En säker dricksvattenförsörjning : Vad krävs för att skapa en robust verksamhet? / Safe drinking water : What is needed to create a robust operation?

Vatten är en av de viktigaste tillgångarna vi har och är en förutsättning för att samhället ska kunna fungera. Det moderna samhället lämnar oss sårbara på flera nivåer där dricksvattenproduktionen hotas av åtskilliga typer av risker såsom vattenbrist, klimatförändringar och krig. För att kunna säkerställa tillgången på dricksvatten måste området förstärkas för att kunna skapa en robust verksamhet samt implementera säkerhet i ett långsiktigt perspektiv. Syftet med studien är att undersöka vad det innebär för kommuner att höja standarden inom dricksvattenförsörjningen och det civila försvaret, samt vad som förväntas uppnås av kommunen i arbetet med att säkra tillgången till dricksvatten utifrån regeringens målsättning. För att kunna besvara syftet har studien tagit avstamp utifrån tre frågeställningar som fokuserat på vad det innebär för kommunen att arbeta med att förstärka dricksvattenförsörjningen, vilka målsättningarna är samtriskuppfattningar kring dricksvattensverksamheten. Studien är en kvalitativ intervjustudie med fallstudie som design. Under studien har åtta personer intervjuats som på olika nivåer arbetar med dricksvattenförsörjning och beredskap. Urvalet av deltagare är avsiktligt för att uppnå bredd och djup i material. Den insamlade datan har transkriberats och analyserats med kvalitativ innehållsanalys. Deltagarna i studien uppfattar utmaningen och hoten mot dricksvattenförsörjningen på olika sätt. De upplever att detta påverkar arbetet med att nå en långsiktighet i arbetet med att trygga dricksvattenförsörjningen, samt att det är diffust vad som verkligen är målsättningen i kommunernas arbete. Kommunernas förutsättningar att kunna bygga upp det civila försvaret och skapa en säker dricksvattenverksamhet bygger på att regeringen förser dem med konkreta riktlinjer samt ekonomiska medel för att kunna ta fram beredskapsplaner och nödvattenberedskap. Att kommunerna ska kunna nå upp till vissa målbilder som skapats på högre nivåer är idag inte realistisktutifrån de olika förutsättningarna de har. Arbetet med att skapa ett starkt civilt försvar och en säker dricksvattenförsörjning kommer att kräva stora resursinvesteringar både när det kommer till infrastruktur, IT och kompentensutveckling. / Water is one of the most important resources we have and it is a prerequisite for society in order to function. Modern society leaves us vulnerable on several levels where drinking water production isthreatened by several types of risks such as water shortages, climate change and war. In order to ensure the supply of drinking water, the operation must be strengthened to create a robust operation and implement safety in a long-term perspective. The purpose of the study was to investigate what it means to raise the standard in drinking water supply and civil defense and also what is expected to be achieved by the municipality in the work to secure access to drinking water based on government goals. In order to be able to answer the purpose, the study has been based on three issues that have focused on what it means for the municipalities to work to strengthen the drinking water supply, what the objectives are and also the riskperceptions regarding the drinking water business. The study is a qualitative interview study with a case study as a design. During the study, eight people were interviewed who at different levels work with drinking water supply and emergency preparedness,the selection of participants is intentional to achieve width and depth in material. The collected data has been transcribed and analyzed with qualitative content analysis. The participants in the study perceive the challenge and threats to the drinking water supply in different ways. They feel that this affects the work of achieving a long-term perspective in the work of securing the drinking water supply and that it is unclear what the goal in the municipalities' work really is. The municipalities' ability to building civil defense and creating safe drinking water operations is based on the government providing them with concrete guidelines and financial means to be able to produce contingency plans and emergency water preparedness. That the municipalities should be able to reach certain target images that exist from higher levels is today not realistic based on the different conditions they have. The work of creating a strong civil defense and a secure drinking water supply will require large resource investments both when it comes to infrastructure, IT and skills development.

Civilbefolkningens roll i det svenska totalförsvaret : - Vad förväntas civilbefolkningen göra? / The role of the civilian population in the Swedish total defense : - What are civilian population expected to do?

Purpose: The purpose of this essay is to find out what role the Swedish civilian population is expected to have in the country's total defense and what the civilians are expected to do in cases where there is a high level of preparedness, crisis, or war. This purpose includes finding out if the authorities questioned have varying views of said role.   Method: The research method on which this essay is based in an interview study and a document analysis. The informants are made up by five different Swedish authorities and one municipality.   Material: All the policy documents that this essay analyzes are taken from the government's data base and deal with the various proposals that came about during the closing down of total defense at the turn of the millennium and the rearmament around the mid 2010's. Furthermore, the material also consists of interviews as mentioned above.   Conclusion: The analysis of the various policy documents and the interviews resulted in a clarification of the civilian population's role in total defense. This is because the authorities gave tangible examples of what they believe the civilian population should do in the event of heightened alert, crisis, or war. The previous ambiguity of the role is explained with the help of the policy documents and reflections from the informants. The study is concluded with a discussion about the role of the civilian population and offers suggestions for further research on the role of the civilian population in the Swedish total defense.

"Det är demokratin som är gemensam" : En komparativ kvalitativ innehållsanalys av nationell biblioteksstrategi och nationell säkerhetsstrategi / “It’s the democracy that is in common” : A comparative qualitative content analysis of the Swedish National Library Strategy and the Swedish National Security Strategy

This thesis examines the correlation between the Swedish National Library Strategy and the Swedish National Security Strategy. These strategies originates from two different political fields that seemingly has nothing to do with each other. However, in the Swedish National Library Strategy, it states that public libraries in Sweden should be a part of the nation’s civil defense, and therefore be a part of Sweden’s total defense system. In the National Library Strategy, libraries are considered vital in order to sustain a strong democracy, this is described through the libraries focus on educating citizens in media and information literacy (MIL), as well as the librarians role as an independent and neutral information intermediary. Libraries would therefore enrich the civil defense through a crisis, or a wartime situation. However, in the National Security Strategy the vital role of public libraries within the defense system is not being discussed. The statement from the National Library Strategy has been met with a lot of questions and dispute. The reactions of the statement is in fact the premise of this thesis. The subsequent ignorance of the statement requires further knowledge, which this thesis establish. A comparative qualitative content analysis is applied to find similarities and differences between the two political fields, in order to understand the statement made in the Swedish National Library Strategy. The source material of this thesis consists of these two strategies, as well as further selected reports and research papers that is linked to the two strategies. The results of this thesis show that there is a communal discussion about threat scenarios, and that there are a mutual goal of a strong upheld democracy in both of the policies. However, the results show that there are differences in how to encounter and overcome the threats. This is a two years master’s thesis in Library and Information Science.

"En kugge i krigsapparaten" : Bibliotekens roll i svensk kris- och krigsberedskap / "A cog in the war machine" : The role of public libraries in the Swedish total defense

In this thesis we explore the idea presented in the Swedish National Library Strategy (2019) to tie the public libraries closer to the nation’s total defense system. The purpose of the study has been to understand which problem this idea was formulated as a solution to and how the suggestion is problematized by information science professionals, using critical discourse analysis methods developed by Carol Bacchi. Our material consists of the finalized National Library Strategy, its first draft from 2018, and the referral responses by various interested parties, as well as interviews with 15 public librarians, library directors, and scholars of information science. We discuss how the psychological defense relates to the librarian’s statutory duty to facilitate citizen participation in deliberative democracy and to counteract misinformation. We also ask how the library professions might be affected by an active involvement in future civil defense efforts. Our results show that the National Library Strategy construes the idea as a security problem by portraying our society as affected by growing political tensions, rapidly spread misinformation, and chaos, making the total defense suggestion into a meaningful solution. In our interviews with information professionals, some respondents viewed the total defense as an extension of their work to advocate democracy and intellectual freedom, whereas others perceived ethical tensions and incongruity between the two missions, referring to traditional library ideals of political neutrality and independence. All respondents based their reflections of the total defense idea on the importance of deliberative democracy and the library’s prominent place in promoting it, but with differing perspectives of its relationship to the total defense system as either problematic or emblematic. Drawing on these results, we argue that a total defense mission is compatible with librarians’ professional ethics and statutory democracy advocacy, as long as libraries can continue to foster free opinion formation and unbiased information evaluation independent from state interests during wartime and times of crisis. Syftet med vår uppsats har varit att undersöka vilka möjligheter det civila näringslivet har att stödja Försvarsmakten med reparations- och underhållstjänst av försvarsmaktsgemensam materiel under en säkerhetspolitisk kris. Utvecklingen av vårt Totalförsvars har återigen blivit en aktuell fråga, kopplat till det säkerhetspolitiska läget i Europa idag. Det svenska Totalförsvaret syftar till att det civila försvaret tillsammans med Försvarsmakten gemensamt ska stärka samhällets motståndskraft. Ett starkt och robust civilt försvar är en förutsättning för att samhället ska kunna stödja Försvarsmakten under kriser och krig. Metoden som har varit vår ledstång under studien bygger på en induktiv ansats med ett explorativt förhållningssätt. Själva datainsamlingen och bearbetningen av den har varit kvalitativ, där datainsamlingen har genomförts genom semistrukturerade intervjuer av respondenter från både näringslivet och Försvarsmakten. De insamlade data i form av intervjuunderlag har analyserats, kodats och grupperats i teman enligt metoden tematisk analys. Resultatet från studien visar på att Sverige inte längre har den förmåga till krisberedskap som vi hade i slutet av 1990-talet och där regeringen slutligen upphävde förordningen kring motorreparationstjänsten. Vårt insamlade underlag visar dock på att såväl statliga offentliga utredningar, som myndigheter och det civila näringslivet ser ett behov och möjlighet till att kunna återskapa någon form av samverkan mellan civila företag och Försvarsmakten för att öka tillgängligheten på försvarsmaktsgemensam materiel. Studien har kommit fram till att Sverige har förutsättningar för att kunna bygga upp en krisberedskap kring reparations- och underhållstjänst i likhet med den vi hade före juni 2007. I denna nya krisberedskap har civila företag en uppgift i att stödja Försvarsmakten med reparations- och underhållstjänst av försvarsmaktsgemensam materiel vid kriser, väpnat angrepp och krig. / The purpose of this thesis has been to investigate what opportunities the commercial industry has to support the Armed Forces with repair and maintenance services of armed forces common equipment during a security policy crisis. The development of our Total Defence has once again become a topical issue, linked to the security policy situation in Europe today. The Swedish Total Defence aims to ensure that civil defence, together with the Swedish Armed Forces, jointly strengthens the overall resilience of society. A strong and robust civil defence is a prerequisite for society to be able to support the Armed Forces during crises and war. The method that has been our guidance during the study is based on an inductive approach with an exploratory approach. The data collection and its processing has been qualitative, where the data collection has been carried out through semi-structured interviews of respondents from both the commercial industry and the Swedish Armed Forces. The collected data in the form of interview data has been analysed, coded and grouped into themes according to the method of thematic analysis. The results of the study show that Sweden no longer has the capacity for crisis preparedness that we had in the late 1990s and where the government in the end repealed the regulation on the Total Defence repair and maintenance service. However, our collected data shows that both government public inquiries, as well as authorities and the commercial industry, once again see a need and opportunity to recreate some form of collaboration between civilian companies and the Armed Forces in order to increase the availability of joint armed forces equipment. The study has concluded that Sweden has the prerequisites to be able to establish a repair and maintenance service similar to the one we had before June 2007. Where civilian companies have a role in supporting the Armed Forces with the repair and maintenance service of armed forces common equipment in the event of crises, armed attack or war.
