A investigação foi realizada por meio de pesquisas bibliográficas, documental e de campo que, ao longo do processo, permitiram acúmulo de conhecimentos acerca do objeto de estudo e possibilitaram análise e compreensão das formas de atualização da gestão das empresas familiares da cidade de Franca. Essas empresas familiares, parte integrante da amostra do presente estudo, foram criadas em períodos propícios que possibilitaram seu crescimento e desenvolvimento. Na década de 1970, as indústrias orientaram a produção para atender o mercado externo e, durante quase duas décadas, conseguiram alcançar desenvolvimento industrial, considerando o volume significativo das exportações que nos anos 1980 atingiram 35% da produção total. No início da década de 1990, essas organizações empresariais, passaram por momentos de transição diante do processo de globalização, dinâmica e abertura internacional dos mercados incluindo políticas econômicas voltadas à estabilização da economia brasileira. Nesse contexto, as empresas familiares foram obrigadas à reestruturação para atender a realidade dos mercados, na expectativa da oferta de produtos mais sofisticados, com maior qualidade e menor preço. A abertura dos mercados colocou as empresas diante de grandes desafios, uma vez que a estrutura produtiva e organizacional não se encontrava totalmente preparada às exigências internacionais. O empresariado se preocupou com a competitividade e, para isso, foram necessários investimentos, modernização no sentido de busca por maior tecnologia e processos inovadores de organização e ... / Abstract: The current study had the objective of understanding and explaining the modernization process in the management of the familiar enterprise of the city of Franca-SP, taking into consideration the structural changes occurred and imposed by the productive reestructuration process from the 1990's on. The investigation was realized through documental, bibliographics and from the area researches that, throughout the process, allowed the knowledge accumulation about the study object and enabled the analysis and understanding the upgrade ways in management of the familiar enterprise of the city of Franca. This familiar enterprises, integrating part of the sample of the current study, were created in promising time that possibilted its growth and development. In the 1970s, the industry guided the production to attend the external market and, during almost a couple of decade, they could reach industrial development, considering the significant volume from the exportation that in the 1980's reached 35% of the whole production. At the beginning of the 1990's, these enterprise organizations, has passed by transition moments in front to the globalization process, dynamics and international market opening, including economical politics turned to the stabilization of the Brazilian economy. In this context, the familiar enterprises were foreced to restructure themselves to attend to the market reality, in expectation of offering more sophisticated products, with a better quality and lesser prices. The market opening placed the enterprises in front to great challenges, since the productive and organizational structure was not fully prepared to international demands. The general goal of this research is t reflect upon the speech on social responsibility and the rethoric of selfpromotion of the Universal Church through the role of social actors in the making of his her identities, materialized in the newspaper Folha Universal. In order to achieve that, we have conjugated, in this research, social and discursive analysis. On the linguistic-discursive approach, the research is based on the Critical Analysis of Discourse (ACD), specially in Fairclough (2001, 2003, 2006), a proposal that provides theoretical-methodological tools to investigate the language beyond the linguistic structures , that is, the discourse, social practices in which it occurs and more ample structures. Theoretical assumptions were also used of Sistemico-Functional Linguistics(LSF), matching with categories of the Transitivity System of Halliday (1994, 2004), of the forms of representation of social actors in the socioeconomic perspective by Van Leeuwen (1997, 2008) and of the Appraisal system by Martin and White (2005). As we develop the argumentation on thesobre social role of religion in this thesis, we make use of the authors such as Freston (1994), Oro (1997, 2003), Campos (1996, 1999), Mariano (1999), Meneses (2008), among several ones. We have also used a series of concepts and categories coming from the field of communication and marketing on the business social responsability and social marketing . In this area, we take as references the contributions of Bueno (2003), Foss? and Sartoretto (2003) and Zenone (2006). The corpus of the work is framed by news taken at the newspaper Folha Universal, in which are given the social responsibility actions of the church . The timeframe used was on the editions of 2010 thru 2012. Results found at he analysis of the News lead to semantic features of Assessment of Affection, Judgment and Appreciation, many times followed by Gradation, and the Attribution, one of the subsystems of the Attachment, are evidence of positive assessments for the Universal Church and its agents and make up rethorical elements which provide structure for the discourse of the Universal Church at the newspaper Folha Universal consisted of its image (style) of social responsibility . Results show that the most frequente social actors of the discourse are, on one hand, the Universal Church itself and its volunteers, famous (actors, actresses, presenters), politicians and authorities, on the other hand, the population which was helped by the Church social projects . The first group seems to be Always activated, however the second one, most of the time rather passive. nÃo hà / A presente dissertaÃÃo analisa o avanÃo na percepÃÃo da dimensÃo social das empresas brasileiras ao construirum outro parÃmetro de gestÃo social, à luz da Ãtica e da responsabilidade social empresarial. A escolha do tema decorre do significado polÃtico que a responsabilidade social assume na comunidade global, sobretudo pelas transformaÃÃes correntes nas Ãltimas trÃs dÃcadas. Objetiva-se pÃr em relevo um pensamento reflexivo, capaz de movimentar-se numa esfera analÃtica que dà conta do contexto macro e micro, onde se entrecruzam diferentes atores sociais, protagonistas do que vem sendo chamado hodiernamente de âresponsabilidade socialâ. No percurso metodolÃgico, ademais de desenvolvermos uma pesquisa bibliogrÃfica e documental, realizamos um estudo de caso no Estado do Cearà com o Grupo Empresarial J. Macedo, no intuito de aprofundarmos a investigaÃÃo em torno das novas configuraÃÃes na participaÃÃo polÃtica das empresas cearenses no interior dos espaÃos pÃblicos, sob a denominaÃÃo da chamada responsabilidade social. / This dissertation analyzes the progress in the perception of the social dimension of Brazilian companies when constructing another parameter of social management, in the light of ethics and corporate social responsibility. The choice of the political significance of social responsibility in the global community,current transformations in the last three decades. It is intended to highlight a reflexive thinking, able to move in an analytical sphere that takes account of the macro and micro contexts, where they intersect different social actors, protagonists of what has now been called "responsibility social". In the methodological course, in addition to developing a bibliographical and documentary research, We conducted a case study in the State of Cearà with the J. Macedo Business Group, in order to research on new configurations in the political citizens in the interior of the public spaces, under the denomination of the call social responsibility.

CoordenaÃÃo de AperfeÃoamento de Pessoal de NÃvel Superior / Esta dissertaÃÃo à composta por dois artigos, que estÃo dispostos em capÃtulos, nos quais foram utilizados metodologias e bancos de dados diferentes. No primeiro capÃtulo, intitulado âMensuraÃÃo da Capacidade e EsforÃo Fiscal dos MunicÃpios do Nordeste Brasileiro: uma AnÃlise de Fronteira EstocÃsticaâ, a partir de dados anuais, no perÃodo de 2001 a 2012, tem como objetivo mensurar a capacidade e esforÃo fiscal municipal, por meio da metodologia de Fronteira EstocÃstica, modelo de Battese e Coelli (1995). A partir dos resultados encontrados, tem-se que todas as variÃveis selecionadas â populaÃÃo, estabelecimentos de serviÃos declarantes, nÃmero de trabalhadores com vÃnculo empregatÃcio em empresas de serviÃos e o valor adicionado de serviÃos - tiveram impactos positivos sobre a arrecadaÃÃo fiscal.Por sua vez, os investimentos pÃblicos municipais e a inflaÃÃo anual reduziram a ineficiÃncia da arrecadaÃÃo tributÃria. Este resultado,relativamente à inflaÃÃo, configura o efeito parecido com o denominado Tanzi Ãs Avessas, uma vez que ocorreu crescimento da inflaÃÃo e da arrecadaÃÃo tributÃria concomitantemente.Com relaÃÃo ao esforÃo fiscal, o valor mÃdio dos MunicÃpios do Nordeste brasileiro, para o perÃodo de estudo, à de 0,83, indicando que estes, possivelmente, encontram-se prÃximos da Fronteira de arrecadaÃÃo tributÃria. No segundo capÃtulo, intitulado âEndividamento PÃblico: Uma AnÃlise EmpÃrica dos MunicÃpios de MÃdio e Grande Porte do Brasilâ, a partir de dados anuais, no perÃodo de 2006 a 2012, tem como objetivo mensurar o nÃvel de endividamento dos MunicÃpios com populaÃÃo a cima de 100 mil habitantes, a partir do modelo de Painel. Seus resultados mostram que as variÃveis grau de dependÃncia das transferÃncias, gastos com pessoal, dummy referente ao limite de endividamento e a escolaridade do prefeito, obtiveram impactos positivos com relaÃÃo ao endividamento. A variÃvel PIB per capta obteve resultado negativo sobre a mesma, sendo todos os resultados esperados, exceto para a escolaridade do prefeito, onde esperava-se que obtivesse um impacto negativo sobre o nÃvel de endividamento, de acordo com os anos de estudos. / This work includes two papers of mine, which are outlined in the manner of separate chapters and which are supported by distinct methodologies as well, on quantifying fiscal competence and tax effort due the municipalities from northeastern Brazil during 2001 to 2012 and on their public debts. They might reveal something about my motivations: following Battese and Coelli (1995) the first sketches the fundamentals concern fiscal competence attached to the intended municipalities and it makes use of economic modeling called Stochastic Frontier Analysis (SFA). Hence, working in plain vanilla SFA we show that all the variables we are considering, that is, population, reporting service, workers officially engaged in companies and valued over services stand in a positive relation to the tax revenues. Regrettably, the results also show that the municipality investments and inflation for each year have reduced the inefficiency concerning tax revenue which is due probably to the well-known Tanzi backwards effect. In addition, near to the tax revenue frontier the tax effort of the mean value of municipalities in northeastern Brazil is 0.83. By means of Panel data and with the aim of explaining the precise measure of public debt produced by municipalities whose population is up to 100 thousand we proceed the second article, which uses basically the same insights from the first one. Once we know that all the variables we are considering had a positive striking on the debt, all the other results were expected, including the negative impact on the GDP. However, what is actually surprising has to do with the formation of the mayor, we thought this would have promptly negative impact on the debt, but the results were otherwise.

Destaca-se, também, o repertório da organização no que diz respeito à sustentabilidade e à gestão da integridade. O estudo propõe, para além do estabelecido pela legislação brasileira, uma nova atuação do ONS com os públicos interessados, sugerindo um novo espaço para o diálogo, especialmente, com entes governamentais, de forma que a sua atuação não enfraqueça o papel do Estado, conforme fundamentado pelos autores Cheibub e Locke. / The main objective of this case study is to analyze the evolution of the Corporate Social Responsibility (CSR) actions of the National Electric System Operator (ONS), based on its unique structure: its technicality; its statutory characteristics; socio-environmental legislation; good CSR practices; and theoretical concepts on the subject. It also highlights the organization's repertoire in terms of sustainability and integrity management. The study proposes, in addition to what is established by the brazilian legislation, a new ONS action with stakeholders, suggesting a new space for dialogue, especially with governmental entities, so that their performance does not weaken the role of the State, as based on the authors Cheibub and Locke

The objective of this research is to analyze the dimensions of public communication and environmental ethics in Social Communication Programs from the environmental licensing of Sergipe. For this, we defined as the following specific objectives: a) analyze the Environmental Impact Reports (RIMA) of the projects carried out from 2003 to 2015 in the state; b) establish the convergence of the dimensions of public communication and environmental ethics in an Integrated Program of Communication and Social Responsibility for future projects in the state. Thus, we start from the hypothesis that the communication actions defined by the entrepreneurs based on the asymmetric model of two hands, resulting in a compromise of democratic space for environmental licensing, thus reducing the incorporation of public communication and environmental ethics throughout the process. This research is justified by the constant conflicts caused by developments implementations in the affected communities do not see their expectations met on the mitigating measures presented. It is observed that the discussions provided by public hearings often do not absorb social demands, so the dissatisfactions may become permanent throughout the installation and operation licenses of the project. The theoretical reflections of the survey were based on the clash between the public interest and the private. Thus, we used the Critical Theory, in particular, the public sphere concepts and communicative action theory of Jürgen Habermas as theoretical assumptions guiding public communication. As the concept of environmental ethics supported the debate on the man's repositioning in relation to nature. The research approach method is structuralism, in relation to typologies opted for exploratory-descriptive research and the strategies adopted are the bibliographic and documentary. To collect data we adopted the technique of content analysis and as a means of interpretation of the data was used the quantitative and qualitative evaluation. It is concluded at the end of the study, that the size of the public communication is consolidated through information channels instead of participating channels, confirming, thus, the hypothesis of the search, while, on the other hand, the dimension of environmental ethics was not even considered. / O objetivo dessa pesquisa é analisar as dimensões da comunicação pública e da ética ambiental nos Programas de Comunicação Social provenientes do licenciamento ambiental de Sergipe. Para isso, definiu-se os seguintes objetivos específicos como procedimentos: a) analisar os Relatórios de Impactos Ambientais (RIMA) dos empreendimentos realizados no período de 2003 a 2015 no estado; b) estabelecer a convergência das dimensões da comunicação pública e da ética ambiental em um Programa Integrado de Comunicação e Responsabilidade Social para empreendimentos futuros no estado. Desse modo, parte-se da hipótese que as ações de comunicação definidas pelos empreendedores baseiam-se no modelo assimétrico de duas mãos, o que resulta em um comprometimento do espaço democrático durante o licenciamento ambiental, diminuindo, assim, a incorporação da comunicação pública e da ética ambiental ao longo do processo. Essa pesquisa justifica-se pelos constantes conflitos ocasionados por implementações de empreendimentos em que as comunidades afetadas não veem suas expectativas atendidas diante das medidas mitigadoras apresentadas. Observa-se que as discussões proporcionadas pelas audiências públicas comumente não absorvem as demandas sociais, logo as insatisfações podem se tornar permanentes durante toda a licença de instalação e operação do projeto. As reflexões teóricas da pesquisa foram fundamentadas no embate entre o interesse público e o privado. Dessa maneira, recorreu-se à Teoria Crítica, em especial, aos conceitos de esfera pública e agir comunicativo de Jürgen Habermas como pressupostos teóricos norteadores à comunicação pública. Assim como o conceito de ética ambiental apoiou o debate em torno do reposicionamento do homem em relação à natureza. O método de abordagem da pesquisa é o estruturalismo, em relação às tipologias optou-se pela pesquisa exploratória-descritiva e as estratégias adotadas são a pesquisa bibliográfica e a documental. Para coleta de dados adotou-se a técnica da análise de conteúdo e como forma de interpretação dos dados utilizou-se a avaliação quantitativa e qualitativa. Conclui-se, ao final da pesquisa, que a dimensão da comunicação pública está consolidada através de canais informativos em detrimento dos canais participativos, confirmando, desse modo, a hipótese da pesquisa, enquanto, por outro lado, a dimensão da ética ambiental nem sequer foi considerada.

Dentro dessa esfera pública ampliada, as ações desenvolvidas por agentes privados na área social enquadram-se dentro da chamada Responsabilidade Social Empresarial, constituindo-se muitas vezes uma nova forma de proteção social paralela àquela oferecida pelo Estado. Muitas empresas, através especialmente de ONGs, atuam em comunidades carentes, claramente substituindo o Estado na oferta de serviços sociais. In such expanded public sphere, social actions developed by private agents adjust to the so-called Entrepreneurial Social Responsibility, many times establishing a new way for social protection side-by-side to that offered by the State. Many corporations work with needy communities specially via NGO¿s, clearly replacing State¿s offering of social services. A relação entre a Psiquiatria Forense e o Direito Penal é muita antiga, porém sempre foi pouco estudada em termos científicos. Através de um estudo observacional retrospectivo, consistindo em uma série de casos, a autora comparou 24 laudos psiquiátricos conclusivos de capacidade parcial de imputação com as 24 sentenças judiciais correspondentes. A concordância entre laudos e sentenças foi calculada por meio da proporção de sentenças em que o juiz concordou com o parecer do perito, e de seu respectivo intervalo de confiança, com nível de confiança de 95%, que resultou em 91,7% (IC 95% =73 a 99%) de concordância. A autora calculou também a concordância (20 laudos e as correspondentes sentenças) entre as medidas de segurança propostas pelos peritos e as medidas de segurança determinadas pelo juiz, utilizando-se do coeficiente kappa, que resultou em kappa=0,03, p=0,43 de concordância. A autora concluiu que, neste estudo, a concordância entre laudos e a sentenças no que tange à capacidade parcial de imputação foi alta, enquanto a concordância entre laudos e sentenças no que concerne à medida de segurança foi baixa. / The relationship between Forensic Psychiatry and Criminal Law is very old, but it has always been scarcely studied in scientific terms. Through a retrospective decriptive study, consisting of case series, the author compared 24 conclusive psychiatric reports of partial capacity of imputation and 24 corresponding judicial sentences. The concordance between reports and sentences was calculated by means of proportion of sentences concordant with the reports, and the respective confidence interval, with level of confidence of 95%, resulting in 91,7% of concordance (IC 95% = 73 a 99%). The author also calculated the concordance (20 reports and corresponding sentences) between the security measures proposed by the psychiatrist and the security measures determined by the judge by means of kappa coefficient, resulting in kappa = 0,03 and p = 0,43 of concordance. The author concluded that, in this study, the concordance between reports and sentences was high concerning the partial capacity of imputation, while the concordance between reports and sentences concerning the security measures was low.

Um dos aspectos mais relevantes da crise da modernidade é a elevação dos riscos socioambientais associados ao intenso desenvolvimento industrial, sendo que o setor químico contribuiu significativamente para a construção deste quadro de vulnerabilidade socioambiental. Desde o final da década de 80, no entanto, as grandes corporações químicas adotaram um discurso enfatizando a necessidade de integrar a variável socioambiental como um componente fundamental para garantir sua competitividade e sua legitimidade perante a opinião pública. Esta pesquisa procurou analisar, a partir do desenvolvimento de estudos de caso em empresas no setor químico, como os programas de educação corporativa refletem nas práticas gerenciais, influenciando os indicadores de desempenho das empresas nos campos ambiental e social. Os resultados desse trabalho apontam que, embora nenhuma das empresas pesquisadas apresente características ideais para a disseminação de um conhecimento socioambiental, as organizações que optam por tratar a educação corporativa de forma estratégica tendem a elevar seu desempenho ambiental e social. Isto foi observado tanto na fase em que o foco foi apenas o controle da poluição, quanto no presente em que características da abordagem de prevenção à poluição estão sendo integradas. / One of the most important aspects of the crisis of modernity is the increase in environmental risks, associated with the expansion of industrial development. The chemical sector has contributed significantly to current state of social and environmental vulnerability. Since the end of the 1980s, however, the large chemical companies have been adopting a discourse which emphasizes the need to integrate social and environmental variables as fundamental components of their operational planning in order to ensure their competitiveness and the legitimacy in terms of public opinion. The research presented in this dissertation uses case studies of companies in the chemical sector to analyze the impact that corporate education programs have on management practices in the company and performance indicators in the environmental and social areas. The results of this research indicate that, while none of the companies examined present ideal characteristics for the dissemination of social and environmental knowledge, those corporations that choose to treat corporate education as a strategic element also tend to have better environmental and social performance. This was observed both in periods when the focus was strictly centered on pollution control, as well as more recently when the preventative approach to pollution is becoming more influential.

But the work of Christ, through His church is responsible for the social and moral reorganization of the fallen society. Calvin denounces the spiritual danger of wealth, the moderation and the obligation to social assistance (giving donation). What should remain at any economical transaction, should be, always: honesty, love, moderation, christian conduct and charity. It is the christian way of living taken seriously. For him, the man carries out his complete humanity while working. The money, wealth and economic possessions are put at the human being disposition for the organization of his life and of society, which is solidarily responsible. Calvin used to combat the medieval theology of the optin for poverty in the monastic asceticism. For him the material life is intrinsically connected to the spiritual life. The humanist formation of Calvin, his piety, erutition and all the experience in the institutions he acted in (Genebra Academy, General Hospital and the French Fund) were determinat for the implantation of the Reform. It changed the attitude concerning money and poverty. Charity is a duty, a rewarding privilege, it is a social responsability of everyone. Calvin´s concept about the social use of wealth must reach us, in all areas of our life, in both spiritual and material ambit. / No pensamento social de Calvino a causa do caos econômico, da ganância e injustiça social é o pecado que entrou no mundo através da Queda no Édem. Mas a obra de Cristo, através da sua Igreja, é responsável pela reorganização moral e social da humanidade caída. Calvino denuncia o perigo espiritual das riquezas, a moderação e o dever à assistência social (dar esmolas). O que deve perdurar em qualquer transação econômica, deve ser, sempre: a honestidade, o amor, a moderação, a ética cristã e a caridade. É a mordomia cristã levada a sério. Para ele o homem exerce sua plena humanidade quando trabalha. O dinheiro, a riqueza e os bens econômicos são colocados à disposição do ser humano para a organização de sua vida e da sociedade, o qual é solidariamente responsável. Calvino combatia a teologia medieval da opção pela pobreza no ascetismo monástico. Para ele a vida material está intrinsecamente ligada à vida espiritual. A formação humanista de Calvino, a sua piedade, erudição e experiência nas instituições que atuou (Academia de Genebra, o Hospital Geral e o Fundo Francês) foram determinantes para a implantação da Reforma. Ela mudou a atitude para com o dinheiro e a pobreza. A caridade é um dever, um privilégio recompensável, é uma responsabilidade social de todos. O conceito de Calvino sobre o uso social da riqueza deve nos atingir por inteiro, em todas as áreas da nossa vida, no âmbito espiritual e material.
