Tecnologias de governo, infância e rua : um estudo sobre as categorias e as práticas dos serviços que acompanham crinças e adolescentes em situação de rua em Porto Alegre

Esta dissertação é resultado de uma pesquisa etnográfica com o serviço Ação Rua, que atua na abordagem e no acompanhamento de crianças e adolescentes configurados como em situação de rua na cidade de Porto Alegre/RS e com a Proteção Especial de Média Complexidade vinculada à Fundação de Assistência Social e Cidadania (FASC). O objetivo desta pesquisa foi compreender como as categorias tipificadas no Projeto Ação Rua – rua sobrevivência e rua moradia – estão sendo utilizadas e reconfiguradas no espaço coordenado pela Proteção Especial e na prática cotidiana de duas equipes que fazem parte do programa. A partir do trabalho de campo, foi possível perceber como está ocorrendo à gestão da situação de rua na cidade e quais elementos vêm compondo essa categorização. Com este trabalho, espero contribuir para os profissionais que tornaram possível a concretização deste estudo e para as reflexões dentro do campo da Antropologia do Estado, das práticas de governo e dos estudos sobre gestão da infância e juventude em situação de rua. / This dissertation is the result of an ethnographic research with the AçãoRua service, which operates on the approach and accompaniment of children and adolescentes configured as homeless in the city of Porto Alegre/RS, and with the Middle Special Protection Complexity linked to Fundação de Assistência Social e Cidadania (FASC). The objective of this research was to understand how the categories typified by the Ação Rua Project - street survival and street housing - are being used and reconfigured in the space coordinated by the Special Protection and the daily practice of two teams who are part of the program. From the field work, it was revealed how the management of the streets is happening in the city and which elements have been composing this categorization. With this work, I hope to contribute with the professionals who made possible the realization of this study and also with the reflections in the anthropology of state field, the governance practices and studies about the management of childhood and youth in the streets.

A tese tem como objetivo refletir sobre transformações, estratégias e perspectivas da rua comercial na sociedade de consumo contemporânea, analisando o fenômeno denominado \'shopping a céu aberto\', emergente no Brasil a partir da década de 1990, através do qual a \'gestão de ruas comerciais\' tem sido ampliada. Buscando contextualizar a cultura de consumo atual na qual este processo se insere, mostra que as intervenções urbanísticas que envolvem a promoção da rua comercial decorrem de estratégias empresariais adotadas pelos diferentes formatos de varejo em competição no mercado. Através de revisão de literatura discute a experiência internacional, situando o estágio de desenvolvimento das práticas no Brasil no sentido de compreender as perspectivas de avanço. A principal contribuição consiste no estudo da experiência brasileira, que se deu através da avaliação qualitativa de três programas formalmente constituídos: 1) Programa de Ruas Comerciais de São Paulo; 2) Programa Polos do Rio; 3) Programa de Revitalização de Espaços Comerciais do SEBRAE. Os resultados obtidos permitem demonstrar que a gestão de ruas comerciais no Brasil é incipiente, tendo em vista os resultados gerais alcançados como decorrência das dificuldades operacionais, da fragmentação das ações, da falta de cooperação, e da descontinuidade total ou parcial dos programas. Concluiu-se que a gestão é um instrumento eficaz para recuperação da atividade econômica e dinamização das ruas comerciais, contudo o avanço e consolidação desta prática no Brasil dependem de suporte político e amadurecimento organizacional. / This thesis aims to reflect on changes, strategies and perspectives of the commercial street in contemporary consumer society, analyzing the phenomenon of \'open air shopping\', which appears in Brazil since the 1990s. The \'management of shopping streets\' has expanded its activities from this time. The thesis demonstrates that urban interventions that involve the promotion of the shopping street as a place of consumption arising from business strategies adopted by different formats of retail competition in the market. Through literature review discusses the international experience, and compares the stage of development of similar experiences in Brazil, aiming to understand the prospects for advancement. The main contribution is the study of the Brazilian experience, done by qualitative evaluation of three programs formally established: 1) Program for Commercial Streets of Sao Paulo, 2) Polos do Rio Program, 3) SEBRAE Program of Commercial Revitalization. The results obtained demonstrate the thesis that the management of shopping streets in Brazil is still incipient, due to operational difficulties, the fragmentation of activities, lack of cooperation, and the total or partial interruption of programs. In conclusion it is stated that management is an effective instrument for economic recovery and revitalization of shopping streets, but the advance and consolidation of this practice in Brazil depend on political support and organizational maturity.

O trabalho apresenta de início uma investigação da evolução histórica do sistema viário de São Paulo como subsídio à compreensão da transformação que a cidade teve ao longo das décadas em sua configuração urbana e na forma pela qual as pessoas e veículos se deslocaram através da rede física de circulação. Foram analisados os aspectos viários dos planos urbanos, em muitos casos entendidos como planos viários, e da legislação urbanística de parcelamento do solo no período de 1895 a 2004. A partir dos resultados da investigação realizada, bem como da análise crítica das normas e manuais em vigor na cidade de São Paulo, em especial aqueles que tratam do estabelecimento da seção transversal típica das vias, o presente trabalho tem como objetivo propor uma contribuição à revisão da classificação viária da cidade de São Paulo. A revisão proposta recomenda que, na definição das funções que as vias possam ter dentro da rede viária urbana usualmente caracterizada pela relação entre os níveis de mobilidade e acessibilidade proporcionados ao tráfego veicular - sejam consideradas, de forma mais abrangente, as necessidades dos usuários não motorizados (pedestres e ciclistas) no que diz respeito às características geométricas da seção transversal. / The paper presents, at first, a research about the historic evolution of the roadway system in São Paulo as an aid to understand the changes the city went through, for decades, in its urban configuration and in the way people and vehicles moved through the circulation physical network. The paper analyzed the road aspects of urban plans which, many times were understood as roadway plans, and of the urban laws of land division during the period of 1895 to 2004. Based on the findings of the research, as well as the critical analysis of rules and manuals in effect in the City São Paulo, mainly those that address the establishment of a roadway-typical cross section, the present paper aims at suggesting a contribution to the roadway classification review of the City of São Paulo. The proposed review recommends, according to the definition of the roles that the roadways may play within the urban roadway network usually characterized by the relation between the mobility and accessibility levels provided to vehicle traffic to take into consideration, in a more comprehensive manner, the needs of those non-motorized users, (pedestrians and cyclists) in regard to the cross-section geometrical characteristics.

Oral history in the exhibitionary strategy of the District Six Museum, Cape Town

Masters of Arts / District Six was a community that was forcibly removed from the centre of Cape Town after its demarcation as a white group area in 1966. In 1989, the District Six Museum Foundation was established in order to form a project that worked with the memory of District Six. Out of these origins, the District Six Museum emerged and was officially opened in 1994 with the Streets: Retracing District Six exhibition. The origin moments of the museum in the 1980s occurred at the same moment that the social history movement assumed prominence within a progressive South African historiography. With the success of Streets, the decision to ‘dig deeper’ into the social history of District Six culminated in the opening of the exhibition, Digging Deeper, in a renovated museum space in 2000. Oral history practice, as means of bringing to light the hidden and erased histories of the area, was embraced by the museum as an empowering methodology which would facilitate memory work around District Six. In tracing the evolution of an oral history practice in the museum, this study aims to understand how the poetics involved in the practices of representation and display impacted on the oral histories that were displayed in Digging Deeper. It also considers how the engagement with the archaeological discipline, during the curation of the Horstley Street display as part of Streets, impacted on how oral histories were displayed in the museum. / South Africa

No estudo da história da urbanização de São Paulo foram constatadas grandes transformações nos lotes urbanos. Tomando como referência as plantas da cidade, a iconografia paulistana, além das legislações urbanas recuos, altura, Taxa de Ocupação e Coeficiente de Aproveitamento do lote foi feita uma organização cronológica. Observou-se a paisagem urbana, a volumetria e a implantação dos edifícios no lote, para finalmente fazer a biografia do fragmento analisado: a rua São Bento. / When studying the history of the urbanization of São Paulo great transformations in the urban lots had been evidenced. Taking as reference the urban plants of the city, paulistana iconography, beyond urban laws recoils, height, Tax of Occupation and Coefficient of Exploitation of the lot has been chronological organized. It has been observed the urban landscape, the volumetria and the implantation of the buildings in the lot, finally to produce the biography of a fragment analyzed: the street of São Bento.

Cloud Streets. A Study of the Instability Mechanisms Giving Rise to Boundary Layer Rolls / Molngator - En studie över hur molnrullar uppkommer i gränsskiktet

Boundary layer rolls are a rather frequent phenomena, where regions of alternating up- and downdraft motion causes clouds to form in elongated, parallel rows oriented with the mean wind direction. The clouds can be seen during certain atmospheric conditions and are often called ”cloud streets” because of their characteristic appearance. By performing a linear instability analysis, the underlying mechanisms causing the onset of boundary layer rolls has been analysed in this study. There are two governing mech- anisms that cause the boundary layer rolls to form, the thermal instability and the dynamic instability. The thermal instability is caused by convection in an unstable airmass, while the dynamic instability usually is associated with neutral or stable conditions. The dynamic instability arise due to an inflection point in the wind profile, around which eddies develop. In a previous study by Svensson et al. (2017), rolls were observed over the Swedish east-coast, stretching out over sea during four days; 2 of May 1997, 3 of May 1997, 17 of May 2011 and 25 of May 2011. The aim of this study is to simulate the rolls on these four dates, analyse the underlying mechanisms and establish what type of instability that primarily causes the rolls to form. The linear stability analysis performed in this study indicate that the dynamic instability is the main mechanism giving rise to the rolls on all four studied dates. The rolls are found to arise over the Swedish mainland and are advected out over the sea. Both the orientation of the rolls and the modeled wind direction are in accordance with the observations. A qualitative agreement is found for the wavelength, the amplitude and the altitude of the rolls, when comparing the results of this study with the observations.

‘Norrtullsgatan Living Street’ is a public life investigation and design proposal to increase accessibility and attractiveness for people along Norrtullsgatan in Vasastaden, Stockholm. It is a response to the Levande Stockholm Programme, an urban place-making strategy to test potential pedestrian streets by restricting traffic and introducing pop-up furniture during the summer and winter months to create pedestrian-friendly environments. Vasastaden is located North of the city center with the major public transport hub of Odenplan and a significant number of people walking along its narrow sidewalks towards Drottninggatan. This area is an important pedestrian zone that connects the city center to other parts of Stockholm with great potential to activate already existing public spaces and create a network of livable streets. This thesis aims to investigate possible long-term strategies based on public life studies, a comprehensive street analysis, and urban place-making interventions that focus on pedestrians, cyclists, and the experience at the street level to create a ‘living street’. This project wants to strengthen and highlight the benefits of walking not only as a choice of mobility but also as a social, economic, and well-being outcome for the city. Moreover, it instigates further the concept of what makes a walkable city. People want to feel comfortable and safe during their walk but they also want to have a pleasurable experience. Urban design qualities, by all means, influence those choices. By following the evaluation of the temporary design during the summer and winter streets, this project re-assess those strategies to proposed permanent design to promote inclusive public spaces. As a result, this thesis emphasizes the importance of design strategies that are well-integrated into a community by taking into consideration site-specific conditions and users. At the same time, it hopes to contribute with input to the already tested pedestrian zones to become meeting places with rich content, high urban qualities, and a strong identity.

Within the discipline of urban planning and design, this thesis introduces urban atmos-pheres as a theoretical concept, interlinking the urban dweller’s perception of the urban environment with the disposition of social interaction. The aim is to research how urban environments, such as main streets, are being perceived through different senses and which urban atmospheres are disposing social interaction. Framed by the literature within the discipline, the conducted case study within this thesis is revealing the multisensory perception of streets as well as a vision-dominance. Observations and interviews in Barer Strasse in Munich suggest that the interplay of multiple sensory stimuli as well as small businesses on ground floors are creating a lively atmosphere, thereby enhancing social interaction. Despite the vision dominating the perception, this thesis argues for a multi-sensorial approach, including smelling, feeling and hearing within the urban planning and design discipline to create lively cities by strengthening the social function of streets through creating atmospheres that enhance social interaction.

The natural streets model is a research prototype that has been shown to perform better than the conventional GIS-based streets segments for explaining traffic flow and human movement. However, given its experimental status, a gap in the literature was identified. Therefore, the aim of this thesis was to contribute to the literature by investigating the wider applications of natural streets and observe whether a city’s spatial configuration (or structure) is related to outcomes of human behaviour and activity. In this case, the two previously unstudied outcomes were chosen: crime and traffic accidents. Taking an exploratory approach, Stockholm was chosen as the case study. Using the space syntax methodology, the street segments and natural streets connectivity was used to analyse whether accessibility or ‘potential through movement’ is associated with crime and traffic accidents. Two study areas were generated: a primary study area consisting of six nested zones and a secondary study area with hot spots and cold spots for events of crime and traffic accidents. To observe the statistical association between connectivity and events of crime and traffic accidents for natural streets and street segments, a classical regression model was used. The regression analysis showed that natural streets perform significantly better than street segments as they are better able to explain events of crime and traffic accidents. However, more so for traffic accidents. Most importantly, the topological structure or scaling characteristics of natural streets served as a better indicator for measuring human phenomena. The implication of this is that it could potentially be used to further the understanding of human activities in the context of the urban environment.

Evaluating Urban Downtown One-Way to Two-Way Street Conversion Using Microscopic Traffic Simulation

Located in the heart of Silicon Valley, Downtown San Jose is attracting new residents, visitors, and businesses. Clearly, the mobility of these residents, visitors, and businesses cannot be accommodated by streets that focus on the single-occupancy automobile mode. To increase the potential for individuals to use non-single-occupancy modes of travel, the downtown area must have a cohesive plan to integrate multimodal use and public life. Complete streets are an integral component of the multi-modal transport system and more livable communities. Complete streets refer to roads designed to accommodate multiple modes, users, and activities including walking, cycling, transit, automobile, and nearby businesses and residents. A one-way to two-way street conversion is an example of a complete streets project. Similarly, tactical urbanism can provide cost-effective modifications (e.g., through temporary road closures for events like the farmers’ market) that enrich the public life in an urban environment. The ability to serve current and future transportation needs of residents, businesses and visitors through the creation of pleasant, efficient, and safe multimodal corridors is a guiding principle of a smart city. This research project addressed questions that guide the implementation of this overarching principle. These questions relate to travel patterns and potential network impacts of the conversion of the corridor(s) into complete streets. Towards that end, core network in downtown San Jose is simulated via a validated VISSIM model for 2015 traffic conditions (i.e., the base case or Scenario 0). Three scenarios are then modeled as variations to this model. The relevant model outputs from the base and scenario models provide easily digestible information the City can convey various impacts and trade-offs to partners and stakeholders prior to implementation of these plans. The scenarios modeled are based on stakeholder input. Microsimulation allows for detailed modeling and visualization of the transportation networks including movements of individual vehicles and pedestrians. The results based on 2040 traffic volumes provided by the city based on their long-range travel demand model clearly demonstrate that the existing network cannot support the projected level of travel demand. It indicates that the city needs an aggressive travel demand management program to curb the growth of automobile traffic. The output also includes 3-D animations of the traffic flow that can be used in public forums for community outreach. A discussion for such a campaign based on best practices around using these visualizations for public outreach is also provided.
