由於經濟社會的發展,促成了都市的緊密生活關係與外部效果的擴大 ,結果將使大都市與相鄰城鎮、郊區形成一個都市化的都會地區。由於都 會區內各地方政府位階不同,必然導致彼此間在職權和轄區方面的衝突, 因此,恐不易透過協調合作方式來解決根本的問題,乃有將台北縣、基隆 市併入台北市,擴大行政區域之議。台北市行政區域擴大後,大台北都會 區將面臨財政收支同時增加的現象。本文研究的目的,即在探討合併後財 政收支的可能能情形,並針對支出大於收入的財政負擔,參酌其他地方政 府之整體區域均衡發展,對中央、省、直轄市間的財政收支劃分預作調整 規劃,輔以收入方面之開源及支出方面之節流擬議,以期解決大台北都會 區之財政困境。

Correlation Analysis for the Influence of Air Pollutants and Meteorological Factors on Low Atmospheric Visibility in the Taipei Basin

This study aims to investigate the influence of air pollutant concentration and meteorological factors on the atmospheric visibility in Taipei basin. First of all, we collected air quality data measured by ambient air quality monitoring stations of EPA (Environmental Protection Administration) and the meteorological factors monitored by Tamsui and Taipei meteorological stations separately, based on the range of three observation directions. We then analyzed the data by PCA (principal component analysis) to determine the main effective factors on atmospheric visibility under low visibility condition. In order to comprehend the spatial and temporal distribution of atmospheric visibility, we collected the atmospheric visibility data from Taipei meteorological observation stations for the past twenty-two years (1984~2005), it showed that the atmospheric visibility increased gradually. The seasonal variation of visibility was also observed, the best season was autumn (10.7 km) and the worst season was spring (7.5 km). Furthermore, according to the monthly statistical results, the visibility trends in the Taipei Basin can be separated into three typical periods: low visibility period (January to May), transitional period (June to September), high visibility period (October to December). The average atmospheric visibilities observed at the Tamsui, Songshan, and Sindian directions were 10.66 km , 9.54 km and 8.44 km, respectively. In general, the visibility at the Tamsui direction was slightly higher than those from other two directions. The results showed that atmospheric visibility was influenced not only by air pollutant levels and meteorological factors, but also affected by local topography of Taipei Basin. This study revealed that the atmospheric visibility data led on the Tamsui, Songshan observation directions is better. Four intensive observations of atmospheric visibility were conducted during March 28~April 1, July 4~8, September 19~23, and November 14~18 in the year of 2006, respectively. The results showed that the atmospheric visibilities at Tamsui direction were generally higher than other two directions. The visibilities observed in the afternoon were generally higher than those in the morning. Results obtained from the principle component analysis showed that the atmospheric visibility in the Taipei Basin were mainly influenced by PM10, NOx and CO, that mobile sources was the main cause of low visibility in the Taipei Basin. In addition, Tamsui region were affected by PM10 and SO2 more than Songshan and Sindian regions, which was influenced by neighboring industrial and the power plants. In the meteorological factors, wind speed and temperature have more influence on atmospheric visibility, however, the relationship between atmospheric visibility and relative humidity was somehow irregular. The analysis of the spatial distribution of air pollutants showed that low visibilities can not be caused only by high air pollutant concentration within the region, it may caused by the rise of air pollutant concentration in the transition region.

A Study on Internship Programs of Art Museums in Taiwan: A Case of Museum of Contemporary Art, Taipei

Internship experiences in art museums can help students to compare the theories they have learned in school and the tasks in the real working place. Since the researcher is the supervisor of the interns in Museum of Contemporary Art, Taipei (MOCA), an appropriate internship program should be developed. Therefore, the purposes of this these are to discuss the art museums, interns and school¡¦s attitude toward internship program; to examine the internship program in MOCA; and to provide suggestions to improve internship programs. To achieve these goals, the research conducts a thorough literature review, case interviews and participant observation. MOCA and the other three public art museums are taken as examples to analyze and compare their internship programs. The opinions of MOCA¡¦s interns and the schools¡¦ teachers which cooperated with MOCA are collected. The results show that an internship program has several functions such as education, professional training, museum promotion, and interns can be part of the human resources in art museums. Though art museums provide internship programs to students and schools, they should also plan the programs according to their own characteristics and make the programs flexible to accommodate different situations. As for MOCA, it should strengthen the management of internship, let interns know their assignments and tasks precisely, and keep well communication with students. The thesis raises the following suggestions on internship: 1. Art museums should prepare internship programs to benefit both interns and museums, such as increase intern¡¦s training courses and find out specialties of interns. Furthermore, an internship database should be established in each museum as reference. 2. Interns should learn more about the museums in advance. They should have a positive attitude to learn, and evaluate their tasks and goals frequently during the internship. 3. School and museum should consider themselves as partners to arrange the internship placement properly.

The training system of music ministry for laities Taiwan church -- A case study of Taipei Lutheran Church

Music is very important for Christianity which plays music in many situations. It is the laities who serves by music in church for most of the time. In Taiwan church, the problems have to face is the lack of severs: there are few people who got ability and want to serve. The best way to solve the problem is training someone who want to sever in music ministry in church. This study focused on Taipei Truth Lutheran Church¡¦s training system of music ministry for laities. This study try to know well and find out the problem in the training system of music ministry for laities in Taipei Truth Lutheran Church through the literature review, in-depth interview method, questionnaire survey and personal observer. Then, this study tries to build a training system of music ministry for laities in Taiwan church by surveying the system by theories. This study finds out that the training system of music ministry for laities in Taipei Truth Lutheran Church is quite well. This study recommends some advices about the courses, teachers hiring, communicating with different roles in church, information transmission, connecting with other resource and developing supplementary measure. And build a training system of music ministry for laities in Taiwan church.

A Study on Issues of "Free Admission" of Public Museums in New Taipei City

The free charge of admission fee has been adopted by many museums around the world. European countries such as The United Kingdom and France have even introduced the concept of free admission to the public that could serve larger areas and bigger audiences. Although the concept of free admission is already introduced to Taiwan, most of time the policy is not promoted by the central government or the local governments. Instead, they leave that for each individual museum to decide. In 2008, the New Taipei City Government started to promote the free admission policy in municipal museums, including Tamsui Historical Museum, Gold Museum, Yingge Ceramics Museum, Shihsanhang Museum of Archaeology, The Lin Family Mansion and Garden, and Wulai Atayal Museum. These five museums and one garden are a larger scale case in Taiwan. This research has chosen four museums supervised by the Cultural Affairs Department of New Taipei City Government. They are similar in size and the amount of government subsidy, including Tamsui Historial Museum, Gold Museum, Yingge Ceramics Museum, and Shihsanhang Museum of Archaeology. Through document analysis, interviews, and questionnaires, this research attempts to study the current situation and impact of the free admission policy of the municipal museums of New Taipei City and the audience response to it. Based on these results, this research also proposes suggestions for the policymaking and further studies. The research shows that after the implementation of the free admission policy, the number of museum visitors has increased significantly. Most of the visitors are female, half of them are married, and ages are 18 to 34. They are either students or employees in the industry, commerce, and services organizations that have university education, with monthly salary below NT$ 30,000. They live mostly in New Taipei City and second mostly in Taipei City. Because of the free admission policy, the number of domestic group visitors and foreign visitors has greatly increased. Most visitors are infrequent visitors. Their motivations to visit museums is to accompany friends and family members and to enhance their knowledge. The majority of visitors do not shop in the museums; they usually make purchases in the streets outside of the museums. Regarding to the admission policy, most visitors support the free admission policy. The amount of price that they are willing to pay for the admission is less than NT$ 50. Each museum differs in how it operates and what type of visitors it attracts. The reasonable suggests that each museum should develop different marketing strategies based on the features of the museum and its visitors. They can design activities that best suit the visitors¡¦ need, cooperate with transport companies and stores nearby to provide travel packages, and make good use of the volunteers to help the museum to operate effectively, so that the museum can provide the best service for the visitors and achieve a most cost-effective outcome.

Modeling the Dynamics of Desakota Regions: Global - Local Nexus in the Taipei Metropolitan Area

Since the 1970s, Asia has experienced rapid urbanization processes, which are distinct from U.S. society, and the direction of Asian urbanization is more strongly affected by economic globalization. The desakota model, proposed by McGee and Ginsburg in 1991, focuses on how internal domestic and local forces drive the specific rural-urban transformation in Asia. However, the McGee-Ginsburg model does not emphasize the importance of globalization on Asian urbanization. To fill the gap, this study develops a GIS-based CA framework based on the desakota model to not only simulate the unique urbanization processes in Asia but also integrate the influence of globalization into Asian urban dynamics. Three approaches are developed in the CA simulation: 1) physical constraints and land-use classification from remotely sensed images in 1993, 2000, and 2008, are incorporated into micro-scale transformation; 2) population dynamics, shifts of economic activities, and foreign direct investment (FDIs), a representative of the impact of globalization, are applied for multi-scale interconnection; 3) the Monte Carlo mechanism is finally introduced to combine the above two approaches and implement the simulation process. The Taipei metropolitan area, a rapid urbanizing region that highly interacts with the global economy in Asia, is chosen to examine this model. The CA simulation model establishes a strong interaction between FDIs, an indicator representing impacts of globalization, and the dazzling Asian urban model. The combination of multi-scale economic factors and micro-scale land-use transformation also reveals how urban growth of the Taipei metropolis in recent years fits the characterization of the desakota model, and how desakota regions, the growth generators, interact with city cores. As a result, the research not only successfully links the influence of globalization with the desakota model and simulates urban dynamics of Asian cities but also provides scenarios of different FDI inputs for governments to better handle urban growth with global impacts under the deep economic recession since 2007.

The Research of Local Democracy in Taiwan-A Case of Ping-lin Township of Taipei County Government

Abstract This research will mainly study the Ping-Ling Freeway Plebiscite Act and the Ping-Ling County River and Fish Protection Act. The thesis adopts the logic of collective action and the analytic path of the resource mobilization theory and approval theory, which are derived from the collective action and social action theories. The research will further analyze the cause, process, effect and obstacles, of the Ping-Ling Plebiscite Action and River and Fish Protection Act. By observing the two actions, conclusions can then be drawn on the relationship between the regional collective action and the regional democracy. In the research, it is noted that a political elite, who is also an initiator, organizer as well as spokesperson, plays a significant role in the behavior of collective action. The Ping-Ling Plebiscite and the River and Fish Protection Act, with the leadership and power of the political elite added to hold, construct a systematic mechanism such as the Fish Protection Patrol Party. The politic elite will provide the residents theory discourse for use in participating collective action. Throughout the process of the regional residents participating in collective action, there will be great benefits to the democratic development in the region. From the process of actively participating in the regional affairs, the residents will develop new perspectives, and thus have positive on the development of regional civism. It is also discovered in the study that the factional structure of Ping-Ling County is gradually changing. The phenomenon of faction predominating the residents¡¦ power of political life is gradually diminishing. The residents now cast their votes based on the candidates¡¦ ability and contribution to the region and much less based on faction. It is shown that regional democracy can be radicated and practiced through collective action, and this can be a possible approach for every region¡¦s municipals push.

An Analysis for The Present Development and The Strategical Improvement of Taiwan Free Trade Zone

Abstract Because of the trend of globalization and liberalization, every enterprise has actively developed the operation model for their global expansion in order to raise their competitive advantage. In the supply chains of international enterprises, there are a lot of serious competitions which are not just between company and company, but between country and country as well. Every country in the world has legislated the special law which is to give some special areas and eliminate the obstructers which would hold back activities of multinational from internal enterprises in order to satisfy with the demands from all multinationals in the world. Currently, there are about two thousands to five thousands free trade zones or the trade zones that are similar to free trade zones in the world, and they have turned into a very important circulation core and transaction core for international trade. On July 23, 2003 Taiwan was published the operation statute and the operation order of free trade zone by our president. After that, its related accessory schemes have established continually, and amply expanded their utilities. Because of that, this situation has helped free trade zone to have successfully performed its strength and to have assisted to break the predicament of industry development. Currently, In Taiwan, although it has five free trade zones that are Kaohsiung Port, Keelung Port, Taipei Port, Taichung Port and Taoyuan Airport Cargo Terminal, are stationed by eighteen manufacturers, the result of the operation has not reached our expectation. However, this research would be focused on the manufacturers¡¦ satisfaction with the recent standard of free trade zone. The result of this research which is gotten by information collection and data analysis shows the recent statutes and regulations of free trade zone should be revised the following issues: 1. Cancel the regulation of 5% aborigine employment limitation. 2. Simplify the transiting customs formalities and autonomous management methods. 3. Abolish employment regulation of the foreign labors` salary which must to conform to the basic salary regulation. 4. Loosen restrictions on business scope in free trade zone for mainlander. However, there is a suggestion which is our government would need to revise the related statutes and the regulations as quickly as possible in order to operate free trade zone successfully! .
