A political ecology of conservation : peri-urban agriculture and urban water needs in Mexico City

This dissertation examines the cultural politics of conservation efforts in Mexico City, where in 2000, the city legislated a soil and water conservation plan in its rural areas. During 12-months of field work in the village of San Luis Tlaxialternalco 1 focused on how the conservation plan was to be established in the wetlands with chinampa agriculture, directly above one of the city's fresh water reservoirs. Political ecology research of conservation suggests that ecosystemic processes are intricately linked to economic and social processes on many scales. Post-structuralist analysis has complicated homogeneous and generalizing descriptions of social categories, politics of power, and the causality between socio-economic, political, cultural, and ecological factors. Research in political ecology emphasizes the diversity of actors and their subject positions and seeks to locate and understand the dynamics of power and agency within and outside formal institutions. I examined the negotiations of the conservation plan on three social scales and I looked at the intersecting axes of power and the knowledge of various actors, and how they inform conservation. On the scale of the state, a discursive analysis of the 'coloniality of power' of the conservation plan uncovers the city government's underlying assumptions about how the fanners' land use practices and social organization contribute to the conservation effort. I ask how do those assumptions define and condition chinampa farmers as 'Indian'? I conclude that in the conservation plan, colonially-based discourses constitute rural communities and agriculturalists in ways that subject them to the city's needs and interests, and exclude them from equal livelihood opportunities. In San Luis Tlaxialternalco I examined ideas of 'community' by documenting how the conservation plan affected local power relations. Analyzing the dynamics among chinampero farmers in their meetings, I exarnined the alliances in and the 'voice' of the village. I conclude that 'community' is a fluid and contested entity shaped by class, knowledge, and cultural values in unpredictable constellations. The tjaird scale of analysis concerns women's knowledge and voice, and examines ideas of silence as agency. In semi-structured interviews and participant observation in farmer women's everyday lives in San Luis I explored how they make decisions that affect the environment. The research shows that multiple constraints and opportunities, such as economic responsibilities, class, prestige, and patriarchy shape women's daily lives and direct their decisions to advance goals consistent with their values even when their decisions may undermine the long-term health of the environment they depend on. By looking at the micropolitics of conservation, my research provides cultural understanding of how at different scales decisions that affect ecology are made and how they are articulated through cultural idioms in the charged context of the conservation plan. The dissertation de-mystifies predominant representations of chinampas and chinamperos. It also complicates ideas of 'cornmirnity' and suggests that the analysis has to go beyond class and include values and knowledge. Further, I show that relevant ecological knowledge does not automatically lead to 'appropriate' action, and that silence can be a powerful tool that resists impositions and firrthers individual and community interests. Finally, the thesis suggests that political ecologists need to move away from equating power with action and activism within "progressive movements", and that conservation efforts need to have multiple goals and follow diverse strategies. / Arts, Faculty of / Geography, Department of / Graduate

Återvinning av rökgaskondensat på Moskogen : Ett investeringsunderlag för minskad vattenkonsumtion på ett kraftvärmeverk

Det här projektet har varit på uppdrag av Kalmar Energi AB och har utförts på kraftvärmeanläggningen Moskogen. Projektet syftade till att undersöka om återvinning av rökgaskondensat till spädvatten var möjlig och ekonomiskt försvarbart. Denna åtgärd skulle potentiellt kunna minska anläggningens råvattenkonsumtion och det skulle leda till en ekonomisk besparing. Åtgärden skulle även bidra till att anläggningen blev mer självförsörjande och mindre känslig vid störningar på det lokala råvattennätet. Mätningar av flöden på rökgaskondensatsproduktionen, halter av föroreningar och råvattenkonsumtionen gav viktiga parametrar för kontakt med leverantör av reningssystem. Samarbete upprättades med Eurowater AB där två olika reningsanläggningar togs fram och delgavs Kalmar Energi AB. Kostnaden för de två olika förslagen och respektive råvattenbesparing gav två avskrivningstider för investeringarna. Slutsatsen som drogs av projektet var att en installation av en reningsanläggning för återvinning av rökgaskondensatet var möjlig. / This project has been commissioned by Kalmar Energi AB and has been carried out at the CHP plant Moskogen. The project aimed to investigate whether recycling of flue gas condensate was possible and economically justifiable. This measure could potentially reduce the plant´s raw water consumption and would result in economic savings. The measure would also help the plant become more self-sufficient and less sensitive to disturbances on the local raw water distribution net.  Measurements of the flow of flue gas condensate, levels of pollution and raw water consumption gave important parameters for contact with the purification supplier. We entered a collaboration with Eurowater AB where two different purification plants were presented to Kalmar Energi AB. The cost of the two different proposals and their respective raw water savings gave two different payback periods in which the initial investment would be recouped by the client. The conclusion drawn from the project is that the installation of a purification plant for recycling of flue gas condensate was possible.

Regnvatteninsamling : Vattenbesparingspotential i svenska förhållanden med fallstudie i Järlåsa / Rainwater Harvesting : Water saving potential under Swedish conditions with a case study of Järlåsa

Vattenbesparing och alternativa lösningar för att tillgodose vattenbehovet har blivit mer aktuellt de senaste åren med torka. Regnvatteninsamling för hushållsanvändning används redan på många platser runtom i världen men är begränsad i Sverige idag. Syftet är att dels undersöka en lämplig dimensionering av ett system för regnvatteninsamling för hushåll i Jälåsa och att identifiera olika drivkrafter och hinder. Metoden i denna studie har varit dels massbalans- och effektivitetsberäkningar för att se hur mycket regnvatten som kan samlas in och dels intervjuer med två teknikleverantörer och fem kommuner för att utvärdera den juridiska, sociala och ekonomiska potentialen. Resultatet visade att tankstorlek på mellan 1000 och 4000 liter är rimligt för hushållsanvändning till toalett eller toalett och tvättmaskin och ger en effektivitet (procent av vattenbehovet som täcks av regnvatten) på mellan 83,6 % och 96,0 %. Vilken storlek som är mest lämplig beror på faktorer såsom vad regnvattnet används till, takyta, antal personer i hushållet och om first-flushbortledning används. Beräkningar visar att ungefär 19-29 % av den totala dricksvattenförbrukningen skulle kunna sparas i Järlåsa, vilket motsvarar ungefär 4 400 till 6 700 kubikmeter dricksvatten per år. Identifierade hinder var oro kring kontamination av dricksvatten, brist på ekonomisk lönsamhet till följd av låga dricksvattenpriser i Sverige och behov av förtydligande av krav och vilka risker som finns med regnvatteninsamling. Idag är potentialen och motivationen som störst för de som har dålig tillgång på vatten och en ökad miljömässig medvetenhet skulle kunna öka implementeringen av regnvatteninsamling i Sverige. Slutsatsen är att det finns potential för regnvatteninsamling men att det fortfarande krävs viss utveckling och mer kunskap om regnvatteninsamling under svenska förhållanden. / Water saving and alternative solutions to supply drinking water have become more important due to several consecutive droughts in recent years in Sweden. Rainwater harvesting for households is already being used in many places around the world but still has limited application in Sweden. The purpose with this study is to investigate a suitable sizing of a rainwater harvesting system in Järlåsa and to identify drivers and obstacles for implementation. The methods used in this study were firstly calculations based on mass balance and efficiency estimates and secondly interviews with two technology providers and five municipalities. The results showed that a tank size between 1000 and 4000 liters would be suitable for the purpose of supplying water for flushing toilets and for washing machines and the efficiency (percentage of water demand being met by rainwater) would be between 83,6% and 96,0%. What size tank is recommended depends on factors such as what rainwater is used for, roof area, number of people in household and whether first-flush is diverted. Results show that around 19-29%, around 4 400 to 6 700 cubic meters per year, of the total potable water consumption could be saved in Järlåsa every year using rainwater harvesting. The results also show that the dry periods, when the tank was empty, become shorter with a larger tank size and that there are distinct differences in the volume rainwater in the tank between years with varying precipitation. According to municipalities the potential was highest for irrigation purposes today but there was also potential for use in household for flushing toilets and supplying washing machines. The identified obstacles were concern regarding contamination of the drinking water supply, lack of economic profitability as a consequence of low water prices and the need for clarification of requirements and risks with rainwater harvesting. Today the potential and motivation is highest for those with an insufficient water supply and an increase in the environmental awareness could possibly enhance implementation further. The conclusion is that there is potential for rainwater harvesting but that there still is a need for some development and more knowledge regarding rainwater harvesting under Swedish conditions.

Climate Adaptation and Water Conservation Decision-Making in Paso Robles, California Vineyards

This paper examines vineyard perceptions and adoption of climate change adaptation and water conservation measures in the Paso Robles American Viticultural Area (AVA). A survey was distributed to all 220 vineyards and vineyard management companies that operate in the AVA, with a 53.64% response rate. The objective of the survey was to determine vineyard manager and owner attitudes towards climate change and adaptation, as well as their perceptions of how these threats would impact their operation. A second objective was to document the current level of water conservation and climate adaptation while identifying the barriers and opportunities for further adoption of these practices. The third objective was to share a climate projection to assess perceived impacts, attitudes, and perceptions of the projection and capacity to adapt. The final objective was to develop a typology to assist targeted outreach of vineyards. Our results showed that the most important current climate impact is heat, with water regulations and supply being the biggest concern in the future. Vineyards were also found to be relatively unsure about their capability to further implement adaptation measures, with relatively low adoption of most practices already. Decision support tools, like the climate projection, were found to be useful and desired by vineyards for management. Results of our study showed that trust in the information source can be a barrier to use of these tools. We identified further barriers to adoption of practices and identified an outreach strategy using a typology of vineyards, which focused on smaller vineyards and those without wineries. These results can be used to increase efficacy of government and NGO programs that aim to support climate adaptation and water conservation in the region.

[EN] SUMMARY It is a fact that in our environment there is a water shortage that affects the agricultural and urban freshwater consumption. The environmental conditions of climate change will aggravate the situation in the coming years. The efficient management of water resources is, and will be, an important issue for society that must be addressed from a social and technological point of view. Although nonfarm consumption represents only 30% of the total demand for freshwater, the urban water use is the more worrying because it directly affects the lives of people. A shortage of water resources is answered from two points of view. On the one hand, increasing supply through an increase in water uptakes, transfers from surplus basins, or desalination. On the other hand the reduction of demand, or efficient demand management. It is from this approach where this research takes place. The aim of the thesis is to develop a methodology to select the most appropriate water saving system to equip a building. The selection process arises from two approaches, each corresponding to a different use of the building. For buildings intended to develop a productive activity a cost-benefit selection method is used. For other buildings, a multicriteria selection method is used. For this last situation, application of analytic hierarchy process to selection of water saving systems is chosen. For the implementation of the multicriteria selection method, a series of selection criteria have to be defined and considered: water conservation, energy conservation, social and environmental impact, design, and economic viability. Each device or water saving system should be characterized on the basis of each of these criteria. In the thesis has been developed the way to characterize the "water efficient systems" for every of the selection criteria defined. As part of the characterization process, it is necessary to know drinking water demand patterns produced in the building. To do this, a water consumption audit can be performed, for the existing buildings, or results of similar buildings can be extrapolated, in the event that the building were a new construction that is going to be equipped with water efficient systems. The thesis shows how to carry out an audit of water consumption of the building. Also, some studies of water demand patterns in residential buildings are set. A self-done study on water patterns demands in the area of Valencia is presented. For the economic viability of implementing water saving systems it is very important that the size of all its equipments are as tight as possible to the use made of them in the building. Therefore, a study of the optimal and economic dimensioning of rain water harvesting systems has been made. It has also been theoretically studied the generating capacity of water condensation in air conditioning systems, for its use in water supply facilities. This information is used for equipment sizing of this water saving system. As there was no verified information on the validity of the theoretical method, measurements have been performed to contrast them. Finally, in this thesis measurements, studies, analysis, and equipment characterization, had been performed to make available a complete methodology for multi-criteria selection of the most suitable water efficient systems to equip a given building. / [ES] RESUMEN Es una realidad que en nuestro entorno existe un déficit hídrico que afecta tanto al consumo agrícola de agua dulce como al consumo urbano de agua potable. Las condiciones ambientales de cambio climático agravarán la situación en los próximos años. La gestión eficiente de los recursos hídricos es, y será, un tema importante para la sociedad que debe ser abordado desde un punto de vista social y tecnológico. Aunque el consumo no agrícola supone sólo una 30% de la demanda total de agua dulce, es el uso urbano del agua, que consume la mayor parte de ese porcentaje, el más preocupante por cuanto afecta directamente a las condiciones de vida de las personas. A la escasez de recursos hídricos se responde desde dos perspectivas. Por un lado el aumento de la oferta, a través de un aumento de las captaciones, trasvases desde cuencas excedentarias, o desalación. Por otro lado la reducción o gestión eficiente de la demanda. Es desde este enfoque desde donde se desarrolla este trabajo de investigación. El objetivo de la tesis doctoral es desarrollar una metodología para la selección de los sistemas de ahorro de agua potable más adecuados para equipar en un edificio. El proceso de selección se plantea desde dos aproximaciones, correspondiendo cada uno de ellos a un uso diferente del edificio. Para los edificios destinados a desarrollarse una actividad productiva se utiliza un método de selección coste-beneficio. Para el resto de edificios se utiliza un método de selección multicriterio. Para esta situación se ha optado por aplicar el método del proceso analítico jerárquico a la selección de sistemas de ahorro de agua. Para la aplicación de la selección multicriterio, se han definido una serie de criterios a tener en cuenta: ahorro de agua, ahorro de energía, impacto socio-ambiental, diseño, y viabilidad económica. Cada dispositivo o sistema de ahorro de agua debe ser caracterizado en base a cada uno de estos criterios. En la tesis se ha desarrollado la forma de caracterizar los denominados "sistemas de hidroeficiencia" para cada uno de los criterios de selección definidos. Como parte del proceso de caracterización, es necesario conocer la forma de consumir agua potable que se produce en el edificio. Para ello se puede realizar una auditoría de demandas, en el caso que el edificio exista, o se debe extrapolar resultados de edificios similares, en caso que el edificio sea un edificio de nueva planta que se quiere equipar con los sistemas de hidroeficiencia, ya de partida. En la tesis se indica cómo llevar a cabo una auditoría del consumo de agua del edificio. Igualmente se exponen algunos estudios de patrones de consumo en edificios de viviendas, y se presenta un estudio propio sobre patrones de demanda en la zona de Valencia, para la que no existía información. Para la viabilidad económica de la implantación de los sistemas de ahorro tiene gran importancia que su tamaño sea lo más ajustado posible al uso que se hace de ellos en el edificio. Por ello, se ha hecho un estudio del dimensionado óptimo y económico de los sistemas de aprovechamiento de aguas pluviales. Igualmente se ha estudiado de forma teórica la capacidad de generación de agua de condensación de los sistemas de climatización, para su aprovechamiento en las instalaciones de suministro de agua. Dicha información se utiliza para el dimensionado de los equipos de ese sistema de hidroeficiencia. Como no había información contrastada sobre la validez del método teórico, se han realizado mediciones para contrastarlos. Con todo, en la tesis que se presenta se han realizado las mediciones, estudios, análisis y caracterización de equipos necesarios para que se disponga de una metodología completa para la selección multicriterio de los sistemas de hidroeficiencia más adecuados para equipar un determinado edificio. / [CA] RESUM És una realitat que en el nostre entorn hi ha un dèficit hídric que afecta tant el consum agrícola d'aigua dolça com al consum urbà d'aigua potable. Les condicions ambientals de canvi climàtic agreujaran la situació en els pròxims anys. La gestió eficient dels recursos hídrics és, i serà, un tema important per a la societat que ha de ser abordat des d'un punt de vista social i tecnològic. Encara que el consum no agrícola suposa només una 30% de la demanda total d'aigua dolça, és l'ús urbà de l'aigua, que consumix la major part d'eixe percentatge, el més preocupant ja que afecta directament les condicions de vida de les persones. El procés de selecció es planteja des de dos aproximacions, corresponent cada un d'ells a un ús diferent de l'edifici. Per als edificis destinats a desenrotllar-se una activitat productiva s'utilitza un mètode de selecció cost-benefici. Per a la resta d'edificis s'utilitza un mètode de selecció multicriterio. Per a esta situació s'ha optat per aplicar el mètode del procés analític jeràrquic a la selecció de sistemes d'estalvi d'aigua. Per a l'aplicació de la selecció multicriterio, s'han definit una sèrie de criteris a tindre en compte: estalvi d'aigua, estalvi d'energia, impacte socioambiental, disseny, i viabilitat econòmica. Cada dispositiu o sistema d'estalvi d'aigua ha de ser caracteritzat basant-se en cada un d'estos criteris. En la tesi s'ha desenrotllat la forma de caracteritzar els denominats "sistemes de hidroeficiencia" per a cada un dels criteris de selecció definits. Com a part del procés de caracterització, és necessari conéixer la forma de consumir aigua potable que es produïx en l'edifici. Per a això es pot realitzar una auditoria de demandes, en el cas que l'edifici existisca, o s'ha d'extrapolar resultats d'edificis semblants, en cas que l'edifici siga un edifici de nova planta que es vol equipar amb els sistemes de hidroeficiencia, ja de partida. En la tesi s'indica com dur a terme una auditoria del consum d'aigua de l'edifici. Igualment s'exposen alguns estudis de patrons de consum en edificis de vivendes, i es presenta un estudi propi sobre patrons de demanda en la zona de València, per a la que no existia informació. Per a la viabilitat econòmica de la implantació dels sistemes d'estalvi té gran importància que la seua dimensió siga el més ajustat possible a l'ús que es fa d'ells en l'edifici. Per això, s'ha fet un estudi del dimensionat òptim i econòmic dels sistemes d'aprofitament d'aigües pluvials. Igualment s'ha estudiat de forma teòrica la capacitat de generació d'aigua de condensació dels sistemes de climatització, per al seu aprofitament en les instal·lacions de subministrament d'aigua. La dita informació s'utilitza per al dimensionat dels equips d'eixe sistema de hidroeficiencia. Com no hi havia informació contrastada sobre la validesa del mètode teòric, s'han realitzat mesuraments per a contrastar-los. This is exacerbated by the wastages that occur in schools and homes. Conservation of water by all consumers is essential. Socio-demographic and psychological determinants of water conservation behavior

Wasser ist eine der wichtigsten Ressourcen. Jedoch schätzt man, dass sich das globale Wasserdefizit schon im Jahr 2030 auf ca. 40 Prozent belaufen wird. Klimawandel, veränderte Lebensweisen, und Bevölkerungswachstum verstärken das Nachfrage-Angebot-Defizit. Als Konsequenz leiden immer mehr Regionen unter Wasserknappheit. Eine reduzierte Wassernachfrage bedingt durch verstärktes Wassersparen kann das Problem verringern. Das Ziel dieser Dissertation ist es daher, zu einem besseren Verständnis der sozio-demographischen und psychologischen Determinanten von Wassersparverhalten beizutragen. Basierend auf drei Datensätzen aus Deutschland und Jordanien wurden die verschiedenen Facetten von Wassersparverhalten und deren Determinanten beleuchtet. Das Verhältnis zwischen Wassersparen und Umwelteinstellung, einem latenten Konstrukt, das kooperative, prosoziale und sogar moralische Tendenzen widerspiegelt, wurde konzeptionell untersucht. Zusätzlich wurde Wassersparen in Deutschland als ein Repräsentant für moralisches Verhalten verwendet. In diesem Zusammenhang wurden Umwelteinstellung und der Persönlichkeitsfaktor Ehrlichkeit-Bescheidenheit auf ihr Vermögen hin verglichen, moralisches Verhalten vorherzusehen. Eine ausführliche Analyse zur Bewertung einer Kampagne zur Förderung des Wassersparbewusstseins hat detaillierte Informationen zu ihren tatsächlichen Effekten gezeigt. Eine weitere Analyse hat sich auf die Determinanten von Wassersparverhalten in Jordanien konzentriert. Die Ergebnisse zeigen, dass Wassersparverhalten nicht durch Alter, Bildungsgrad und Einkommen beeinflusst wird, sondern eher durch die Ausprägung der Umwelteinstellung. Diese Dissertation liefert wertvolle Informationen für Forscher und Politiker. Die detaillierte Untersuchung von verschiedenen Wasserspardeterminanten birgt großes Potenzial für ein verbessertes Wassermanagement. / Water is one of the most important resources. However, the global water deficit was estimated to reach about 40% by 2030. Climate change, changing lifestyles, and population growth increase the supply and demand gap further. As a consequence, more and more regions experience water scarcity. In that context, reduced household water demand due to enhanced water conservation could alleviate the problem or, at least, reduce the pressure on water resources. Thus, this thesis aims to contribute to a better understanding of the socio-demographic and psychological determinants of water conservation behavior. Based on three distinct datasets from Germany and Jordan, the manifold facets of water conservation and its determinants were examined. From a conceptual perspective, the relationship between water conservation and environmental attitude, a latent construct representing cooperative, prosocial, and even moral tendencies, were investigated. Furthermore, water conservation in Germany was used as a proxy for moral behavior. In that respect, environmental attitude and the personality factor Honesty-Humility were compared in order to determine, which factor constitutes the better predictor of moral behavior. Using original data from Jordan, a comprehensive impact evaluation of a water conservation awareness campaign revealed detailed information on its actual effects. Another analysis focused on a wide variety of water conservation determinants in Jordan. The results indicate that water conservation does not differ with respect to age, education, and income, but rather with different levels of environmental attitude. This thesis provides valuable information for researchers and policy makers alike. The detailed examination of various water conservation determinants offer a great potential for an improved management of household water demand.

Beyond random acts of conservation : an institutional analysis of the Natural Resource Conservation Service's Agricultural Water Enhancement Program

Irrigated agriculture accounts for 90 percent of consumptive use of freshwater in the western US and is considered the largest contributor to nonpoint source water pollution. The diffuse nature of most water quality and quantity challenges necessitates institutions that can more effectively engage agricultural producers in strategic, integrated, watershed-scale approaches to water management such as those associated with Integrated Water Resource Management (IWRM). With approximately 9,400 professionals working in nearly every one of the nation's 3,071 counties and an emphasis on voluntary, incentives-based approaches to conservation, the Natural Resources Conservation Service (NRCS) is well poised to influence land and water management on private working lands. NRCS conservation programs, however, have been criticized as "random acts of conservation" that lack a strategic vision for addressing natural resource challenges at-scale. Using NRCS's new Agricultural Water Enhancement Program (AWEP) as a case study, this paper seeks to examine the factors that enable or inhibit NRCS from promoting an integrated approach to water management consistent with IWRM principles. Following the Institutional Analysis and Development (IAD) framework this paper traces the development of AWEP and examines how the rules established at the national level impact implementation at the national, state and local levels. The paper then evaluates AWEP based on a set of six IWRM design principles to determine (a) the extent to which AWEP represents an IWRM approach, and (b) the institutional factors that facilitate or inhibit NRCS from taking a more integrated approach to water management. I found that institutional factors vary greatly between levels of analysis depending on the specific context, but did identify several consistent enablers and barriers. The three most significant factors that facilitate an IWRM approach are: (1) AWEP's focus on priority resource concerns within a defined hydrographic area; (2) AWEP's emphasis on pursuing a partnership-based approach; and (3) increased local involvement in defining projects. The three most significant factors that inhibit an IWRM approach are: (1) a lack of clarity concerning partner roles and responsibilities and constraints on partner involvement; (2) limited flexibility of existing program rules; and (3) limited local capacity to engage with landowners and implement projects. The paper offers institutional recommendations for facilitating an IWRM approach within NRCS, and concludes with a consideration of the utility of IWRM design principles and the IAD framework for analyzing water management institutions. / Graduation date: 2012
