Argentina e Brasil apresentam, cada um com suas particularidades, situações deficitárias no que diz respeito à base produtiva de alta intensidadetecnológica. Nesse amplo contexto, mostram-se de forte relevância políticas públicas de ciência, tecnologia e inovação voltadas para o fortalecimento e aprimoramento das áreas de produção e pesquisa nacionais em campos estratégicos. Por conformar um ramo fortemente demandante e dependente de produtos e serviços com intenso conteúdo tecnológico e ser um dos pilares do sistema de proteção social, o campo da saúde ganha destaque. Com isso, aparece como central para as políticas públicas nacionais dos países subdesenvolvidos, tendo em vista a importância de alcançarem maiores graus de autonomia frente aos oligopólios mundiais que dominam a produção de medicamentos e equipamentos para a saúde. É nesse conjunto de circunstâncias que se insere a proposta do presente trabalho, cujo objetivo é analisar umcircuito espacial produtivo e seus respectivos círculos de cooperação (SANTOS, 1986) que envolvem um serviço de alta densidade tecnológica na área da saúde. O recorte mais específico é a circularidade produtiva do radiofármaco fluordesoxiglucose (FDG-18F) para estudos em equipamento de tomografia por emissão de pósitrons (PET-CT) na Argentina e no Brasil. Para alcançar esse objetivo, além de pesquisa bibliográfica sobre o tema, empreendeu-se uma análise das políticas de ciência, tecnologia e inovação em saúde nos dois países. Destaca-se a realização de entrevistas com atores-chaves de várias instituições argentinas e brasileiras, abarcando representantes dos mais diversos segmentos envolvidos no circuito espacial produtivo estudado. O conjunto analítico explorado possibilitou o encontro de relevantes similitudes entre o funcionamento sistêmico dos elementos em questão nos dois países analisados, fundamentalmente no que concerne à lógica de atuação de setores privados na oferta e disponibilização de equipamentos e na prestação de serviços sofisticados de diagnóstico por imagem, como o caso do PET-CT. As estratégias de incorporação da tomografia computadorizada por emissão de pósitrons nos sistemas de saúde brasileiro e argentino são exemplos significativos, na área da saúde, de como as políticas do Estado e das empresas têm articulado os lugares para promover circuitos espaciais produtivos e círculos de cooperação que, todavia, nem sempre respondem aos princípios de universalização da saúde / Argentina and Brazil are found to be lacking in terms of a production base of high intensity technology.In this broad context, public policies on science, technology and innovation aimed at strengthening and improving national production and research in strategic fields are highly significant.Constituting a segment that is both heavily demanding and dependent on high technological content products and services and as one of the pillars of the social protection system, the field of health care is of particular importance.Thus it appears as central to the national public policies of developing countries, bearing in mind the importance of achieving greater degrees of autonomy from the global oligopolies that dominate the production of drugs and health care equipment.It is within this set of circumstances that the proposal for this study is placed, with the aim of analysing a productive spatial circuit and its respective circles of cooperation (Milton Santos, 1986) involved in the service of technological high density in the area of health.The most specific example is the productive circularity of the radiopharmaceutical fluorodeoxyglucose (FDG-18F) for studies in positron emission tomography equipment (PET-CT) in Argentina and Brazil.To achieve this aim, as well as a bibliographic study on the topic, a review was conducted into the science, technology and innovation policies in health in both countries.This featured interviews with key players from several Argentinian and Brazilian institutions, encompassing representatives from the most diverse segments involved in the productive spatial circuit under investigation. The analytical set explored enabled the finding of significant similarities between the systemic functioning of the elements in question in both countries, fundamentally as regards the role played by the private sector in the supply of equipment and the provision of sophisticated diagnostic imaging services, such as PET-CT.Strategies to incorporate PETCT scans into the Brazilian and Argentinian health systems is a significant example of how the policies of the State and of private companies have underpinned the places to promote productive spatial circuits and circles of cooperation that do not always answer to the principles of universalized health care

Its main results can be seen in the Industrial Pole of Manaus (PIM). Based on theoretic references on public policies, political decision process and on the framework of historical institutionalism, the thesis analyses three relevant decisions to the ZFM, as well as the public agencies where these decisions are made, characterizing the actors who influence them while also trying to understand the flow of public decisions in each one of the decision making processes. The first one of them refers to the two moments in which the decision of extending the ZFM’s applicability was being discussed in the National Congress, when interest groups were capable of joining their political forces to guarantee the constitutional status of the ZFM. The second one refers to the evaluation of the implantation, update, diversification or extension’s pleas of the industrial projects in the ZFM, on which the research provided understanding that once the technical-economical project is coherently presented, according to the established Basic Productive Process (PPB), the legislation and accompanied by the necessary documentation, the projects of whichever sector will not face any difficulty to be approved by the CAS. The need of a previous PPBs existence makes their establishment process a vital decision in the ZFM policies. This is the third process. PPB is the tool which has allowed the ZFM’s tax incentives’ policy’s governance through the regularization of processes and procedures which are to be abode by the companies which enjoy the benefits. The PPBs are established after negotiation among producers, suppliers and the Federal State, this last one being represented by MDIC, MCTI and SUFRAMA, under the GT-PPB’s management, whose operation is regulated by means of the Interministerial Ordinance MDIC/MCT n°170/2010. The PPB has been used by the State to establish counterparts to the companies which benefit from the ZFM’s tax incentives and also to allow the installation of productive sectors in that zone. It was noted that what is effectively valued is the risk of the PPB being published causing, therewith, the displacement of other productive plants from different regions in Brazil to the ZFM, situation which would turn into a negative decision. However, in cases in which the other federation units, cities or micro regions’ loss is not clear, there may be conflicts of political character, which leaves the decision to be made by negotiation levels and power above the GT-PPB. It is important to mention that the GT-PPB members understand that the ZFM is a public policy for the Western Amazonia, and also that they recognize the power that these members’ functions altogether have, each one with their own specialty, limits and objectives, functions which may influence the formulation and implementation of the industrial, science and technology and regional development policy in Brazil. It was possible to notice the participants’ effort with the current rules to promote improvements in these policies as well as the fact of how these teams are reflected by the lack of an effective national productive development project. / A Zona Franca de Manaus (ZFM) é a política de desenvolvimento regional da União para a Amazônia Ocidental baseada na concessão de incentivos fiscais ao capital produtivo, a qual tem no Polo Industrial de Manaus (PIM) o seu principal resultado. Partindo de referenciais teóricos sobre políticas públicas, processo de decisão política e do arcabouço do institucionalismo histórico, a tese analisa três decisões relevantes para a ZFM, para as quais se buscou identificar as agências públicas onde estas são tomadas, caracterizando os atores que nelas influenciam, ao passo que procurou compreender o fluxo de decisões públicas desses processos decisórios. A primeira delas refere-se aos dois momentos em que a decisão de prorrogar a vigência da ZFM estivera em discussão no Congresso Nacional, quando os grupos de interesse foram capazes de agregar força política para garantir o status constitucional da ZFM. A segunda refere-se à avaliação dos pleitos de implantação, atualização, diversificação ou ampliação de projetos industriais na ZFM, sobre a qual a pesquisa proporcionou o entendimento de que uma vez apresentado o projeto técnico-econômico de forma coerente, de acordo com o Processo Produtivo Básico (PPB) estabelecido, com a legislação e acompanhado da documentação necessária, os projetos de qualquer que seja o setor não enfrentam dificuldades de aprovação no CAS. A necessidade da existência prévia de PPBs torna o processo de estabelecimento destes uma decisão fundamental na política da ZFM. Esse é o terceiro processo. O PPB é a ferramenta que tem permitido a governança da política de incentivos fiscais da ZFM, através da regulação de processos e procedimentos cumpridos pelas empresas que usufruem dos benefícios. Os PPBs são estabelecidos após negociação entre produtores, fornecedores e o Estado brasileiro, sendo este representado pelo MDIC, MCTI e SUFRAMA, sob a gestão do GT-PPB, cujo funcionamento é regulamentado pela Portaria Interministerial MDIC/MCT n°170/2010. O PPB vem sendo utilizado pelo Estado para estabelecer contrapartidas às empresas beneficiárias dos incentivos fiscais da ZFM e para permitir instalação de setores produtivos naquela zona. Notou-se que o efetivamente valorado é o risco de o PPB, ao ser publicado, causar deslocamento de plantas produtivas de outras regiões do Brasil para a ZFM, situação que leva ao indeferimento. Contudo, em situações nas quais não é claro o prejuízo para outras unidades da federação, cidades ou microrregiões, pode haver conflitos de caráter político, alçando a decisão para níveis de negociação e de poder acima do GT-PPB. Destaca-se o entendimento dos membros do GT-PPB de que a ZFM é uma política pública da União para a Amazônia Ocidental e de reconhecerem o poder que, em conjunto, têm suas funções, por meio das quais, cada um com sua especialidade, limites e objetivos, pode influenciar por dentro do Estado brasileiro na elaboração e implementação da política industrial, de ciência e tecnologia e de desenvolvimento regional. Foi possível perceber o esforço dos participantes para, com as regras atuais, promoverem melhorias nessas políticas e como se reflete nessas equipes a falta de um efetivo projeto de desenvolvimento produtivo nacional.

Développement et gouvernance des territoires ruraux : une analyse des dynamiques d’interactions dans deux dispositifs institutionnels en Amazonie brésilienne / Development and governance of rural territories : analysis of interaction dynamics within two institutional arrangements in Brazilian Amazon

Cette thèse propose un cadre d’analyse renouvelé de la gouvernance des territoires ruraux, telle qu’elle est mise en oeuvre dans des dispositifs institutionnels dédiés. Dans un monde globalisé, dans lequel la focalisation sur les processus de croissance des régions entraîne des mutations rapides et parfois peu maitrisées, le développement territorial joue un rôle majeur. Mobiliser les acteurs et valoriser les ressources locales favorise la différenciation des territoires et contribue à la durabilité des actions. Des politiques publiques peuvent soutenir cette démarche en proposant des dispositifs institutionnels de gouvernance, comme les « Collèges de développement territorial » mis en place par le programme du gouvernement brésilien « Territoires de la citoyenneté ». Mais la faible densité démographique de certains territoires, l’existence de projets sociétaux fortement différenciés et les compétences limitées en matière de gouvernance constituent autant d’obstacles. Le travail présenté ici vise à enrichir la réflexion à partir d’investigations réalisées dans deux territoires contrastés de l’État du Pará, situés en Amazonie brésilienne : le Baixo Amazonas et le Nordeste Paraense. Nous avons mené des enquêtes sur les dynamiques territoriales et les dynamiques d’interaction auprès des acteurs impliqués dans les collèges et, à un autre niveau, dans des « Arrangements Productifs Locaux ». Les zonages à dires d’acteurs ont mis en évidence l’influence déterminante des dynamiques entrepreneuriales, des cadres normatifs, de l’urbanisation et des infrastructures sur l’évolution des territoires. Il apparait que les initiatives des acteurs locaux et des institutions publiques sont insuffisamment coordonnées pour favoriser le développement rural. Les analyses des réseaux et des proximités, réalisées à partir d’entretiens ethnographiques et sociométriques, montrent que les dispositifs institutionnels facilitent les collaborations entre les acteurs distants géographiquement ou initialement peu enclins au dialogue, tout en limitant le repli sur des logiques de similitude ou des logiques locales. Il en ressort qu’un accompagnement soutenu doit être apporté tout particulièrement aux membres des dispositifs inscrits dans les réseaux à différents niveaux pour qu’ils adoptent une posture de médiateurs de la gouvernance territoriale et acquièrent les savoir-faire nécessaires. / This thesis proposes a renewed analytic framework of the governance of rural territories, implemented within institutional arrangements. In a globalized world, where focus on growth processes leads to fast and frequently poorly controlled mutations, territorial development plays a fundamental role. Mobilizing actors and developing local resources supports the differentiation of territories and contributes to the sustainability of actions. Public policies can support this approach by proposing institutional arrangements such as the “Territorial Development Collegiate Body” set up by the Brazilian government's “Territories of citizenship” program. Nevertheless, the low demographic density of many rural territories, the existence of societal projects strongly differentiated and the limited competences on governance constitute many other obstacles. This work aims to enrich the reflection, starting from investigations carried out in two contrasted territories in the State of Pará, located in Brazilian Amazon : Baixo Amazonas and Nordeste Paraense. Surveys on territorial dynamics and interaction dynamics were carried out with actors participating within collegiate bodies and with those at the level of “Local Productive Arrangements”. Zoning based on stakeholders' mental representations highlighted the determining influence of entrepreneurial dynamics, normative frameworks, urbanization and infrastructures on the evolution of the territories. It seems that initiatives of local actors and public institutions are insufficiently coordinated to support rural development. Social networks and proximity analysis carried out starting from ethnographic and sociometric interviews show that institutional arrangements facilitate collaborations between actors who are geographically distant or initially not very inclined to communicate, while limiting closure on logics of similarity or local logics. This reveals that a constant assistance must be brought particularly to the members of the arrangements who are embedded in networks at various levels so that they adopt a posture of mediators of the territorial governance and acquire the necessary know-how.

For the futher purposes of the thesis the attention is focused on the success of the Regional Operational Programmes, that serve as a basis for the second part of the thesis. Then the analysis of the Regional Operational Programme of the Central Moravia Cohesion Region and socioeconomic analysis of the Zlín Region follow. This dissertation thesis is focused on the research of role of symbols, especially graphic symbols (emblems, logos), in the process of region formation and in the process of shap- ing of regional identities. These aspects are studied in the context of Anssi Paasi's theory of institutionalization of region. The thesis discusses the use of symbols in the develop- ment of regions of different scales. The theoretical background of symbol research in the process of a region formation, as based on literature research, is later verified on an example of the analysis of symbols of the Liberec Region and the way they are used by various regional institutions. The Liberec Region is a suitable model area since it both represents a newly constituted region (after 2000), as well as it is already fully institution- alized. This region is also very heterogeneous from the point of view of the natural and cultural heritage. Regarding the settlement perspective, there are both areas inhabited continuously (traditional, "Czech" areas) and areas resettled after the WWII. In its first part, the thesis is devoted to evolution of regional geography. It briefly pre- sents how regional geography responded to paradigmatic changes, and how it gradually evolved into a "new" regional geography. Next, it discusses the concept...

The aim of this diploma thesis is to analyse development in arranging of the real estate transactions in the Czech Republic after 1989 and describe contemporary condition. Contemporary condition was analysed as unsatisfactory. There does not exist any law that would regulate real estate market, neither is there a duty to proof a professional training or ability for the business. Real estate agencies do not have a good reputation in the Czech Republic and with many citizens they are unfavourable. As a reaction upon contemporary unsatisfactory situation, the Economic Bureau of the Czech Chamber of Deputies elected an operative group that is supposed to maintain a survey of the contemporary situation in the real estate market and suggest possible solutions. This work aims also to analyse the suggested solutions and to supply solutions that would be missing.

This thesis on historical development of the construction of residential buildings and its effect on market prices of dwellings currently in Liberec accompanies the issue of correlation between architectural styles and price currently. It is divided into two parts, theoretical and practical. The theoretical part is focused on explaining concepts such as housing, housing stock, housing market and its failure, which follows the historical description of the construction of residential buildings. In other chapters of this part is talking about urban planning and housing policy. The practical part looks at this issue from the perspective of a particular town, which is Liberec. For him the basic information about the local conditions, history of architecture and subsequently through the commodities market tested real estate prices mentioned correlation and era of construction. The main source of research is in the thesis comparing average prices per m2 for each building type. During and at the end, the results are commented and compared.
