Kända främlingar och diskursiva Andra : En kritisk granskning av porträtteringen av centraleuropeiska romer i svnsk dags- och tabloidpress 2010-2013

Hur ser framställningen av rumänska och bulgariska romer ut i svensk dags- och tabloidpress? Vad säger den mediala bildom en större politisk och samhällelig kontext? I denna studie presenteras en översikt och analys av artiklar publicerade under perioden januari 2010–november 2013. Artiklarna är hämtade från Dagens Nyheter, Svenska Dagbladet, Expressen och Aftonbladet. Angreppssättet består av en metodtriangulerande ansats med en kombination av kvantitativ och kvalitativ innehållsanalys. I materialet framträder en förskjutning mot ett individualistiskt förhållningssätt, där fokus ligger på attityder hos läsarna snarare än strukturell problematisering. Resultatet av studien tyder på att rumänska och bulgariska romer riskerar att låsas fast i bestämda subjektspositioner, genom en diskursiv viktimisering. Bilden av centraleuropeiska romer som utsatta, fattiga, utan egen agens reproduceras och förstärks i tidningarnas rapportering. Det framkommer även att ett tydligt fokus på nationer samexisterar med en intention att avvärja en utbredning av främlingsfientlighet och antiziganism. Sammanfattningsvis visar resultaten att diskursen om centraleuropeiska romer är klassiskt andrafierande samtidigt som den används för att måla upp en bild av Sverige som duktig, antirasistisk humanistisk gentemot övriga länder i Europa. / This study has its focus on how Roma migrant from Rumania and Bulgaria is seen upon in the Swedish media.  The material that is studied is selected from four of the largest newspapers in Sweden between January 2010 and November 2013. A triangulating method is used based on quantitative and qualitative content analysis. The analysis shows that the representation of Roma in the material is reproducing an image of Roma as the “Other”. The study also indicates a tendency towards an individualistic approach, where Rumanian and Bulgarian Roma risk to be locked to positions as victims of discrimination and poverty, without any agency from within the Roma community. These limited subject positions of are reproduced and become amplified through the medial presentation. A coexistence of a strong focus on nations and an attempt to stop a wider spread of nationalism and antiziganism does also appear in the material.

The intention of this thesis in political science is to understand how the European Union fights and prevents discrimination against the Roma minorities in Sweden and Romania, and how the implementation works in reality.   The study consists of defining what it means to be objectively discriminated, what ethnicity really means and how the implementation process consist of a comparison and statement has been made by the national governments and comparing how two socioeconomically different member states handle EU directives and implement them in Sweden and Romania.   The main findings of this study was that EU policies lack the capital and explicitness that is needed for great results to be accomplished and that the governments in both countries have different issues with implementing the protection of the human rights and Roma culture, and that EU needs to be more practical and develop in a faster pace.

Roma discrimination in Europe : an investigation using the analytical framework of Zygmunt Bauman

This paper investigates the discriminatory situation of Romas in contemporary Europe with the use of Zygmunt Bauman’s analytical framework he developed on the situation of Jews and the Holocaust. Characteristics of the Modern Society have, according to Bauman, created opportunities for cornerstones of discrimination to occur and together with facilitators they can hold the discrimination alive and make it long lasting. In the case Bauman examined, it all ended in genocide. With the aim to investigate how Bauman’s analytical framework would explain why Roma discrimination could continue and by using a qualitative method of text substance analysis of foremost academic articles, the situation of the Romas are presented in a code according to the concepts in a scheme of Bauman’s analytical framework. There is no genocide going on today against Romas, but when looking through the glasses of Bauman and implementing his analytical framework on the Roma situation, only one stone is missing for it to happen. This paper concludes that there are no reasons to deny that a new Holocaust can happen in the modern society of Europe, but this time with another minority group as victims. Racism seems to be there, the only missing element is a stronger belief in racial hierarchy. This paper also offers an analytical scheme for future studies on other groups that have been suffering of long lasting discrimination, to further emphasize how Bauman’s framework would be able to become generalized on discrimination.

Setting the Tone: A Newspaper Analysis on Canada’s Decision to Impose a Visa Requirement on the Czech Republic

This thesis examines Canada’s imposition of a visa requirement on visitors from the Czech Republic. By analyzing articles in three major Canadian newspapers, I conduct an Althusserian (theory that “culture ventures” are part of the Ideological State Apparatus), analysis. The thesis demonstrates that a dominant ideological viewpoint – a pro-capitalist ideology supported by a racist ideology – was evident in the coverage in all three newspapers. Additionally, this thesis addresses the presence of more ‘even-handed’ discussions of the conditions of the Roma, including experiences of racism and discrimination in the Czech Republic. I conclude that the newspapers present ideological views, with occasional exceptions.

Den romska minoriteten i majoritetssamhällets skola : Från hot till möjlighet

The Roma as a minority in the mainstream schools: from a threat to a hope for the future. The purpose of this study is to investigate, describe and analyse how the relationship between the Romani minority and the Swedish majority has developed from the middle of the 20th century until the present time with regard to the school situation for the Roma. In order to discuss the changes in the relationship between the majority and the Romani minority, it has been important to analyse the concepts of culture and ethnicity, how these concepts have been used to define the Roma, and how, in turn, this definition has influenced how the Roma have been portrayed in the literature. The study is based on three types of data: texts, interviews and observations, that have been organised to cover three different periods. Three autobiographies and two theses cover the first period, from the middle of the 20th century to the 1970s, when the Roma were allowed into schools. The interviews cover the second period, from the 1970s to the year 2000, when the Roma were recognized as a national minority. The participant observations and the interviews cover the third period that deals with the present and the future with regards to education of the Roma. An interpretive hermeneutic approach has been used to analyse the data. The analysis takes the school as one order of discourse in which different discourses attempt to dominate. Both ethnicity and culture are discussed in relation to power relationship between the Roma and majority society. A “chain of consequences” approach has been used to analyse the situation of the Roma in schools, where one event in the chain results in certain consequences, for example the Romani child is present in school but without support from school or home. The consequence is school failure and marginalisation. One of the main themes that emerge from this analysis, is how schools gradually transferred the responsibility for educating the Romani children to the families, thus abdicating their role as providers of academic development. The other theme is how the school took a deficit perspective in relation to the Romani families and, rather than taking responsibility for the education of the Romani children, they blamed the failures on the Romani group and its culture. The study concludes that the institutional discrimination of the Roma and the total exclusion of the Romani culture in school still has far reaching consequences. One of consequences is that, in order to be accepted in school, some of the Romani children begin to undercommunicate their ethnic identity. Since the recognition of the Roma as a national minority, there has been a remobilisation and revitalisation by the group and their demand for more inclusion in education. This thesis suggests an intercultural approach as an alternative i.e., a change of perspective and a revision of the image of Sweden as a monocultural and monolingual nation.

Přístup sociálních pracovníků ke klientům romské menšiny / Stance of social workers to clients of the Roma minority

The thesis deals with social work with gypsy clients. The first chapter of the theoretical part 1.1 Social work aimed at the gypsy minority describes the specifics of social work with gypsy clients, which is based on preconditions that social workers should fulfill when working with this target group and their facilities for such work. It aims at the professional approach of the social workers to the clients who are members of the gipsy ethnicity and describes the value system of a social worker. The research proved that the workers approach the clients professionally based on an ethical code. Factors which influence the perception of the clients from the gipsy minority by the social workers became clear from the research. The approach is most commonly influenced by the more difficult communication with the clients and low motivation of the gipsy clients to change their burdensome situation through their own endeavors. The workers do not distinguish their clients according to their membership in a minority but according to the specific problem they wish to help them solve. The biggest problem of the gipsy ethnicity became education. The majority of the workers believe that if the education of the gipsy clients can be improved it will reduce the impact of other social problems.

Mýty a skutečnosti romské populace / Myth and reality of gipsy population

The coexistence of Czech and Roma communities is beset with numerous issues. Despite the Roma population being a part of the country?s population for centuries, the Roma still find themselves foreigners within the society, perceive the Czech population as hostile and reject even its positive values. The Roma minority blames the Czech society for coldness, hostility and above all discrimination, xenophobia and racism. The Czech population on the other hand upbraids the Roma for noisiness, lack of education, poor work ethics, high unemployment and crime rates, among other things. The theoretical part of the paper is divided according to separate issues relevant for the Roma population in the Czech Republic. The history of the Roma population is presented, since it is considered a notable part of history as well as a significant factor in the current situation. The theoretical part also presents the issues of myth and stereotype, forming a part of any society and affecting its actions from its historical beginnings to the present time. This part of the paper also introduces other key topics relevant for the Roma minority, such as coexistence with the majority society, levels of education, unemployment, crime rates, and socially excluded neighbourhoods. For the practical part of the work, plausible hypotheses were developed for the two objectives described above, to be verified or disproved by practical experiment. H 1: More than half of the representatives of the investigated majority holds the opinion that Roma employment is less than one-third. H 2: The representatives of the investigated majority in more than half amount have personally or vicariously encountered crime perpetrated by Roma. H 3: Representatives of the majority society believes that the most common source of finance for Roma in the investigated localities are social benefits. H 4: Most of the representatives of the investigated majority hold the opinion that Roma are poorly mindful of their children's education. H 5: Most of the majority society in the village of Větřní is of the opinion that better education of Roma has no effect on better employment of Roma. For the practical part of the work, quantitative research employing controlled interview was used to obtain necessary data about the selected locations. The particular sites chosen were: in České Budějovice, the housing estate ?Máj? at the V. Volf Street and its surroundings; in Český Krumlov, the housing estate ?Mír? and the surroundings of the Lipová Street. In the village of Větřní, the research focused on the geographically lower part of the settlement. All three locations are considered socially excluded according to an analysis of socially excluded neighbourhoods. 50 respondents were interviewed in each of České Budějovice and Český Krumlov, and 30 respondents were interviewed in Větřní. The thesis set out to achieve two tasks. The first was to identify the perceptions held by the majority society about the Roma minority in the selected neighbourhoods and about its some of the issues. This objective was achieved, and the practical part of the paper describes in detail the perceptions of the majority society about the minority and its issues. The second task was to describe the differences in these perceptions between the investigated neighbourhoods. This second objective was also achieved. In the practical part of my thesis I have confirmed that the perceptions between the investigated neighbourhoods about the minority is not very different.

A partir do discurso do autor é possível examinar a aceitação de determinadas práticas e as críticas a outras, entendendo assim as relações que a religião mantinha com a política romana. / This research intends to analyze the religious elements present in the work of poet Juvenal, who lived between first and second centuries A.D. in the city of Rome. Born around of the year 60, the author is influenced by the philosophical stoic current, and for the rhetoric education, both very present in the city of Rome in the period, and write utilizing the satiric genre. Through the analysis of the Satires of Juvenal is possible discuss many subjects of the daily life of a roman: clientelism, the women, the social conditions of the intellectuals, the social differences. Among all these topics, it has been listed for the studies here undertaken; the research about of the context of religious diversity lived in Rome. Innumerable worships are mentioned in the poems, some connected to State and to official worships and others not. From the discourse of the author it is possible to examine the acceptance of some practices and the criticism of other, understanding as well the relations that the religion maintained with the roman politics.
