Leva em conta que a fase de transição compreendida entre a Primeira e a Segunda Guerra Mundiais promove significativas transformações nos campos social, político, econômico e cultural brasileiro. Considera relevante investigar, buscar compreender e distinguir melhor as propostas desses pensadores, que dedicaram suas energias políticas e intelectuais à tentativa de estabelecer um modelo de critica autoritária,por vezes fascista, à modernização em curso no País e, freqüentemente, em seus escritos atribuíram um papel estratégico à educação na construção da sociedade que idealizavam. Investiga os escritos dos autores, principalmente aqueles nos quais o pensamento político está exposto em detalhes. Além disso, registra consultas em artigos da revista A Ordem, artigos de jornais integralistas,teses e dissertações relacionadas com a temática em questão, documentos que refletem os caminhos trilhados pelo Movimento Integralista e pela Ação Católica e livros concernentes a tais movimentos. O período a ser estudado, entre 1921 e 1945, tem como justificativa ser a data inicial da publicação da revista A Ordem, uma das fontes selecionadas para este estudo e que era lugar "oficial" de manifestação da militância laica católica,e também a data de inicio da Ação Católica no Brasil. Como justificativa para a data final, aponta que, ao término do Governo ditatorial de Getúlio Vargas, de certa forma, também termina, em termos de pensamento político, a "fase autoritária"de Alceu,critico literário que assume a posição de líder do Laicato brasileiro após a morte de Jackson de Figueiredo, em 1928. Os resultados demonstram que Jackson de Figueiredo, Alceu Amoroso Lima e Plínio Salgado buscaram definir de forma bastante clara os preceitos e limites de seus respectivos pensamentos, distinguindo-se evidentemente dos demais por meio das doutrinas às quais dedicaram energia política. Figueiredo, Lima e Salgado são atores dessa trama e seus pensamentos, transcritos em suas obras e em documentos, são o objeto deste estudo

In particular, the objective of this Thesis is to evaluate the different patterns of constitutionalization and amendment of different issues of public policy. The research covers the submission and aproval period from 1988-2010 for the Proposals in the Brazilian Chamber of Deputies. / Esta Tese investiga os temas de políticas públicas constitucionalizados e qual tem sido seu padrão de emendamento no Brasil pós-1988. Desenvolvemos uma proposta de seleção de Propostas de Emendas à Constituição (PECs) a partir do caso brasileiro, e avaliamos quais temas foram constitucionalizados, quais estão mais presentes nas Propostas e nas Emendas Constitucionais no país, e se estas distribuições têm relação entre si. Em particular, o objetivo desta tese é avaliar os diferentes padrões de constitucionalização e emendamento de diferentes temas de políticas públicas. A pesquisa cobre o período de submissão e aprovação de Propostas e Emendas de 1988 a 2010, para as PECs que tramitaram na Câmara dos Deputados.

No. of bitstreams: 0 / Desde que foi reconhecida a importância de se planejar um turismo sustentável, tem-se buscado ferramentas adequadas para monitorá-lo nas destinações turísticas, tornando esse um dos principais desafios da academia científica de estudos do turismo na atualidade. Diante desse contexto, o desafio apresenta-se ainda maior, quando tratamos de turismo em unidades de conservação, tendo em vista que envolve um ambiente altamente sensível e comunidades em seu entorno que podem ter, no desenvolvimento dessa atividade, sua principal renda econômica. Assim, o que se propõe neste estudo é analisar a aplicabilidade e a eficiência metodológica do monitoramento que visa ao auxílio na construção da sustentabilidade do turismo, em unidades de conservação, através de um estudo de caso no Parque Estadual do Jalapão, localizado no Estado do Tocantins, Brasil. Prioriza-se a investigação de indicadores locais abordados a partir da definição estipulada pela Organização Mundial do Turismo. Os resultados alcançados demonstraram que os indicadores estudados são instrumentos a serem considerados no processo de avaliação e quantificação do turismo em um destino com semelhantes configurações ambientais, o que viabiliza a compreensão e o fortalecimento da noção de sustentabilidade. Enhancing the Existing Microscopic Simulation Modeling Practice for Express Lane Facilities

The implementation of managed lanes (MLs), also known as dynamically priced express lanes, to improve freeway traffic flow and personal throughput is on the rise. Congestion pricing is increasingly becoming a common strategy for congestion management, often requiring microscopic simulation during both planning and operational stages. VISSIM is a recognized microscopic simulation software used for analyzing the performance of managed lanes (MLs). This thesis addressed two important microscopic simulation issues that affect the evaluation results of MLs. One of the microscopic simulation issues that has not yet been addressed by previous studies is the required minimum managed lane routing decision (MLRD) distance upstream of the ingress point of MLs. Decision distance is an optimal upstream distance prior to the ingress at which drivers decide to use MLs and change lanes to orient on a side of MLs ingress. To answer this question, this study used a VISSIM model simulating I-295 proposed MLs in Jacksonville, Florida, United States (U.S), varying the MLRD point at regular intervals from 500 feet to 7,000 feet for different levels of service (LOS) input. Three measures of effectiveness (MOEs) - speed, the number of vehicles changing lanes, and following distance - were used for the analysis. These MOEs were measured in the 500 feet zone prior to the ingress. The results indicate that as the LOS deteriorates, speed decreases, the number of vehicles changing lanes increases, and the following distance decreases. When the LOS is constant, the increase in the MLRD distance from the ingress point was associated with the increase in the speed at the 500 feet zone prior to the ingress, less number of lane changes, and the increase in following vehicle gap. However, the MOEs approached constant values after reaching a certain MLRD distance. LOS D was used to determine the minimum MLRD distance to the ingress of the MLs. The determined minimum MLRD distances were 4,000 and 3,000 feet for 6 and 3 lane segments prior to the ingress point, respectively. Another issue addressed in this thesis is the managed lane evaluation (MLE) outputs, which include speed, travel time, density, and tolls. In computing the performance measures, the existing VISSIM managed lane evaluation (EVMLE) tool is designed to use the section starting at the point when vehicles are assigned to use MLs, also known as the MLRD point, which is located upstream of the ingress. The longer the MLRD distance from the ingress, the more the EVMLE tool uses the traffic conditions of the MLs traffic before entering the ML in its computations. This study evaluates the impact of the MLRD distance on the EVMLE outputs and presents a proposed algorithm that addresses the EVMLE shortcomings. In order to examine the influence of the MLRD distance on the outputs of the above-mentioned two algorithms, simulation scenarios of varying MLRD distances from 500 ft to 7,000 feet from the ingress were created. For demonstration purposes, only the speed was used to represent other performance measures. The analysis of variance (ANOVA) test was performed to determine whether there was a significant difference in the speed results with the change in the MLRD distance. According to the ANOVA results, the EVMLE tool produced ML speeds that are MLRD dependent, yielding lower speeds with an increased MLRD distance. On the other hand, the ML speed results from the proposed algorithm were fairly constant, regardless of the MLRD distance.

In the practical part of the thesis communication with customers in the company TEMPISH Ltd. is characterized. This part also covers analysis of survey results. Based on the findings proposals to improve the current state of communication, especially with foreign customers, are described.

Managing the phenomenon of Sexual harassment in the manufacturing industry

All companies have strategic assets comprising financial capital, physical capital, human capital and organisational capital which, when effectively utilised, contribute to the competitive advantage necessary to survive in a globalised economy. The manifestation of adverse factors in a company will impact detrimentally on the performance of these strategic assets. Since the 1980s, one factor has become prominent in the management of a company’s human capital, namely sexual harassment. Sexual harassment constitutes behaviour of a sexual nature that leads to, and perpetuates, a working environment in which it becomes unpleasant to work, and if allowed to go unchecked, will lead to the underperformance of the company’s human capital. Besides the cost of litigation associated with sexual harassment, companies are confronted with the more troubling and subtle costs arising out of the psychological and physiological harm to both victims and co-workers. The psychological and physiological effects manifest themselves in symptoms such as depression, frustration, decreased self-esteem and fatigue which, in turn, lead to decreased productivity and increased absenteeism. Accordingly, in an effort to gain the competitive advantage to survive in a globalised economy, companies must manage the phenomenon of sexual harassment in the workplace. The existing theoretical principles relating to the management of sexual harassment in the workplace have been analysed in depth and a model developed to satisfy this need. This model was subsequently used to determine to what extent sexual harassment management is taking place within companies affiliated to the Steel and Engineering Industries Federation of South Africa (SEIFSA). Various informative findings resulted from the investigation, amongst which were the lack of a proper sexual harassment policy within companies, the lack of proper training of employees regarding the occurrence of this phenomenon in the workplace, and the absence of proper formal/informal complaints procedures. It thus became evident that the management of sexual harassment in these companies – despite the Government’s Code of Good Practice on the Handling of Sexual Harassment Cases – had not been fully established and that there is a need for guidelines in this regard. / Business Management / D. La preocupación por el Medio Ambiente y las consecuencias que su degradación pueda acarrear a las personas y a los bienes, se ha generalizado en las últimas décadas más que ningún otro sector. En la actualidad, ninguna actividad puede desarrollarse sin respetar el medio ambiente. La gestión de los puertos marítimos no ha sido ajena a esta tendencia y no han escapado tampoco los puertos pesqueros o deportivos donde también es necesario minorar cualquier forma de contaminación si se quieren limitar sus efectos negativos sobre el medio. La preocupación sobre los efectos repercutidos al medio ambiente, importarán los impactos negativos que las actividades pesqueras y de ocio repercutan, sea sobre recursos comunes o sobre el tejido social, a través de riesgos ambientales o sanitarios en sentido amplio, sobre la capacidad del entorno para absorber y regenerar desechos o sencillamente, para producir satisfacciones estéticas o de otro tipo. Los costes derivados de esos impactos dejarán, de ser externos al mercado y de ser sufragados por el conjunto de los ciudadanos, ya que afectarán directamente en buena medida, a las empresas turísticas. La calidad ambiental, pasará a ser clave para el éxito de un turismo de calidad y de muchas actividades de ocio, ya que la demanda de entornos no degradados implica la de una calidad ambiental alta, no sólo para turistas en el sentido estricto de la palabra, sino para cualquier “consumidor de ocio”. / Concern for the Environment and the consequences that might cause degradation to persons and property, has become widespread in recent decades than any other sector. At present, no activity can take place without respecting the environment. The management of seaports has not been immune to this trend and have not escaped either or sport fishing ports where it is also necessary to lessen any form of contamination if you want to limit their negative effects on the environment. Concern about the effects passed on to the environment, import the negative impacts of fishing activities and recreational impact, whether common or resources on the social fabric, through environmental and health risks in a broad sense, on the ability of the environment to absorb and regenerate waste or simply to produce aesthetic satisfaction or otherwise. The costs of these impacts will, if external to the market and be borne by all citizens, as it directly affects largely to tourism businesses. The environmental quality will be key to the success of a quality tourism and many leisure activities, as the demand for non-degraded environments involves a high environmental quality, not only for tourists in the strict sense of the word but for any "consumer of leisure".
