[pt] A partir de entrevistas com policiais do Rio de Janeiro, esta pesquisa tem por
objetivo investigar a relação tensa que há entre Polícia e violência. Com as
entrevistas, nota-se que os policiais evitam e resistem a discussões sobre violência
e à própria palavra violência. Em vez disso, empregam guerra como
instrumento retórico para pleitear autorização e leniência para o exercício de
violência na função policial. Posicionando a violência como parte do poder
discricionário da polícia, ele mesmo resultado de uma tensão inescapável entre lei,
que deveriam seguir, e ordem, que deveriam impor, a pesquisa apresenta que a
mesma estrutura das críticas da violência como excesso respalda e reitera as
possibilidades de emprego de violência extrajudicial por policiais. Os policiais, por
suas vezes, apresentam essa violência com ocultação e dubiedade, além de pelo uso
de eufemismos, negações e silêncios, em contraste e tensão com o uso da retórica
de guerra. Finalmente, a pesquisa apresenta a função policial como um trabalho
impossível. Atuando nas tensões e paradoxos entre lei e ordem, e entre autorização
de emprego da violência e rejeição à violência, policiais respondem às demandas
contraditórias com o uso da retórica de guerra, mas reconhecem que essa guerra
nunca vai cessar, que estão enxugando gelo. / [en] Based on interviews with police officers in Rio de Janeiro, this research aims
to investigate the uneasy relationship between Police and violence. With the
interviews, it is noted that police officers avoid and resist discussions about violence
and the word violence itself. Instead, they use war as a rhetorical device to
claim authorization and leniency for the exercise of violence in police duty.
Positioning violence as part of the police s discretionary power, itself the result of
an inescapable tension between law, which they should follow, and order, which
they should impose, the research shows that the same structure of criticism of
violence as excess supports and reiterates the possibilities of employment of
extrajudicial violence by police officers. The police officers, in turn, present this
violence with concealment and duplicity, in addition to the use of euphemisms,
denials and silences, in contrast and tension with the use of war rhetoric. Finally,
the research presents the police function as an impossible job. Acting on the
tensions and paradoxes between law and order, and between the authorization for
the use of violence and the rejection of violence, police officers respond to
contradictory demands using the rhetoric of war, but recognize that this war
will never cease, that they are drying ice.

[pt] Desde fevereiro de 2020 a pandemia gerada pelo novo coronavírus SarsCoV-2, vírus gerador da doença COVID-19, tem causado muitos óbitos,
principalmente nos grandes centros urbanos. No Brasil, um dos estados mais
afetados foi o Rio de Janeiro que, apesar de todas as ações feitas para mitigar o
avanço da COVID-19, chegou em 01 de março de 2021 a uma taxa de
mortalidade de 206,9 por cento, que corresponde a aproximadamente 207 óbitos a cada
mil habitantes. No entanto, os municípios do RJ foram atingidos de maneira
distinta, onde a cidade menos afetada alcançou 9,7 por cento e a mais afetada 331,3 por cento.
Estudos prévios da literatura especializada indicam que a principal razão desta
discrepância pode ser associada à fatores relacionados a população, renda,
educação, saúde, economia, território e ambiente. Portanto, esse trabalho tem
como principal objetivo identificar os principais fatores socioeconômicos,
sociodemográficos e de acesso a recursos hospitalares que estão associadas a taxa
de mortalidade oriunda do Sars-CoV-2 nos noventa e dois municípios do estado
do Rio de Janeiro com base no modelo de Regressão de Poisson, no período de 01
de março de 2020 a 01 de março de 2021, contabilizando 12 meses. A partir do
modelo escolhido foi possível detectar que dez dos onze fatores analisados
influenciam na taxa de mortalidade. Sendo os fatores, Índice de desenvolvimento
humano municipal (IDHM), Renda per capita (RDPC), Percentual de pobres
(PMPOB), Produto interno bruto (PIB), Taxa de frequência bruta ao superior
(T_FBSUPER), percentual de aglomerados subnormais (PER_AGSN), Densidade
demográfica, Número de leitos hospitalares do SUS por habitante, Número de
leitos hospitalares totais por habitante e Número de respiradores por habitante.
Assim, os resultados obtidos com base nesses fatores analisados podem auxiliar
na criação de ações mitigadoras mais direcionadas e eficientes, de acordo com as
características dos municípios do estado do Rio de Janeiro. / [en] Since February 2020 the pandemic generated by the new coronavirus SarsCoV-2, the virus generating the disease COVID-19, has caused many deaths,
mainly in large urban centers. In Brazil, one of the most affected states was Rio de
Janeiro, which, despite all the actions taken to mitigate the progress of COVID19, reached on March 1, 2021 a mortality rate of 206.9 percent, which corresponds to
approximately 207 deaths per thousand inhabitants. However, the Rio de Janeiro
municipalities were affected differently, where the least affected city reached
9.7 percent and the most affected 331.3 percent. Previous studies in the specialized literature
indicate that the main reason for this discrepancy may be associated with factors
related to population, income, education, health, economy, territory, and
environment. Therefore, this work has as main objective to identify the main
socioeconomic, socio-demographic factors and access to hospital resources that
are associated with the mortality rate from Sars-CoV-2 in the ninety-two
municipalities in the state of Rio de Janeiro based on the Poisson Regression
model, in the period from March 01, 2020 to March 01, 2021, accounting for 12
months. From the model chosen it was possible to detect those ten of the eleven
factors analyzed influence the mortality rate. The factors being, municipal human
development index (IDHM), per capita income (RDPC), percentage of poor
(PMPOB), gross domestic product (GDP), gross attendance rate to higher
(T_FBSUPER), percentage of subnormal settlements (PER_AGSN), demographic
density, number of SUS hospital beds per inhabitant, number of total hospital beds
per inhabitant and number of respirators per inhabitant. Thus, the results obtained
based on these analyzed factors can help in the creation of more targeted and
efficient mitigating actions, according to the characteristics of the municipalities
in the state of Rio de Janeiro.

questão de polícia no Rio de Janeiro das décadas de 1940 e 1950. Nesse
processo, a polícia carioca foi um ator fundamental, mas não foi o único. As
intervenções policiais sobre a comercialização e consumo de maconha na cidade
foram construídas, negociadas e disputadas através de relações que envolveram
outros atores fundamentais: jornalistas, operadores judiciais, pequenos vendedores
e consumidores de maconha. Para investigar essas tramas de ação e conflitos, a
dissertação opta por uma estratégia narrativa que privilegia a abordagem integrada
da interação entre todos esses protagonistas, a partir de três movimentos: começa
pelas campanhas jornalísticas que, em diálogo com a polícia e a justiça,
contribuíram para a formação de um problema de ordem pública; continua com os
debates nos tribunais e a discussão judicial sobre os limites da intervenção dos
poderes estatais; e conclui com uma análise da ação da polícia em diferentes
circuitos urbanos de consumo. / [en] The purpose of this dissertation is to examine the transformation of
marijuana into a police issue in Rio de Janeiro in the 1940s and 1950s. In this
process, the police force of Rio de Janeiro was a key actor, but not the only one.
Police interventions on the sale and consumption of marijuana in the city were
object of a daily negotiation and disputes in social interactions that involved other
key actors: journalists, judicial operators, small marijuana sellers and a diversity
of consumers. In order to investigate these interaction realms, the dissertation opts
for a narrative strategy that privileges an integrated approach, based on three
movements: first of all, it focuses on a series of journalistic campaigns that, in
dialogue with the police force and judicial actors, resulted in the outline of a
public order problem regarding marijuana consumption; secondly, it analyzes
judicial debates about the limits of police intervention in a diversity of social
interactions that included marijuana; finally, it develops an analysis of daily police
action in heterogeneous urban consumption circuits.

[pt] Esta pesquisa aborda a questão de segurança pública no Rio de Janeiro a
partir da perspectiva de cultura cívica, como elaborado por autores como Alexis de
Tocqueville (2000), Almond e Verba (1963), Putnam (1993), José Álvaro Moisés
(2010), e Elisa Reis (1995). Mais especificamente, ela procura entender os
resultados das várias tentativas de reformas policiais que usaram o modelo de
policiamento comunitário sem de fato mudar a estrutura do aparato de segurança
no estado. Feitas estas análises, a pesquisa tentará colocar os Conselhos
Comunitários de Segurança do Rio de Janeiro e CONSPERJ dentro do contexto das
reformas policiais no estado para entender por que que este modelo foi escolhido e
o que de fato mudou na política de segurança política com esse programa. O intuito
maior é entender o papel da cultura cívica nas escolhas políticas em relação à
segurança pública no estado. Muitas pesquisas já elaboradas2 focam nas

que também considera o papel da sociedade civil carioca pode fornecer uma
perspectiva importante sobre as influências na segurança pública no estado e as
saídas possíveis para um modelo de segurança mais justo e menos opressivo. / [en] This study addresses public security in Rio de Janeiro from the perspective
of civic culture, following along the lines of Alexis de Tocqueville (2000), Almond
and Verba (1963), Putnam (1993), José Álvaro Moisés (2010), and Elisa Reis
(1995). More specifically, it seeks to understand the result of various police reforms
which modeled themselves on community policing without truly changing the
structure of the State s public security institutions. The study will attempt to place
CONSPERJ and the Rio de Janeiro Community Security Councils within this
content in order to understand why this model was chosen and what it managed to
change regarding public security policy in the state. The study also seeks to
understand the role that civil society plays in RJ public security policy decisions.
Many studies have already focused on the cultural and structural difficulties faced
when attempting police reform in the state, and a study on how civil society
influences this process can provide an important perspective on public security in
the state as well as potential models for a fairer, less oppressive model of public
security.

[pt] Nas últimas décadas o Brasil tem apresentado características de uma modificação na estrutura da religiosidade, com as religiões tradicionais perdendo adeptos para religiões ascendentes. Atualmente, este movimento de transição se mostra mais evidente com a perda de fies do catolicismo e o ganho de fies pela Assembleia de Deus. O fenômeno, todavia, se destaca em âmbitos além do religioso, se espraiando por vias da política institucional, através do processo eleitoral. Esta atuação na via política é tida pela mídia e por parte da sociedade como um risco à democracia e à diversidade social. Portanto, através da análise da do processo eleitoral, da territorialidade da ação política, e das ações parlamentares esta pesquisa se propôs a identificar os fundamentos do temor. A análise consistiu em verificar a atuação de dois vereadores, na décima legislatura da cidade do Rio de Janeiro, ligados à duas fragmentações da Assembleia de Deus tradicional. São eles, Eliseu Kessler, ligado à Assembleia de Deus Ministério Madureira e Alexandre Isquierdo, ligado à Assembleia de Deus Vitória em Cristo. Para investigamos os fundamentos e potencialidades da questão foram analisados os locais de votação e confluências entre a espacialidade das igrejas afim de verificar se a eleição dos representantes foi ou não um investimento institucional; além de leis e projetos de leis de autoria dos parlamentares, afim de verificar possíveis perdas aos valores democráticos a partir destas gestões. / [en] In recent decades, Brazil has shown characteristics of a change in the structure of religiosity, with traditional religions losing adherents to ascendant religions. Currently, this transitional movement is more evident with the loss of faith in Catholicism and the gain of faith in the Assembly of God. The phenomenon, however, stands out in areas beyond the religious, spreading through institutional politics, through the electoral process. This action in the political way is seen by the media and by society as a risk to democracy and social diversity. Therefore, through the analysis of the electoral process, through the territoriality of political action, and parliamentary actions, this research aimed to identify the foundations of fear. The analysis consisted of verifying the performance of two councilors, in the 10th legislature of the city of Rio de Janeiro, linked to two fragmentations of the traditional Assembly of God. They are Eliseu Kessler, linked to the Assembly of God Ministry Madureira and Alexandre Isquierdo, linked to the Vitória em Cristo Assembly of God. To investigate the fundamentals and potential of the issue, the polling places and confluences between the spatiality of the churches were analyzed in order to verify whether the election of representatives was an institutional investment or not; in addition to laws and bills authored by parliamentarians, in order to verify possible losses to democratic values from these administrations.

[pt] A presente dissertação foi construída a partir de inquietações com relação aos projetos de cidade e construções de espaços que são produzidos por meio de fronteiras físicas e simbólicas. À luz de tais pontos, reconheço a Cidade do Rio de Janeiro como um espaço dotado de disputas socioespaciais que expõe, por meio de exceções e continuidades, opressões e resistências, imagens de uma cidade fragmentada e disputada. No intuito de aprofundar a análise acerca da imaginada Cidade Maravilhosa, proponho a utilização dos carnavais cariocas, tanto em uma perspectiva histórica, quanto em um viés de práticas carnavalescas mais contemporâneas, como lente de análise. Por meio da adoção da folia momesca como lente de análise, defendo que é possível tensionar a divisão espacial e social da cidade, trazendo para o centro da pesquisa noções como segregação espacial, ordem e desordem, controle e ideais de higienização. Considerando estas noções, enxergo o caso da pandemia do coronavírus (COVID-19) como um objeto de análise que permite explorar a natureza política destas categorias e, principalmente, o cruzamento entre essa crise sanitária e os carnavais do ano de 2022. Diante do exposto, a presente pesquisa busca compreender para o que e para quem o Rio de Janeiro é moldado. / [en] This dissertation was developed out of concerns about city projects and the construction of spaces that are produced through physical and symbolic borders. In light of these points, I recognize the city of Rio de Janeiro as a space endowed with socio-spatial disputes that expose, through exceptions and continuities, oppressions and resistances, images of a fragmented and disputed city. In order to deepen the analysis of the imagined Marvelous City, I propose using Rio s carnivals, both from a historical perspective and from the perspective of more contemporary carnival practices, as a lens for analysis. By adopting Carnival revelry as a lens of analysis, I argue that it is possible to put a strain on the spatial and social division of the city, bringing notions such as spatial segregation, order and disorder, control and hygienic ideals to the center of the research. Considering these notions, I see the case of the coronavirus pandemic (COVID-19) as an object of analysis that allows us to explore the political nature of these categories and, above all, the intersection between this health crisis and the carnivals of the year 2022. Considering the above, this research seeks to understand for what and for whom Rio de Janeiro is shaped.

[pt] Pouco lembrada nos dias de hoje, o Esqueleto foi uma favela que não faz
mais parte do mapa da cidade. Erradicada em 1965, ela era então a quinta maior
favela do Rio de Janeiro, constituindo-se como um espaço estratégico de
habitação para diversos trabalhadores. Se muito já foi escrito sobre seu processo
de desapropriação, no entanto, a formação daquela localidade, iniciada em 1934,
foi ainda pouco explorada nos estudos acadêmicos do campo – que muito
frequentemente passam ao largo da experiência dos moradores desse tipo de
localidade. Como resultado, a história do Esqueleto acabou sendo reduzida ao ato
que marcou seu fim, deixando nas sombras as motivações e lógicas dos que a
habitavam. Em caminho inverso, esta dissertação busca compreender a formação
e desenvolvimento daquela localidade a partir da perspectiva de seus próprios
moradores. Sem perder de vista sua relação com o Estado e as negociações nela
envolvidas, buscamos privilegiar a análise da experiência dos moradores e sua
agência cotidiana, de modo a tentarmos compreender tanto a lógica da construção
e crescimento do Esqueleto quanto os caminhos da luta dos moradores locais pelo
direito à cidade. / [en] Little remembered these days, Esqueleto was a favela that is no longer part
of the city map. Eradicated in 1965, it was then the fifth largest favela in Rio de
Janeiro, constituting itself as a strategic housing space for several workers.
Although much has already been written about its expropriation process, however,
the formation of that locality, which began in 1934, has still been little explored in
academic studies of the field – which very often overlook the experience of
residents of this type of locality. As a result, the story of Esqueleto ended up being
reduced to the act that marked its end, leaving the motivations and logic of those
who inhabited it in the shadows. In reverse, this dissertation seeks to understand
the formation and development of that locality from the perspective of its own
residents. Without losing sight of its relationship with the State and the
negotiations involved in it, we seek to privilege the analysis of the experience of
the residents and their daily agency, in order to try to understand both the logic of
the construction and growth of the Esqueleto and the paths of struggle of the local

Descrevo o uso que faço do transporte público detalhando os dois modais utilizados por mim durante o percurso até a Universidade: BRT e MetrôRio. O trajeto tem muitas coisasa contar que enredam entendimentos de distanciamento não só físico, mastambém social, que separam os dois meios de transporte aqui propostos. O plano de fundo para as análises feitas diz respeito à mobilidade da minha vida, que aqui tratarei como atravessamento de portais. O primeiro portal éa mobilidade pessoal, portanto, também social, feita através dos estudos na PUC-Rio. A segunda trata-se de uma mobilidade urbana através do transporte público, onde consigo atravessar os abismos simbólicos dos seus dois lados, sair da favela em que moro para ir à Zona Sul da cidade esuas nuances próprias. / [en] This work will deal with questions about the route I take from home to the university, which took place during the COVID-19 pandemic and its recent flexibility measures. I describe the use I make of public transport, I will be detailing the two modes used by me during the journey to the University: BRT and MetrôRio. [pt] A cidade do Rio de Janeiro tem recebido importantes eventos internacionais nos últimos anos. Estes eventos impulsionam o crescimento econômico da cidade. Aspectos como qualidade de vida, inclusão social, eficiência econômica e impactos ambientais, também são beneficiados com os investimentos nesta área. No atual cenário da mobilidade urbana da cidade do Rio de Janeiro, percebemos a fragilidade de uma visão sistêmica no sistema de transporte de alta capacidade e das integrações necessárias para uma eficiência e eficácia com as malhas ferroviária, metroviária, aérea e aquaviária, bem como a qualidade dos serviços prestados pelas concessionárias. Ao longo da história o sistema de transporte público constitui-se como um dos principais propulsores do crescimento econômico das cidades, sendo primordial para que as pessoas possam realizar suas atividades diárias (trabalho, estudo, atividades culturais, etc.). Atualmente está sendo implantado o Sistema BRT (Bus Rapid Transit) com o objetivo de reduzir o tempo de viagem e a emissão de gases poluentes e de proporcionar mais conforto aos usuários. O primeiro sistema BRT (Bus Rapid Transit) no Brasil foi operado em Curitiba. O projeto do BRT pode proporcionar qualidade no serviço para um grande número de usuários a baixas taxas de emissões atmosféricas em comparação ao modal rodoviário por ônibus convencional. Para tanto, este trabalho tem o objetivo de aferir a percepção dos usuários do sistema BRT sob a ótica da mobilidade urbana, com foco no corredor BRT Transcarioca. These events boosted the city s economic growth. Aspects, such as quality of life, worker health, social inclusion, economic efficiency and environmental impacts, are also benefited by investments in this area. In the current scenario of urban mobility in the city of Rio de Janeiro, we perceive the fragility of a systemic vision in the high capacity transport system and the integrations necessary for efficiency and effectiveness, as well as the quality of the services provided by the concessionaires. The Bus Rapid Transit (BRT) System is currently being implemented with the objective of reducing travel time and emission of pollutants and providing more comfort to users. Therefore, this study aims to assess the impacts of the BRT system on high capacity transportation from the perspective of urban mobility, focusing on the BRT Transcarioca corridor. Throughout history, the transportation system is one of the main Leveraging element of the economic growth of cities, being essential for people to carry out their daily activities (work, study, cultural activities, etc.). Cities designed with the car as a priority tend to cope with longer travel times, higher levels of stress, lower labor productivity, higher traffic accidents and high levels of contamination (acoustic and environmental). Over time, the result of a car-driven development model leads to traffic saturation, with a stronger tendency for individual motorized transportation in urban traffic, congestion and distance from the social aspects of collective transportation. This model is characteristic and historical of the urban development of the Region of Barra da Tijuca, a district of the West Zone of the city of Rio de Janeiro, which experienced a growth boom of from the late 60 s and early 70 s an intense process of real estate speculation and disorderly occupation.
