La métropolisation est l’un des processus à l’origine de la recomposition spatiale en Afrique de l’Ouest. Ce processus est sous-tendu par quatre piliers qui fondent un système métropolitain. On en vient à dégager une approche qui permet d’appréhender les différents mouvements entre le centre et sa périphérie. Insérer Cotonou dans le réseau des villes de référence est le souhait des acteurs politiques béninois. Mais la volonté de voir cette métropole jouer un rôle plus important dans la région ouest-africaine n’est pas toujours en adéquation avec la démarche de ses gestionnaires et le niveau d’organisation de cette communauté urbaine. D’abord, les difficultés de l’homme à vivre et à travailler dans un milieu peu accueillant à l’origine, mais contraint à supporter une charge humaine lourde rendent les rapports de l’homme à son environnement tendus. Le support physique n’étant pas maîtrisé et bien géré, il affecte négativement le processus de métropolisation. Ensuite, la politique menée par les acteurs locaux reste caractérisée par le laisser-faire et le manque de réflexion stratégique sur l’avenir et le rôle des pôles de l’espace métropolitain. L’analyse de l’évolution de cette politique urbaine montre trois phases ; mais la perception des acteurs politiques sur la ville est restée constante depuis l’indépendance. Sur l’angle économique, la métropole béninoise est dominée par l’informel qui met en difficulté tout ce qui est officiel et détermine la morphologie de l’espace métropolitain. Bien que les mutations architecturales et fonctionnelles soient évidentes, on se demande si ce type d’économie constitue un pilier efficace. Par contre, celui portant sur les valeurs sociales, notamment l’affection, n’est pas négligeable dans la construction de la société urbaine. Elles influencent les décisions des acteurs, les incitent à la fois à agir en faveur de la métropole ou à l’abandonner. Produite par diverses situations dont les effets d’un environnement malsain, l’analyse de l’affection à Cotonou et sa périphérie montre qu’elle est un élément important du pivot de la métropole, favorisant la périurbanisation.Les rapports de forces entre ces différents piliers ont des effets spatiaux. Responsables de l’état actuel de la métropole béninoise, ils détermineront ses configurations spatiales. Par ailleurs, Cotonou semble être dans une phase de « métropolisation incomplète » ou passive, les acteurs locaux auront-ils ou se donneront-ils les moyens de relever les défis pour une métropolisation complète et active ? / Metropolisation is one of the processes responsible for the spatial reconstruction in West Africa. This process is underpinned by for pillars that the found a metropolitan system. We come to identify an approach that allows as to understand the different movements between the center and the periphery.Insert Cotonou in the network of the famous cities is the wish of the Benin political actors. But the desire to city play an more important role in the West Africa region is not always in line with approach of managers and the level of the organization of the urban community. First the difficulties of man live and in an environment inhospitable at the beginning, but forced to bear a heavy load make man’s relation with his environment at the tense. As the environment is not controlled and well managed, is negatively affects the process of metropolisation. Second, the policy of local actors is characterized by carelessness and the lack of strategically thinking about the the future and the role of the pole of the metropolitan area. The analysis of the evolution of the urban policy shows there phases, but the perception of political actors on the city has remained constant since independence. On the economic angle, Benin city is dominated by the informal, which causes problems to everything which is official and determines the morphology of the metropolitan area. Although the architectural and functional changes are obvious, you wonder if this type of economy is an affective pillar. On the contrary, the on which is on social values, such as affection, is not negligible in the reconstruction of urban society. They influence the decision of actors, encouraging either to act in favour of the one country or to abandon it. Production by a variety of situations including the affects of an unhealthy environment, the analysis of the affection for Cotonou and is periphery shows that it is an important element of the city’s axis which promotes suburbanization. The balances of power between these have spatial effects. Responsible for the current state of the Benin metropolis, they determine its spatial configurations. Moreover, Cotonou seems to be in a phase of passive or ‘’incomplete metropolisation”, will the actors have or will they provide the means to meet the challenges for a full or active metropolisation ?

The analysis consider the governance idea and associates the social participation to the widening of democracy based in the analytical models proposed by Fung (2004), and Lubambo and Coelho (2005), the first author characterizing the component dimensions of a participative instance linked to the results, in direct relation with democratic improvement and the other two authors classifying these participative instances related to the levels of empowerment gain. From that premises it is done a generic evaluation of that institutional design implementation in seven Minas Gerais municipalities, identifying the differences among them in terms of that implementation. The analysis is them deepened in two of these municipalities, where the participative process occurred more intensely, in search for the common factors contributing for the effectiveness of the processes. The stated point of view is that institutionalizing the participative instances revealed to be essential for the good implementation of the participative processes in that municipalities, contributing to the widening of good governance and to the empowerment of actors. It is emphasized the influence of the local context in this implementation, particularly the local government role and previous experience in participatory processes, resulting in different levels of democratic improvement. Even taking into account the breadth of the subject and the diffuse interests that characterize directors plans, local experiences showed the participative instances strong contribution for the commitment of all involved and for public deliberation, being associated with the determined actuation of the local Executive representant and, in minor extent to the existence of previous experiences in participative processes. / Governo e Pol??tica

In this context, the conquer of a great deal of social urban rights in the outskirts of the town, as well as several public built housing complexes designated to low-income population, started to depend on, in great measure, to the collective mobilization of its inhabitants who, from the 1940s on, began to get more conscious about their rights, as town citizens and tax payers, having as reference the public equipment and services already available to the residents of more prominent town areas, launching, thus, the struggle for improvements. Poucas referências teóricas e práticas são encontradas em relação ao planejamento territorial de áreas rurais a nível municipal no Brasil, indicando a necessidade de ampliar a discussão sobre o tema. Neste sentido, o presente trabalho busca dar contribuições à discussão teórica e a uma proposta em torno da elaboração e revisão do Plano Diretor Municipal como instrumento capacitado e responsável por atuar no planejamento destas áreas. Para tanto, busca-se na teoria de planejamento ambiental, pontos chave capazes de conduzir a discussão sobre o cenário atual encontrado e nortear uma proposta para práticas futuras. Trazendo o olhar para uma perspectiva mais pragmática, é apresentada uma visão geral sobre a situação atual do planejamento territorial no Brasil, e como o planejamento ambiental interfere ou tem potencial de intervir sobre esta situação. Indo um pouco além e buscando em outro contexto insumos ao debate e conhecimento de outras realidades, o sistema de planejamento holandês é também descrito e analisado, ampliando a visão quanto às dificuldades e possibilidades aqui discutidas. Por fim, com base no referencial teórico e prático desenvolvido, é feita a proposta de uma estrutura base para elaboração e revisão de Planos Diretores, sistematizando e sumarizando propostas às deficiências identificadas. O trabalho foi construído fundamentalmente com base em revisão bibliográfica e documental, além de contar com casos ilustrativos, utilizando reuniões com especialistas e entrevistas semi-estruturadas. Com isto, foi possível mesclar elementos da perspectiva ambiental à perspectiva urbanística predominante no planejamento territorial municipal brasileiro, e fortalecer o debate sobre a necessidade de trabalhar tais perspectivas, seus planos e instrumentos de forma complementar e integrada, incluindo questões de recorte e escala de trabalho, bem como, de participação pública e inclusão de valores sociais no planejamento, culminando na proposta de uma estrutura base. / There are few theoretical and practical references available in relation to spatial planning of rural areas at the municipal level in Brazil, indicating the necessity of a broader discussion about this theme. In this sense, this work aims to contribute to the theoretical discussion and to make a practical proposal regarding the preparation and review processes of the municipal Master Plan, a tool able and responsible for planning these areas. Key points were selected from the theory of environmental planning to conduct the discussion about the actual scenario and to guide a proposal for future practices. A general vision of the spatial planning practice in Brazil was built, also presenting deficiencies and the connections and potential interferences of the environmental planning perspective in this context. Going further and searching for inputs to the debate in another practical context, the Dutch planning system was described and analysed, providing broader ideas in relation to the difficulties and possibilities discussed here. By the end, a basic framework to prepare and revise Master Plans was designed, based on the theoretical and practical referential developed, organizing and summarizing proposals to the identified deficiencies. The work was based on literature and document review, and illustrative case studies, counting on informal meetings with specialists and semi-structured interviews applied to practitioners. With this, it was possible to merge elements from the environmental perspective to the urban planning perspective, which still dominates the municipal spatial planning practice in Brazil, and to strength the debate about working these two perspectives together, their plans and tools, in an integrated and complementary way, including different scales and areas of planning, and emphasizing the importance of public participation and the inclusion of social values in the planning process. By the end, a basic framework was designed.
