[pt] A realidade do Brasil predominantemente urbano é permeada pelos constantes
e crescentes riscos associados às mudanças climáticas, sintetizados como as
ilhas de calor, alagamentos, aumento do nível do mar, dentre outros. O impacto
sobre as cidades é incomensurável e atinge todo o processo de produção urbana.
O presente trabalho, vinculado a linha de pesquisa Planejamento Urbano e
Sustentabilidade do Programa de Pós-Graduação em Engenharia Urbana e
Ambiental da PUC-Rio, tem o objetivo de identificar oportunidades, estratégias e
diretrizes segundo os objetivos da Política Nacional sobre Mudança do
Clima que possam vir a ser incluídas em construções normativas do campo
urbanístico na perspectiva de cidades resilientes. A reflexão evidencia a
necessidade iminente do desenvolvimento de trabalhos multidisciplinares que
tenham por finalidade a avaliação das políticas públicas de desenvolvimento
urbano das cidades à luz de estratégias de mitigação e resiliência. O estudo
analisa obstáculos e possibilidades dos instrumentos de gestão urbanística dos
municípios para viabilizar a construção de cidades resilientes e resistentes aos
impactos das mudanças climáticas. Adota-se a abordagem interdisciplinar, bem
como metodologia que engloba revisão bibliográfica, pesquisa documental em
planos municipais sobre mudanças climáticas e relatórios produzidos por
organismos nacionais e internacionais sobre o contexto urbano de resiliência. O
método estudo de casos referência com a investigação de casos concretos
seleciona quatro cidades brasileiras, sendo as duas maiores metrópoles (Rio de
Janeiro/RJ e São Paulo/SP), uma cidade de até 2 milhões de
habitantes (Recife/PE) e também uma cidade de médio porte
(Contagem/MG). Utilizando-se da experiência das referidas cidades na jornada de
mitigação e resiliência, foram verificados os instrumentos essenciais que devem
ser adotados para enfretamento da mudança do clima. O estudo inclui a análise
das diversas fases (Planejamento, Execução, Verificação e Aprimoramento). A
investigação realizada permitiu propor, à luz de metodologias internacionais
observadas nos relatórios dos organismos nacionais e internacionais sobre o
contexto urbano de resiliência, diretrizes cristalizadas em uma proposta de
estratégia de mitigação e resiliência para políticas urbanísticas municipais. / [en] The present work, linked to the research line Urban Planning and Sustainability of the Postgraduate Program in Urban and Environmental Engineering at PUC-Rio, had the objective of identifying opportunities, strategies, and guidelines according to the objectives of the National Policy on Climate Change that may be included in normative constructions of the urbanistic field from the perspective of resilient cities.The research problem was based on the reality of Brazil, predominantly urban, where more than 80 percent of the population lives in cities, which are permeated by the constant and growing risks associated with climate change, summarized as heat islands, flooding, rising sea levels, among others. It was identified that these cumulative factors, that is, the increase of the world population in cities and the risks associated with climate change, may alter the form of land use in the coming decades, exposing the population and the economy in general to severe problems of dealing with the consequences of these changes, requiring the urban environment to be resilient and induce structural changes in society through the adoption of mitigation measures for the environmental impacts caused by contemporary society.For this evaluation, the work was based on the understanding of cities in the Anthropocene era, currently known as a new geological era, in which unbridled growth, which causes impacts on the planet s climate, exposes the population to increasingly intense risks, especially in urban centers, due to the complexity of the processes and the sensitivity of ecosystems.For no other reason, under the United Nations Agenda 2030 and the Sustainable Development Goals (SDGs), goal number 11 was established, consisting of a commitment by nations to make cities and human settlements inclusive, safe, resilient, and sustainable.

[pt] A dissertação tem por objetivo avaliar o grau de comprometimento de
grandes consumidores de energia elétrica com preceitos da sustentabilidade e do
preocupante fenômeno das mudanças climáticas. No contexto do
comprometimento da política brasileira com o desenvolvimento sustentável, o
trabalho revê os principais acordos e recomendações internacionais que visam a
mitigação e adaptação às mudanças climáticas e sustentabilidade como subsídios
metodológicos à construção de um questionário estruturado. O questionário foi
aplicado junto aos grandes clientes da concessionária de energia elétrica do Rio de
Janeiro, que atende 4,1 milhões de consumidores na média e alta tensão (68 porcento da
população e 66 porcento do PIB do segundo estado economicamente mais desenvolvido
do país). A pesquisa de campo realizada permitiu identificar, na visão das
organizações participantes, as ações de sustentabilidade e as medidas empresariais
de adaptação e mitigação do fenômeno estudado. À luz das melhores práticas e
diretrizes internacionais, foi proposto um indicador e uma métrica para avaliar o
grau de comprometimento à essas práticas e tendências. Os resultados da
pesquisa, estratificados por classes de consumidores, permitem avaliar, com base
nos consumos de energia, o preocupante nível de emissões de gases efeito estufa
(tCO2eq) que resultam da geração da energia elétrica consumida pelos clientes da
concessionária. Não obstante mais de 90 porcento das organizações terem considerado a
sustentabilidade como oportunidade de negócios e diferencial competitivo para
viabilizar nichos de mercado, os resultados da pesquisa indicam que, na média, é
preocupante o baixo grau de comprometimento dos grandes usuários de energia
elétrica com as medidas desejáveis de restrição às emissões. / [en] In the context of global concerns related to climate change due to the
alarming and unprecedented growth of greenhouse gas (GHG) emissions, the
present study evaluates the commitment to emissions restrictions among large
users of electricity produced by a utility company that serves 4.1 million
consumers (68 percent of the population and 66 percent of the gross internal product for the
second most economically developed Brazilian state), based on the proposed
metrics and indicator. The present work reviews the primary international
agreements and recommendations that aim to mitigate and adapt to climate change
and sustainability, in light of the Brazilian commitment to the policy of
sustainable development. A survey was developed for the participating
organisations, which were classified by economic sector, to expose them to 18
issues that reflect worldwide guidelines on emission constraints. Based on their
total energy consumption, the survey discusses the worrying level of GHG
emissions (tonnes of equivalent carbon dioxide, tCO2eq) associated with the
generation of the electricity consumed by the largest utility company customers.
Although over 90 percent of the organisations considered sustainability to be both a
business opportunity and a competitive differential that enables niche markets, the
results of the present study indicated a low degree of commitment to the desired
emission restrictions from the larger electricity consumers, on average.

[pt] A dissertação tem por objetivo propor métricas para avaliação de ações em sustentabilidade de grandes usuários de energia elétrica. As organizações têm a responsabilidade de limitar as suas emissões de gases de efeito estufa - GEE. Deste modo, gerenciar as implicações decorrentes das mudanças climáticas é de grande relevância, dado que estas ações podem gerar vantagens sustentáveis e ao mesmo tempo atender às demandas dos stakeholders. Este estudo avaliou o grau de relevância das ações de sustentabilidade de grandes clientes consumidores da concessionária de energia elétrica do Rio de Janeiro, que atende 4,1 milhões de consumidores na média e alta tensão (68 porcento da população e 66 porcento do PIB do segundo estado economicamente mais desenvolvido do país). Um questionário foi elaborado com 14 ações críticas em estratégias climáticas fundamentadas em benchmarks internacionais. Para mensurar o progresso de estratégias climáticas empresariais, os dados foram levantados por meio de uma pesquisa (tipo survey) online. Os resultados obtidos foram comparados com estudos realizados por organizações internacionais, indicando que, pelo índice de proatividade obtido, as empresas respondentes reconhecem a relevância do tema, mas planejam implementar a médio e a longo prazo as ações de sustentabilidade . Alguns setores investem em ações de curto prazo, com a perspectiva de um retorno financeiro mais rápido. O índice de dificuldade apontou que as empresas não dimensionam os investimentos financeiros anuais em ações voltadas para sustentabilidade. / [en] The dissertation aims to propose metrics to evaluate actions on sustainability in large users of electricity. Organizations have a responsibility to restrict their emissions of greenhouse gases – GHG. Thus, managing the implications of climate change is of great importance, as this action can generate sustainable advantages and at the same time meet the demands of stakeholders. In addition, this study evaluated the sustainability actions of relevance degree of large consumers of electric distributed by a utility company that serves 4.1 million consumers in the medium and high voltage (68 percent of the population and 66 percent of the gross internal product for the second most economically developed Brazilian state). A questionnaire was drawn up on 14 critical actions in climate strategies based on international benchmarks. To measure the progress of corporate climate strategies, data were collected through an online survey. The results, compared with studies conducted by international organizations, Indicated by proactivity index obtained , the responding companies recognize the importance of the topic , but plan to implement the medium and long-term actions of sustainability. Some sectors invest in short-term actions, with the prospect of a faster payback. The index of difficulty pointed out that companies do not measure the annual investments in actions for sustainability.

interseccional se propõe a identificar se as razões pelas quais as mulheres são mais
vulneráveis e sofrem com maior intensidade os impactos da crise climática têm a influência
do gênero como mais um eixo de discriminação e marginalização. Para tanto, apresentamos
o Antropoceno, nova época geológica na qual o ser humano é comparado a uma força
geológica capaz de alterar o clima e a biosfera, como panorama de fundo para compreensão
da crise climática, além de apresentar e discutir o histórico e as características desta. Em
seguida, analisamos o conceito ainda novo de Justiça Climática, apresentando seu histórico
e inspiração nos movimentos de Justiça Ambiental. Apresentamos a conceituação da
Justiça Climática e questões ligadas à responsabilidade histórica entre países do norte e sul
globais, além da distribuição desigual de ônus e bônus climáticos entre países, comunidades
e até mesmo pessoas, como é o caso específico das mulheres. Ao final, abordamos o
conceito da Interseccionalidade, oriundo do feminismo negro norte-americano, como
ferramenta analítica que permite compreender as questões específicas das mulheres em
diferentes cruzamentos identitários. A crise climática e os movimentos de Justiça Climática
são analisados para que se compreenda as vulnerabilidades específicas do gênero feminino,
com o olhar interseccional, e se investigue a existência da Interseccionalidade entre gênero

View aims to identify whether the reasons why women are more vulnerable and suffer
more intensely from the impacts of the climate crisis have the influence of gender as another
layer of discrimination and marginalization. To this end, the Anthropocene is presented, a
new geological epoch in which the human being is compared to a geological force capable
of altering the climate and the biosphere, as a background for understanding the climate
crisis, in addition to presenting and discussing its history and the characteristics. Then, the
new concept of Climate Justice is analyzed, presenting its history and inspiration on the
Environmental Justice movements. It presents the conceptualization of Climate Justice and
issues related to historical responsibility between countries in the global north and south,
in addition to the uneven distribution of climate burdens and bonuses among countries,
communities and even people, as is the specific case of women. In the end, the concept of
Intersectionality, from North American black feminism, is approached as an analytical tool
that allows understanding the specific issues of women in different identity crossings. The
climate crisis and the Climate Justice movements are analyzed in order to understand the
specific vulnerabilities of the female gender, with an intersectional look, and to investigate
the existence of the intersection between gender and climate change from environmental
factors such as poverty, food security, education, health etc. It is intended, therefore, to
understand the relationship between gender and climate change as another factor of
oppression and marginalization of women.

[pt] A Dissertação de Mestrado Justiça Climática nos tribunais: territórios e
litigância climática brasileira se propõe a realizar uma investigação sobre como a
temática da Justiça Climática vem sendo abordada nos tribunais
brasileiros. Buscou-se identificar como certos segmentos sociais, mais
especificamente povos indígenas e quilombolas, têm se apropriado da pauta
climática e levado suas demandas para os tribunais. A hipótese da pesquisa
questiona se as ações de litigância climática brasileiras traduzem a importância que
estas populações representam no debate acerca das mudanças climáticas no Brasil.
Dessa maneira, o trabalho apresenta o histórico de conflitos territoriais no Brasil e
sua conexão com a questão ambiental. Demonstra como as lutas oriundas
de conflitos socioterritoriais evoluíram para direitos consagrados na Constituição
Federal, notadamente os direitos socioambientias. Além disso, é apresentado o
fenômeno de ambientalização das lutas sociais visando contextualizar as lutas
por Justiça Ambiental no Brasil e a relação destas com as lutas territoriais. É
apresentado o movimento por Justiça Climática e porque este deve levar em
consideração as especificidades dos territórios. Em adição a isto, é apresentado o
fenômeno de litigância climática no Brasil, a partir da análise de casos organizados
na Plataforma de Litigância Climática no Brasil e classificados de acordo com a
abordagem sobre Justiça Ambiental e Climática. A partir das ações analisadas,
pode-se verificar que, apesar de protagonizarem algumas ações climáticas, as
populações indígenas e quilombolas não figuram ações climáticas de maneira
proporcional a sua importância no enfrentamento e mitigação desta crise. / [en] The Master s Dissertation Climate Justice in the courts: territories and
Brazilian climate litigation aims to analyze climate litigation actions in Brazil that
address the theme of Climate Justice. The objective is to identify how certain social
segments, specifically indigenous peoples and quilombolas, have adopted the
climate agenda and taken their demands to the courts. From this perspective, the
dissertation is divided into three chapters. The first chapter presents territorial
conflicts in Brazil and their connection with the environmental issue. The Brazilian
agrarian history is briefly presented, and how socio-territorial conflicts evolved into
enshrined rights in the Federal Constitution, notably socio-environmental rights. In
addition, the environmentalization of social struggles movement is presented to
contextualize the struggles for Environmental Justice in Brazil and their relationship
with territorial struggles. Finally, the movement for Climate Justice is presented and
contextualized. It is argued that to effectively address climate change, it is necessary
to consider the specificities of the territories in question. Moreover, climate
litigation in Brazil is presented, based on the analysis of cases organized in the The
Brazilian Climate Litigation Platform and classified according to the
Environmental/Climate Justice approach. Finally, the cases analyzed were selected
by the active participation of indigenous people or quilombolas.

[pt] As mudanças climáticas têm sido consideradas por grande parte da comunidade científica como o problema ambiental mais grave já enfrentado pela humanidade. Os estudos conduzidos, ainda que com
incertezas, indicam uma forte relação entre as ações antrópicas, o aquecimento global e a consequente alteração climática. Verões mais quentes, invernos mais rigorosos, secas, enchentes, tornados,
desertificação, escassez de água, alimentos, perda da biodiversidade são alguns exemplos dos impactos causados por este desequilíbrio. A mitigação ou controle de um problema desta magnitude merece, sem
dúvida, atenção dos governos e de empresas responsáveis por grandes emissões de gases de efeito estufa, considerados como responsáveis pela alteração no clima. Entretanto, outros setores também podem e
devem contribuir para o alcance das metas globais estabelecidas nos acordos internacionais. O presente trabalho apresenta o resultado de um inventário de emissões de gases de efeito estufa elaborado para o
Campus Gávea da PUC-Rio, utilizando-se da metodologia validada pelo Painel Intergovernamental sobre Mudanças Climáticas (IPCC), como ponto de partida para uma proposta de gerenciamento e mitigação das
emissões diretas e indiretas do Campus. O estudo ainda indica ações para melhorar a qualidade de inventários futuros e medidas para a redução das emissões. / [en] Climate change has been considered by the scientific community as the most serious environmental problem ever faced by humanity. The studies performed, even with uncertainties, indicate a strong relationship between human actions, global warming and consequent climate change. Hotter summers, colder winters, severe droughts and floods, tornadoes, desertification, water and food scarcity and biodiversity loss are some examples of the impacts caused by this imbalance. The mitigation or
control of a problem with this magnitude deserves undoubtedly attention of governments and companies responsible for the large emissions of greenhouse gases, considered as responsible for the climate change.
However, other sectors can and should contribute to the achievement of the global targets set by international agreements. Regarding the uncertainties and expectations on climate change, in 1988 the Intergovernmental Panel on Climate Change (IPCC), consisted of scientists from around the world, was created to provide information related to the causes of climate change, its consequences and possible
actions to reduce the impact on the earth. IPCC reports are published regularly and become a reference for the formulation of public policies and for use by experts and students. The IPCC in its 4th Assessment Report, indicates a 70 percent increase in anthropogenic emissions of greenhouse gases in the period 1970-2004, where the carbon dioxide (CO2) is the largest contributor. For the same period, CO2 annual emissions increased 80 percent and represented 77 percent of total anthropogenic emissions in 2004. This increase is mainly due to the consumption of fossil fuels and changes in land use. Once established the relationship between greenhouse gases and global warming, it became evident the need for measurement and quantification of emissions for achieving any progress in the management of the problem. For that, a common, standardized, transparent and reliable methodology was desired. Developed in the United States by the World Resource Institute (WRI) in 2001, the GHG Protocol seeks to understand, quantify and manage GHG emissions of companies and nowadays is the most frequently method used worldwide for performing GHG inventories. It is also compatible with standard ISO 14064: 2007 - Greenhouse Gases and the methodologies for quantification issued by the Intergovernmental Panel on Climate Change.
