Thema dieser Dissertation ist die Entwicklung der Nachrichtenflüsse in Singapur zwischen 1965 und 2000 im Kontext der Diskusionen über die "Neue Weltinformationsordnung". Zwei der Leitfragen sind, wie sich die Nachrichtenflüsse in Singapur entwickelt haben und ob die Idee einer "Neuen Weltinformationsordnung" immer noch taugt, die Nachrichtenflüsse dort "ausgewogener und effizienter" zu machen. Die These ist, dass die Nachrichtenflüsse in Singapur in den vergangenen Dekaden zwar effizienter, aber nicht ausgewogener wurden. Die Dissertation schließt damit, dass es sich nach wie vor lohnt, über die Unausgewogenheit in den Nachrichtenflüssen dort zu diskutieren, wenngleich die Idee einer "Neuen Weltinformationsordnung" an sich unrealistisch und inzwischen veraltet ist. / The subject of this dissertation is the development of news flows in Singapore between 1965 and 2000 in context with the discussions regarding the "New World Information Order". Two of the main questions are how the news flows have developed in Singapore and whether the idea of a "New World Information Order" is still useful to make the news flows there "more just and more efficient". The thesis is that the news flows in Singapore have become more efficient, but not more just in the past several decades. The dissertation concludes that it is still worth discussing the imbalances in the news flows there, even though the idea of the "New World Information Order" itself is unrealistic and outdated now.

Examining re-patronising intentions formation : the intention-as-wants model

Competition in the mobile services industry is intense, with players in the industry offering generally similar subscription plans. Opportunities are few for differentiating one service provider from another. In the light of prior research suggesting value is multi-dimensional, the present study, which examines how these dimensions impact customer satisfaction and repurchase intentions, provides differentiation opportunities for mobile service providers through focusing on value dimensions that are important to customers. Of six perceived value dimensions examined in the present research, value for money, reputation and social value dimensions had significant effects on customer satisfaction and repurchase intentions. One way for companies in the highly commoditized mobile service industry to minimize customer defection is to enhance their relationships with customers. However, as relationship building comes with a cost, it is of interest for companies to know whether certain customer groups will reciprocate more than others with loyalty if they are satisfied. The results from the present study show customer relationship inclination, the customer attribute examined, did not moderate the relationship between customer satisfaction and repurchase intention. Finally, recent studies have differentiated measures of repurchase intentions on the basis of volition levels and have suggested that better model fit can be achieved when higher volition measures are used. Intentions-as-expectations represents the lower volition end and intentions-as-wants represents the higher volition end of intention measure. However, the present study did not find any significant differences in model fit with the different intention measures used.

This study attempts to investigate the issues of aging population in the context of Singapore through metaphorical approach and the potential of tapping on the collaborative characteristics of a health service cloud computing system to meet the needs in elderly care, hence allowing active aging. The use of electronic health records (EHR) in various countries, particularly the meaningful use of EHR in USA is examined to understand its current features and usage. By employing conceptual mapping and blending of metaphorical study, the concepts in cloud computing are probed to gain better understanding on the characteristics of the technology. Similarly, with concepts drawn from an eco-system blended with concepts in a health service system, the characteristics of EHR and finally the characteristics of a health service cloud computing system are illustrated. With understanding in aging population, present usage of EHR and potential of cloud computing in Singapore, multi-methods research consisting of intensive interviews and archival document collations are employed. Triangulation amongst the datasets collated using open coding via ATLAS.ti resulted in 6 issues of concern in aging population pertaining to the Singapore context to arise, namely (i) primary care, (ii) familial support, (iii) awareness in health maintenance and transparency in information, (iv) improved efficiency and accuracy in healthcare with seamless transfer of care and (v) intermediate care and (vi) collaboration between stakeholders. Further analysis of the results draws up the possibilities for enhancing meaningful use of health service cloud computing system for active aging, which criteria are: (i) empowerment and ownership, (ii) sustainable homecare and (iii) seamless transfer of care. 本內容分析研究主流報紙海峽時報和公民新聞網The Online Citizen在新加坡同性戀議題上的報導。本文圍繞兩個重要事件,研究這兩個新聞媒體如何報導同性戀相關新聞。1)前總理吳作棟在2003年接受時代雜誌採訪時表示,公共機關會為同性戀者提供平等的就業機會。2)新加坡政府於2006年檢討《新加坡刑法典》並決定保留視男同性戀者之間的性行為違法的第377A條。本研究試圖了解政府面對同性戀課題態度上的轉變如何影響傳統媒體對於同性戀相關新聞的呈現。卡方檢定結果顯示,海峽時報的新聞焦點、新聞欄目、故事類型、故事主題、新聞來源數量、主要新聞來源的身份以及對同性戀抱持的態度,在兩個重大事件中有顯著的差異。另外,該研究還發現支持同性戀的新聞語氣多數源於普通人,而反同性戀的新聞語氣往往來自官方。本文也發現新聞媒體與對同性戀抱持的態度,兩者存在重要的關係。最後,海峽時報在報導同性戀相關課題時,相較The Online Citizen,主題更多元。另一方面,後者和前者比起來,故事框架更加多樣化。 / This content analytic study investigated the reporting approaches of a mainstream newspaper — Straits Times and a citizen journalism site — The Online Citizen on homosexual issues in Singapore. This paper examines the reporting pattern of these two news outlets in the coverage of homosexuality surrounding two important issues — (1) the interview by Time magazine with former Prime Minister Goh Chok Tong conducted in 2003, in which he openly commented about nondiscriminatory policies towards the gay people in the country for the first time. (2) The initiation to review the Penal Code in 2006 whereby Section 377A was not repealed after gay supporters petitioned to abolish the law that criminalizes homosexuality. The purpose is to find out how gays were represented in the media with the shift in politics of homosexuality. Using Chi-square tests, the results indicated that there is significant relation between news focus, news section, story type, topic, number of sources, identity of dominant news sources and attitude with time for the Straits Times. In addition, this paper found evidence that pro-gay news tone were likely to come from official source whereas anti-gay news tone tended to originate from ordinary source. Significant relations were also found between attitude and news outlets. Lastly, Straits Times was better diversified in terms of topics of gay-related stories while The Online Citizen was more diversified with regards to story frames.

Development as Social Contract : Political Leadership in Indonesia, Singapore and Malaysia

<p>This thesis will show how authoritarian governments rest legitimacy on their ability to create socio-economic development. It will point to some methods used to consolidate power by authoritarian leaders in Indonesia, Singapore and Malaysia. An authoritarian regime that successfully creates development is strengthened and does not call for democratic change in the short run. It is suggested that the widely endorsed Lipset hypothesis, that development will eventually bring democratic transition, is true only when further socio-economic development requires that the economy transfers from being based on industrial manufacturing to knowledge and creativity – not on lower levels of development. Malaysia and Singapore have reached – or try to reach – this level of development today, but restrictions on their civil societies have still not been lifted.</p><p>This thesis describes modern political history in Indonesia, Singapore and Malaysia in a Machiavellian tradition. The historical perspective will give a more or less plausible idea of how authoritarian regimes consolidated au-thority and what role development policies played in the leaders’ claims for authority. The conclusion will give a suggestion on how the political future in these three countries might evolve. It will point to the importance of an active and free civil society as a means to develop the nations further, rather than oppression.</p><p>This thesis will try to point to the dos and don’ts for authoritarian regimes. The ideas of Plato, Machiavelli and Hobbes provide the structures and methods that authoritarian regimes apply. It will be shown that a regime will disintegrate when it fails to comply with Plato’s and Machiavelli’s ideas. Although ancient, Plato and Machiavelli provide methods and structures that seem to carry relevance to the modern history of Southeast Asia.</p><p>I will point to how authoritarian rule can be maintained in the long run. What is required from the political leadership, what are their strategies and methods? What makes people to tolerate or topple authoritarian regimes? Why do some authoritarian regimes successfully create development while others do not? These are some of the questions this thesis will try to answer.</p>

Evaluation of the drug regulatory systems in Hong Kong, Singapore, Taiwan, United States and European Union

Background: Drugs have become an essential necessity in public health, people and the government has become willingly to spend more money on the country’s healthcare system to restore health, save lives, preventing disease and epidemics. Drugs should be properly regulated throughout development, production, importation and subsequent distribution to ensure it is prescribed with safe, effective and of good quality standards. The structure of drug regulations today has evolved over time. During the process, the scope of legislative and regulatory power expanded in result of a series of disastrous events related to pharmaceutical products, the adoption of more restrictive legislative were put in place for stronger safeguard to the public. In comparison to Singapore, Taiwan, US and EU where the drug regulatory system is highly structured, flexible and innovative, Hong Kong (HK) has a relatively simple and stubborn drug regulatory system and drug approval is greatly dependent on the approval status of the advance countries. According to the current registration system in HK, a new drug usually takes about 18-24 months to obtain an approval, and this figure is far behind the standard of Singapore in which medicine could be registered in 60 days. It is vital to have speedy approval process with high standards in safety, efficacy and quality on all approved drugs. If drugs are approved in a rush manner, it will lead to serious adverse drug reactions (ADR), or even deaths in consumption of unsafe, and ineffective drugs. On the other hand, slow approval will make patients suffer and increase the mortality rate to due inaccessibility of appropriate medicines to sustain life and combat diseases. With reference to the initiatives and innovative regulatory frameworks in the abovementioned countries, the modification of the local drug regulatory system is strongly recommended. Aim: 1. To examine the regulatory frameworks between Singapore, Taiwan, US and EU which affect the evaluation timeline required for new drugs approval. 2. As the first study to examine the drug regulations in HK, the regulatory barriers for new drugs submission will be explored and whether the regulatory initiatives from the abovementioned countries may result in an improvement in the overall drug regulation system HK. Method: This dissertation is a literature review and it will employ concentration in the drug regulation systems in Singapore, Taiwan, US and EU with varying levels of pharmaceutical regulation capacities. Search engines including Google, MedLine, PubMed (database up to 2012) with key words search of “Department of Health (DoH), Food and Drug Administration (FDA), European Union (EU), Taiwan FDA, Health Sciences Authority, evaluation routes, drug registration requirement, review timeline, Centre for Drug Evaluation, Pharmaceutical Evaluation Reports, risk management systems, pharmacovigilance, drug legislation”. Results: With an in-depth evaluation of the HK’s guideline and supporting document required for new drug submission, it is highly recommended that unnecessary documents at new drug submission (NDA) should be elimination to facilitate the new drugs approval process. The regulatory frameworks between all studied countries vary significantly in which implementation of initiatives (e.g. multiple evaluation routes, in-house evaluation system) from individual country affects the standards of new drugs approval and the evaluation timeline required to grant approvals. Conclusion: The regulatory frameworks in HK shall be revised with reference to numerous initiatives developed in the regulatory systems in Singapore, Taiwan, Us and EU. The possible key regulatory barriers which leads to the delays in new drugs approvals in HK includes duplication of certificates, limited number of Pharmacy and Poison Board meetings, the requirement of endorsement of new drugs approvals at the legislative council , absence of in-house evaluation system which allows full assessment of submission dossier, deficiency of clinical trials with the inclusion of local population, absence of electronic submission, multiple evaluation routes and rigorous post-marketing pharmacovigilance monitoring system. If the Department of Health (DoH) in Hong Kong could scrutinize the current regulatory frameworks with referenced to these countries, it will improve the overall drug regulatory system and reduce drug lag due to unnecessary barriers. / published_or_final_version / Public Health / Master / Master of Public Health
