phenomenon which is affecting millions of children worldwide and lives on despite the world’s knowledge about it and a lot of actors fighting to end it. The study is questioning which factors that contributes to child prostitution in four different countries and the conclusion will show which factors that are present in all these countries. The study is an abductive qualitative desk study with the method of structured focused comparison. The method was used by asking the same questions to the different cases for the purpose of finding similarities between them. The method by George and Bennet (2005) is especially used when the aim is to conclude a possible systematic comparison of different cases. The research is based on primary, secondary and tertiary sources, most of them being peer-reviewed texts but some sources from media is used when looking for relevant events and numbers. The findings have been analyzed by an own created analytical framework, which was formed from earlier research findings and conclusion and were later tested on the different cases. This was done to establish which factors that drives child prostitution the countries have in common. The analysis of the findings in this study suggest that there are various factors contributing to child prostitution, both cultural, political, socioeconomic and environmental. The countries problem with high corruption, norms and traditions posing women as subservient to men, widespread poverty and frequently natural disasters are all factors that contributes to child prostitution.

Comparative analysis of radicalization in the cases of Boko Haram and Abu Sayyaf

This study investigates the terror groups Boko Haram and Abu Sayyaf. The study starts with the Islamic history in both Nigeria and The Philippines in order to get a broader picture and understanding of the subject. The purpose with this research paper is to study the radicalization process of these two movements listed above. To study the radicalization process of these two movements I will be using Eitan Y Alimi, Chares Demetriou and Lorenzo Bosi, relational, dynamics and process analytical framework. The question this thesis is trying to answer is how these two social movements eventually became two notorious terror organizations. This research paper is carried out as a comparative case study in order to find similarities and differences between the two cases so it can be generalized. The research paper also applies the method of abduction. The findings show that there are many similarities between Boko Haram as well as many differences. But also that specific political decisions made by the governments in both countries helped to further radicalize Boko Haram and Abu Sayyaf.

The health knowledge mechanism: evidence on the link between education and health lifestyle in the Philippines

Studies have found substantial differences in health-related behavior and health care usage between educational groups, which may explain part of the well-documented educational gradient in health. The allocative efficiency hypothesis offers a behavioral explanation for these reported differences. According to this theory, the educated possess more health knowledge and information, allowing them to make better health choices. We perform a mediation analysis to study this mechanism using original survey data from the Philippines, a lower-middle-income country. As an extension of previous empirical research, we construct a comprehensive index that captures different dimensions of health knowledge. Using generalized propensity scores, we find strong support for the allocative efficiency argument. Schooling is significantly associated with health knowledge levels, which explain up to 69% of the education effect on health lifestyle. This corresponds to twice the mediation strength of economic resources, suggesting an important role of this factor in explaining education effects on health decisions.

The majority of the world's population is multilingual, and there is an increase of demands on teachers worldwide to meet pupils' diverse linguistic needs and abilities. This paper on multilingualism aims to explore four Filipino teachers' experiences of working in a multilingual context. The study is based on a sociocultural perspective on language and learning, and views the school as an institution within a larger context. Through thematic interviews, the linguistic environments in the four teachers' classrooms are described. The paper also aims to describe the status of the languages used within the context of the schools, and how the teachers express the correlations between language and identity. The results demonstrate a complex linguistic situation where the teachers have a pragmatic approach to the three languages in their everyday lives, and the use of code-switching is common. English has a high status in the society, which is also noticeable in the classroom, but the teachers work to support pupils' identity development by also allowing them to express themselves in their mother tongue.

Background: Since the beginning of the epidemic, more than 70 million people have been infected with Human Immunodeficiency Virus (HIV) and the disease continues to be a public health issue all around the world. There are around 42.000 people in the Philippines living with HIV and therefor the nurses and other health care personal play a key part of the persons lives when undergoing treatments. Aim: The aim of this study was to describe Philippine nurses’ experiences of caring for patients with HIV. Method: A qualitative method was used and data was collected through semi structured interviews with five Philippine nurses at a hospital in Baguio. The interviews were analyzed with qualitative content analysis. Results: The findings resulted in two main themes. The first theme, Nurse patient relationship, shows that a nurse patient relationship is important when caring for HIV patients, including getting to know the patient, the importance of trust and giving person centered care. Factors that may be obstacles in the process of building a relationship is also included in this theme. The second theme, Important aspects of caring, including factors such as having conversations, listening and supporting the patient. Discussion: The main findings were discussed in relation to the literature and Travelbee’s human to human theory. The main focus in the discussion was the nurse and patient relationship and important aspects of caring for HIV patients. / Bakgrund: Mer än 70 miljoner personer har drabbats av Humant immunbristvirus (HIV) sedan epidemin startade och sjukdomen är idag fortfarande ett globalt hälsoproblem. I Filippinerna lever cirka 42 tusen personer med HIV och därför har sjuksköterskor och annan sjukvårdspersonal en viktig roll i patienternas liv när det gäller att möta och vårda dessa patienter. Syfte: Syftet med denna studie var att beskriva Filippinska sjuksköterskors upplevelse av att vårda patienter med HIV. Metod: För att genomföra studien användes en kvalitativ metod där data samlades in genom semistrukturerade intervjuer med fem Filippinska sjuksköterskor på ett sjukhus i Baguio. Intervjuerna analyserades med hjälp av kvalitativ innehållsanalys. Resultat: Resultatet i studien inkluderar två huvudteman. I det första temat: relationen mellan sjuksköterskan och patienten, beskrivs vikten av att skapa en relation med sina patienter. För att skapa en relation bör sjuksköterskan lära känna patienten, skapa tillit och ge personcentrerad vård. Hinder och svårigheter i processen att skapa en förtroendefull relation med sin patient tas även upp i detta tema. I det andra temat beskrivs viktiga aspekter som sjuksköterskorna bör ha i åtanke när de träffar och vårdar patienter med HIV. Diskussion: Resultatet från intervjuerna i studien diskuterades i relation till relevant litteratur och Travelbee’s teori. Fokus i diskussionen var relationen mellan sjuksköterskan och patienten samt viktiga aspekter vid vårdande av HIV patienter.

Implementation of tariff rate quotas in the Philippines

Doctor of Philosophy / Department of Agricultural Economics / Andrew P. Barkley / Tariff rate quotas (TRQs) are one of the most widely used trade policy instruments in agricultural trade. The issue of whether TRQs are efficient trade policy instruments for improving market access has been widely debated. Some believe that TRQs impose an extra barrier to trade, circumvent the reforms sought under the General Agreement on Tariffs and Trade (GATT) and World Trade Organization (WTO) and may not be as attractive as initially envisioned. Others believe that the TRQs are useful and facilitate trade and liberalization. Any expansion in quota, or decrease in tariffs, or combinations of the two, has the potential to liberalize trade in a specific industry. There is strong clamor for continued reforms in the conduct of agricultural trade – including the implementation of TRQs. The purpose of this study is to increase the understanding of TRQs, and determine the impact of their implementation on the Philippine corn market. Specifically, the study will estimate the quantities of supply, demand, imports, domestic equilibrium prices, and border prices under different TRQ liberalization regimes. In this study, an existing TRQ model was utilized to determine how effective TRQs are as a trade policy instrument for trade liberalization and increasing market access. The results reveal that the Philippine corn market was restricted by the out-quota tariff. De facto liberalization of the TRQ at the level of the out-quota rate (50%) or even at 35% (in-quota rate), does not completely liberalize the corn market. Progressively reducing both tariffs liberalizes the market and leads to increases in surpluses. The lower tariffs, however, lead to less government revenues. The smaller the gap between the in-quota and out-quota, the smaller the quota rents become. Increasing the quotas has no significant impact in liberalizing the corn market, and the increase in imports decrease producer surplus in all cases. The TRQ model of the Philippine corn sector reveals that changing the components of the TRQ would lead to different impacts on supply, demand, consumer, producer and net surplus, and government revenues. Knowledge of the regime in which the country is trading can determine which individual policy instrument of the TRQ, the in-quota and out-quota tariff and the quota, should be used to increase market access or address the concerns of stakeholders in the corn sector. It is thus important for policy makers to find a workable tariff level that would serve the interest of all stakeholders in the sector.

Learning to be indigenous : education and social change among the Manobo people of the Philippines

This ethnographic study describes the intersection between politics and education, and between discourses and practice pertaining to indigeneity among the Manobo of Tagpalico in a highland area of the Philippines. The analysis reveals the interrogation of my own personal values as I came to understand what are held to be important values by the Manobo. For example, my idealistic perceptions of indigenous leaders were challenged by what I came to appreciate about their leadership skills relative to strategic and situated participation in the context of complex relations with various outsiders. This study further explains how adults and children actively engage in social processes through which they negotiate what counts among them as significant, appropriate knowledge and learning. It discusses how global discourses of education, literacy, and indigenous peoples are spoken about in ideal terms, but enacted differently in local practice. Salient in understanding this study is an appreciation of how the role of learning in practice (Lave and Wenger, 1991) plays an important part in situated participation of actors in the educational enterprise. Against a background of local understanding about what it is important to know about – principally farming and other economic activities - and international discourses of indigeneity, schooling, literacy and development, children, parents, leaders, teachers, and nuns have appropriated and negotiated their notions of being ‘educated’ and ‘indigenous’ within a social space that is the school setting. As the Manobo explore what it means to be ‘educated’ in a politically volatile environment, they also learn to use their understanding of what it means to be ‘indigenous’ in order to negotiate their positionalities relative to external groups like the nuns, teachers, anthropologists, the military, guerrillas, and other non-Manobo groups.This study argues that learning to become educated transforms understanding of what it is to be a more valued person in the community, which altogether translates into significant differences in the children’s sense of self or personhood. Children are allowed to negotiate their social position within the family and the community through education but at the same time it also creates new forms of ‘inequality’ and ‘social separation’ (Froerer, 2011:695). For example, emerging forms of social differentiation in Tagpalico are evident in the processes through which more female members are becoming educated, bringing in a greater contribution to the family’s economic resources and thereby, developing a sense of choice about their lives as ‘individuals’ in charge, to a certain extent, over their own destinies.

A Bilateral Analysis of the South China Sea Dispute: China, the Philippines, and the Scarborough Shoal

The South China Sea is a sea with strategically important shipping lanes, an abundance of maritime resources, and potentially large amounts of oil and gas deposits. Because of the significance of the sea, China has claimed almost all of it, which has caused the Association of Southeast Asian Nation members (ASEAN) whose countries surround the sea (Vietnam, Singapore, Indonesia, Malaysia, Brunei, and the Philippines) to take a stance against the encroachment. The most important non-Chinese claimant in the dispute is the Philippines, which shares a mutual defense treaty with the United States. The dispute has been analyzed from a bilateral perspective between China and the Philippines. A theoretical analysis of the dispute has been conducted through a Neorealist paradigm. How the two countries define international law and engage in diplomatic and military policies has also been closely examined. China has not sought foreign intervention whether from a nation or international organization, while the Philippines has preferred as much multilateralism as possible. A recent Scarborough Shoal dispute between the two countries has changed the dynamic of the dispute, and in examining the event and its outcome an inevitable conclusion of military action has been reached.
