Sustainability analysis of some municipality's sketch plans in Stockholm Count / Hållbarhetsanalys av några kommuners översiktsplaner i Stockholm länEliassi, Hana, Reguig, Sarra January 2019 (has links)
Likt många andra länder står Sverige inför en ökad befolkningstillväxt de kommande åren, för att säkerställa att framtida generationer ska få verka under goda förhållanden är det av stor att det bedrivs en hållbar stadsutveckling. Genom att arbeta med den fysiska planeringens utformning försöker alltfler kommuner att utveckla och främja klimatsmarta och gröna samhällen. Det redskap som landets 290 kommuner nyttjar vid det här arbetet är den så kallade översiktsplanen, som är tvingande och stadgas i svensk lagstiftning. Syftet med denna kandidatuppsats är att studera och analysera hur tre kommuner i Stockholms län arbetar med hållbar utveckling i sin översiktsplan. För att möjliggöra granskningen av kommunernas hållbarhetsarbete gjordes det en kvalitativ undersökning bestående av en dokumentanalys samt en fallstudie. Därtill framtogs en analysmodell bestående av frågor gällande hållbarhet i översiktsplanerna, vilka i sin tur kategoriserades utifrån de tre hållbarhetsdimensionerna: social, ekologisk och ekonomisk hållbarhet. I arbetet undersöktes kommunernas definition av hållbarhet samt deras förhållningssätt till själva begreppet. Det undersöktes även vilka fysiska åtgärder som lades fram för att främja hållbar utveckling och fortsättningsvis hur kommunernas motiveringar för dessa åtgärder löd. Arbetets resultat påvisade att kommunerna har olika hållbarhetsdefinitioner, men att de i sin helhet föreslår samma eller liknande åtgärder för att främja hållbar utveckling. I varje översiktsplan togs samtliga hållbarhetsdimensioner upp och de gavs ungefär lika mycket utrymme. Beträffande hållbarhetsmotiveringarna för de föreslagna åtgärderna rådde en varierande tydlighetsgrad. Kommunerna kunde ibland kunde presentera dessa som strategier eller rekommendationer än som en konkret åtgärd. Resultatet diskuterades med utgångspunkt i att den varierande tydlighetsgraden kan bero på att begreppet hållbarhet har en diffus och icke bestämd definition, samt för att kommunerna har olika upplägg beträffande översiktsplanerna. Därav diskuterades möjligheten att framta en 5 generell mall, som varje översiktsplan skall upprättas utifrån och detta för att underlätta framtida hållbarhetsstudier kring kommunal översiktsplanering. / Like many other countries, Sweden is facing increased population growth in the years to come and to ensure that future generations are given the opportunity to live and work in good conditions, it is of great importance that sustainable urban development is conducted. By working with the formation of the physical planning, more and more municipalities are trying to develop and promote climate-smart and green communities. The tool used by the municipalities in this work is the so-called sketch plan, which according to Swedish legislation must be compiled by all 290 municipalities in the country. The purpose of this thesis was to study and analyze how three municipalities in Stockholm County work on sustainable development in their sketch plan. In order to enable the review of the municipalities' sustainability work, a qualitative study was made consisting of a document analysis and a case study. In addition, an analysis model consisting of questions regarding sustainability was drawn up in the sketch plans, which in turn were categorized based on the three sustainability dimensions: social, ecological and economic sustainability. The work investigated the municipalities' definition of sustainability and their approach to the concept itself and what physical measures were presented to promote sustainable development and how the municipalities' justifications for these measures sounded. The results of the work showed that the municipalities have different sustainability definitions, but that they in their entirety propose the same or similar measures to promote sustainable development. In each sketch plan, all sustainability dimensions were taken up and they were given approximately the same amount of space. Regarding the sustainability justifications for the proposed measures, there was a varying degree of clarity as the municipalities sometimes could present them as strategies or recommendations than as a concrete measure. 2 In addition, the result was discussed on the basis that the varying degree of clarity may be because the concept of sustainability has a diffuse and undefined definition and because the municipalities have different arrangements with regard to the sketch plans. Hence the possibility of developing a general template that each sketch plan should be drawn up from outside and this was discussed in order to facilitate future sustainability studies on municipal sketch planning.
