Neste sentido, propomos, por meio do conceito de “contextualismo lingüístico” de Quentin Skinner e John G. A. Pocock, relacionar as ideias políticas de Varela com os principais debates e publicações realizadas por esse intelectual no período trabalhado sobre a questão da educação pública no Uruguai. Partimos do pressuposto de que, por meio das propostas de educação estabelecidas por ele, existe uma intenção política mais ampla que visava a implementação da democracia e a consolidação das práticas republicanas no país. Além disso, acreditamos que, por meio das propostas de Varela, existe uma ideia de como deveria ser o Uruguai, em termos de estabilidade política e social. Para que “tal projeto de Uruguai” seja desvelado de seus escritos, utilizaremos escritos do autor em alguns periódicos e jornais da época, além das obras La Educación del Pueblo e La Legislación Escolar, também de sua autoria. Da mesma forma, por meio da análise dos espaços de sociabilidade e os “microclimas” – nos dizeres de Jean François Sirinelli - dos homens de letras no país, recorreremos eventualmente aos escritos de alguns de seus contemporâneos, como Carlos María Ramírez, Agustin de Vedia, Lucas Herrera y Obes, Juan Zorrilla de San Martin, entre outros, para que possamos ter uma maior compreensão acerca dos embates em torno da questão educacional e, conseqüentemente, do projeto republicano de nação uruguaia nela inserido. / The present work, situated in the field of Intellectual History, aims to focus a discussion towards José Pedro Varela‟s (1845 -1879) ideas for an educational reform in Uruguay on nineteenth century. Therefore, we propose, through Quentin Skinner e John G. A Pocock‟s “linguistic conceptualism”, a relation between Varela‟s ideas and the main debates and publications about public education issues in Uruguay. Our hypothesis that his educational propositions intend to accomplish a wider political project that aimed to implement democracy and the consolidation of republican practices. Besides that, we believe that Varela‟s propositions build a projection of how Uruguay should be in terms of social and political stability. To discover this “project of Uruguay” in his writings, we are going to utilize as historical sources some texts published in newspapers back in those days, beside his works La Educación del Pueblo and La Legislción Escolar. Yet, for the purposes of the analyzing the Uruguayan intellectual‟s sociability spaces and their “microweathers” – in Jean François Sirinelli‟s terms – we are going the recur eventually to the writings of Varela‟s contemporaries, such as Carlos MaríaRamírez, Agustin de Vedia, Lucas Herrera y Obes, Juan Zorrilla de San Martin, and others, in order to get a wider comprehension about the educational struggles e, by the consequence, Uruguayan republican project attached to it. / FAPESP: 2014-06151-3

The Socio-Cultural Dimension of Territory as the Foundation for Participatory Decentralization in Uruguay and Chile

The aim of this research project is to study the ways in which territory—particularly its socio-cultural dimension—influences the participatory decentralization (PD) initiatives of the state from a comparative and interdisciplinary perspective. To achieve this objective, this project analyzed decentralization experiences at the municipal level within the national-level context of political decentralization processes in Uruguay and Chile. Uruguayan cases were compared with the Chilean ones based on Mill’s method of difference, also known as “most-similar design,” which is considered one of the most useful qualitative approaches in terms of studying democratization in Latin America (George & Bennett, 2005). However, I used Mill’s method in two distinct ways, comparing similar municipalities between the two countries, which allowed me to vary the national-level political project while holding municipal characteristics relatively constant; and comparing municipal cases within each of the two countries, which allowed me to vary the socio-cultural dimension of territory within a single participatory decentralization model. Comparing the effect of the political project on PD outcomes to the effect of the socio-cultural dimension of territory allowed me to assess which factor proves more important to local outcomes. Although there are significant differences between Uruguay and Chile in terms of their political projects of decentralization, rural and poor municipalities with a high percentage of minority ethnic communities—in this case, Afro-descendant populations in Uruguay and indigenous Mapuche peoples in Chile—, still face deep, structural obstacles to implementing participatory decentralization, differences which are explained by the effect of the ethno-cultural dimension of territory and by the effect of geographical residence on the PD outcomes over the last decade. This alternative approach to participatory decentralization based on the socio-cultural dimension of territory highlights the structural obstacles to successful participatory decentralization, such as clientelism, caudillism, centralism and racism. It also implies that deepening participatory decentralization requires a strategy to improve civic engagement and horizontal governance of the local civil society. In also has the potential to foster accountability and to redistribute political power at the municipal level in both countries.

Ecology and Conservation of Bird Assemblages in Native and Afforested Environments in the Northern Campos Grasslands of Uruguay

Commercial forestry has expanded across the Rio de la Plata Grasslands (RPG) of South America in recent decades. I conducted a resource-use based study on bird communities during the 2013-2014 austral breeding season in northern Uruguay. I assessed relationships between habitat types and bird abundance as a function of vegetation structure. To compare avian responses to treatments, I included native environments, pine and eucalyptus plantations of different ages and thinning regimes. I detected differences in species richness and composition and species-specific responses in abundance along structural gradients sampled. Although poorer in species than native habitat types, tree plantations were extensively used by birds. Birds associated with plantations were primarily habitat generalists and forest dependent species, with low incidence of grassland specialists. Results of my study provide baseline information for stand-level management and future landscape design of timber plantations to benefit conservation of bird communities in afforested landscapes in the RPG.

The impact of the Pink-Tide extractive economic model on democracy: a comparative study of democratic performance in Argentina and Uruguay

The deteriorating quality of democracy in Latin America has been a debated issue for a long time. Numerous theories and authors have proposed different causes and reasons. For instance, Linz argues that the cause is presidentialism, while Brinks, Levitsky, and Murillo suggest that unstable economic and political circumstances have led to institutional weakness in Latin America. Considering the relevance of extractivism in Argentina and Uruguay and bearing in mind that politics and economics are related, this paper builds on dependency theory to investigate how the pink-tide extractive economic model affected democracy from 2005 to 2015. The cross-national comparison results indicate that extractivism is not the only factor negatively impacting their democracy. The findings reveal a positive relationship between fragile institutional checks and balances and the concentration of power in the executive allowing for a greater extractivism impact on democracy. The results of this study support the view that institutional checks and balances are vital to ensure political stability.

The Adoption of Genetically Modified Organisms in Uruguay's Agriculture: An Ex-Ante Assessment of Potential Benefits

The present study analyzes the economic impact of the introduction of Genetically Modified Organisms (GMOs) in Uruguay's agriculture. Using a partial equilibrium framework the impacts of transgenic varieties are simulated for two crops, rice and potatoes, in small open and closed economies respectively. The model accounts for the presence of market imperfections created by the monopolistic behavior of the genes' patent owner. The change in economic surplus generated after the adoption of the new technology is projected to be positive, although the seed markup charged by the monopolist reduces the surplus compared to a perfectly competitive market. Total deadweight losses and domestic losses are found to increase with the seed premium, as additional monopolist profits are extracted out of the country. Adoption decreases with the seed premium, further reducing the domestic consumer and producer surplus. The results of the study suggest an active role for national technology policies and for the agricultural R&D system in Uruguay to generate conditions that attract the technology's owner to a small market while at the same time reducing the potential losses that monopoly power creates . / Master of Science

Föreskrivs normprövningen i Uruguay och Sverige för att leva upp till rättsstatlighetens krav eller visar det på ett verklig skydd av de konstitutionella rättigheterna? Vårt syfte med denna uppsats har varit att beskriva Uruguays och Sveriges regelverk vad gäller den konkreta efterhandskontrollen av rättsreglers grundlagsenlighet samt att bedöma huruvida tillämpningen av den konkreta efterhandskontrollen ger ett rättsskydd för den enskilde. Vi har under arbetets gång presenterat båda systemen vad gäller den konkreta efterhandskontrollen ur ett komparativt perspektiv, för att på så sätt kunna identifiera och förklara de skillnader och likheter som föreligger. Av vår studie framgår att båda staterna betraktar normprövningen som en effektiv och nödvändig kontrollmekanism för att garantera att statsmakterna inte avviker från de föreskrivna reglerna och därmed tillförsäkra den enskilde ett rättighetsskydd. Problematiken ligger i om institutet resulterar i ett reellt skydd för den enskilde i båda rättsordningarna eller ej. Vi har kommit fram till att uruguayansk och svensk rättspraxis visar på ett reellt rättsskydd för de enskilda vid tillämpningen av den konkreta efterhandskontrollen och föreslår en kombination av de uruguayanska och svenska systemen för att på så sätt förstärka rättssäkerheten samt rättighetsskyddet, ur den enskildes perspektiv.
