Avaliação comparativa de tecnologia de transporte público urbano: ônibus x transporte público individualizado / A comparative assessment of transit technologies: bus x personal rapid transit (PRT)

Este trabalho apresenta uma metodologia para avaliação de novas tecnologias de transporte público urbano. O objetivo é aplicar esta metodologia para tornar possível a comparação entre diferentes tecnologias para o transporte público. Este trabalho também considera ainda a introdução de uma nova tecnologia em uma cidade média brasileira. Trata-se do transporte público individualizado (TPI) ou personal rapid transit (PRT), como potencial substituto do ônibus. O TPI, que é uma tecnologia pouco conhecida, porém tem um potencial a ser explorado, já que possui características de transporte individual e ao mesmo tempo, é um serviço de transporte público. A metodologia consiste em duas etapas: a primeira etapa emprega a técnica conhecida como analytic hierarchy process (AHP), que já foi utilizada para avaliar projetos de transporte que envolvem atributos de diferentes naturezas e que são de difícil comparação utilizando outras técnicas. A estrutura desenvolvida contemplou a seleção de critérios, a determinação dos pesos dos critérios, o levantamento dos dados de cada tecnologia para comparação, a comparação dos dados das tecnologias dentro de cada critério e, por fim, a determinação da tecnologia mais adequada. Dois grupos de avaliadores foram considerados: pesquisadores especialistas em transporte público e usuários. A segunda etapa consiste em comparar diretamente o desempenho operacional das tecnologias. Foram comparados o tempo de atendimento, a capacidade máxima de atendimento, o tempo de viagem por passageiro e pelo sistema. A avaliação da primeira etapa deu ao TPI uma ligeira vantagem para os dois grupos, o que pode evidenciar a necessidade de se modificar o conceito de transporte público urbano. A avaliação para a segunda etapa demonstrou que o TPI atenderia a demanda numa cidade média com qualidade superior ao ônibus, porém a capacidade de atendimento, na forma apresentada, é inferior ao ônibus. Com base nos resultados, o TPI surge como uma alternativa interessante ao ônibus, porém sofre restrições por conta de seu alto custo de investimento. / This work discusses a methodology for the appraisal of new technologies of urban public transportation. The objective is to apply such a methodology to make possible a comparison of different technologies for public transportation. This work also considers the introduction of the personal rapid transit (PRT) in a brazilian medium-sized city as a potential candidate to replace the traditional bus technology. Although not yet a widespread alternative, PRT is a promising transportation technology, given its characteristics of individual transportation and, at the same time, the status of public service. The methodology consists in two steps: the first one uses the well-known technique named analytic hierarchy process (AHP), which has already been extensively used to assess transportation projects that involve different attributes and that cannot be easily compared with other techniques. The framework developed had the following phases: selection of criteria, identification of criteria weights, identification and comparison of the characteristics of each technology under comparison, and determination of the best alternative. Two groups of evaluators were considered in the analysis: experts and regular users of urban public transportation. The second phase is a direct comparison of the operational performance of the technologies under analysis. The analysis was done through the comparison of services times, maximum service capacity, and travel times per passenger and in the entire system. The final outcome of the evaluation has shown a slight advantage to PRT for both groups, what can suggest the need for changing the current view of urban public transportation. The second part of the evaluation has demonstrated that PRT could serve the demand of a medium-sized city with a higher level of service, although with capacity constraints in the case considered. The results suggest that PRT can be an interesting alternative to bus, if not limited by the very high investment costs.

Det praktiska arbetet på fältnivån med samverkan för att uppnå synergier i kontexten comprehensive approach kan sägas innebära samma sak som civil-militärt samverkan.</p><p>Det övergripande syftet med uppsatsen är att med fokus på det svenska PRT Mazar-e Sharif, förstå de svårigheter som finns vid samverkan mellan civila och militära aktörer, med målet att öka synergier av nationella resurser. Med utgångspunkt från tidigare forskning om militär-civil samverkan samt comprehensive approach, skapas en analysmodell med ett urval av identifierade faktorer, för att beskriva samverkan empiriskt främst utifrån intervjusvar från nyckelaktörer – chefer eller stabschefer samt civila rådgivare. Slutligen jämförs dessa faktorer med de orsaker som framkommer i den empiriska undersökningen.</p><p>Resultatet i undersökningen visar att samverkan är svårt och att aktörerna på fältnivån pragmatiskt försöker samverka. The practical work at the field level with co-operation in order to achieve co-ordination in the context of comprehensive approach can be said to be the same thing as civil-military co-operation.</p><p>The overall purpose of this survey is, with focus on the Swedish PRT Mazar-e Sharif, to understand the difficulties involved in the co-operation between civilian and military actors, with the aim of achieve synergies of national resources. By using an analytical model, created by a sample of identified factors based on previous research on military-civilian co-operation and comprehensive approach, the survey describe the co-operation mainly based on interview responses from key actors – Commanding Officer or Chief of Staff and civilian advisers. Finally these factors are compared with the reasons expressed in the empirical investigation.</p><p>The results of the survey show that co-operation is difficult and the actors at the field level pragmatic attempt to co-operate. The necessary factors are not designed to facilitate this, which creates problems. These problems with co-operation at field level also could have a negative impact to achieve synergy of Sweden's resources in accordance with the spirit of the CA.</p>

It is Time to Play! Peer Implemented Pivotal Response Training with a Child with Autism during Recess

Children with autism, by diagnostic criteria, experience a lack of age appropriate play and social skills (American Psychiatric Association, 1994). This study evaluated three typically developing peer's ability to implement Pivotal Response Training strategies during recess with a child with autism in their third grade class. A concurrent multiple probe baseline across peers design was used to assess peers ability to implement Pivotal Response Training strategies with the target child and the effects of intervention on the play and communication behavior of the target child. Generalization measures were taken in an untrained environment. Measures of social validity in the form of peer interviews and teacher questionnaire were completed. Results displayed that peers were able to use Pivotal Response Training strategies during recess with a child with autism. During post-training/intervention and follow-up sessions the child with autism engaged in higher levels of communication to peers, and slightly lower levels of communication to self. The target child also experienced a decreasing trend in levels of solitary play, an increasing trend in levels of play with peer trainers and levels of parallel play remained near baseline levels. Peers were also able to generalize these skills to an untrained environment to an extent.

The thesis aims to chart the relations of the EU and NATO through the case of Afghanistan. It examines the role of ISAF in conjunction with PRTs and EUPOL to evaluate the relations between the EU and NATO. The involvement of the ISAF and EUPOL missions from their establishment to evolution and the limitations of both missions in accordance with the management of the US in the &ldquo / War on Terror&rdquo / are examined. The implications of American policies on the missions of both parties are explored, from the first term of Bush to the Obama administration. The thesis argues that while there has been cooperation between the EU and NATO without structural cooperation, thus being ad hoc cooperation, the US has been benefiting from this cooperation from the second term of the Bush administration to the Obama administration, thereby rehabilitating the tense relations between the EU and the US. In the final analysis, it may be said that this cooperation did not result in a success story in the case of Afghanistan.

Training in a laboratory environment : methods, effectiveness and welfare implications for two species of primate

The use of Positive Reinforcement Training (PRT) for co-operation during routine husbandry and laboratory procedures is widely advocated as a means of promoting the welfare of nonhuman primates. However, while research originating in US zoos provide qualitative descriptions of how PRT may be used in the training of a wide variety of species, quantitative data and evidence to support the view that PRT reduces stress predominately comes from laboratory studies of primates whose training may have used other methods. Despite official guidelines, training is rarely carried out in the UK and the educational and wider organisational structures concerning training, present in the US are largely absent. The techniques used in the UK were assessed through detailed observations recorded when four stump-tailed macaques were trained to co-operate during venipuncture. Data recorded during training sessions showed that although food rewards were given, their delivery was slow and inconsistent. A certain amount of coercion was used which violates a principle of PRT which states that co-operation should be voluntary. The macaques showed increasing resistance to the process and a mild but detrimental effect on the subsequent behaviour of the study animals. When training resumed 18 months later there were considerable improvements in the techniques used. The macaques showed a greater willingness to participate and there were no significant changes in their behaviour when training days were compared to those when training did not take place. The behaviour of the macaques during venipuncture was judged to be arising from engineered compliance rather than voluntary co-operation. However, it was concluded that the technique observed, if carried out correctly, was a reasonable compromise between forced restraint and voluntary co-operation given the paucity of evidence showing the effectiveness of PRT for invasive procedures. However, it was also concluded that the use of coercion should be recognised and provide a focus for future refinement. The effectiveness and welfare implications ofPRT was assessed through the training of common marmosets to target and allow in-homecage weighing and to provide urine samples. It was found that the trained animals perfonned reliably and that time invested in training could be recouped through faster data collection. Following a period of training or increased positive contact with humans, observations of marmoset behaviour showed a decrease in stress related behaviours and an increase in allogrooming supporting the view that improved relations with humans had a beneficial effect. Following exposure to a mild stressor, trained marmosets showed no elevation in levels of urinary cortisol or stress related behaviours. Untrained animals showed increased levels of locomoting and selfscratching following exposure to the same stressor. It was concluded that PRT successfully reduced the stress associated with the presence of, and manipulation by, humans. Final recommendations were that training can promote the welfare of nonhuman primates and should be used in UK laboratories to a greater extent than is currently the case. However, the lack of educational opportunities for animal trainers in the UK needs to be addressed. It was also recommended that in light of the growing evidence showing the benefits that can arise from training and good relations with humans, the zero-handling policy practiced in many UK zoos should be reassessed.

Pendant la guerre d'Algérie (1955-1962), le gouvernement général de l'Algérie met en place dans les campagnes et les banlieues des grandes villes d'Algérie une structure de pacification, les SAS (sections administratives spécialisées) et les SAU (sections administratives urbaines), dont on trouve le prolongement au sein des SAT (Service d'assistance technique) en métropole (Paris, Lyon, Marseille) et au niveau de la Force de police auxiliaire de Paris. Les officiers SAS, officiers de carrière, de réserve en situation d'active, et appelés, recrutent des supplétifs (moghaznis) et mènent une politique de pacification dans les domaines administratif, politique (promotion d'élus musulmans), économique (Plan de Constantine), social (aide aux indigents et résorption des bidonvilles), médical, scolaire, et militaire. Au cœur de la politique de la France en Algérie de 1955 à 1959, ces officiers se retrouvent, dès 1960, en porte-à-faux de la nouvelle politique du général de Gaulle. Si certains démissionnent ou partent amers de leur période de SAS, d'autres s'opposent au général de Gaulle lors du référendum sur l'autodétermination de l'Algérie de janvier 1961, du putsch d'avril 1961, voire ont la tentation de basculer dans l'organisation subversive de I'OAS. L'indépendance de l'Algérie risquant de menacer la vie des supplétifs, certains officiers SAS organisent des filières clandestines de rapatriement des supplétifs et de leurs familles, et les aident à s'insérer en France grâce à des associations, des initiatives individuelles et du soutien administratif et financier de l'État (SAT de Paris et de Marseille). / The mission of the SAS in Algeria is the current equivalent in NATO parlance civil-military cooperation. The SAS, the special administrative sections and SAU the city administrative sections were created by the governor general J. Soustelle. Its mission was to maintain contact with the population and collect the intelligence necessary for successful operation. The SAS and SAU would be irnplemented to administer the villages in Algeria to combat the economic misery and political inequality that were the root causes of the insurgency. With their civilian personnel and Muslin auxiliary troops (moghaznis), they were the administrative intermediaries responsible for development of their districts. They rebuilt schools. They cared for the sick by establishing fee medical assistance. They conducted censuses to establish welfare services and organized elections for municipal officials. They improved agriculture and husbandry, built roads and bridges. In military terms, the SAS officiers dismantled the FLN cells and collected intelligence on the ALN. They protected the village with their auxiliaries (moghaznis). ln three cities of metropolis, we find the presence of similar structures, with for Paris, an auxiliary police force. The SAS was an important policy to preserve French Algeria from 1955 to 1959, but then the new policy who wants to give at Algeria her independence (1960-1962) changed the SAS officer policy opinion. They try to oppose them during the referendum of Algerian auto determination (January 1961), at the time of the putsch (Apri11961), by tipping over to the terrorism (OAS), or by organizing Mussulmen auxiliary secret repatriation in France (April-May 1962).

Comportamento do tomate (Lycopersicon esculentum Mill.) aos indutores de resistência à seca / Tomato performance to the resistance inductors in drought

O presente trabalho teve por objetivo estudar a influência de um ativador de plantas e de dois fungicidas sobre o comportamento de plantas de tomate (Lycopersicon esculentum Mill.), cultivadas em vasos no interior de casa-de-vegetação, no município de Piedade, SP, e submetidas a diferentes condições de fornecimento de água. Os produtos químicos aplicados de forma isolada foram respectivamente dois fungicidas, a piraclostrobina (PRT) e a azoxistrobina (AZT); um ativador de plantas, o acibenzolar-s-metil (ASM). Foi incluída uma testemunha, sem aplicações de produtos. Todos os tratamentos mantiveram-se sob quatro níveis de água (90%, 72 %, 54% e 36% da capacidade de recipiente do substrato). Foram realizadas quatro aplicações dos produtos, sendo a primeira um dia antes do plantio definitivo das mudas, a segunda aos 10 dias após o plantio (DAP), seguindo-se mais duas aplicações com intervalo de 10 dias entre as mesmas. As avaliações foram efetuadas medindo os seguintes parâmetros: a) peso da massa seca da raiz, da parte aérea e total de cada planta aos 30 e 50 DAP; b) determinação do teor de clorofila das plantas aos 35 DAP, tomando-se como padrão o segundo folíolo da primeira folha abaixo do primeiro cacho floral; c) altura das plantas aos 29 e 49 DAP; d) número de folhas abaixo do primeiro cacho floral, aos 29 DAP; e) número total de folhas por planta aos 29 DAP; f) porcentagem de plantas com o primeiro cacho floral totalmente aberto aos 28 DAP; g) sintomas de deficiência hídrica aos 7 dias após a terceira e quarta aplicação dos produtos. Os resultados indicaram que as aplicações do acibenzolar-s-metil (ASM), piraclostrobina (PRT) e azoxistrobina (AZT) evitaram sintomas visíveis de murcha ocasionada pelo estresse hídrico, enquanto que em situações com maiores níveis de fornecimento de água, ocorreu maior acúmulo de matéria seca nas raízes e na parte aérea do tomateiro. / The aim of this study was to evaluate the influence of a systemic acquired resistance activator and two fungicides on tomato (Lycopersicon esculentum Mill.) plants, cultivated in pots in a greenhouse, which was exposed to different conditions of water supply. The products which were sprayed without tank mixtures (applied in their isolated form), were respectively two fungicides: piraclostrobina (PRT) and azoxistrobina (AZT); and one systemic acquired resistance activator, the acibenzolar-s-methyl (ASM), and one without products. All treatments were rent on four water levels (90%, 72%, 54% and 36% of container capacity). Four sprays of these produtcs were done: the first was done one day before planting, and the second 10 days after planting. Two more spray was done with 10 days interval between them. The following parameters were taken into measured to do the evaluations: a) dry weights of the root mass, the leaf area, and the entirely plant at 30 and 50 days after the planting (DAP); b) determination of the chlorophyll contents of the plants at 35 DAP, taking as the standard the second leaflet of the first leaf, immediately bellow the first inflorescence; c) plant height at 29 and 49 DAP; d) number of leaves below the first inflorescence at 29 DAP; e) total number of leaves for each plant at 29 DAP; f) percentage of plants with the first inflorescence totally opened at 28 DAP; g) water stress symptoms evaluation at the 7th day after the third and the fourth product sprays. The results indicated that the sprays of acibenzolar-s-methyl (ASM), piraclostrobina (PRT) and azoxistrobina (AZT) avoided the visible wilt symptoms due to the hydric stress, while in situations with higher water supply levels, the accumulation of dry material in the roots and in the leaf area of tomato plants increased.
