Historic preservation : an assessment of campus plan and historic buildings of Wuhan University in China

This report is divided into two parts. The first part explores the history of historic preservation and campus heritage movement in the United States. As historic preservation has advanced in recent years, traditional preservation concerns have changed and new challenges have arrived. The unique challenges and opportunities for campus preservation have differed from traditional historic building preservation. The second part of the report focuses on the campus design and preservation of Wuhan University in China. It first introduces the original planning and design for Wuhan University by American architect F. H. Kales. Then, it assesses the significance of the campus design on its historical, scientific, artistic values of mixed Western and Chinese cultures. Challenges facing Wuhan University for campus heritage preservation are reviewed next and recommendations are provided in the end. / text

Creating a sustainable preservation hybrid in post-Katrina New Orleans

The two fields of historic preservation and sustainable design include many similar values concerning conservation, yet produce buildings that ultimately look and perform differently. Historic preservation relies on the maintenance of traditional materials to ensure that historic buildings are preserved for future generations. Sustainable design typically works with new construction to create buildings that have little negative impact on the environment. The similarities yet separateness that exist between historic preservation and sustainable design provide a compelling platform to ask how we can combine the two fields within one building project. The combination of these two felds is currently being explored in post-Katrina New Orleans, and I am asking how we can combine historic preservation with aspects of sustainable design to create a sustainable preservation hybrid, or fusion between technological aspects of “green” design with traditional methods of preservation, that will allow historic buildings to maintain their integrity and achieve the values of sustainability. New Orleans provides a great opportunity to examine this question due to the damage caused by Hurricane Katrina and the ensuing efforts to rebuild the city. One specific area of New Orleans, the historic district of Holy Cross, plays home to two key organizations involved in the rebuilding: the Preservation Resource Center, which preserves the existing historic housing stock, and Global Green, which builds new, sustainable design projects. These two organizations work right down the street from one another, yet have yet to combine their building methods or work together on a shared project. This relationship between Global Green/sustainable design and the Preservation Resource Center/historic preservation provides a good opportunity to examine how elements of new sustainable design can be combined with the traditional methods of preservation in order to achieve a sustainable preservation hybrid. I examine the creation of a sustainable preservation hybrid by conducting a literature review, interviews and site visits, and energy modeling. The literature review reveals that preservationists and architects involved with sustainable design like the idea of creating a hybrid, but still lack a thorough understanding of each other’s tacit values. The interviews reveal how the organizations working in Holy Cross also embrace the idea of a sustainable preservation hybrid, yet remain somewhat lost as to how to actually create such a building. The energy modeling then demonstrates which combination of “green” materials from sustainable design and “traditional” materials from historic preservation combine to create a building that achieves both the values of sustainable design and historic preservation. Whether or not we can combine preservation and sustainable design to make a hybrid poses an original and relevant question in the context of post-Katrina New Orleans and elsewhere. Since we are currently facing an energy crisis, the conclusions as to how we can combine these two fields prove how a single, historic building can simultaneously conserve both environmental and historic resources. / text

A Comparison of Historic Preservation and Project Planning: Suzhou and Pasadena

This thesis explores the historic preservation projects in two cities: Suzhou, China, and Pasadena, California, United States. The purpose of investigating the strategies and policies used in each of the historic districts is to discuss whether preservation strategies applied in both cases could represent historic authenticity. The first two chapters focus on the project plan of the two historic districts. By evaluating the preservation policies at both national and regional level, histories of the districts, and approaches adopted by two cities, this thesis discerns the different perceptions of “authenticity” in preservation strategies in two countries. The next part of the thesis compares the two historic districts in terms of their distinctive focuses on preservation approaches. I, therefore, conclude that even though both cases have been deemed as successful models of preservation projects in each country, both historic district has demonstrated different levels of insufficient protection in culture and social sustainability.

Para investigar esse problema, tomaremos como estudo de caso o tombamento do Acervo da Estrada de Ferro Perus-Pirapora. Objetivamos, assim, compreender os argumentos de valoração e os conflitos presentes nesse processo de tombamento. Com isso, visamos contribuir com as reflexões sobre as práticas oficiais de preservação do patrimônio ferroviário no Estado de São Paulo. Dada a ausência de uma política de preservação específica dos bens ferroviários no período, temos a hipótese de que esses bens foram protegidos com base em múltiplas interpretações e valores. / The preservation of railway heritage in the State of São Paulo started at the end of 1960s with the beginning of the process of Bananal Rail Station. Between 1969 and 1984, part of this study, the Conselho de Defesa do Patrimônio Histórico, Arqueológico, Artístico e Turístico (CONDEPHAAT), defense council of heritage, recognized nine railway heritages. Most of these protections consists only the departure and arrival buildings for passengers. The high number of recognized stations in the State is pointed as a nostalgic tendency and unitary treatment of the parts (RODRIGUES, 1994). For the authoress, there is no doubt that are relevant elements in memory compositions, however, little illustrative for technologic and economic importance of the railways. From these considerations, is our interest: what argument justified the protections of railway heritages in the period? To act in this problem we will take as study the heritage preservation of Perus Pirapora Railway case. Thereby, we have as goal comprehend the arguments for the valuation and conflicts present in this protection process, for then contribute with reflexions about the official practices in the railway heritage preservation in the State of São Paulo. Identificação tipológica de processos judiciais: um caso de cultura de sigilo versus cultura de acesso / Identification typological of prosecution: a case of culture of secrecy versus access culture

Since the enactment of the Federal Law No. 11,419 of December 19, 2006, the Brazilian Courts, within each branch of justice, began scanning physical processes becoming digitized and those born-digital processes. In this context, problems of all kinds can arise in complex mission involving the electronic judicial process. Thus, it is necessary the implementation of procedures, methods and techniques to resolve such issues. Seeks, in this research, discuss the typological identification in the context of electronic lawsuits. Therefore, there was the identification of document types, using as a basic parameter produced the court process, received and accumulated by the Judicial Automation System (SAJ), developed by the Company Softplan / POLIGRAPH for the automation of the Brazilian Justice. Presents through the literature review, the issues facing the archival document, diplomatic, document type, chain of custody, normative acts issued by the CNJ and current legislation, which substantiated the best practices of computerization. Equally and aim to base the research were also discussed references concerning the concepts of culture, heritage and memory associated with documentary heritage archival and archival theory and methodology subsidy. The research is of applied nature, with a descriptive qualitative approach. The study is exploratory, analytical and descriptive and literature search. It was identified in the analysis and discussion of the results non-compliance with all safety requirements aimed at automation systems for the Brazilian judiciary and urgency in the implementation of the list of requirements recommended by the Model Requirements for Systems Computerized Processes and Document Management the Brazilian Judiciary (MoReq-Jus). Finally, there was the identification of document types aiming to discuss the culture of secrecy versus access culture. That said, there was the need to perform the analysis of the set of documents aimed at normalizing the typological identification and procedures for the management, preservation and continuous access to digital archival documents - electronic lawsuits - the Amazonas State Court / A partir da promulgação da Lei Federal nº 11.419 de 19 de dezembro de 2006, os Tribunais Brasileiros, no âmbito de cada ramo da justiça, iniciaram a digitalização de processos físicos transformando-se em digitalizados e os aqueles processos nato-digitais. Nesse contexto, problemas de toda a ordem podem surgir na complexa missão que envolve o processo judicial eletrônico. Assim, faz-se necessário a implementação de procedimentos, métodos e técnicas para resolver tais questões. Busca-se, nesta pesquisa, debater a identificação tipológica no contexto dos processos judiciais eletrônico. Para tanto, realizou-se a identificação de tipos documentais, utilizando-se como parâmetro basilar os autos processuais produzidos, recebidos e acumulamos pelo Sistema de Automação Judicial (SAJ), desenvolvido pela Empresa SOFTPLAN/POLIGRAPH, para a automação da Justiça Brasileira. Apresenta, por meio da revisão de literatura, as temáticas voltadas ao documento de arquivo, diplomática, tipologia documental, cadeia de custódia, atos normativos emanados pelo CNJ e legislações vigentes, as quais consubstanciaram as praxes de informatização. De igual forma e objetivando embasar a pesquisa foram, também, abordados referenciais concernentes aos conceitos de cultura, patrimônio e memória associados ao patrimônio documental arquivístico e a teoria arquivística como subsídio metodológico. A pesquisa é de natureza aplicada, com uma abordagem qualitativa descritiva. O estudo tem caráter exploratório, analítico e descritivo e pesquisa na literatura. Identificou-se na análise e discussão dos resultados o não cumprimento de todos os requisitos de segurança voltados a sistemas de automação para o Judiciário Brasileiro e a premência na implementação do rol de requisitos preconizados pelo Modelo de Requisitos para Sistemas Informatizados de Gestão de Processos e Documentos do Judiciário brasileiro (Moreq-Jus). Por fim, realizou-se a identificação de tipos documentais objetivando debater a cultura de sigilo versus cultura de acesso. Isto posto, constatou-se a necessidade de se realizar a análise do conjunto documental visando normalizar a identificação tipológica e os procedimentos para a gestão, preservação e acesso contínuo aos documentos arquivísticos digitais – processos judiciais eletrônicos – do Tribunal de Justiça do Estado do Amazonas.
