A comprehensive human resource recruitment and selection model :|bthe case of the Department of Justice and Constitutional Development / Thapelo Phillip Thebe

The present research investigated the challenges and problems facing the public sector institutions regarding the processes, procedures, practices, steps and methods used for human resource recruitment and selection. The South African government outlawed unfair discrimination to promote equality and equity in the labour force. This state of affairs has direct implications for employment practices such as recruitment and selection in the public service. Without a comprehensive recruitment and selection model, public service departments could contravene legislative requirements. As a result, these public service departments then may not succeed in attracting and appointing the best candidates for vacant positions. The intension of this study was to determine the extent to which functions of human resource management (HRM) reflect the spirit and stipulations of the statutory and regulatory framework. These functions include job analysis, job evaluation, job design, job profiles, and human resource planning, as well as induction and orientation. The aim is further to verify to what extent these functions influence recruitment and selection practices. A qualitative research design was used to construct a comprehensive human resource recruitment and selection model. This model is the result of a thorough analysis of comparative recruitment and selection theories, approaches, international best practice, and of existing models. A case study was undertaken within the Department of Justice and Constitutional Development (DOJ&CD). Data was collected by using a questionnaire from a representative sample. The target population comprised senior and middle managers from the National Office in Pretoria and North West Province responsible for human resource functions. They are divided into five sub-clusters. Based on the core findings of this research it was established that the DOJ&CD experiences inefficiencies as far as the following aspects of human resource management are concerned: alignment, development and implementation of appropriate human resource strategies, systems, processes, procedures and methods. This also includes the approaches for recruitment and selection. The DOJ&CD mainly utilises traditional processes of recruitment and selection that do not adequately reflect international best practice and, furthermore, do not adhere to all the stipulations of the myriad forms of legislation that are governing human resources in the public service. A comprehensive model for recruitment and selection was thus of the utmost importance to guide the Department in its recruitment and selection endeavours. The model that is designed as the main contribution of this research is aimed at addressing these challenges. The comprehensive model is intended to guide the DOJ&CD‟s human resource practitioners on recruitment and selection. This is done by means of a processmap and a flow-chart approach. Based on the literature review and empirical study, best practice is proposed that can be associated with each phase or step in the recruitment and selection process. The criteria for the development of the model was based on the theoretical relationship among elements and variables such as strategy, structure, job analysis, job description, job specification and job evaluations, and how these elements are linked to recruitment and selection processes. Such a comprehensive human resource recruitment and selection model can assist practitioners to align all human resource activities and functions within public service departments. The validation of a test battery for the selection of call centre operators in a communications company

The purpose of the research was to determine whether personality and measures of ability would significantly predict job performance of call centre operators in a South African communications company. The Customer Contact Styles Questionnaire (CCSQ7.2), the Basic Checking (CP7.1) ability test and the Audio Checking (CP8.1) ability test were completed by operators as the predictors. Supervisors completed the Customer Contact Competency Inventory (CCCI) for 140 operators as a measure of job performance. Performance statistics were obtained for the sample as additional criterion data. Correlations and multiple regression analysis revealed statistically significant small to moderate correlations between the criteria and the predictors. The research was conducted from a concurrent validity perspective. Further research from a predictive validity perspective is suggested in order to substantiate the findings and to improve the generalisability thereof. / Industrial and Organisational Psychology / M.A. (Industrial Psychology)

Structural equation modelling

Over the past two decades there has been an upsurge in interest in structural equation modelling (SEM). Applications abound in the social sciences and econometrics, but the use of this multivariate technique is not so common in public health research. This dissertation discusses the methodology, the criticisms and practical problems of SEM. We examine actual applications of SEM in public health research. Comparisons are made between multiple regression and SEM and between factor analysis and SEM. A complex model investigating the utilization of antenatal care services (ANC) by migrant women in Belgium is analysed using SEM. The dissertation concludes with a discussion of the results found and on the use of SEM in public health research. EVALUATION OF SOURCE ROUTING FOR MESH TOPOLOGY NETWORK ON CHIP PLATFORMS

<p>Network on Chip is a scalable and flexible communication infrastructure for the design of core based System on Chip. Communication performance of a NoC depends heavily on the routing algorithm. Deterministic and adaptive distributed routing algorithms have been advocated in all the current NoC architectural proposals. In this thesis we make a case for the use of source routing for NoCs, especially for regular topologies like mesh. The advantages of source routing include in-order packet delivery; faster and simpler router design; and possibility of mixing non-minimal paths in a mainly minimal routing. We propose a method to compute paths for various communications in such a way that traffic congestion is avoided while ensuring deadlock free routing. We also propose an efficient scheme to encode the paths.</p><p>We developed a tool in Matlab that computes paths for source routing for both general and application specific communications. Depending upon the type of traffic, this tool computes paths for source routing by selecting best routing algorithm out of many routing algorithms. The tool uses a constructive path improvement algorithm to compute paths that give more uniform link load distribution. It also generates different types of traffics. We also developed a simulator capable of simulating source routing for mesh topology NoC. The experiments and simulations which we performed were successful and the results show that the advantages of source routing especially lower packet latency more than compensate its disadvantages. The results also demonstrate that source routing can be a good routing candidate for practical core based SoCs design using network on chip communication infrastructure.</p>

Extended Version of Elucidative Development for Model-Based Documentation and Language Specification

Documentation is an essential activity in software development, for source code as well as modelling artefacts. Typically, documentation is created and maintained manually which leads to inconsistencies as documented artefacts like source code or models evolve during development. Existing approaches like literate/elucidative programming or literate modelling address these problems by deriving documentation from software development artefacts or vice versa. However, these approaches restrict themselves to a certain kind of artefact and to a certain phase of the software development life-cycle. In this paper, we propose elucidative development as a generalisation of these approaches supporting heterogeneous kinds of artefacts as well as the analysis, design and implementation phases of the software development life-cycle. Elucidative development allows for linking source code and model artefacts into documentation and thus, maintains and updates their presentation semi-automatically. We present DEFT as an integrated development environment for elucidative development. We show, how DEFT can be applied to language specifications like the UML specification and help to avoid inconsistencies caused by maintenance and evolution of such a specification.

Avec la plupart des méthodes formelles, un premier modèle peut être raffiné formellement en plusieurs étapes, jusqu'à ce que le raffinement final contienne assez de détails pour une implémentation. Ce premier modèle est généralement construit à partir de la description des besoins obtenue dans la phase d'analyse des exigences. Cette transition de la phase des exigences à la phase de spécification formelle est l'une des étapes les plus délicates dans la chaîne de développement formel. En fait, la construction de ce modèle initial exige un niveau élevé de compétence et beaucoup de pratique, d'autant qu'il n'existe pas de processus bien défini pour aider les concepteurs. Parallèlement à ce problème, il s'avère également que les exigences non-fonctionnelles sont largement marginalisées dans le processus de développement logiciel. Les pratiques industrielles actuelles consistent généralement à spécifier seulement les exigences fonctionnelles durant les premières phases de ce processus et à laisser la prise en compte des exigences non-fonctionnelles au niveau de l'implémentation. Pour surmonter ces problèmes, la thèse vise à définir un couplage entre un modèle d'exigences exprimé en SysML/KAOS et des spécifications formelles abstraites, tout en garantissant une distinction entre les exigences fonctionnelles et non-fonctionnelles dès la phase d'analyse des exigences. Pour cela, la thèse propose tout d'abord deux approches différentes (l'une dédiée au B classique et l'autre à Event-B) dans lesquelles des modèles formels abstraits sont construits progressivement à partir du modèle de buts fonctionnels SysML/KAOS. La thèse se focalise par la suite sur l'approche dédiée à Event-B afin de la compléter et l'enrichir en se servant de deux autres modèles SysML/KAOS qui décrivent les buts non-fonctionnels et leurs impacts sur les buts fonctionnels. Nous présentons différentes manières permettant d'injecter ces buts non-fonctionnels et leurs impacts dans les modèles abstraits Event-B déjà obtenus. Des liens de correspondance entre les buts non-fonctionnels et les différents éléments Event-B sont également établis afin de faciliter la gestion de l'évolution de ces buts. Les différentes approches proposées dans cette thèse ont été appliquées pour la spécification du composant de localisation qui est une partie critique d'un système de transport terrestre. L'approche dédiée à Event-B est implémentée dans l'outil SysKAOS2EventB, permettant ainsi de générer une architecture de raffinement Event-B à partir d'un modèle de buts fonctionnels SysML/KAOS. Cette mise en œuvre s'appuie principalement sur les technologies de transformation de modèles à modèles / With most of formal methods, an initial formal model can be refined in multiple steps, until the final refinement contains enough details for an implementation. Most of the time, this initial model is built from the description obtained by the requirements analysis. Unfortunately, this transition from the requirements phase to the formal specification phase is one of the most painful steps in the formal development chain. In fact, building this initial model requires a high level of competence and a lot of practice, especially as there is no well-defined process to assist designers. Parallel to this problem, it appears that non-functional requirements are largely marginalized in the software development process. The current industrial practices consist generally in specifying only functional requirements during the first levels of this process and in leaving the consideration of non-functional requirements in the implementation level. To overcome these problems, this thesis aims to define a coupling between a requirement model expressed in SysML/KAOS and an abstract formal specification, while ensuring a distinction between functional and non-functional requirements from the requirements analysis phase. For that purpose, this thesis proposes firstly two different approaches (one dedicated to the classical B and the other to Event-B) in which abstract formal models are built incrementally from the SysML/KAOS functional goal model. Afterwards, the thesis focuses on the approach dedicated to Event-B in order to complete it and enrich it by using the two other SysML/KAOS models describing the non-functional goals and their impact on functional goals. We present different ways to inject these non-functional goals and their impact into the obtained abstract Event-B models. Links of correspondance between the non-functional goals and the different Event-B elements are also defined in order to improve the management of the evolution of these goals. The different approaches proposed in this thesis have been applied to the specification of a localization component which is a critical part of a land transportation system. The approach dedicated to Event-B is implemented in the SysKAOS2EventB tool, allowing hence the generation of an Event-B refinement architecture from a SysML/KAOS functional goal model. This report includes a thesis in an advanced level and includes 30 credits in the subject product development. The work consist of a case study performed at Gnutti Carlo AB in Kungsör. The work has been carried out by a student from Mälardalen University spring term in 2016.In the manufacturing process in cell 1, there is a bottleneck problem due to various factors, which disrupt production that resulted in a loss of time. Gnutti Carlo AB Company has started a project where the goal is to let the manufacturing process work at full capacity, which it does not do today.The goal of the project work is to develop a solution that increases the capacity of the manufacturing process by raising the OEE value from 78,33% to more than 95%. The project is carried out by following the product development process as presented by Ulrich &amp; Eppinger's book. Various tools were used in this process to help the author obtain the final solution.A case study was conducted to solve the research question; how can the capacity of the manufacturing process be increased where the bottleneck problems arise? Based on the guidelines that have been assigned by the supervisor, various interviews and own investigations, a basis for the formulation of the problem was formed.The main problem was divided into four problems with the aim to be resolved through the development and evaluation of ideas in every area of concern to then combine the various ideas to several concepts, which in turn were examined and evaluated in order to select the concept that became a useful solution.Based on the main issue, a concept has been developed which in theory answers how the capacity of the manufacturing process was increased. Through eliminating the time losses in the process, the capacity in the manufacturing process increased by 98.5% of a continuous OEE, which is both higher than the target of OEE 95% and the present 78.33%. The solution consists of a 3D Camera that analyses all the details in the pallet while it is moved by a cylinder. These are mounted in a frame that is made with square pipes.To ensure that the final solution could cope the stresses of the construction it was tested by examining the sustainability of the solution. FEM analysis was performed in SolidWorks that showed where the highest stresses are, to ensure that it can cope with the forces that are weighing on the solution. The components that were investigated got safety factors 64 and 114.

[pt] O envolvimento de usuários no desenvolvimento de sistemas (End User Development) tem atraído significativa atenção nos últimos 10 anos devido à motivação de eles ajustarem as aplicações de acordo com seus desejos e necessidades. A Web 2.0 tem tornado possível o desenvolvimento de uma nova cultura de participação, através das redes sociais, onde usuários compartilham conhecimentos, experiências e habilidades. Esta pesquisa é uma contribuição para estimular uma cultura de participação de usuários finais em processos de desenvolvimento de software. Um contexto social onde essa participação ganha relevância é o de sistemas de grupo, onde as mudanças desejadas por uns tipicamente afetam outros usuários de formas nem sempre desejadas por eles. Nossa contribuição central é um modelo, fundamentado na Engenharia Semiótica, para descrever e negociar evolução de sistemas. Suas principais características são: (i) estrutura a comunicação entre os participantes da negociação e (ii) combina três sistemas de representação (linguagem de interface, linguagem natural utilizada em anotações, e linguagem de scripts de interações em páginas Web). Essas linguagens são combinadas para formar uma linguagem de especificação mista a ser utilizada por usuários finais. Implementamos a característica (ii) através da ferramenta primoTiWIM (This is What I Mean). Priorizamos a implementação e avaliação desta parte do modelo, porque a expressão através desta combinação de linguagens influencia a qualidade da comunicação de todo o processo que desejamos apoiar. Realizamos estudos empíricos observando a primeira reação e impressão de usuários diante da primoTiWIM. Os resultados permitem concluir que o modelo proposto tem potencial para promover uma cultura de participação no contexto da co-autoria entre usuário e desenvolvedores de software. / [en] The involvement of users in system development (End user development) has attracted significant attention in the last ten years, given that users can adjust the applications according to their desires and needs. TheWeb 2.0 has now made possible the development of a new culture of user participation through social networks, where users share knowledge, experience and abilities. The contribution of this research is to provide knowledge and tools to foster a culture of participation among end users in the process of software development. One of the social contexts where such participation is particularly important is that of group systems, where changes desired by some typically affect other users in ways that may not always be desirable for all. Our main contribution is a model founded in Semiotic Engineering to support describing and negotiating system evolution in group discussions. Its main features are: (i) it provides a structure for the communication between people involved in the negotiation, and (ii) it combines three representational systems (interface language, natural language used in annotations, and a script language for interaction in Web pages). These languages are combined into a hybrid specification language for end users. We implemented feature (ii) through the tool primoTiWIM (This is What I Mean). We focused on the implementation and evaluation of feature (ii), since expression through this combined language affects the communication quality of the whole process that we wish to support. In order to evaluate our proposal we carried out empirical studies in which we sought to observe the first reactions and impressions of users in face of the primoTiWIM Tool. We concluded that the proposed model has the potential to promote a culture of participation in the context of the co-authorship between user-eveloper and software developers.
