Die Dissertation hat drei Teilziele: - eine Auseinandersetzung mit den theoretischen Ansätzen, - eine Kriterien- und Modellanalyse hinsichtlich der Praktikabilität und Tauglichkeit der Qualitätssicherung und -entwicklung für Weiterbildungseinrichtungen, - Erarbeitung eines auf die Selbstevaluation orientierten Qualitätsrahmens für berufliche Weiterbildungseinrichtungen, in dem das erfolgreiche Lernen und die dafür zu schaffenden Rahmenbedingungen einen großen Stellenwert einnehmen. Dabei wird die Qualitätsentwicklung und nicht die Qualitätssicherung im Mittelpunkt stehen.

The Preservation of Digital Objects in German Repositories / Die Archivierung digitaler Objekte in deutschen Repositorien: Drei Fallstudien

Taking its cue from the increasing amount of digital content deposited into institutional and subject repositories as well as the open question of repositories' role in long-term preservation, this study presents case studies of three German institutional and subject repositories all of which are in a different stage of establishing a (cooperative) framework for the long-term preservation of their digital collections. Drawing on different sets of criteria for trustworthy repositories, it is investigated which strategies the selected repositories pursue to preserve the digital assets in their collections, and how these strategies are implemented with the help of both human repository staff and the repository software used. The following repositories are considered: pedocs (Deutsches Institut für Internationale Pädagogische Forschung), JUWEL (Forschungszentrum Jülich), and Qucosa (SLUB Dresden). In that the latter can be regarded as examples for common types of (German) repositories, the results of this study might on the one hand serve as a guideline for repositories that intend, similar to the ones described here, to explore questions of long-term preservation in the near future, or are even taking their first concrete steps in this field. On the other hand, it is hoped that this work can at least give some hints as to the stage and status of long-term preservation in the German repository landscape.

Green Building Councils: Their Economic Role as Governance Institutions

Green Building Councils (GBCs) have been established in many different countries in recent years. This paper discusses the role such organizations can play in the respective construction and real estate industry and under what circumstances a GBC can contribute positively to the development of a "greener" or "more sustainable" stock of buildings. The paper investigates the main informational problem of the industry by looking at the relation between a developer and an investor from an economic point of view. We argue that the investor's uncertainty about the true quality of a building and the corresponding incentive for the developer to cheat may lock them into a prisoners' dilemma trap. The corresponding barriers for a transition toward a "greener" buildings market are analyzed. GBCs are described as institutions of economic governance that can assist the economy in overcoming these problems. They can act as third party institutions in transactions between developers and investors. By certifying the quality of a building, they can reduce the risk for the investor to be cheated by the developer and also increase the incentive to develop good quality buildings for the developer.
