Text in Afrikaans / The purpose of this research study is to determine how Police Social Workers experience the supportive function in supervision, and how they can be empowered through the strenghts perspective. The respondents were fifteen (15) Police Social Workers in the Western Cape. The findings of the empirical study proved that Police Social Workers also experience the profession to be stressful in nature. The respondents do have inherent strenghts, that can be utilised optimally during supervision, to enhance service delivery to their different client systems. It is recommended that all SAPS social workers be exposed to supervision / consultation, as a stress management mechanism. SAPS supervisors must be empowered, eg. A criminological examination of police criminalityGrobler, Elizabeth 30 November 2005 (has links)
The primary objective of this research was to study and explain police criminality from a criminological point of view. Police criminality was addressed from a scientific perspective and this was achieved by using scientific measures and procedures including theoretical explanations and recognised research methodology.
The secondary objectives included the undertaking of a comprehensive literature study on police criminality in addition to conducting interviews with specialists in order to gain expert information from knowledgeable sources in the field of police criminality. Interviews conducted with police offenders addressed police criminality from the viewpoint of the individual offender.
The findings of the empirical study reflect significant individual and organisational factors. The individual factors highlighted characteristics such as power, greed, aggression, feelings of invincibility, gullibility, propensity to criminality and psychological factors including Post Traumatic Stress Disorder, which contributed to crimes committed by police members. Perhaps the most significant organisational contributors highlighted by this study related to managerial shortcomings. It is evident that police organisations with high levels of untrained, inexperienced and incompetent managers experience high levels of internal criminality. Poor supervision and the lack of corruption controls create an enabling environment for the perpetuation of police deviance.
Additional organisational factors that encourage criminality include negative aspects of police culture such as the code of silence, where police members are more apt to protecting corrupt colleagues than reporting them. The lack of discipline gives rise to insubordination and familiarity, which encourages impunity. In the South African Police Service at present, the policy of Affirmative Action is causing widespread dissatisfaction and the lowering of morale amongst certain members. Inadequate recruitment and training do not prepare members adequately for their job and it literally allow the "worm into the apple."
The researcher's contribution to this study is an interventionist model, which contains essential recommendations primarily for the benefit of the South African Police Service. These include the expeditious implementation of a comprehensive anti-corruption strategy and the creation of an independent investigation unit. Management shortcomings must be rectified and professionalism encouraged. Recruits need to be thoroughly vetted and ethics and integrity must be included in police training. / Criminology / D. In order to gain a better understanding of the position of women in the field of policing, it was necessary to study the attitudes of the policewomen, which presently exist with regard to the role of the woman in the South African Police Service. Although some studies have been done on policewomen world-wide, none have been done in the rural areas of the Vaalrand and this is where the research took place. Only women formed part of this survey. Detailed questions were asked concerning their role in policing.
This was an empirical qualitative study. The research procedures as stipulated for a descriptive study were followed, as the main objective of the research was to describe the circumstances of women in the predominantly male environment of policing. A survey interview was drawn up, containing semi-structured in-depth questions regarding their recruitment, motivation for joining and job-related satisfaction and other issues including discrimination and domination by men. Qualitative methods were applied not only for data collection but also for data analysis. The coding consisted of conceptualising the raw data. Open coding was used in this qualitative research. The researcher read through all the collected data and then assigned initial codes to condense the mass of data collected.
The following main issues were found: that discrimination still exists in the SAPS, as well as resentment, a lack of recognition, misunderstanding and unfulfilled challenges which relate to conflict being experienced. These respondents have aspirations in their work and aspire to better positions in the SAPS, as there have been major contributions by women in the police. They have also had an impact on policing, as they have become major role players in the field where victims are concerned.
The presence of policewomen in the SAPS is an important asset to modern law enforcement and their present day role in policing should be explored and expanded. Qualified women could also be utilised in important staff service units such as planning and research, training, intelligence, inspection, public information, community relations, and as legal advisors instead of being utilised only in administrative work.

Policing mechanisms to counter terrorist attacks in South AfricaKalidheen, Rufus 31 March 2008 (has links)
Terrorism remains a cardinal threat to national, regional, and international peace and security. It violates the fundamental principles of law, order, human rights and freedom and remains an affront to the Global Charter of the United Nations (UN) and the values and principles enunciated in Africa's Constitutive Act of the African Union (AU). Moreover, it presents a grave and direct threat to the territorial integrity, security and stability of States. In this regard, effective counter terrorism mechanisms and approaches remain fundamental tools in curbing the threats and devastating effects of terrorism. Since the advent of the 'war on terror', issues regarding terrorism and counter-terrorism have become pronounced norms within the international realm. Yet, while an abundance of literature has been focussed and analyzed on counter terrorism approaches within the United States (US), the United Kingdom (UK), Russia and India; little has been documented on effective counter terrorism approaches in South Africa post-2001. Given emerging trends of terrorist camps within the country and the fact that South Africa will be hosting the international event of the 2010 FIFA Soccer World Cup, it is imperative that South Africa improves the overall direction of its counter terrorism strategy.
Essentially, this study offers recommendations for the most effective counterterrorism mechanism, which will aid policing in South Africa. History and current events indicate that South African Police Service (SAPS) has the capacity and capability to successfully deal with threats of terrorism. What is lacking is a concrete proactive counter terrorism approach that makes SAPS stand out as the lead department in countering terrorism. Yet, it should be borne in mind that the most important principle of any counter terrorism operational concept is to co-ordinate an operation with an integrated approach. Bearing this in mind, this study includes an assessment of the counterterrorism methodologies of various agencies responsible for counter terrorism within South Africa, with SAPS being the focal point. To establish the most effective counter terrorism strategy applicable to the South African context, this study considers a comparative analysis of counter terrorism strategies adopted within specified developed (Russia, US and UK) and developing countries (India and Algeria) as well as a conceptual analysis of relevant policing mechanisms that are currently considered as appropriate mechanisms to counter terrorism within specified countries.
The synopsis of best-case practices of counter terrorism in developed and developing countries as well as the relevant literature on policing mechanism are then synthesized and interrogated into conceptualising an effective policing mechanism to counter terrorism in South Africa. / Criminology / M. South African policing in transition : evaluating the impact of the restructuring process on the family violence, child protection and sexual offences unitVan Graan, Johannes Gerhardus 11 1900 (has links)
The primary goal of this study is to promote knowledge and understanding of the restructuring process of the Family Violence Child Protection and Sexual Offences (FCS) unit in the South African Police Service (SAPS) through impact evaluation. Many evaluation programmes provide blueprints and methods to manage and help solve organisational transformation. They, however, lack dealing with the unique organisational transformation process characterised in the South African Police Service (SAPS). Given this importance, there appears to be potential value in evaluating the impact of the restructuring process in the FCS.
During the research extensive panel studies and individual interviews were conducted in the West Rand policing district with FCS members, non-governmental organisations (NGOs) directly involved with family violence, child protection and sexual offences, Senior Public Prosecutors involved with cases concerning the FCS and researchers at a security research institute. Furthermore, a descriptive literature study was conducted to acquire relevant information and perspective from available national and international literature.
Various objectives were fulfilled in this study:
• The impact of the restructuring process in the FCS, to assess the internal and external climate on service delivery, was identified and described.
• It was determined whether the restructuring process in the FCS is achieving its proposed objective.
• Feedback to help improve the effectiveness of the restructuring process and improve future strategies was provided.
Moreover, this study and its results provide a framework to the SAPS as an organisation that is currently going through an extensive transformation process. As a result, the management of the SAPS will receive first hand information on the areas to specifically focus on during the restructuring of the FCS, or utilised this impact evaluation as a learning curve and an opportunity to rectify shortcomings and also systematically be guided through this process in realisation thereof. Consequently, this impact evaluation could act as a management tool to support and further develop the transformation process in the SAPS.

A constitutional perspective of police powers of search and seizure in the criminal justice systemBasdeo, Vinesh 11 1900 (has links)
Before 1994 criminal procedure was subject to the sovereignty of Parliament and the
untrammelled law enforcement powers of the executive which resulted in the
authoritarian and oppressive criminal justice system of the apartheid era. The
Constitution, Act 108 of 1996 has since created a democratic state based on the
values of the supremacy of the Constitution and the rule of law. The basic principles
of criminal procedure are now constitutionalised in the Bill of Rights. The Bill of
Rights protects the fundamental rights of individuals when they come into contact
with organs of the state which includes the police. The Criminal Procedure Act 51 of
1977 authorises the police to search for and to seize articles, and has long provided
the only legal basis for obtaining warrants to search for and to seize articles and for
performing such actions without a warrant in certain circumstances. Generally the
standard for these measures and actions taken under their purview has been one of
reasonableness. Since the birth of the Constitution there has been additional
constraints on search and seizure powers. Not only are there now constitutionalised
standards by which such legal powers are to be measured, but there is also the
possibility of excluding evidence obtained in course of a violation of a constitutional
right. The provisions of the Criminal Procedure Act are now qualified by the
Constitution. Where feasible a system of prior judicial authorisation in the form of a
valid search warrant obtained on sworn information establishing reasonable grounds
is a precondition for a valid search or seizure. Search and seizure without a warrant
is permitted only in exceptional circumstances such as an immediate threat to
person or property. By prohibiting unreasonable searches and seizures the
Constitution places important limits on police efforts to detect and investigate crime.

The research problem that was investigated in this research study was to evaluate the implementation of sector policing in Tembisa policing precinct. Even though there are policies and directives on how to implement it, there is still some challenges because it is yet to yield the intended results. Data was collected from focus group interviews, literature studies and polices. Semi-structured interviews were conducted in the form of focus group interviews. Moreover, a literature study including material such as official SAPS documents, library sources and National Legislation regarding community policing has been presented. Data was also collected from sector managers, sector teams, CPF members and pastors who participated in four focus group interviews in Tembisa police station. The sample was chosen on the basis of what the researcher considers to be typical units. Participants were interviewed in stages. The collected data was broken into themes, patterns, trends and relationships. Data analysis followed verbatim transcription of interviews, that’s why the researcher followed Tesch’s approach of descriptive analysis.
The research conducted indicated that although progress has been made in the implementation of sector policing In Tembisa, there still more which needs to be done. Specific concerns which require the attention of SAPS management were raised. It is clear that internal communication and consultation are a necessity. It is also clear that members on the ground are not well trained because they lack the actual knowledge on how to implement it. Training and development of all role players need to be prioritised to enhance their knowledge. All the role players need to be motivated during the implementation of sector policing to ensure that they are ready for the job ahead. The recommendations drawn from the conclusions made in this study may provide a proper direction on how to implement sector policing in the Republic. / Police Practice / M.Tech. (Policing)

in hulle evaluering tydens die gestruktureerde onderhoud. Korrelasies is bereken tussen die
tellings behaal vir elke dimensie wat die onderhoud evalueer en die tellings onderskeidelik
behaal vir elke opleidingsmodule voltooi tydens die 1 0-weke-bestuurs-dienstesertifikaatkursus
wat aangebied word deur die Technikon Pretoria. Die resultate behaal in die
ondersoek dui op lae, nie-beduidende korrelasies tussen die gestruktureerde onderhoud as
keuringsinstrument en die kandidaatbestuursdienstepraktisyns se prestasie tydens opleiding.
Die resultate dui dus daarop dat die Targeted Selection Interview wat die Suid-Afrikaanse
Polisiediens toepas, nie opleidingsprestasie voldoende voorspel nie. / The aim of this study is to investigate the validity of the structured interview, in the form
of the Targeted Selection Interview technique to predict training success of management
services practitioners in the South African Police Service. A survey method has been used
to obtain the data regarding the training success of candidates and the evaluation results of
the structured interview. The correlation was calculated between scores obtained for every
dimension measured by the interview and the scores for every training module compl~ted
on the 1 0-week management services certificate course, presented by the Technikon
Pretoria. The results obtained indicates low, insignificant correlations between the
structured interview as selection instrument and the training results of candidate
Management Services practitioners. The results thus indicate that the Targeted Selection
Interview as applied by the South African Police Service, does not sufficiently predict

A grounded theory of critical incidents impact management among SAPS officers in the Vhembe District, Limpopo ProvinceGumani, Andronica Masefako 06 1900 (has links)
A study was conducted to describe and interpret the personal strategies that South African Police Service officers in the Vhembe District, Limpopo Province, use in their line of work. These are strategies to deal with the impact of the primary victims’ critical incidents of rape, domestic violence, murder and road accidents. The focus was on describing the impact of the critical incidents that the officers are exposed to, which manifest in a form of traumatic stress, namely, vicarious traumatisation, and management of this impact.
Twenty participants were selected through purposive and theoretical sampling techniques from the family violence, child protection and sexual offences, domestic violence, field training, detective and social crime prevention units. Unstructured open-ended interviews, diaries and follow-up telephone interviews were used as data collection methods and data were collected in the participants’ home languages, Tshivenda and Xitsonga. Data gathered necessitated looking into both the aspects of the officers’ organisational and operational work. Data were thus analysed through the content thematic and constant comparative data analysis methods.
The results first presented a profile of police vicarious traumatisation in the Vhembe District, which include the types of critical incidents exposed to, the organisational and operational stressors that lead to vicarious traumatisation, and the description of vicarious traumatisation symptoms. Second, a theoretical framework of the process of police critical incidents impact management (PCIIM) was developed. The framework shows that the management of the impact of the encountered incidents is inspired by various coping needs and subcultures of the officers, and the management takes place through the use of two styles of trauma management, namely, the linear and multilateral styles, which refer to application of coping strategies successively and the combination of horizontal and vertical application of coping strategies, respectively. The coping strategies used by the officers help them to have an objective understanding of the critical incidents encountered, have less severe symptoms of vicarious traumatisation, some symptoms last for shorter periods than before, and other symptoms are no longer experienced. Resilience to the encountered incidents is shown through the development of coping strategies to handle the incidents, facing them, and showing cognitive hardiness. The officers also manage to reflect on

The central issue of this research revolves around the implementation of sector policing in the province of KwaZulu-Natal. The research is based in two police stations, that is, Nongoma and Newcastle. Sector policing is a policing strategy introduced by South African Police Service in 1994. The aim of this policing strategy is the creation of structured consultation with regards to local crime problems between the police and respective communities. The objective of sector policing is to develop an organizational structure and environment that reflects community values and facilitates community involvement in addressing risk factors and solve crime-related problems. The research problem for this study is that there is little or no research conducted on the implementation of sector policing in South Africa in general and Nongoma and Newcastle in particular. Following this problem statement, the following five research questions were formulated: What is sector policing and how does its implementation differ between the USA, the UK and South Africa? What is the status of the implementation of the sector policing in South Africa, in particular the Province of KwaZulu-Natal? What are the challenges experienced in implementing sector policing in Nongoma and Newcastle police stations? What are best practices that can be observed in the implementation of sector policing in these two police stations? What is the best possible way of implementing sector policing in South Africa? The aim of the research is to assess and describe the manner in which sector policing was implemented in the two police stations in KZN. The research findings obtained through interviews are analysed and interpreted.
