Ruská bezpečnostní politika vůči muslimským autonomním republikám na Severním Kavkaze / Russian Security Policy towards Muslim Autonomous Republics in the North Caucasus

The aim of this diploma thesis is to answer the question why the crisis caused by the Chechen struggle for independence gradually escalated into war, while the rest of North Caucasus remained relatively calm, despite the predictions of many authors. Also to determine to whether extend the repetition of Chechen scenario is nowadays possible. Or in other words what are the odds that a new ethnopolitical conflict will erupt in some other Muslim autonomous republic in the North Caucasus. The answers to these questions are sought via factors causing the emergence of ethnic conflict, as were defined by Svante E. Cornell in his book Autonomy and Conflict: Ethnoterritoriality and Separatism in the South Caucasus - Cases in Georgia. These factors are continually confronted with empirical data, which are provided by the case study of Chechen conflict in the first part of the thesis. Presence or absence of those factors in other Muslim autonomous republics is examined by method of Process Tracing. The data obtained are then processed quantitatively, in the way that presence or absence of the factor in question by a certain score.

Testování vybraných teoretických přístupů v otázce výstavby americké radarové základny v České republice / Testing selected theoretical approaches concerning the building of a US radar base in the Czech Republic

The aim of this work is to test the ability of three selected theoretical approaches to explain the response of the Czech Republic to the American offer to build the ABM radar device on the Czech soil. These theories are: neorealism, utilitarian liberalism and constructivism. Each of these approaches looks at the social reality from a different perspective which allows us to view the issue in its complexity and diversity. Each theory also uses a different set of independent variables to explain the behavior of the Czech government in this case (these variables are: autonomy and influence for neorealism; domestic interests for liberalism and international and domestic norms for constructivism). Thanks to this variety of variables we are enabled to critically evaluate which key factors played the crucial role in the Czech decision-making process in this particular issue and possibly also to point out some assumed regularities which might play an important role in forming of the Czech security policy as such. The main task of the first chapter is to provide some broader historical and political context of the case. Bezpečnostní politika EU vůči Maghrebu: podpora demokracie nebo zajištění stability? / Security Policy of the EU towards the Maghreb: Promoting Democracy or Stability?

This graduate thesis analyses the EU security policy towards the Maghreb between 2005 and 2010. It does so in order to ascertain to what extent the level of practical policy corresponds with the level of declarations. Also, by using the promotion of democratic governance in the Maghreb countries under the ENP as s case study, the thesis means to challenge the proposition that European Union can be described as a 'Normative Power'. First chapter briefly presents the concept of 'Normative Power Europe'. Following section looks at the European Security Strategy and localizes the primary position of the goal of democracy promotion in the document. Third part gives an overview of the European policy towards the Mediterranean under which EU relations with the Maghreb have been framed. Most attention is paid to the European Neighbourhood Policy. Next chapter examines the level of practical EU policy. It consists of three separate case studies of European policy towards Tunisia, Morocco and Libya between 2005 and 2010. The fifth and final part qualitatively analyses the way four factors (trade, energy, migration and terrorism) contributed to the structuring of relations of Tunisia, Morocco and Libya with Spain, France and Italy. Diploma thesis abstract Diploma thesis "The Administration of State Material Reserves - Roles and Competences in the Public Sector" deals with this central government body in structure of the Czech public administration and security system. The first part of diploma thesis describes responsibility of the Administration of State Material Reserves and its transformation in regard of legal and security threats changes. This central government body is responsible for economic measures in crisis situations, state material reserves and oil security. Activities of the Administration of State Material Reserves are financed from public sources and diploma thesis deals with role of this government body in budget process. The Administration of State Material Reserves is compared with analogous institution in Slovakia and Poland. The second, analytical part deals with management conceptions, plans and methodologies of the Administration of State Material Reserves. Analýza legitimity sankcí EÚ / A Legitimacy Analysis of EU Sanctions

Political legitimacy has often been addressed in terms of the legitimacy of actors, while the legitimacy of policies as such is relatively neglected. This thesis argues that an analytical distinction between the categories of the actor and its action is necessary, since an actor's legitimacy does not automatically imply the legitimacy of its behaviour; furthermore, in real social discourse, actions are not exempt from legitimacy judgments. The ambition of the thesis is to make use of this research gap and to examine one of the most important tools of the EU's foreign policy by means of an analytical framework of political legitimacy. The selected cases are the current episode of CFSP sanctions against Russia; "appropriate measures" under the ACP Partnership agreement against Zimbabwe; and the informal arms embargo against China. Sanctions dealt with in the first two cases are deemed legitimate, while the arms embargo on China failed to meet the legitimacy criteria. Apart from the findings on legitimacy, two major conclusions can be drawn from the analysis: The lack of internal coherence is impairing the legitimacy of the EU's political measures; and the imposition of sanctions through an institutionalised political framework enhances their transparency in contrast to informal measures.

This diploma thesis focuses on the development of the common EU security policy between the years 2014-2019. Its aim is to contribute to a deeper understanding of the rapid progress of the Common Foreign and Security Policy (CFSP) and the Common Security and Defence Policy (CSDP) in recent years, as well as to an explanation of their current functioning. The work seeks to achieve this through the three dominant strands of new institutionalism (historical, rationalist and sociological), which have already proven to be the theories able to clarify the European integration process. The thesis examines the process of EU security integration and its strengthening through the creation of new tools in the security-political dimension. Each theoretical variant focuses on different issues and different part of reality, this way the thesis leads to a more comprehensive explanations. The basic research question set out is as follows: How can we explain the unprecedented development of a common EU security policy using the dominant strands of new institutionalism in the period 2014-2019? From a methodological point of view, it is conducted as a one-case qualitative study.

Informationssäkerhetspolicyer i svenska SMF : Utmaningar och hinder / Informationssecuritypolicys within Swedish SME:s : Challenges and barriers

Information security is an important focus area in our business climate, where cyberattacks pose a growing threat. To address the increasing threat landscape, it is crucial for companies to establish guidelines and regulations on how employees and companies should act to maintain information security. Therefore, many companies are working on implementing an Information Security Management System (ISMS), where information security policies (ISP) are considered the cornerstone. However, research has shown that small and medium-sized enterprises (SMEs) face specific obstacles and challenges when it comes to implementing and complying with an ISP. The purpose of this study is to provide recommendations for Swedish SMEs to achieve better implementation and compliance levels of ISPs. The empirical data for this study is based on data collected through semi-structured interviews with Swedish SMEs. The collected data was then analyzed using thematic analysis. The results of the empirical data indicate that a lack of competence is the primary issue for Swedish SMEs in their information security efforts. The study’s conclusions discuss the recommendations based on the collected empirical data and the reviewed literature. Among the recommendations, the authors emphasize the importance of education to increase information security awareness, as well as the importance of engagement from top management. The authors have chosen to limit the scope of the study to businesses in Sweden. Furthermore, no consideration has been given to industry-specific characteristics since the study’s respondents operate in diverse business sectors. / Informationssäkerhet är ett viktigt fokusområde inom dagens företagsklimat, där cyberattacker utgör ett växande hot. För att möta den ökande hotbilden lyfts värdet av att företag etablerar riktlinjer och bestämmelser över hur anställda och verksamheten ska agera för att bibehålla informationssäkerheten. Många företag jobbar därmed för att etablera ett ledningssystem för informationssäkerhet (LIS), där informationssäkerhetspolicyer (ISP) anses utgöra grundpelaren för ett LIS. Forskning pekar däremot på att små och medelstora företag (SMF) upplever särskilda hinder och utmaningar när det kommer till att implementera och efterleva en ISP. Studiens syfte är således att framföra rekommendationer för hur svenska SMF kan åstadkomma en bättre implementations- och efterlevnadsgrad av informationssäkerhetspolicyer.Studiens empiri bygger på datainsamling som erhållits från semistrukturerade intervjuer med svenska SMF. Insamlade data har sedan analyserats med hjälp av en tematisk analysmetod. Resultatet av empirin indikerar på att kompetensbristen är den primära faktorn som hindrar svenska SMF i sitt informationssäkerhetsarbete. Studiens slutsatser avhandlar rekommendationer utifrån insamlad empiri och granskad litteratur. Bland rekommendationerna ser studiens författare att utbildning i syfte att höja informationssäkerhetsmedvetenheten och engagemang från företagsledningen är av största vikt för att lyckas. Författarna har valt att begränsa studiens omfång till den svenska företagsmarknaden. Vidare har ingen hänsyn tagits till industrispecifika karaktärsdrag, då studiens respondenter verkar inom spridda sektorer.

The human factor and insider threats play a crucial role in information security. In today’s digital age, protecting organizational data requires a deep understanding of human behaviour and its impact on information security. The increasing volume of electronically stored data has led to a rise in cyber threats and breaches, necessitating effective information security policies and regulations. This study focuses on the experiences and perspectives of employees and top management in government agencies regarding the development, communication, compliance, and attitudes towards information security policies and regulations. Semi-structured interviews were conducted with participants from both top management or information security officers and regular employees, which allowed for an in-depth exploration of their experiences and perspectives. The findings show that government agencies systematically develop policies by engaging stakeholders, ensuring accessibility, and adhering to legal frameworks. Addressing the human factor involves training, awareness programs, and top management support. Policy development and implementation include risk assessment, stakeholder identification, objective setting, continuous review, and integration into daily operations. Communication channels such as intranets, training, coordinators, and awareness events are utilized, but their effectiveness is not directly measured. Proposed improvements include enhancing accessibility, improving policy document management, and using clearer language. Employees generally possess a positive attitude towards information security, though their understanding varies, and challenges to their understanding include complex language and unclear instructions. Compliance also varies, with difficulties arising from technical terminology and information overload. Enhanced compliance can be achieved through simplified language, providing better resources, and top management support. Proactive incident management focuses on learning and risk minimization. The human factor and insider threats remain significant concerns, which emphasizes the need for further education, awareness training, and motivation.

Syftet med vår uppsats har varit att undersöka vilka möjligheter det civila näringslivet har att stödja Försvarsmakten med reparations- och underhållstjänst av försvarsmaktsgemensam materiel under en säkerhetspolitisk kris. Utvecklingen av vårt Totalförsvars har återigen blivit en aktuell fråga, kopplat till det säkerhetspolitiska läget i Europa idag. Det svenska Totalförsvaret syftar till att det civila försvaret tillsammans med Försvarsmakten gemensamt ska stärka samhällets motståndskraft. Ett starkt och robust civilt försvar är en förutsättning för att samhället ska kunna stödja Försvarsmakten under kriser och krig. Metoden som har varit vår ledstång under studien bygger på en induktiv ansats med ett explorativt förhållningssätt. Själva datainsamlingen och bearbetningen av den har varit kvalitativ, där datainsamlingen har genomförts genom semistrukturerade intervjuer av respondenter från både näringslivet och Försvarsmakten. De insamlade data i form av intervjuunderlag har analyserats, kodats och grupperats i teman enligt metoden tematisk analys. Resultatet från studien visar på att Sverige inte längre har den förmåga till krisberedskap som vi hade i slutet av 1990-talet och där regeringen slutligen upphävde förordningen kring motorreparationstjänsten. Vårt insamlade underlag visar dock på att såväl statliga offentliga utredningar, som myndigheter och det civila näringslivet ser ett behov och möjlighet till att kunna återskapa någon form av samverkan mellan civila företag och Försvarsmakten för att öka tillgängligheten på försvarsmaktsgemensam materiel. Studien har kommit fram till att Sverige har förutsättningar för att kunna bygga upp en krisberedskap kring reparations- och underhållstjänst i likhet med den vi hade före juni 2007. I denna nya krisberedskap har civila företag en uppgift i att stödja Försvarsmakten med reparations- och underhållstjänst av försvarsmaktsgemensam materiel vid kriser, väpnat angrepp och krig. / The purpose of this thesis has been to investigate what opportunities the commercial industry has to support the Armed Forces with repair and maintenance services of armed forces common equipment during a security policy crisis. The development of our Total Defence has once again become a topical issue, linked to the security policy situation in Europe today. The Swedish Total Defence aims to ensure that civil defence, together with the Swedish Armed Forces, jointly strengthens the overall resilience of society. A strong and robust civil defence is a prerequisite for society to be able to support the Armed Forces during crises and war. The method that has been our guidance during the study is based on an inductive approach with an exploratory approach. The data collection and its processing has been qualitative, where the data collection has been carried out through semi-structured interviews of respondents from both the commercial industry and the Swedish Armed Forces. The collected data in the form of interview data has been analysed, coded and grouped into themes according to the method of thematic analysis. The results of the study show that Sweden no longer has the capacity for crisis preparedness that we had in the late 1990s and where the government in the end repealed the regulation on the Total Defence repair and maintenance service. However, our collected data shows that both government public inquiries, as well as authorities and the commercial industry, once again see a need and opportunity to recreate some form of collaboration between civilian companies and the Armed Forces in order to increase the availability of joint armed forces equipment. The study has concluded that Sweden has the prerequisites to be able to establish a repair and maintenance service similar to the one we had before June 2007. Where civilian companies have a role in supporting the Armed Forces with the repair and maintenance service of armed forces common equipment in the event of crises, armed attack or war.
