The Effects of Trade Liberalization Policies on Human Development in Selected Least Developed Countries

This dissertation examines the effects of trade liberalization policies (represented by membership in the General Agreement on Tariffs and Trade/World Trade Organization on selected Least Developed Countries' (LDCs) human development (represented by the Human Development Index). In this dissertation, General Agreement on Tariffs and Trade (GATT) and World Trade Organization (WTO) policies are theorized to have two distinct types of effects: their direct effect and their indirect effect. Two questions are focused on: first, what is the effect (total, direct and indirect) of WTO policies on human development for selected LDCs? Second, what is the effect (total, direct and indirect) of WTO policies on human development for selected developing/developed countries (i.e. non-LDCs) holding economic development constant? Using the dependency theory of development as a theoretical basis, this dissertation examines the assumptions of modernization-theory-based policies as expressed in trade liberalization policies (i.e. the implementation of comparative advantage and now market fundamentalism) with world-system analysis techniques. To examine these questions, four panel regression models are constructed to measure the total, direct and indirect effects of WTO policies during the near-term (1998-2003) and during a longer historical term (1975-2000). The data for the analyses are taken from seven different sources of international data. The analyses seemingly demonstrate that there are quantifiable negative effects of GATT/WTO membership (trade liberalization policies) on human development in selected LDCs. The current implementation of trade liberalization policies does not benefit the well-being of all concerned as promoted by the WTO.

Intresset för småskaliga vindkraftverk på byggnader har ökat under de senaste åren. Allt fler människor blir mer energi- och miljömedvetna samt ser fördelarna med att elektriciteten produceras där den konsumeras; i den bebyggda miljön. Det är dock en större utmaning att installera ett vindkraftverk i urban miljö, jämfört med i öppet landskap, då det finns många faktorer som skall beaktas. Stadens komplexa uppbyggnad gör att vindens hastighet och riktning varierar och ger upphov till turbulenta strukturer i den omgivande luften. Många av dagens vindkraftverk kan ej operera effektivt vid turbulens, därför måste dessa vindkraftverken placeras på höga höjder för att nå den laminärt strömmande vinden över staden, vilket ger orealistiska längder på de master som krävs, även om vindkraftverket monteras på en byggnad. För att kunna utnyttja de vindar som uppkommer i urbana miljöer bör vertikalaxlade vindkraftverk med en helixformad geometri på rotorn användas. Dessa har visat sig vara både de effektivaste och de vindkraftverk som utsätter omgivningen för lägst nivå av störningar. Att placera ett vindkraftverk på en byggnad i urban miljö, där många människor vistas, kräver god kunskap om säkert montage samt vilka störningar som vindkraftverket kan generera. Ett vindkraftverk som monteras felaktigt kan bidra till hälso- och säkerhetsrisker, och om dessa risker blir för stora kan vindkraftverket tvingas att tas ur drift. För att vara säker på att vindkraftsanläggningen är tillförlitligt bör vindkraftverket och montaget vara stadardiserat och certifierat, något som i dagsläget saknas i Sverige. I dag finns inga direkta stöd för småskaliga vindkraftverk i Sverige, vilket är en bidragande faktor till att ekonomin kring dessa vindkraftverk är bristfällig. Elcertifikatsystemet som skall ge stöd åt förnyelsebar energi är inte utformat för småskalig elproduktion. Men i takt med att detta användningsområde för vindkraft utvecklas samt att priset för energi förväntas stiga kommer troligtvis byggnadsmonterade vindkraftverk bli en lönsam investering i framtiden. / The interest for small-scale wind turbines mounted on buildings has increased during the last couple of years. More and more people are giving more consideration to energy and environmental questions and are appreciative of the benefits of producing electricity where it is consumed; in the urban environment. However it is a greater challenge to install a wind turbine in the urban environment, compared to an open landscape, because of the many factors that needs to be taken in consideration. The complex structure of the city has an effect on the speed and direction of the wind and causes turbulent structures in the surrounding air. Many of today’s wind turbines cannot operate effectively in turbulence, this is why these turbines need to be placed on high heights to reach the laminar wind flow over the city, which gives unrealistic lengths of the towers that are required, even if the turbine is mounted on a building. To be able to utilize the existing wind in urban environments a vertical axis wind turbine with a helix shaped rotor should be used. These turbines have shown themselves to not only be the most effective but also the turbines that expose the surroundings to the lowest level of disturbances. To place a wind turbine on a building in an urban environment, where a lot of people reside, requires a good knowledge of how to securely mount the turbine but also what kind of disturbances that a turbine can emit. A turbine that is mounted incorrectly can contribute to health and safety hazards, and if these risks become to great the turbine may be forced to be taken out of operation. To be certain that the wind turbine and its components are trustworthy the turbine and mounting should be standardized and certified, a feature that don’t exist today in Sweden.  Currently there is no direct support scheme for small-scale wind turbines in Sweden, which is a contributing factor to the inadequate economics surrounding these wind turbines. The Swedish system with certificates is meant to give support renewable energy but the system is not suited for small-scale production of electricity.  But the more this field of application for wind turbines develops, together with the assumption of rising cost of energy will most likely make building mounted wind turbines a profitable investment in the future.

В последнее время в экспертном сообществе и в Правительстве Российской Федерации активно обсуждается проблема формирования тарифов в сфере жилищно-коммунального хозяйства в целом, и в водоснабжении и водоотведении, как важных ее составляющих. Высокая степень износа основных фондов, несовершенный механизм инвестирования, отсутствие ясных и прозрачных критериев формирования тарифов делают особенно актуальной данную область исследования. Одним из актуальных вопросов при предоставлении услуг по водоснабжению и водоотведению является установление тарифов. Их регулирование должно быть обеспечено публичностью процесса формирования. Локальной естественной монополией сферу водоснабжения и водоотведения делают большая социальная значимость и капиталоемкость, соответственно тарифы на данные услуги не могут разрабатываться на основании рыночного механизма. / Recently, the expert community and the Government of the Russian Federation have been actively discussing the problem of tariff formation in the housing and utilities sector as a whole, and in water supply and sanitation, as its important components. A high degree of depreciation of fixed assets, an imperfect investment mechanism, and the lack of clear and transparent criteria for forming tariffs make this area of research particularly relevant. One of the most pressing issues in the provision of water supply and sanitation services is the establishment of tariffs. Their regulation should be ensured by the publicity of the formation process. The water supply and sanitation sector is a local natural monopoly with a high social significance and capital intensity.accordingly, tariffs for these services cannot be developed on the basis of a market mechanism.

The importance of regional economic integration in Africa

Motivation of virtually all regional economic integration (REI) initiatives has been prospect of enhanced economic growth. Although REI's role in contributing to growth and development was recognised and acknowledged, its importance in Africa has never been properly outlined. Theoretical background, economic assumptions and evidence of REI are examined to bring out REI's importance to Africa. Depicting from these, benefits and challenges of REI in Africa are explored. This dissertation analyses the progress, pace, approach, sequence of REI in Africa looking at different variables. Africa's regional integration blueprint and institutional framework are compared to EU's but selected areas are identified as essential for Africa. Progress on REI has been found to be slow. This study concludes that REI should be viewed as one aspect of strategy towards Africa's development and growth. However, the benefits of REI make it imperative for it to remain the central pillar of Africa's development agenda. / Economics / M.Com. (Economics)

The trade, development and cooperation agreement between the Republic of South Africa and the European Union : an analysis with special regard to the negotiating process, the contents of the agreement, the applicability of WTO law and the Port and Sherry Agreement

Thesis (LLM)--University of Stellenbosch, 1999. / ENGLISH ABSTRACT: This thesis deals with the Trade, Development and Cooperation Agreement (TDCA) between the European Union and the Republic of South Africa, which was concluded in October 1999. In particular, the agreement is analysed in the light of the negotiating process between the parties, the contents of the agreement, the applicability of WTO law and the compatibility of the agreement with it and the Port and Sherry Agreement. Since the EU emphasised its aim to commence economic and development cooperation with other African, Caribbean and Pacific (ACP) countries on a reciprocal basis during the negotiations for a successor of the Lomé Convention, the TDCA between the EU and South Africa had to be seen as a "pilot project" for future cooperation agreements between countries at different levels of development. The TDCA between the EU and South Africa is therefore not only very important for the two concerned parties, but could serve as an example for further negotiations between the EU and other ACP countries. Thus the purpose of this thesis is to examine the TDCA between the EU and South Africa from a wider global perspective. The thesis is divided into six Chapters: The first Chapter provides an introduction to the circumstances under which the negotiations between the EU and South Africa commenced. It deals briefly with the economic situation in South Africa during the apartheid era and presents reasons why the parties wanted to enter into bilateral negotiations. The introductory part furthermore presents an overview of the contents of the thesis. The second chapter contains a detailed description of the negotiating process that took place between the parties and shows why it took 43 months and 21 rounds of negotiations to reach a deal. South Africa's partial accession to the Lomé Convention and the conclusion of separate agreements such as the Wine and Spirits Agreement, are also analysed. Chapter three presents the various components of the TOCA and illustrates what the negotiators achieved. This chapter on the TOCA concludes with an evaluation of the Agreement and shows the potential benefits to South Africa and the EU. Since the Agreement had to satisfy international rules, the provisions of the General Agreement on Tariffs and TradelWorld Trade Organisation (GATTIWTO) were of major importance. The EC Treaty, however, does not contain any provision that indicates whether, or how, an international agreement like the GATTIWTO penetrates the Community legal order. In Chapter four, accordingly, questions are raised regarding the extent to which the bilateral agreement between South Africa and the EU was influenced by the GATTIWTO provisions and how these rules were incorporated into the agreement. Furthermore, since the parties agreed on the establishment of a free trade area, this chapter deals with the question of in how far the TOCA is in line with Article XXIV GATT. In addition to the GATT provisions, the TOCA is also affected by the Agreement on Trade Related Aspects of Intellectual Property Rights (TRIPs). Therefore Chapter five deals with TRIPs in connection with the TOCA. The use of the terms "Port" and "Sherry" as the major stumbling block to the conclusion of the TOCA is analysed more closely. The final part, namely Chapter six, provides a summary of the results of the investigation. Furthermore, a conclusion is provided with regard to the question of whether the TOeA can be seen as an example for further trade relations between the EU and other ACP countries. / AFRIKAANSE OPSOMMING: Hierdie tesis is gerig op die Handels-, Ontwikkelings- en Samewerkingsooreenkoms (TDGA) tussen die Europese Unie (EU) en die Republiek van Suid Afrika wat in Oktober 1999 gesluit is. Die ooreenkoms word veral in die lig van die onderhandelingsproses tussen die partye, die inhoud van die ooreenkoms, die toepaslikheid van Wêreldhandelsorganisasiereg en die versoenbaarheid daarvan met die ooreenkoms en die Port en Sjerrie-ooreenkoms ontleed. Aangesien die EU sy oogmerk van wederkerige ekonomiese en ontwikkelings-gerigte samewerking met ander lande in Afrika en die Karibiese en Stille Oseaan-Eilande gedurende die onderhandelings vir 'n opvolger van die Lomé Konvensie beklemtoon het, moes die ooreenkoms tussen die EU en Suid-Afrika as 'n "loodsprojek" vir toekomstige samewerkingsooreenkomste tussen lande wat op verskillende vlakke van onwikkeling is, gesien word. For the development of the research object, one opted for a quantitative approach, using descriptive statistical method and the gravity model. It was found that Paraná has, on average, about 50% of its exports based on agricultural products and it increased to 64.01% in 2011. Twelve major products represent around 90% of agricultural exports and in 2011 were responsible for 56.42% of general exports. Over the last decade, the target markets migrated from the European Union to Asia, with great emphasis to China. As for trade barriers, it was found that the agriculture of Paraná faces tariffs and Non-Tariff Barriers (NTB) by all importing countries analyzed. The tariff applied varies greatly in relation to the country and products. The NTB faced are diverse, and the most frequently applied are sanitary and phytosanitary barriers, followed by technical barriers. Agricultural subsidies applied by OECD countries have high variance around the average and tended to decrease over the period. In the year immediately following the 2008 international crisis, its repercussions were: declines in agricultural exports by volume and value of exports; declines for 10 of the top 12 products analyzed; variations in tariffs, both for more and for less; increase in agricultural subsidies; and the incidence of more BNT on agricultural products. By gravitational model, one evidenced that there is a negative relationship of Paraná s agricultural exports with trade tariffs, converging with the theory of international trade. A trade liberalization through tariffs, as a tariff reduction of 1%, would be positive at 3.7% for greater inclusion of state agriculture in the foreign market. / Este estudo tem por objetivo analisar a incidência de barreiras comerciais sobre a inserção da agricultura paranaense no mercado externo, no período de 2000 a 2011, com destaque para os reflexos da crise internacional de 2008. Para o desenvolvimento do objeto de pesquisa, optou-se por uma abordagem metodológica quantitativa, utilizando o método estatístico descritivo e o modelo gravitacional. Constatou-se que o Paraná tem, em média, cerca de 50% das suas exportações baseadas em produtos agrícolas, tendo aumentado para 64,01% em 2011. Doze principais produtos representam em torno de 90% da exportação agrícola e em 2011 foram responsáveis por 56,42% da exportação geral. Ao longo da última década, os mercados de destino migraram da União Europeia para a Ásia, com grande destaque para a China. Quanto às barreiras comerciais, constatou-se que a agricultura paranaense enfrenta tarifas e Barreiras Não Tarifárias (BNT) por parte de todos os países importadores analisados. O valor da tarifa aplicada varia muito em relação ao país e aos produtos. As BNT enfrentadas são diversas, sendo que as mais aplicadas são barreiras sanitárias e fitossanitárias, seguidas das barreiras técnicas. Os subsídios agrícolas aplicados pelos países da OCDE têm alta discrepância em torno da média e apresentaram tendência de queda ao longo do período. No ano imediatamente posterior à crise internacional de 2008, os seus reflexos foram: quedas nas exportações agrícolas, em volume e valor exportado; quedas para 10 dos 12 principais produtos analisados; variações nas tarifas, tanto para mais quanto para menos; aumento nos subsídios agrícolas; e a incidência de mais BNT sobre os produtos agrícolas. Pelo modelo gravitacional, evidenciou-se uma relação negativa das exportações agrícolas paranaenses com as tarifas comerciais, convergindo com a teoria do comércio internacional. Uma liberalização comercial por meio de tarifas, como uma redução tarifária de 1%, seria positiva em 3,7% para maior inserção da agricultura paranaense no mercado externo.
