Nés de l’article 52 de la Loi sur le sport modifiée en 2000, la Commission Départementale des Espaces, Sites et Itinéraires relatifs aux sports de nature (CDESI) et le Plan Départemental des Espaces Sites et Itinéraires relatifs aux sports de nature (PDESI) sont des outils de concertation territoriale dédiés à la gestion publique des sports de nature au niveau départemental. Un enjeu de ce travail tient à l’appréhension des transformations de l’action publique en s’attachant à l’étude des dispositifs de concertation sur les sports de nature. Un deuxième enjeu de ce travail s’attache à mettre en évidence les effets de la concertation en analysant les interactions et les différents modes d’engagements des acteurs au cours de la « chose publique en train de se faire » (Cefaï, 2002). Les acteurs s’engagent non seulement dans la concertation comprise comme une activité sociale faite d’interactions, mais ils s’engagent également dans la concertation en tant que processus d’action publique. Aussi, un autre enjeu de ce travail est d’appréhender les effets de la concertation par une analyse processuelle des engagements (Fillieule, 2004) des acteurs et des organisations. En mobilisant les outils conceptuels de la sociologie interactionniste, de la sociologie pragmatique, ainsi que de la sociologie structuraliste, l’analyse des situations interactionnelles a notamment permis d’identifier les procédures de cadrage et les techniques dramaturgiques mises en œuvre par les interactants, ainsi que les répertoires argumentatifs mobilisés par ces acteurs pendant l « ’épreuve » de la concertation. / Territorialization of public action created new tools of public. Born of article 52 of the Law on sport modified in 2000, the Departmental committee for Spaces, Sites and Routes relative to natural sports (CDESI) and the Departmental Plan of Spaces Sites and Routes relative to natural sports ( PDESI) are governance tools dedicated to the public management of outdoor sports for counties. A challenge of this work is to understand the changes of public policy by focusing on the study of mechanisms for consultation on outdoor sports. A second item of this work is to highlight the effects of cooperation by focusing on the analysis of interactions and actor’s commitments during the "public thing in the making" (Cefaï, 2002). Actors commit themselves not only in the dialogue included as a social activity made by interactions, but they also take part to the dialogue included as a process of public action. Also, another issue of this work is to understand the effects of consultation by a processual approach of individual commitments (Fillieule,2004) of actors and organizations. Using the conceptual tools of symbolic interactionism, pragmatic sociology, and structuralist sociology, the analysis of interactional situations has highlighted the framing work and procedures implemented by the interactants, as well as the dramaturgical techniques and argumentative directories which, they mobilize during the "test" of the consultation. Confrontation of viewpoints and justifications of interactants’ positions can evolve from their initial configuration sets, even if for some of them these changes are sometimes ephemeral.

Previous issue date: 2016-08-15 / Conselho Nacional de Desenvolvimento Científico e Tecnológico (CNPq) / Esta pesquisa tem como alvo de estudo a carreira docente, que envolve o modo como está organizado o processo de trabalho do magistério, no que diz respeito à remuneração, formação inicial e continuada, condições de trabalho, progressão funcional. Mais especificamente, as reflexões e análises incidem sobre a docência na educação básica, considerando as alterações propostas pelo projeto Escola Estadual de Ensino Médio de Período Integral (EPI), instituído pela Lei Complementar nº 1.164, de 4 de janeiro de 2012, alterada pela Lei Complementar nº 1.191, de 28 de dezembro de 2012. Para compreender melhor a realidade desse modelo de Ensino Médio, que oferece condições diferenciadas de trabalho (Regime de Dedicação Plena e Integral – RDPI, contratação por meio de entrevistas, atuação por designação) e funções inéditas (desenvolver tutoria de alunos, elaborar disciplinas eletivas, entre outras), implementado em algumas escolas, faz-se uso de procedimentos da abordagem qualitativa e da metodologia estudo de caso múltiplo. Ele é apropriado quando o pesquisador investiga mais de um contexto, o que é feito nesta pesquisa. Então, além de proceder à observação em uma instituição de ensino estadual de uma cidade do interior de São Paulo, que aderiu ao modelo de escola citado, buscou-se compreender e analisar a carreira docente em Guadalajara, na Espanha. O contexto espanhol foi trazido para o estudo como possibilidade de enriquecer as discussões sobre políticas públicas para a carreira docente, permitindo identificar desafios comuns em termos de valorização do trabalho no magistério. Desse modo, na escola brasileira foram realizadas observações, a partir do primeiro ano de adesão ao projeto – 2014 e no 2º semestre do ano de 2015 – e foram realizadas entrevistas semiestruturadas com professores e gestores. Em Guadalajara/ES também foram realizadas observações e entrevistas com professores orientadores e gestores, no 1º semestre de 2015, em 4 (quatro) escolas de Educação Secundária Obrigatória. Os dados obtidos foram organizados em categorias e analisados por meio da análise de conteúdo. Para dar suporte teórico à análise desses dados, procede-se ao levantamento e análise bibliográfica e documental. São problematizados, assim: os conceitos de profissão, profissionalidade e socialização profissional; as legislações educacionais brasileira, paulista e espanhola nos aspectos que tangem à carreira docente – funções dos corpos docentes, requisitos de ingresso e progressão na carreira, formação inicial e continuada, remuneração. Os resultados deste estudo mostraram que há dificuldades para implantação do projeto da EPI tal qual proposto no plano escrito, não apenas com relação à estrutura física, já que havia muitas expectativas sobre a melhoria do ambiente educativo para a realização das práticas pedagógicas, que foram frustradas, mas também em promover a valorização do trabalho docente. Houve alguns avanços em relação à remuneração e à dedicação exclusiva, mas há ainda mais responsabilização individual e intensificação do trabalho docente, possivelmente, devido à política que dá suporte ao modelo assentar-se na gestão de resultados, ligada à noção de Qualidade Total. Na percepção dos trabalhadores docentes, tanto do Brasil quanto de Guadalajara/ES, a docência não tem prestígio social. Assim, conclui-se que há muito a ser feito no sentido de: reconhecer a importância do trabalho docente; os docentes construírem o caminho para a sua profissionalidade; compreender a necessidade de transcender metas e focar na aprendizagem. / This research has as object of study the teaching profession, which involves the way of organizing the teaching work process, with respect to compensation, initial and continuing training, working conditions, career progression. More specifically, the reflections and analyzes focus on teaching basic education, considering the amendments proposed by the Full-Time High School established by Complementary Law nº 1.164 of January 4, 2012, amended by Complementary Law nº 1.191 of December 28, 2012. To better understand the reality of high school model, offering differentiated working conditions (full and complete dedication, contract through interviews, loan for operations) and new functions (develop mentoring students, prepare electives, and others), implemented in some schools, it makes use procedures of the qualitative approach and the study of multiple case methodology. It is appropriate when the researcher investigates more than one context, what is done in this research. Therefore, in addition to carry out participant observation in a state educational institution of a city of São Paulo, who joined the school model cited, we sought to understand and analyze the teaching career in Guadalajara, Spain. If you bring the Spanish context for the study as an opportunity to enrich the discussions of public policies for the teaching profession, identifying common challenges in terms of valuation of work in teaching. Thus, they were carried out observations in Brazilian school, from the first year of joining the project - 2014 and in the second half of the year 2015 – and were conducted semi-structured interviews with teachers and administrators. Guadalajara/ES were also conducted observations and interviews with faculty advisers and managers on first half of 2015 in four Compulsory Secondary Education schools. The data is organized into categories and analyzed using content analysis. To give theoretical support to the analysis of these data, it proceeds to the survey and bibliographical and documentary analysis. Are problematized as well: the profession of concepts, professionalism and professional socialization; educational Brazil, São Paulo and Spanish laws on issues concerning the teaching career – functions of the faculty, admission requirements and career development, initial and continuing training, and compensation. The results of this study revealed that there are difficulties for the school project implementation High School Full-Time mode as proposed in the written plan, not only with respect to the physical structure, since there were many expectations about the improvement of the educational environment for realization of pedagogical practices that were frustrated, but also to promote the appreciation of the teaching work. There have been some advances in respect to compensation and exclusive dedication, but there is more individual accountability and intensification of teachers' work, possibly due to the policy that underpins the model is the management of results, linked to the idea of Total Quality. In the perception of teachers, both in Brazil and Guadalajara/ES, that teaching has no social prestige. Thus, it is concluded that there is much to be done to: be recognized the importance of teaching; teachers build the way to their professionalism; to understand the need to transcend goals and focus on learning. / CNPq: 8706-14-0

O objetivo desta pesquisa foi avaliar a qualidade dos serviços públicos eletrônicos sob a ótica dos gestores públicos e dos usuários. Para realizar tal pesquisa foram realizadas entrevistas em profundidade com os gestores públicos da cidade de Ribeirão Preto e da cidade de Vinhedo. E também, foram aplicados questionários em sua forma on line para avaliar a satisfação dos usuários em relação ao site municipal (cidade de Ribeirão Preto) e o site estadual (site do Programa Poupatempo). Os resultados obtidos na pesquisa foram que os itens relacionados à facilidade de uso do site, oferecimento do que era esperado, fornecimento das informações com qualidade e o estímulo do site ao uso repetido foram os fatores melhor avaliados pelos usuários na cidade de Ribeirão Preto. E na cidade de Vinhedo, os itens que foram melhores avaliados foram: o fornecimento das informações com qualidade, o estímulo do site ao uso repetido e o oferecimento do que era esperado. Tais resultados implicam que apesar das diferenças existentes entre as cidades, os itens relacionados à satisfação dos usuários foram praticamente os mesmos. Logo, esta pesquisa contribuiu para auxiliar os gestores públicos municipais a nortear as suas ações para melhoria da qualidade dos serviços públicos oferecidos. A pesquisa revelou a necessidade de uma efetiva coordenação por parte de órgãos federais no sentido de facilitar o desenvolvimento dos serviços de governo eletrônico. Pesquisas futuras nesta área poderiam replicar o questionário e as entrevistas aplicadas visando corroborar os elementos identificados em outras esferas governamentais. / The objective of this research was to evaluate the quality of the electronics from the perspective of public managers and users of public services. To conduct such research indepth interviews were conducted with public officials of the city of Ribeirão Preto and the town of Vinhedo. Also, questionnaires were administered in form online to evaluate user satisfaction in relation to the municipal website (Ribeirão Preto) and state site (the site Poupatempo Program). The results obtained in the study were that items related to ease of use of the site, offering what was expected, provision of quality information and encouragement to the repeated use of the site were the best factors evaluated by the users in the city of Ribeirão Preto. And in the town of Vinhedo, items that were best were: the provision of quality information, the stimulus site to repeated use and delivery than expected. These results imply that despite the differences between the cities, the items related to user satisfaction were almost the same. Therefore, this research has contributed to assist the municipal administrators to govern its actions to improve the quality of public services. The survey revealed the need for effective coordination by federal agencies to facilitate the development of electronic government services. Future research in this area could replicate the questionnaire and the interviews applied aiming to corroborate the elements identified in other spheres of government.

Den röd-gröna regeringens styrning av Polismyndigheten : En studie om regeringens förvaltningsstyrning av Polismyndigheten under mandatperioden 2014- 2018 / The Swedish Government's public management of the Swedish Police AuthorityWidell, Oskar January 2018 (has links)
This study describes the Swedish Government's public management of the Swedish Police Authority. It also illustrates some of the Government's political promises towards the Police Authority. The reason for making this study is the situation of escalating shootings in the society and reports about a crisis in the Police Authority. Therefore is the purpose of the study to find out if there are any changes in the Government's public management of the police during the 2014-2018 term of office in relation to this situation. The method is a review of state budgets, appropriation directions, regulations, government bills and other acts which are compared with theories of public management. The results shows that the greatest change this far happened late in the term of office when the Swedish Police Authority received an increased appropriation. The Swedish Police Authority also received new government mandates with the purpose to solve specific problems within the police authority. In relation to theories of public management, the Swedish Government's management of the police focuses on the indirect types of management to reach results within the direct management of laws and regulations.

Denna studie handlar om styrning och ledning i Karlstad kommun. Studien syftar till att undersöka hur New Public Management och Tillitsbaserad styrning och ledning kan bidra till en förståelse för den centralt kommunicerade styrningen och ledningen. Den övergripande problemställningen som besvaras i studien är Vilka dominerande inslag av Tillitsbaserad styrning och ledning samt New Public Management återfinns i den centralt kommunicerade styrningen och ledningen av Karlstads kommun? Frågeställningen besvaras med en idéanalys. Två styrningstrender används som idealtyper för att utforska det empiriska materialet som består av styrdokument och intervjuer med tjänstemän inom kommunledningen. De två trender som utgör teoretisk grund är New Public Management och Tillitsbaserad styrning och ledning. Studiens relevans ligger i den svenska regeringens pågående arbete med att förändra hela styrkedjan inom den offentliga sektorn, från New Public management till Tillitsbaserad styrning och ledning. Den övergripande problembilden baseras på antagandet att vissa centrala delar i New Public Management har lett till en oproportionerlig ökning av administrativa arbetsuppgifter, vilket i slutändan lett till en ineffektiv användning av de offentliga resurserna. Genom att undersöka befintlig styrning och ledning i en svensk kommun idag får vi en bättre nulägesbild av vilka områden som, mer eller mindre uttryckligen, präglas av de två trenderna. Således kan de båda trenderna sägas representera det gamla och det nya då regeringens ambition är att ersätta delar av den ena med den andra. Resultatet av studien visar att genom att se på olika områden är det möjligt att lokalisera element från de två trenderna i varierande utsträckning. De båda trenderna var för sig är dock inte tillräckliga för att skapa sig en rättvis bild av den centrala styrningen och ledningen i Karlstad kommun. Tillsammans bildar de vad som bäst beskrivas som en hybridmodell. / This paper is about governance and management in the municipality of Karlstad. The study aims to explore how New Public Management and Trust based governance and management can contribute to an understanding of the centrally communicated governance and management. The main question that is to be answered in this paper is What dominant elements of Trust based governance and management as well as New Public Management can be found in the centrally communicated governance and management of the municipality of Karlstad? The question is answered by an idea analysis. Two management trends are being used to explore the empirical material that consists of steering documents and interviews with representatives of the municipal management. The two trends that are used as theoretical base and ideal types for this study are New Public Management and Trust based governance and management. The relevance of the study lies in the fact that the Swedish government has a work in progress on changing the course of the governance throughout the public sector, from New Public Management to Trust based governance and leadership. The overall problem scenario is based on the assumption that some of the central elements of New Public Management has led to an disproportionate increase in administration, which in the end has led to a non- efficient usage of the public resources. By examining the existing governance and management in a Swedish municipality today we get a better situation image of which areas that are, more or less explicitly stated, characterized by the two trends. Thus both trends can be said to represent the old and the new as the government's ambition is to replace parts of one with the other. The result of the study shows that by looking at different areas you are able to locate the two trends in varying extent. The trends by themselves are not enough to get a clear image of the governance and management in Karlstad, yet together they form what is best described as a hybrid model.

An exploration into the understanding of Leadership Ethos and Critical Success Factors in public management: The case of the Department of Trade and Industry, South Africa and the Ministry of National Economy in the Democratic Republic of the Congo.Ndalamba, Ken Kalala January 2017 (has links)
Philosophiae Doctor - PhD / This dissertation assumes an explorative and descriptive approach rather than a
comparative approach. It aims at offering the concept of Leadership Ethos (LE) and its
inherent Critical Success Factors (CSFs) as a paradigm in the quest to secure organisational
efficiency and effectiveness in public management, with a particular focus on the public
policy implementation process.
It begins by presenting the background to the study, providing relevant information about
the problem and the methodology followed. It then introduces the context of the problem
of the study, sketching the context of civil service leadership before the advent of
democracy in the Republic of South Africa (RSA) and prior to independence in the
Democratic Republic of the Congo (DRC). These two countries serve as the case study
through the Department of Trade and Industry (DTI) and the National Ministry of Economy
(ECONAT) respectively. This is followed by the presentation of the theoretical framework
of the study, defined within the context of compliance-based and integrity-based
approaches to leadership, resulting in discussions on leadership theories. This leads to an
examination of public administration reforms (PARs) in the context of LE, illustrating how
PARs have resulted in a change in organisational focus and culture of the public sector.
The study examines relevant economic policies in the RSA and the DRC with a view to
illustrate the effects of LE and its subsequent CSFs on performance in public management,
in particular, with respect to the implementation of public policies. Data were then
presented and analysed with the purpose of probing the understanding of LE and its
inherent CSFs. It considers how LE enhances organisational efficiency, which in turn will
enhance social transformation, by guaranteeing the successful implementation of economic
policies. The study then presents a summary of the main findings in both case study
research areas. In its conclusion, the study proposes recommendations towards a LE that
contributes to more effective public policy implementation processes.

The purpose of this study was to examine two of the biggest political parties’ views on governing, from the year 1980 to now, and how it has changed over time to discover how the parties have affected the development of New Public Management (NPM) in Sweden. The study also aimed to examine similarities and differences between the parties regarding their respective view on governing. This was accomplished with a qualitative method using theories and former studies regarding NPM and political parties as the theoretical framework. The results revealed several indicators that the parties have been involved in the development of NPM, partially through mostly positive attitudes towards aspects characteristic to NPM. The conclusions also took changes in the parties’ political viewpoints as well as the similarities and differences between the parties in consideration which did not impact the results that showed that both parties have contributed to the development of NPM in Sweden. / <p>2022-06-14</p>

Die Anforderungen an eine moderne Verwaltung haben sich in vielfältiger Weise gewandelt. Ging es früher noch allein um den wortlautgetreuen Vollzug des Gesetzes, so stehen heute andere Aspekte im Vordergrund bzw. jedenfalls gleichwertig daneben. Die Kassen der Kommunen sind leer, die Liste der Streichungen von öffentlichen Zuwendungen und der Schließung öffentlicher Einrichtungen wird täglich länger. Der Sparzwang innerhalb der Verwaltungen ist erheblich. Zudem werden in einer modernen Dienstleistungsgesellschaft die Bürger nicht mehr allein als Antragsteller bzw. Adressaten von Verfügungen gesehen. In einem gewandelten Selbstverständnis der Gesellschaft wollen und müssen sich die Verwaltungen zunehmend als Dienstleister etablieren, die, soweit dies der Natur der Sache nach möglich ist, auf die Bedürfnisse der Bürger bestmöglich eingehen sollen. Der Verwirklichung dieser Zwecke – Steigerung von Effizienz, Effektivität und Bürgernähe der Verwaltung – sollen die in die Kommunalgesetze der Länder eingefügten Experimentierklauseln dienen. Mit ihrer Hilfe soll das von der Kommunalen Gemeinschaftsstelle für Verwaltungsvereinfachung konzipierte Neue Steuerungsmodell in die kommunale Praxis umgesetzt werden. Vorbilder dieser neuesten Tendenz der Verwaltungsreform waren ähnliche Ansätze vor allem in den angelsächsischen und skandinavischen Staaten. Kern des Neuen Steuerungsmodells ist es, bisher ausgetretene Pfade des Verwaltungshandelns, die als zu wenig flexibel empfunden wurden, durch anpassungsfähigere Strukturen zu ersetzen. Dazu gehören z.B. die Zusammenführung von Fach- und Ressourcenverantwortung in der Hand des zuständigen Sachbearbeiters, die Vorgabe globaler Budgetansätze zur eigenständigen Verwaltung innerhalb einer Abteilung anstatt der Vorgabe jedes einzelnen Haushaltspostens, die Steuerung der Verwaltungstätigkeit mittels Kontrakten anstelle von Einzeleingriffen seitens des Gemeinderates, die Abflachung von Hierarchien innerhalb der Verwaltung und das Bemühen um mehr Bürgernähe und Wettbewerb. Die vorliegende Arbeit möchte die im Zusammenhang mit der Einführung des Neuen Steuerungsmodells entstehenden grundlegenden rechtlichen Probleme erörtern und einen Versuch zu deren Lösung anbieten. / Demands on a modern administration have changed in multiple ways. Whereas in former times the literal execution of laws was the predominant aspect, other aspects prevail today or stand aside equally. The communities lack money and each day the list of public institutions to close gets longer. Pressure upon the administration to save money is enormous. Furthermore, in a modern service society people are no longer seen just as applicants or addressees of administrative orders. The changed self-understanding of society forces the administration to establish itself as a service unit trying to correspond to the needs of people as good as it can, wherever this deems appropriate. The experimental clauses which have been inserted in the municipal laws of the states (Länder) aim to realize these goals – improvement of efficiency, effectiveness and closeness to people of the administration. With their help, the „Neues Steuerungsmodell“ (New Public Management) as conceived by the municipal centre for simplification of the administration (Kommunale Gemeinschaftsstelle für Verwaltungsvereinfachung) shall be installed in everyday municipal practice. Similar approaches in anglo-saxon and scandinavic countries have been role models for this newest tendency of administrative reforms. It is at the core of the New Public Management to leave the pathes of administrative behaviour which turned out ot be to unflexible and to replace them by more adaptable structures. Being part of this are e.g. the unification of responsibility for the decision itself and for the ressources to execute the decision in the hand of one civil servant, global budgets for self-administration within a department instead of determination of each single expense in the budget, control of the administration by means of contracts rather than by single inter-ventions of the district council, reduction of hirarchy within the administration and the effort for more closeness to people and competition. This thesis aims to discuss the fundamental legal problems arising in connexion with the installation of the New Public Management and tries to offer adequate solutions.
