Nesta dissertação, buscou-se verificar um aspecto específico do grande espectro de formas pelas quais a comunicação dá sua contribuição a esta área da saúde pública: a divulgação de informações pelo jornalismo. Considerou-se, para tanto, o envolvimento de três instâncias nesse processo: a organizacional, representada pela Fundação Hemominas e sua atividades de assessoria de imprensa, com as sugestões de pauta relativas ao Hemocentro de Juiz de Fora; a do jornalismo, com as notícias publicadas ao longo de mais de duas décadas no jornal local Tribuna de Minas (Juiz de Fora/MG) e a da recepção, identificando a percepção dos cidadãos a respeito do tema. Como a questão inicial do estudo era demasiadamente ampla (saber o que acontece de relevante nessa relação entre hemocentros, imprensa e cidadãos quando se trata do tema doação de sangue), optou-se pela aplicação da Grounded Theory como estratégia de pesquisa para exploração inicial das notícias publicadas. Após os primeiros resultados, conjugou-se a ela o método de Análise de Discurso por fórmulas. Já o método Análise de Conteúdo foi também utilizado, mas apenas na exploração das sugestões de pauta emitidas pelo Hemocentro e das entrevistas feitas com profissionais de imprensa e cidadãos. As técnicas de coleta de dados envolveram, dessa forma, seleção de documentos e notícias, além de entrevistas individuais semi-estruturadas. Constatou-se, a partir dos dados obtidos, a existência de um padrão de conteúdo que se repete ao longo dos anos tanto nas notícias, quanto nas sugestões de pauta produzidas na instituição hemoterápica. As informações que compõem esse conteúdo repercutem nos conhecimentos dos cidadãos, embora não de forma absoluta. Esses resultados revelam lacunas informativas – e que ainda podem ser preenchidas – além de certo contraste com as dinâmicas da sociedade em mudança constante e das identidades transitórias e efêmeras. Sob o preceito teórico que compreende o jornalismo como uma atividade de (re)construção da realidade, e a produção de sentidos como fruto da negociação simbólica, pela interação entre os sujeitos e destes com seu meio, foi possível relacionar a produção dos meios de comunicação e a formação de sentidos pelos sujeitos em torno do tema doação de sangue. / The mobilization of citizens for blood donation was a determining factor that started in the 1980s, when it emerged, under federal laws and various civil society movements, the imperative for voluntary and altruistic practice. In this thesis, we attempted to verify a specific aspect of the broad spectrum of ways in which communication contributes to this area of public health: information disclosure through journalism. Three instances were then considered in this process: organizational, as represented by Fundação Hemominas and its press advisory activities, with suggestions for the Juiz de Fora Blood Center agenda; journalistic, with news published over more than two decades in the local newspaper Tribuna de Minas (Juiz de Fora / MG); and receptive, identifying how citizens perceived the subject. As the initial study theme was too broad (knowing what happens in this important relationship between blood centers, media and citizens when it comes to blood donation), we chose to apply the Grounded Theory as a research strategy for the initial exploration of published news. After the first results, we combined it with the Discourse Analysis method through formulas. The Content Analysis method was also used, but only in exploring the agenda suggestions issued by the Blood Center and interviews with press workers and citizens. Thus, data collection techniques involved the selection of documents and news, as well as semistructured individual interviews. Based on the data we observed the existence of a pattern in the content that repeats over the years both in the news and the agenda suggestions as produced in the hemotherapy institution. Information comprising this content resonate in the knowledge of citizens, albeit not absolutely. These results reveal information gaps - that may still be fulfilled – as well as a certain contrast with the dynamics of a constantly changing society and transitory and ephemeral identities. Under the theoretical premise that sees journalism as an activity of (re)construction of reality, and the production of meaning as a result of a symbolic negotiation, the interaction between these subjects and their environment, we could relate the production of media to the construction of meaning by subjects regarding the blood donation theme.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / This research, of qualitative character, studies RadioComFM , of the city Pelotas ( RS ) in order to investigate how communicational strategies for social mobilization of community radio contribute to the democratization of communication . To answer this problem, it is defined as a general goal, to investigate the communicational strategies of RadioCom FM and its interfaces with social mobilization and democratization of communication. The specific objectives are to identify the profile of RadioCom; to check social mobilization strategies present in the radio programming schedule; and to understand the relationship between community media, social mobilization strategies and democratization of communication. It is used as research strategy, the case study, with the following sources of evidence: documentary research; observation of programming and daily of the radio; and semi structured interviews. The interviews were conducted with managers and people that participate of the radio programming schedule. The collected data were systematized and interpreted with the use of the method of thematic content analysis. Thus, it is identifies, in RadioCom, a multidimensional media, that comprises , in the complex of a structure of community communication, the collective, legal-normative, political and socio-communicational dimensions. In relation to communicational strategies for social mobilization checked in the programming schedule, it is inferred that the RadioCom is qualified by the plurality of contents of public interest and the differential bias of the commercial media. The interlacement of the concepts of community media, social mobilization strategies and democratization of communication are established by the meanings given to each concept. So, by the investigation of communicational strategies for social mobilization, it is concluded that the RadioCom contributes to the processes of democratization of communication, configuring itself as a strategy to do so. / Esta pesquisa, de caráter qualitativo, estuda a RádioCom FM, da cidade de Pelotas (RS), com o intuito de investigar como as estratégias comunicacionais de mobilização social das rádios comunitárias contribuem para a democratização da comunicação. Para responder a essa problemática, define-se, como objetivo geral, investigar as estratégias comunicacionais da RádioCom FM e suas interfaces com a mobilização social e a democratização da comunicação. Os objetivos específicos são identificar o perfil da RádioCom; verificar as estratégias de mobilização social presentes na programação da rádio; e perceber as relações existentes entre mídia comunitária, estratégias de mobilização social e democratização da comunicação. Utiliza-se como estratégia de pesquisa, o estudo de caso, com as seguintes fontes de evidência: pesquisa documental; observação da programação e do cotidiano da rádio; e entrevistas semiestruturadas. As entrevistas foram realizadas com gestores e com pessoas que participam da programação da rádio. As informações coletadas foram sistematizadas e interpretadas com o emprego do método de análise de conteúdo temática. Desta forma, identifica-se, na RádioCom, uma mídia multidimensional, que compreende, no complexo de uma estrutura de comunicação comunitária, as dimensões coletiva, jurídico-normativa, política e sócio-comunicacional. Em relação às estratégias comunicacionais de mobilização social verificadas na programação, infere-se que a RádioCom é qualificada pela pluralidade de conteúdos de interesse público e pelo viés diferenciado dos meios de comunicação comerciais. O entrelaçamento dos conceitos de mídia comunitária, estratégias de mobilização social e democratização da comunicação estabelecem-se pelas significações dadas a cada conceituação. Assim, pela investigação das estratégias comunicacionais para a mobilização social, conclui-se que a RádioCom contribui para os processos de democratização da comunicação, configurando-se como estratégia para tal.

Underjordisk verksamhet : En studie om ideellt arbete och ungdomars identitet i ett "utsatt" område / Working underground : A study of volunteering and youth identity in an "exposed" area

The aim of this study is to explore what motivates youth from so called “exposed” areas to commit to voluntary work, and how the youth view their own role and the role of the organisation in a context of social mobilization. In order to answer the research questions of this study, the commitment of youth in a non-profit organization has been studied using several different methods of data collection. In order to measure the function of motivation amongst the youth, the survey Volunteer Functions Index (VFI) has been used. VFI is a tool used to measure motivation based on what functions an activity performs in the life of the individual. In order to achieve a greater understanding and be able to explore aspects that the VFI does not cover, four semi-structured interviews were conducted with current and former members of the organization. In order to better understand the context of the organization and to be able to ask more questions during the interviews, a participant observation was done within the work of the organization. The study shows that the youth that participate in the study perceive their commitment in the organization as an important part of their identity and that the identity is an important aspect of what possible actions are perceived to be available and attractive. It also seems as if the commitment to the organization is tied to the opportunity to change the social conditions for one self and others. The study also shows that the organization has been more successful in achieving social mobilization amongst girls than amongst boys, and that some of the participants attribute this to the gender roles that permeate the area / Denna studie syftar till att undersöka vad som motiverar ungdomar från så kallade utsatta områden till att engagera sig ideellt samt hur ungdomarna uppfattar sin egen och organisationens roll i en kontext av social mobilisering. För att kunna besvara studiens frågeställning har ungdomars engagemang i en ideell verksamhet studerats med hjälp av flera olika datainsamlingsmetoder. För att mäta ungdomarnas motivationsgrunder har enkäten Volunteer Functions Index (VFI) använts, ett verktyg som mäter motivation utifrån vilka funktioner aktiviteten har i individens liv. För att skapa en djupare förståelse och kunna fånga upp aspekter som inte täcks in av VFI har fyra semi-strukturerade intervjuer genomförts med nuvarande och före detta deltagare i organisationen. För att skapa förståelse kring kontexten och skapa förutsättningar för att ställa fler frågor under intervjuerna föregicks dessa av en deltagande observation inom organisationens verksamhet. Materialet visar på att ungdomarna som deltar i studien uppfattar engagemanget i organisationen som en viktig del av sin identitet och att identiteten är viktig för vilka handlingsalternativ som man uppfattar som möjliga och attraktiva. Det tycks dessutom som att engagemanget i organisationen är kopplat till möjligheten att förändra de sociala förutsättningarna för sig själva och andra. Studien visar också att organisationen varit mer framgångsrik med social mobilisering bland tjejer än bland killar och att vissa av deltagarna kopplar detta till de könsroller som genomsyrar området.

Samhällsarbetet och socialtjänstlagen, då och nu : En diskursanalys / Community work and the social service act, then and now : A discourse analysis

Samhällsarbete som begrepp och praktik är närmast bortglömt inom den offentliga sektorn i dagens Sverige. Det har inte alltid varit så. Under 1970-talet var samhällsarbetet välkänt och praktiserat inom många av kommunernas socialtjänster. Denna uppsats intresserar sig för diskurser om det offentliga samhällsarbetet i Sverige. Studiens syfte är att klargöra den hegemoniska diskursutvecklingen om det svenska offentliga samhällsarbetet över tid. För att uppnå detta syfte undersöks tre förarbeten till socialtjänstlagen som spänner från förarbeten till socialtjänstlagen 1982 fram till den senaste statliga offentliga utredningen om socialtjänstlagen 2020. Genom användandet av diskursteori med utgångspunkt i Foucault och Rothmans teori om samhällsarbete, undersöks hur samhällsarbetet och närliggande begrepp beskrivs i förarbetena, men också hur samhällsarbetet skulle kunna beskrivas. Vidare undersöks hur samhällsarbetet regleras rättsligt och vilka effekter detta kan ha på samhällsarbetet. Resultaten visar att förarbetena intar en kritisk hållning till samhällsarbetet. Enligt analysen av förarbetena framstår samhällsarbetet och närliggande begrepp som toppstyrt, individualiserat och konsensusorienterat i linje med en nyliberal diskurs och nyliberal socialpolitisk utveckling. En annan slutsats är att socialtjänstlagens form som ramlag försvårar samhällsarbetets etablering inom svensk socialtjänst. Ett annat invånarbaserat samhällsarbete vore dock möjligt där människor ges ökade möjligheter att påverka samhället de lever i. / Community work as a concept and practice is almost forgotten today within the public sector in Sweden. It has not always been like that. During the 1970s community work was well-known and practiced in many of the Swedish municipal social services. In the current study, discourses on public community work in Sweden is investigated. The purpose of the study is to explore the development of hegemonic discourses on public community work and its variation over time. To achieve this purpose, the history of community work is examined as well as the academic debate on community work. Also, legislatory histories of the social service act from 1982 are compared with the latest government public inquiry of the social service act from 2020. By using discourse theory from Foucault and Rothman’s theory about community work, the study explores how community work and similar concepts are described in the legislatory histories. Also, the study explores how community work could be carried out. Furthermore, the study investigates the legal framework of the social service act and its consequences for community work. The results are showing that the legislatory histories are taking a critical stance towards community work. Community work and similar concepts were found to be top-down, individualized, and based on consensus, in agreement with a neoliberal discourse and neoliberal socio-political development. Another conclusion is that the social service act’s shape as a framework law is hindering the establishment of community work within the social services. However, a people-oriented community work could be possible, where people have better opportunities to affect the society they live in.

Twitter como herramienta de activismo juvenil en las marchas de noviembre del 2020 en Perú

En la actualidad las movilizaciones sociales han adquirido importancia en América Latina, el Perú no ha sido la excepción, ya que en noviembre del 2020 se realizaron marchas en contra del gobierno de Manuel Merino. Los protagonistas fueron los jóvenes peruanos, ya que movilizaron a las personas por medio de sus redes sociales y lograron marchas nacionales masivas a pesar de las restricciones sociales que existían por el Covid19. El presente proyecto tiene como propósito analizar el rol que tuvo twitter en la participación de jóvenes en las marchas realizadas en Perú. Para ello se retoman las discusiones sobre redes sociales y activismo juvenil y Twitter y movimiento sociales en autores como Castell, Pleyers y Casero. Como estrategia metodológica se propone un estudio cualitativo basado en análisis de contenido y encuestas. / Currently, social mobilizations have acquired importance in Latin America, Peru has not been the exception, since in November 2020 there were marches against the government of Manuel Merino. The protagonists were young Peruvians, as they mobilized people through their social networks and achieved massive national marches despite the social restrictions that existed due to Covid19. The purpose of this project is to analyze the role that Twitter played in the participation of young people in the marches held in Peru. For this, the discussions on social networks and youth activism and Twitter and social movement are retaken in authors such as Castell, Pleyers and Casero. Each proposed hypothesis is to be tested across sixteen predominantly Islamic Middle Eastern nations for data from two time periods, 1960-66 and 1967-73. To check for the consistency and strength of the hypothesized relationships the test results for each hypothesis for the first period data will be compared with those of the second period.

Les liens entre les émotions, les médias et la mobilisation sociale : une étude de cas sur la révolution égyptienne en 2011

Ce mémoire porte sur les liens entre les médias, les émotions et la séquence d’événements lors d’une mobilisation sociale. Nous avons fait une étude de cas sur la révolution égyptienne de 2011. L’objectif est de comprendre comment les gens se mobilisent lors d’un événement de cet ordre. Au niveau théorique, nous explorons les travaux de Castells (2012) sur les mouvements de foule. Nous présentons la théorie d’intelligence affective pour résumer ce que les chercheurs ont dit sur la place des émotions en temps de mobilisation. En ce qui concerne la méthodologie, nous avons effectué des entrevues semi-structurées avec des Égyptiens qui ont participé à la révolution de 2011 ou l’ont suivie. Nous utilisons des cartes cognitives pour comprendre leur expérience. Une carte cognitive est une analyse qui vise à révéler les représentations, soit les liens que voient les personnes entre différentes composantes. Les résultats de cette recherche semblent illustrés le fait qu’au début de la révolution, les gens ont surtout utilisé Facebook pour en apprendre sur les manifestations. Plus tard, autres formes de communication ont pris de l’importance pour s’informer sur ce qui se passait dans le pays et pour mobiliser les gens. Par ailleurs, de la colère s’est fait sentir à la fois pendant et avant la révolution. La discussion a permis d’analyser la mobilisation sociale avec l’arrivée du web 2.0 et de s’interroger sur ce phénomène ainsi que sur l’importance de la communication interpersonnelle et des émotions durant une révolution. / In this master thesis, we question the links between the emotions, Medias and the sequence of events during social mobilization. This research is a case study on the Egyptian revolution of 2011. In the chapter on literature review, we summarize the studies on social movements of Castells (2012). We then present the theory of affective intelligence in order to understand what has been said on the presence of emotions during time of mobilization. For the methodology, we have done semi-structured interviews with Egyptians who have either participated or followed the revolution in 2011. Cognitive maps were used to understand what the research’s participants have experienced. The results show that at the beginning of the revolution, Facebook was used by the participants to learn about protests. Later on, other forms of communication became really important to learn about what was happening in the country and to mobilize others. Moreover, anger was highly felt during and before the revolution. The discussion led to the analysis and interrogation of social mobilization with the arrival of Web 2.0, the importance of interpersonal communication as well as the significance of emotions during a revolution.

Edukace a aktivizace seniorů v sociálních zařízeních / Senior's Education and social mobilization in social facilities

The thesis is focused on Education and motivating seniors in social institutions and it aims to map the possibilities of education for older people. First the theoretical part deals with the current theme of aging, attitudes of the society to the elderly people and also a range of institutional education for seniors. It also points to the fact that the loss of self-sufficiency and social placement into a residential facility must not forcibly terminate social human activity. The author describes the possible pitfalls of seniors' position in the constitutional device, the phase of adaptation and education. Second the practical part compares the qualitative conditions, features of educational work and the satisfaction of seniors with activation - educational programs in various types of residential facilities. The important finding is that a proportionately larger capacity of facilities in increasing the range of educational programs and the satisfaction of educators with creative work. Most of the interviewed seniors are satisfied with educational programs and particularly welcomes a common form of education, aimed at the enhancement of cognitive functions.

Educação ambiental e mobilização social: formação de catadores na grande São Paulo / Environmental education and social mobilization : education of informal reciclers in the Metropolitan Region of Greater São Paulo

Este estudo analisa trabalhos de formação de catadores(as) de materiais recicláveis, realizados coletivamente, na Região Metropolitana da Grande São Paulo, entre 1997 e 2008, com a finalidade de identificar elementos para subsidiar a construção participativa de soluções sustentáveis para a problemática socioambiental de resíduos sólidos nas áreas urbanas. Essas ações educativas estão imbricadas num momento de disseminação de diálogos e ações de Educação Ambiental, voltados para o controle social das políticas públicas e institucionais para a gestão ambiental participativa. A análise dos trabalhos de formação exigiu o levantamento do contexto histórico, dos debates sobre o pensar e agir da Educação Ambiental; das condições de vida e trabalho dos catadores; da problemática socioambiental de resíduos sólidos e as potencialidades e desafios para a consolidação da coleta seletiva como alternativa de economia solidária. Foram foco de análise os trabalhos educativos relativos à organização da Coleta Seletiva no núcleo habitacional Pedra sobre Pedra, na Zona Sul de São Paulo; a mobilização de grupos de coleta na cidade, no Fórum Recicla São Paulo, movimento social de catadores; a Capacitação para implantação das primeiras Centrais de Triagem do Programa de Coleta Seletiva Solidária de São Paulo/2003; o fortalecimento de catadores e do diálogo com o poder público, no Projeto Coleta Seletiva Brasil Canadá. Essas ações educativas estão embasadas teoricamente na multirreferencialidade e no entendimento do compromisso com a construção de sujeitos autônomos para uma sociedade democrática. Os elementos de Educação Ambiental emancipatória foram identificados neste doutorado e, na ação educativa, foram trabalhados por meio de metodologias interativas no coletivo dos catadores. Assim, destacamos os avanços proporcionados pela formação, revelados nos encontros e nas vozes dos catadores: a autovalorização; a valorização do próprio trabalho, o fortalecimento da identidade, apropriação dos processos vividos e o planejamento coletivo de ações locais. Com a avaliação realizada neste doutorado, evidenciou-se a necessidade de trabalhos futuros para estender as ações educativas a um contingente maior de catadores, pelas próprias lideranças; intensificar o diálogo com o poder público; superar as barreiras institucionais, com o propósito de criar políticas públicas de resíduos com a inclusão dos catadores(as). / This study analyzes the collective capacity building activities of informal recyclers, conducted at the Metropolitan Region of Greater São Paulo, between 1997 and 2008, with the purpose of identifying elements to support the participatory creation of sustainable solutions to social and environmental solid waste problems in urban areas. These educational actions are embedded in a period of increasing dialogues and actions related to Environmental Education, focused on the social control of public and institutional policies for participatory environmental management. The analysis of the educational activities has required a survey focused on the historical context, the thinking and acting of Environmental Education; the life and working conditions of the recyclers; the social and environmental issues regarding solid waste and the potential and challenges of selective waste collection as an alternative within solidarity economy. The research analyses the educational activities related to the organization of the selective waste collection in the squatter settlement Pedra sobre Pedra, at the Southern periphery of São Paulo city; the mobilization of solid waste collection groups in the city, at the Fórum Recicla São Paulo, a social mobilization of recyclers; the Capacity Building for the first Selection Centers of the Programa de Coleta Seletiva Solidária de São Paulos implementaed in 2003; the strengthening of the recyclers and their dialogue with the public authorities, through the Participatory Sustainable Waste Management project. These educational activities are theoretically based upon multiple references and upon the comprehension of the commitment to building autonomous social actors towards a democratic society. The elements of emancipatory Environmental Education where identified in this research and, in the educative actions, they where elaborated through interactive methodologies with groups of recyclers. Therefore, we emphasize the advances generated by the capacity building activities, revealed in meetings and through the recyclers voices: change in their self-esteem; the self-value of their own activities, the strengthening of their identities, the assimilation of the processes lived throughout the capacity development and the increased capacity for collective planning of local actions. As a result of the assessment of this research, a need for future work of the leaders themselves to spread the educational actions to a larger contingent of recyclers has become clear, as well as a need to intensify the dialogue with the public authorities and to overcome the institutional hurdles with the purpose of creating inclusive solid waste public policies with organized recyclers.

Le moustique Aedes albopictus, potentiellement vecteur de virus tels que la dengue, le Chikungunya ou le Zika est présent dans une quarantaine de départements français de métropole. L’expérience de cas et foyers autochtones de dengue et de Chikungunya enregistrés en Europe et en France métropolitaine depuis une dizaine d’années confirment l’intérêt des autorités d’anticiper le risque par l’adoption de stratégies collectives. Ce travail s’appuie sur une ethnographie des interactions entre les agents de la communauté d’agglomération Var-Esterel-Méditerranée et des riverains, ainsi que sur une série d’entretiens semi-directifs réalisés auprès d’acteurs institutionnels et d’administrés de la Ville de Nîmes. A partir d’analyses des discours et des pratiques, ce travail propose une réflexion sur les perceptions de la nuisance, des risques sanitaires associés à Aedes albopictus, ainsi que des mesures mises en œuvre à titre individuel et collectif. Cette thèse entend démontrer en quoi la lutte contre Aedes albopictus et la promotion de la mobilisation sociale à l’échelle institutionnelle locale relèvent moins d’enjeux strictement sanitaires que plus largement politiques et en particulier de priorisation de l’agenda politique local. L’enjeu plus général que nous discutons est de savoir si l’implication institutionnelle locale en matière de lutte contre le moustique tigre est révélatrice d’identités de territoire et préfigure des inégalités territoriales et plus largement sociales en termes d’accès à l’information, de prévention vis-à-vis des risques sanitaires et de qualité de vie des populations. / The mosquito Aedes albopictus, is the potential vector of different viruses, such as dengue, Chikungunya and Zika, and is present in about 40 departments of mainland France. The experience of the cases and the autochthonous clusters of dengue fever and Chikungunya recorded in Europe and in mainland France in the last 10 years confirm the authorities’ interest in anticipating this problem by adopting collective strategies. The work of this thesis is based on the ethnography of the interactions between the local authority agents of the communauté d’agglomération Var-Esterel-Méditerranée and the local residents, as well as on a series of semi-structured interviews with institutional players and citizens of the city of Nîmes. Starting from the analysis of the words and actions, this work proposes an investigation of the perceptions concerning the mosquito nuisance and health risks associated with Aedes albopictus, as well as of the individual and collective measures. This thesis work wants to show how the fight against Aedes albopictus and the promotion of social mobilization at the local scale are less related to strict health issues and more broadly to political issues, particularly the local political agenda priorities. The more general issue we discuss is to understand whether the local institution implication in the fight against tiger mosquitoes reveals local identities and foreshadow local and also more general social inequalities in terms of access to information and prevention of health risks and quality of life of the populations.
