歐體之集體外交--歐洲政治合作的探討(1970-1993) / The collective diplomacy of EC--European political cooperation (1970-1993)

歐洲政治合作(European Political Cooperation)為歐體自1970起實施之一制度,以便各成成員國討論及協調對外交事務之立場,並在適當之情勢下採取一致行動,以確保各國之共同利益並對抗來自外部之壓力,此種各會員國聯合模式之集體外交,迥異於傳統以個別國家為主體之外交行為,而其後續之演進--共同外交暨安全政策(Common Foreign and Security Policy),更是研究歐洲統合不容忽視之重要範疇,故值得加以進一步之探討.歐洲政治合作係與共同體平行的行動,它溯自1970年迄至1993年,歐體藉此一架構採取共同外交政策之協調,並由其會員國制訂及實施. 本論文首先將當前歐洲政治合作文獻作一初步整理,隨後探討相關問題,包括歐洲政治合作理論之建構,其次為自其發展過程及個案研究評估歐洲政治合作的實際成效與影響. 綜合研究之初步成果,目前國際關係理論尚不能完全解釋歐洲政治合作此一現象,有待學界進一步之努力. 其次,歐洲政治合作此一政府間本質之架構,在實施上僅能達到有限之效果,檢視其以往記錄並無一項明確之共同外交政策存在,所謂歐洲政治合作的協調映象僅建立於次要的議題,包括共同宣言及部份的制裁與援助措施,但若與個別成員國利益衝突或面臨國際危機時,則其所能發揮之效用最小,因此歐體各國對個別的國家利益及國內政治的認知仍優於對共同體,而從歐洲政治合作演進至共同外交暨安全政策的發展過程來看,各國真正能讓渡主權而實施一項共同外交政策,仍有一段漫長的路途.

L’obiettivo di questa tesi è di valutare che tipo di modello per la gestione delle crisi l’Unione Europea (UE) ha elaborato attraverso l’adozione e l’attuazione del Trattato di Lisbona, ma anche di capire che impatto ha prodotto la sua interazione con lo scenario internazionale di sicurezza. L’analisi è condotta a tre livelli: (1) strategico – elaborazione o revisione di concetti, politiche e documenti quadro; (2) istituzionale – creazione e riorganizzazione delle strutture di riferimento e dei processi decisionali; (3) operativo – pianificazione e gestione delle missioni civili e militari sul terreno. Lo scopo finale è quello di verificare se l’approccio dell’UE alla gestione delle crisi può considerarsi efficace per affrontare i possibili scenari futuri e come possa essere migliorato sulla base delle esperienze più recenti. / The objective of this thesis is to assess what kind of crisis management model the European Union (EU) has elaborated through the adoption and implementation of the Treaty of Lisbon and what is the impact produced by its interaction with the international security context. The analysis is conducted at three different levels: (1) strategic – elaboration or review of concepts, policies and framework documents; (2) institutional – establishment or reorganization of structures and decision-making process; (3) operational – planning and conduct of civilian and military missions on the ground. The final aim is to evaluate whether the EU’s approach to crisis management will be able to face up possible future scenarios and how this model might be improved on the basis of most recent experiences.

Intégration européenne et pratique diplomatique : l’expérience autrichienne (1987-2009)

Ce mémoire vise à élucider les implications de l’intégration européenne pour les diplomaties nationales. À partir d’une approche sociologique axée sur les pratiques des individus, une étude de cas est menée sur la diplomatie autrichienne, pour la période allant de 1987 à 2009. S’appuyant sur une vingtaine d’entretiens conduits en 2009 à Vienne, cette étude rend compte, d’une part, des changements engendrés par l’intégration européenne de l’Autriche au regard des pratiques et des représentations de ses diplomates concernant la politique de neutralité. D’autre part, nous relatons le processus d’adaptation des diplomates et du ministère des Affaires étrangères autrichiens aux exigences pratiques et aux dynamiques sociales de l’interaction diplomatique au sein de l’Union européenne (UE). En somme, notre étude montre que les diplomates impliqués dans la gestion des affaires (tant internes qu’externes) de l’UE convergent autour d’un certain nombre de règles et de représentations sociales; cette dynamique a des implications substantielles pour les diplomaties nationales intégrées relativement tardivement dans l’UE, comme ce fut le cas pour l’Autriche. / This master’s thesis seeks to analyse the implications of European integration for national diplomacy. Using a sociological approach premised on individuals’ practices, I undertake a case study, spanned between 1987 and 2009, on the Austrian diplomatic corps. This study - which draws upon interview material collected in Vienna in 2009 – recounts the changes brought by European integration for Austrian diplomats’ practices and representations of neutrality, the latter being a core tenet of Austria’s diplomacy during the Cold War. We also concentrate on the adaptation process undergone by Austrian diplomats and their foreign ministry regarding the social dynamics at play in diplomatic interaction within the European Union (EU). Overall, I argue that diplomats involved in the daily management of EU business (either internal or external affairs) converge on a set of rules and social representations; altogether this process amounts to substantial adaptation and change for a diplomatic corps joining the EU in 1995 like Austria’s.

Awareness and training: the influence on end-user' attitude towards information security policy compliance

Research accentuates that end-users‘ noncompliance with information security policy (ISP) is a key concern for government just as it is for the private sector. Although awareness and training programmes are important factors impacting employees‘ intentions to comply with an organisation‘s ISP, it can be argued that there is insufficient empirical evidence to support this assertion. To address this gap, this study seeks to expand research on ISP compliance by focusing on attitudes as targets of change. A research model based on the Theory of Planned Behaviour was proposed to illustrate the influence of ISP awareness training on end-users‘ attitudes towards complying with their organisation‘s ISP. Relevant hypotheses were developed to test the research conceptualisation. A survey and an experiment was undertaken to collect the data from a sample of 173 end-users of a single government organisation in one province. The data was captured and analysed using a Statistical Package for Social Sciences (SPSS). Furthermore, Structural Equation Modelling (SEM) was used to test whether the overall model appears to be a good fit to support the hypotheses. The reliability, validity, and model fit were found to be statistically significant, and three out of five research hypotheses were supported. Overall this study contributes to the existing body of knowledge by providing an understanding of the methods that can be used to encourage end-users‘ ISP compliance behaviour through an attitudinal shift, thereby targeting end-users‘ attitude as a means to improve information security policy compliance. [pt] O objetivo desta dissertação de Mestrado é analisar o processo de reformulação da identidade coletiva do Reino Unido no governo de Tony Blair, em função de sua participação na Política Européia de Segurança e Defesa da União Européia, com base em conceitos desenvolvidos pela teoria construtivista de Relações Internacionais. As mudanças ocorridas no esquema de segurança e defesa europeu receberam um grande ímpeto por parte do Reino Unido, que, tradicionalmente, tem se caracterizado por uma política reticiente no que diz respeito a cooperação em questões de segurança e defesa. Argumenta-se que o novo enfoque da política britânica com relação à Política Européia de Segurança e Defesa, a partir de 1998, insere-se num processo de redefinição da identidade coletiva com relação a União Européia, apos o Reino Unido ter sido relegado ao segundo plano no que se refere a questões de uniao política européia. / [en] The aim of this dissertation is to analize the process of identity reformulation of the United Kingdom under Tony Blair through its participation in the European Security and Defence Policy of the European Union. This analysis is based on constructivism litterature. The changes that had taken place in the european security and defence field were, to a certain degree, the result of a british attitude, which has traditionally been characterized as sceptical in these areas. The argument is that this new british approch is part of a deeper process of colletive identity reformulation.

This master thesis deals with the topic of the European security and examines its development from the end of the Second World War. Single development stages are analyzed, with an increased attention paid to the Western European Union in the first part. Further the thesis explains the formation of the Common Foreign and Security policy, its development in particular primary documents on the EU, its major actors and tools and than the gradual emergence of the European security and defence policy. The recent EU operations are described as well. The entire thesis reflects the relations between the European Union and the North Atlantic Treaty. Various legal, political and practical conflicts and difficulties arising from these relations are analyzed in detail. A significant part of this thesis focuses on the national positions of the selected countries regarding the European security.

The thesis is focused on the Czech act no. 181/2014 Sb., on cyber security and subsequent regulations, introduces origin and importance of act, defines the state administration´s office which identifies important information systems according to regulations, and subsequently thesis detailed analyses act and regulation on cyber security in relation to the defined state administration´s office. Keynote of this thesis is show the real application of identified obligations of the act and regulation to the defined state administration´s office, especially a design, implementation and management of organizational and technical security measures, including the evaluation of real impact on information security. To achieve the set goals author of this thesis uses the analysis of legislation, and draws own conclusions from author´s position of a security technologist who actively participated in the design security policy, and implementation and management of security tools. The benefit of this thesis is complex overview of the security employees work at defined state administration´s office, overview of the real fulfilment obligations of the act and regulation of cybernetic security, and ultimately this thesis brings ideas for further development of technical security tools. This thesis can brings benefit to other important information systems administrators as a set of processes, proposals and recommendation for their own information security management system. This thesis is structurally divided into four main parts. The first theoretical part introduces origin, importance and impact of the act on state and private organizations. The second analytical part analyses act and subsequent regulations in relation to the defined state administration´s office. The third practical part shows the real application of organizational and technical security measures. The fourth last part evaluates the real impact of measures on information security.

The master thesis is devoted to a nontraditional, however, in the todays world to a very current topic, arms industry and its support. The thesis connects the theoretical concept of the strategic trade policy (defined by P. Krugman or J. Brander) to its practical interpretation and application in the defence and security industry. The first chapter explains the strategic trade policy using the Brander Spencer analysis. The topic of the second chapter is strategic industries and this chapter answers the question whether the defence and security industry is a strategic industry or not. The third chapter analyses the possibilities of the support of DSI and compares approaches of different EU member states. The last chapter is devoted to the solution of this problem. The main contribution of this thesis is a new interpretation of the strategic trade policy, analysis of the importance of the defence and security industry and its support and suggestion of practical measures for Czech companies and for the Czech Ministry of Defence.
