The purpose of this research is to depict the events that unfolded within the scenario that provoked Montesquieu to search for a scientific pattern in order to explain the social and political phenomena that he carefully observed in his time. Drawing on the variations of Montesquieu’s doctrines, The work aims to explore the basic conceptual argument of federation as well as the classic idea of separation of powers. Thereafter, It intends to examine the roles of state leadership in a republic whose foundation lies upon the federative model and the separation of powers in a presidentialist system of government. Based on this, the study is going to consider the alignment of the Brazilian model to those institutional propositions that initially provoked Montesquieu’s mind.

Les experts de l’insertion.Sociologie des fédérations de l’insertion par l’activité économique / The experts of job integration : sociology of federations of agencies for integration via economic activityGérome, Clément 11 December 2017 (has links)
Integration via economic activity (IEA) gathers different structures (associations andcompanies) that set to work unemployed in difficulty so that they may have a subsequent accessto employment. This thesis studies the action of federations of agencies for integration.Positioned at the interface between political and administrative officials and experts ofstructures for integration, these federations try to regulate tension and controverses within theIAE area. From an ethnographic survey based on participant observations and interviews withstakeholders of the IAE, this research first emphasizes strategic alliances and resistancebetween federations. The thesis then questions the involvment of the federations in the reformsof the IAE. If they claim to represent the interests of the IAE stakeholders, they also set themselves as representatives of government demands as far as «performance» and «goodmanagement» are concerned. Finally, this research shows the arrival of a new generation ofexperts in job integration, whose social trajectories and individual ambitions are ajusted to theneeds and expectations of these federations. This thesis is at the crossroads of a communitywork sociology and of policies in the field of employment and integration, and it also intendsto shed light on the problem of the social policies transformations implemented by theassociations.

Policy Alternatives for the Cameroon Conflicts with Views on Abolishing the FederationEbini, Christmas Atem 01 January 2019 (has links)
The violent conflicts in the Northwest and Southwest provinces of Cameroon (Southern Cameroons) have obtained national and international attention. The government of Cameroon and armed separatists (Southern Cameroonians) have been called upon to address the root cause of the conflicts and reach a lasting peaceful settlement. This qualitative study is aimed at providing policy alternatives for the current conflict. The primary research question seeks to establish how the 1972 abolition of the federal system may have provided the impetus for the current conflicts. A second question addresses the options for resolving the conflict and the prospects of resolution. Data was collected from a focus group of 20 participants and from secondary data. Data analysis was completed using Jagar's critical discourse analysis. According to the findings of the study, the root cause of the current conflicts and the associated political, social, and economic issues can be attributed to the abolition of the federal system of governance. Policy alternatives to resolving the conflicts may require international mediation, an all-inclusive dialogue/negotiation without preconditions, the unconditional release of all in detention, a general and total ceasefire, and a general amnesty and resettlement program. This study may provide an understanding of the root cause of the conflicts and policy alternatives that will help restore peace, save lives, stabilize the region, and return dignity to the lives of the citizens.

The evolution of secondary school representative sport in Australia (1977-1983)Kalend, Steven L., n/a January 1985 (has links)
For many years, considerable time and effort was devoted by
teachers in Australian schools to the organisation of sporting
activities for students. As a result, School Sports Associations were
formed in most Australian States early this century. These
Associations provided intra state and inter state competition on a
limited scale.
It was not until the early 1970's that any co-ordinated effort
was made to bring together all the States' and Territories' activities.
Regular meetings of Association Secretaries led to the formation of
the Australian State Secondary Schools Sports Council in 1973.
This was the beginning of a new era in secondary school
representative sport in Australia. The creation of a forum for States
to discuss matters of mutual interest resulted in a greater awareness
within school communities of the benefits provided by sporting
activities.
This generation of interest eventually led to the formation of
the Australian Secondary Schools Sports Federation in 1977. This
body, representing all States and Territories became identified as
the controlling body of secondary school sport in Australia and has
continued to develop this role over the years.
Since the formation of the Australian Secondary Schools Sports
Federation, there has been significant growth in representative
sporting activities, greater liaison and improved relations with
community groups and systematic generation of relevant policies aimed
at the betterment of school sport.
After several years of operation, the role of the Federation
was supplemented by the establishment of the Australian Schools Sports
Council. This body represents both Primary School and Secondary School
Sports Associations throughout Australia. After considerable effort,
the Council was successful in obtaining Commonwealth Government funding
for the employment of a National Executive Director to work full-time
on the promotion of school sport.
The years 1977-1983 saw dramatic growth in school sporting
activities in Australia. Many problems were encountered some of which
were ultimately solved. Other problems continue to occupy those who
work within the organisation and their solution would appear to be the
main task for the future.

Mateship and Money-Making: Shearing in Twentieth Century AustraliaO'Malley, Timothy Rory January 2009 (has links)
Doctor of Philosophy (PhD) / After the turmoil of the 1890s shearing contractors eliminated some of the frustration from shearers recruitment. At the same time closer settlement concentrated more sheep in small flocks in farming regions, replacing the huge leasehold pastoral empires which were at the cutting edge of wool expansion in the nineteenth century. Meanwhile the AWU succeeded in getting an award for the pastoral industry under the new arbitration legislation in 1907. Cultural and administrative influences, therefore, eased some of the bitter enmity which had made the annual shearing so unstable. Not all was plain sailing. A pattern of militancy re-emerged during World War I. Shearing shed unrest persisted throughout the interwar period and during World War II. In the 1930s a rival union with communist connections, the PWIU, was a major disruptive influence. Militancy was a factor in a major shearing strike in 1956, when the boom conditions of the early-1950s were beginning to fade. The economic system did not have satisfactory mechanisms to cope. Unionised shearers continued to be locked in a psyche of confrontation as wool profits eroded further in the 1970s. This ultimately led to the wide comb dispute, which occurred as wider pressures changed an economic order which had not been seriously challenged since Federation, and which the AWU had been instrumental in shaping. Shearing was always identified with bushworker ‘mateship’, but its larrikinism and irreverence to authority also fostered individualism, and an aggressive ‘moneymaking’ competitive culture. Early in the century, when old blade shearers resented the aggressive pursuit of tallies by fast men engaged by shearing contractors, tensions boiled over. While militants in the 1930s steered money-makers into collectivist versions of mateship, in the farming regions the culture of self-improvement drew others towards the shearing competitions taking root around agricultural show days. Others formed their own contracting firms and had no interest in confrontation with graziers. Late in the century New Zealanders arrived with combs an inch wider than those that had been standard for 70 years. It was the catalyst for the assertion of meritocracy over democracy, which had ruled since Federation.
