Uppsatsen bygger på en kvalitativ metod med djupintervjuer där framstående personer med olika bakgrund inom den svenska elitfotbollen ger sin syn på svensk fotbolls problem och utmaningar ur ett organisatoriskt perspektiv. Ur ett teoretiskt perspektiv ställer uppsatsen upp med sport management, organisationskultur och New Public Management för att förklara utmaningarna svensk elitfotboll står inför. Utmaningarna består av det folkrörelsearv och amatörideal som den svenskelitfotboll dras med vilken hämmar en förändring mot ett mer företagsinspirerat och professionellt styrande av elitfotbollen.

Denna uppsats behandlar politisk förändring i svenska kommuner. Fokus är New Public Management-reformer och specifikt har andelen kommunal barnomsorg på entreprenad studerats. Studien är kvantitativ och består av datamaterial över Sveriges 290 kommuner som samlats av Statistiska Centralbyrån (SCB) under perioden 1998-2005. Teoretiskt utgår uppsatsen från en nyinstitutionell teori. Fyra hypoteser om politisk förändring i svenska kommuner har konstruerats och sedan operationaliserats genom sex variabler; politisk majoritet (blå/röd), kommunstorlek, skatteunderlag och andel barn- och äldreomsorg på entreprenad. Dessa har sedan analyserats genom en regressionsanalys och slutsatsen är att ideologi som variabel inte inverkar på en kommuns reformbenägenhet, utan visar främst att stigberoende, isomorphism och kommuners ekonomiska situation är avgörande för kommuner ska välja att lägga ut barnomsorg på entreprenad.

I juni 2016 fick Tillitsdelegationen i uppdrag av regeringen att undersöka en tillitsbaseradersättningsmodell för styrning av offentlig verksamhet i Sverige. Tillsättandet kom som enreaktion på den i nuläget dominerande styrningen som går under benämningen New publicmanagement, och som enligt kritiker inneburit flertalet oönskade effekter, där misstro motmedarbetares profession är en av dem. Denna uppsats jämför Tillitsdelegationens förslag tillstyrning med styrmodellerna Traditional public administration (PA), New public management(NPM) samt New public governance (NPG). Genom att systematisera och kategoriseraTillitsdelegationens huvudbetänkande syftar uppsatsen till att kunna belysa skillnader ochlikheter mellan modellerna samt att undersöka om delegationens förslag innebär en ny riktningför offentlig verksamhet. Resultatet visar att likheter går att finna med samtliga modeller menatt tillitsbaserad styrning innebär ett visst fokusskifte.

ADHD är en komplex neuropsykiatrisk diagnos eftersom både sociala och medicinska perspektiv bidrar till hur vi förstår och tillskriver diagnosens karaktär och orsaker. ADHD behandlas ofta med medicin, och sedan 2006 har antalet personer som hämtat ut medicin mot ADHD ökat, och fortsätter öka kontinuerligt (Socialstyrelsen, 2021). Studien undersöker varför fler personer blir föremål för ADHD-utredningar. Vi har samlat berättelser från anonyma internetforum skrivna av personer som antingen har diagnos, nekats diagnos eller misstänker att de har ADHD. Som datainsamlings- och analysmetod har vi använt grounded theory, och de teorier vi utgått från är anknytningsteori, medikalisering och välfärdsreformen new public management. Genom berättelserna har vi kommit fram till att en ADHD-diagnos innebär en ökad känsla av samhörighet och självacceptans bland författarna, som ofta återger en känsla av utanförskap och svårigheter i relationer.

Med New Public Managements intåg inom den offentliga administrationen i slutet av det förra århundradet skulle industrin bli förebild för hur offentliga organisationer skulle bedriva verksamheten. NPM förväntades höja kvalitén och öka möjligheterna att styra vården så att den blir bättre. Vi vill bidra till debatten kring detta fenomen genom att kritiskt granska dess implikationer för verksamheten med ett hypotetiskt-deduktivt förhållningssätt. Med vårt arbete vill vi lyfta fram de åsikter omsorgspersonal och ledning i hemtjänsten i Norrbotten har angående hur de ser på hemtjänstens behov kopplat till bemanning och teknisk utveckling. Den här uppsatsen är en kvalitativ studie som undersöker olika rollers perspektiv på hur väl bemanningsbehoven inom hemtjänsten i två kommuner i Norrbotten är tillgodosedda, samt hur verksamheten behöver utvecklas för att möta utmaningar kopplat till detta med avseende till arbetsförhållanden och omsorgskvalité. Studien är baserad på en enkät som skickats ut till hemtjänstpersonal, enhetschefer och förtroendevalda i socialnämnd. 26 personer har deltagit i studien. Av resultatet framkommer bland annat att kompetensförsörjningen inom hemtjänsten är en utmaning och att lön, stress och arbetstid är faktorer som kan påverka kompetensförsörjningen för hemtjänsten. Vår studie visar på att New Public Management har fått konsekvenser för det sociala arbetet som utförs av hemtjänstpersonal i Norrbotten. Frågeställningarna för arbetet är: Hur ser omsorgspersonal och ledning på dagens bemanningssituation i hemtjänsten? Hur ser omsorgspersonal och ledning på den tekniska utvecklingen i hemtjänsten? Vilka åtgärder skulle omsorgspersonalen och ledningen vilja se ske för en förbättrad bemanningssituation och teknisk utveckling inom hemtjänsten? Hur kan dagens bemanningssituation i hemtjänsten förstås utifrån de ideologiska strömningar som funnits i offentlig administration med bakgrund i New Public Management. The research uses document analysis and comparative method to analyze and compare the development history, governance agency, legal basis, selling services, and information retrieval systems of government publications in these two countries.
The conclusions of this research are as follows:(1)The operation mechanism of the management of government publications in US is mature, but in Taiwan it has just brought into practice since 1977, and currently is in a transition period;(2)The development of the management of government publications in both countries are influenced by their legal basis, related reports, surveys or plans, and information technologies;(3)The functions and powers of the governance agencies in both countries are the same, but their established time, hierarchical systems and management styles are different;(4)The definitions of government publication in both countries are similar regarding their associated laws, but somehow different in their legal status and supervising departments;(5)Both countries place emphasis on making public decrees for government information. However, Taiwan’s public law has not passed yet. So the legislative experience of US would be worth learning.;(6)Both countries have established their information websites selling the government publications, but the presentations of services are different;(7)Both countries provide a variety of selling approaches, and the online bookstores are in accordance with a successful network. Nevertheless, there are differences in the management modes between Taiwan and US;(8)The information retrieval systems of government publications are both computer and network oriented. Although they both have set up websites for information retrieval, they end in repetitive work;(9)There are exclusive websites of the governance agencies in both countries. Their information and services are similar, but the objects and characteristics of services are different.
According to the results of this research, six suggestions are proposed to the Taiwan Government:(1)Revise the management policies of governmentpublications;(2)Promote the establishment of public laws for the government information;(3)Strengthen the management organization of government publications ;(4)Establish a cooperation model for the government information network;(5)Provide diversified channels for order services;(6)Enhance the design and service of the website for government information.

O objetivo desta pesquisa foi avaliar a qualidade dos serviços públicos eletrônicos sob a ótica dos gestores públicos e dos usuários. Para realizar tal pesquisa foram realizadas entrevistas em profundidade com os gestores públicos da cidade de Ribeirão Preto e da cidade de Vinhedo. E também, foram aplicados questionários em sua forma on line para avaliar a satisfação dos usuários em relação ao site municipal (cidade de Ribeirão Preto) e o site estadual (site do Programa Poupatempo). Os resultados obtidos na pesquisa foram que os itens relacionados à facilidade de uso do site, oferecimento do que era esperado, fornecimento das informações com qualidade e o estímulo do site ao uso repetido foram os fatores melhor avaliados pelos usuários na cidade de Ribeirão Preto. E na cidade de Vinhedo, os itens que foram melhores avaliados foram: o fornecimento das informações com qualidade, o estímulo do site ao uso repetido e o oferecimento do que era esperado. Tais resultados implicam que apesar das diferenças existentes entre as cidades, os itens relacionados à satisfação dos usuários foram praticamente os mesmos. Logo, esta pesquisa contribuiu para auxiliar os gestores públicos municipais a nortear as suas ações para melhoria da qualidade dos serviços públicos oferecidos. A pesquisa revelou a necessidade de uma efetiva coordenação por parte de órgãos federais no sentido de facilitar o desenvolvimento dos serviços de governo eletrônico. Pesquisas futuras nesta área poderiam replicar o questionário e as entrevistas aplicadas visando corroborar os elementos identificados em outras esferas governamentais. / The objective of this research was to evaluate the quality of the electronics from the perspective of public managers and users of public services. To conduct such research indepth interviews were conducted with public officials of the city of Ribeirão Preto and the town of Vinhedo. Also, questionnaires were administered in form online to evaluate user satisfaction in relation to the municipal website (Ribeirão Preto) and state site (the site Poupatempo Program). The results obtained in the study were that items related to ease of use of the site, offering what was expected, provision of quality information and encouragement to the repeated use of the site were the best factors evaluated by the users in the city of Ribeirão Preto. And in the town of Vinhedo, items that were best were: the provision of quality information, the stimulus site to repeated use and delivery than expected. These results imply that despite the differences between the cities, the items related to user satisfaction were almost the same. Therefore, this research has contributed to assist the municipal administrators to govern its actions to improve the quality of public services. The survey revealed the need for effective coordination by federal agencies to facilitate the development of electronic government services. Future research in this area could replicate the questionnaire and the interviews applied aiming to corroborate the elements identified in other spheres of government.

It results in a situation that traditional authority and public affair management are now facing diverse challenges. Therefore, many domestic public affairs have to refer to Non-governmental Organizations, or the so called “Third Sector”, for the implementation of practical management. The autonomous management organization of the Condominium Building in this paper also belongs to the “Third Sector”. Condominium Building Act is an important bill concerning people’s livelihood and is what we citizens expect in common. Legislation on Condominium and Apartment Building has been made worldwide about 20 to 30 years ago to regulate the living quality and ensure public safety. In Taiwan, it is also promulgated on June 28, 1995. However, due to the fast societal transformation, administrative management of the authority was not able to intervene timely and effectively to meet actual need; thus, constant problems and litigation were left unsolved.
Condominium Building Act has been modified for three times by now, and the second time was the largest in scale--- Thirty-one articles have been modified, twelve articles added, and one deleted, on December 31, 2003, and in which, it was attempted to establish three goals: public safety, public amenity, and public sanitation, and achieve three functions of autonomous public management:
1. Make the Condominium Act as the residence constitution and regulate the rights and obligations between condominium owners and residents.
2. Materialize the “sovereignty belongs to the people” ideal of the civil rights. Both owners and residents are able to express his or her opinions to promote living quality and public safety.
3. Autonomous administrative and management body be organized and bestowed with legal status to realize the management and maintenance of condominium.
This dissertation first discuss the public management theory and evolution of condominium, then analyze the current autonomous management of people, building, and money, regulated by condominium Building Act, followed by a review of the pubic area management deficiency. Some measures for improvement and policy recommendation are suggested concerning frequent disputes on public area in the hope that this can be beneficial for future regulation modification.

The impact of economic rationalism and new public management on health and welfare services : accounting for the gap between social health care policy and practice in two Scottish maternity care unitsLincoln, M. G. January 2004 (has links)
The administration of welfare in Britain and beyond, in the last thirty years, has seen a series of changes culminating into the new public management (NPM) approach in the delivery of public services. Current literature suggests that traditional collectivist values underlying state welfarism are at risk under the precepts NPM and economic rationalism (Hood 1991; Clarke and Newman 1997; Hunter 2002). Selecting decentralised budget management as one key aspect of NPM, this thesis tests out its impact on two key policy recommendations, ‘service user choice’ and ‘continuity of care’ as set out by the Cumberledge Report (1993). The design of the enquiry consists of a merger of two opposite methodological approaches: questions put to participants are informed by a NPM framework; at the same time, the openness of the interview schedule also allowed, in part, the inclusion of a grounded theoretical approach, characteristic of Glaser and Strauss (1967). The study took place in Scotland where two highly contrastive maternity units, in terms of size, internal culture and geographical location, were investigated. Tape-recorded in-depth interviews, of around 45-90 minutes each, were carried out with a sample of 43 consultant obstetricians, junior doctors, paediatricians, midwives, and key financial management personnel. The comparison of the two sites highlights how organisational size, structure and the midwifery system in place can impinge on the viability and implementation of social health policies such as those recommended in <i>Changing Childbirth</i>. Whilst economic rationalism has hampered the full expression of service user choice and continuity of care owing largely to inadequate staffing or practitioner skills, the dictates of new public management have had a more turbulent impact on the larger than on the smaller unit. One contribution of this thesis is the finding that service user choice is not only constrained by economic rationalism but by internal institutional agendas as well - a consideration, which, to a certain extent, is likely to be applicable to all health and welfare services. Another key contribution is the identification of the distinct forces that combine to obstruct the implementation of social health policies. Apart from complex economic, organizational and institutional influences, one significant obstructing influence is the obstetricalisation of childbirth. The gap between social health policy and practice is widening further as mergers take precedence over the retention of smaller, relatively low-tech maternity care units. This structural change that is aimed at fulfilling the perceived needs of ‘medical safety’ is increasingly likely to render <i>Changing Childbirth</i> recommendations into impracticable propositions. The thesis concludes that a comprehensive approach towards health and welfare, where service user choice and continuity of care are recognised, and which considers the social context in which economic action takes place is expected to lead to improved health and welfare and outcomes overall.

This article uses secondary research and comparative analysis research, the subjects were seven schools in China and three schools in Taiwan. The study found that Chinese schools and schools in Taiwan is not much difference on the basic subjects, but also found that China''s schools generally pay attention to ideological courses. Furthermore, China also attaches great importance to concluding the school curriculum, such as thesis, leading to graduate school credits in general is higher than Taiwan. In the Department of the curriculum design targets, found that most China schools can accurately their target and accordingly plan the course content. And most schools in Taiwan have focused on theoretical education, but easy to overlook the practical education. After data analysis and depth interviews, the study found that, 1. China''s school curriculum designed are more diversified, Taiwan''s school are tend to based courses. 2. China schools required courses contain many political science, non-public administration, Taiwan''s school are similar to the U.S. type. 3. China''s school is less understood the public administration field, therefore, it contains many non-public management courses, lead to high school graduation credits than in Taiwan. 4. China''s school focus on summary curriculum, only a few schools in Taiwan pay attention to this course. This study offers three recommendations based on the conclsion, 1. Make curriculum design more targeted and enhance students'' professional knowledge. 2. Teach advanced courses beyond the basic courses. 3. Set summary courses. Finally, follow-up researchers are recommend to included general Education courses in the study.
