「組織再造及人力規劃試辦方案」執行情形與學校效能的研究---以台北縣公立國中為例

本研究之主要目的首先在瞭解台北縣公立國中參加「組織再造及人力規劃試辦方案」的執行情形與「學校效能」的現況。其次,比較不同的學校背景變項對「組織再造及人力規劃試辦方案」的執行現況與「學校效能」的表現之差異情形,最後,探討「組織再造及人力規劃試辦方案」的執行情形與「學校效能」表現之間的關係。 本研究之研究方法係以問卷調查法為主,訪談為輔,調查對象為九十四學年度台北縣公立國中參與「組織再造及人力規劃試辦方案」之學校教育人員,採抽樣方式,共發出問卷805份,回收問卷577份,有效問卷555份,佔回收問卷96.2%。隨後將調查所得之問卷資料輸入電腦後,採用平均數、標準差、平均數差異考驗、單因子變異數分析、皮爾遜積差相關、典型相關、逐步多元回歸分析等統計方法加以分析處理。 本研究獲致以下結論: 壹、「組織再造及人力規劃試辦方案」執行情形與「學校效能」表現情形皆 屬較佳程度。 貳、「組織再造及人力規劃試辦方案」執行情形因不同的教育程度、職務及學 校位置的背景變項而有差異。 參、「學校效能」表現因不同的職務、學校規模、學校位置及學校歷史的背景 變項而有差異。 肆、「組織再造與人力規劃試辦方案」執行情形與整體「學校效能」之間呈現 高度正相關。 伍、「組織再造與人力規劃試辦方案」各層面執行情形對整體「學校效能」有 高度預測力。其中以「人力資源規劃」最有預測力。 陸、「組織再造與人力規劃試辦方案」各層面執行情形對整體「學校效能」有 典型相關因素存在。 最後,根據上述研究結論,本研究提出相關建議,以供教育行政機關及各試辦學校與後續研究者之參考。 關鍵字:組織再造、人力資源規劃、學校效能 / The Study on The Implementation Status of “Organization Reconstruction and Human Resources Planning Trial Run Program” and School Effectiveness -- An Example of Public Junior High School in Taipei County Abstract The main purposes of this study is to understand current school effectiveness and the implementation status of Taipei County Public Junior High Schools’ trial run for the “Organization Reconstruction and Human Resources Planning Trial Run Program”. Secondly, we compare the effects of different school background variables to the implementation status of “Organization Reconstruction and Human Resources Planning Trial Run Program” and the performance of “School Effectiveness”; we also investigate the relationship between the implementation status of “Organization Planning Trial Run Program” and the performance of “School Effectiveness”. The research method of this study is based on questionnaire survey and assisted with interview, our research subjects are chosen by sampling from school staffs in 2005 academic year Taipei County Public Junior High Schools’ trial run of “Organization Reconstruction and Human Resources Planning Trial Run Program”. A total of 805 copies of questionnaire were sent out and 577 copies were retrieved. There were 555 copies of valid questionnaire rendered, a retrieval rate of 96.2%. Survey data were inputted in the computer and analyzed by statistical methods, including mean, standard deviation, t-test, one-way ANOVA, Pearson’s product-moment correlation, canonical correlation, and stepwise multiple regression. The conclusions of this study are as follows: 1)The implementation status of “Organization Reconstruction and Human Resources Planning Trial Run Program” and the performance of “School Effectiveness” are in comparatively good standing of achievement. 2)There are variances of the implementation status of “ Organization Reconstruction and Human Resources Planning Trial Run Program” due to different background variables such as education, position and school location. 3)There are variances of the performance of “School Effectiveness” due to different background variables such as position, scale of the school, school location and school history. 4)There is a highly positive correlation between the implementation status of “Organization Reconstruction and Human Resources Planning Trial Run Program” and the overall “School Effectiveness”. 5)The implementation status in every aspect of “Organization Reconstruction and Human Resources Planning Trial Run Program” has high predictability of the overall “School Effectiveness”, especially in the aspect of “human resources planning”. 6)There are canonical correlation factors between the implementation status in every aspect of “Organization Reconstruction and Human Resources Planning Trial Run Program” and the overall “School Effectiveness”. Finally, based on the above conclusions, we propose several suggestions for educational administration authority, every school in the trial run program and researchers as future references. 我國環保機關策略性人力資源規劃之研究

策略性人力資源規劃(Strategic Human Rresource Planning, SHRP)是研究如何將組織策略與人力策略結合的一套整合性人力規劃理論,不僅重人力數量的探討,更重人力素質之研究。筆者以我國環保機關為研究對象,首先探討當代之SHRP理論,並依執行規制性政策之行政機關之特色,建構我國環保機關進行SHRP研究之理論架構,再經環境、工作、工作力調查分析找出目前我國環保機關所具有之優劣(SWOT)特性,最後根據SHRP方案之特點,以及各方案之可行性評估,選擇最能運用組織優點,匡正組織矛盾之人力資源策略。   全文約十七萬餘言,分七章二十一節:   第一章緒論,分三節。說明本文之研究動機與目的,研究方法範圍及限制,並針對人力資源規劃(Human Resource Planning, HRP)概念之發展及各時期其代表性學者之定義,與相關之名詞加以辯正釐清,說明當代SHRP之操作性定義與特性。   第二章策略性人力資源規劃理論,分三節。首先探討HRP理論之演進,並依理論之發展特性加以分期,說明自西元一九八○年代以來HRP理論發展之趨勢正走向如何使組織策略與人力策略相互聯結之SHRP理論。其次探討近十年間研究SHRP諸位具代表性學者之理論並評估其理論之特性,最後根據各學者之理論模式,經過對我國環保機關之組織特性分析建構本論文研究架構。   第三章我國環保機關人力資源環境分析,分三節。首先探討我國環保機關人力資源次級系統外之組織內環境,透過訪談找出當前組織內部人力資源相關之問題、未來發展趨勢,以及其對未來組織之工作、工作力之影響;其次探討我國環保機關之外環境,經實證調查分析,發現影響各環保機關人力資源運作之特定環境系統因素,並說明其對未來組織之工作、工作力之影響;最後對環境趨勢的發展加以評估。   第四章我國環保機關工作分析,分三節。經過工作分析,之實證調查分析,說明目前工作現況及及未來工作需求預測,最後對我國環保機關的組織的策略加以評估。   第五章我國環保機關工作力分析,分三節,經過實證調查分析,說明目前組織工作力現況及未來工作力需求預測,最後對我國環保機關當前之人力策略加以評估。   第六章我國環保機關未來人力方案之規劃與評估,分三節。首先整合工作、工作力與環境之優劣分析(Strengths, Weeknesse, Opportunities, Threats),最後依此分析結果提出我國環保機關人力資源規劃方案之評估與建議。   第七章結論與建議。首先提出本文之研究發現與檢討,其次對實務之運作及未來研究提出建議。

在All-IP核心網路上的品質預算之配置及路徑規劃 / QoS Budget Allocation and Path Planning in All-IP Core Network

現有大多數的QoS 繞徑演算法,均假設鏈結上的參數是固定的,而依據固定鏈結參數的條件,尋求最佳的繞徑。實際上鏈結上能保證的服務品質與鏈結實際的負載有關。如果鏈結的所承諾提供的服務品質及所承諾之負載,在最大容量維持不變的條件下,可以由繞徑程式自由選擇的話,繞徑程式可能可以做更好的路徑規劃。 本研究在BBQ (Budget-Based QoS)的架構下,期望藉由事先規劃鏈結上的參數設定,以提供較具彈性的路由規劃,提升整體網路的效能,幫助營運者靈活可擴展的管理網路,以到達營運者的營運目標。由於加入參數的調變,使得繞徑問題變的更為複雜,在本文中,我們設計了兩套不同的爬山式搜尋演算法,經反覆的模擬測試,發現本研究的方式的確能提供較佳的網路規劃。 / Most of current QoS routing algorithms assume fixed network parameters, such as guaranteed service quality and bandwidth capacity. In fact, guaranteed quality of links is load dependent. Assuming that the maximum capacity of each link is limited, if the guaranteed quality and bandwidth capacity can be chosen by a routing algorithm, then the routing algorithm may find better paths. For example, guaranteed quality could be improved by using lower capacity on the link or by using the maximum capacity with poor guarantee quality. Our research is based on BBQ (Budget-Based QoS) management architecture. We preplan the parameters on each link before routing. This method provides flexible routing options thereby increasing the total profit. We tested two different approaches of allocating parameters on each link. After several simulations, we found that these approaches that we developed could result in better network resource utilization and increase profit for the operator.

台灣的企業面臨來自全球化的競爭,經營環境的詭譎多變,所面臨的競爭及挑戰都比過去更為嚴苛,尤其是傳統產業的電線電纜業者,所碰到的經營問題更為棘手。因應環境變化電線電纜產業正加速大型化、專業化、國際化甚至多角化,各大廠無不希望在有限的資源下,找出突破傳統的經營模式,開拓產業全新版圖。 因此電線電纜業者如何將企業內部的資源做最合理、最有效率的配置,進一步提升電線電纜業者本身的競爭力,是現階段電線電纜業者最為重要的課題,而企業資源規劃系統 (ERP),是一套可以讓電線電纜業者本身資源配置最佳化的資訊管理系統,也會是電線電纜業者用來優化企業內部資源整合的系統。多年來,國內外有很多學者、專家、研究人員對於ERP系統建構時的成功因素進行探討與研究,但對於電線電纜產業著墨較少,所以電線電纜業者了解ERP的功能,進一步探討電線電纜業者如何成功導入ERP系統就顯得非常重要。 本研究綜合了電線電纜產業所要解決的一些問題後,產生了研究的動機。況且電線電纜產業行業具特殊性,產品多樣且製程繁複,從銅板採購、銅材部位管理、銅價避險、銷售、採購、生產製造到運送配銷等各階段作業,環環相扣,必須仰賴一套可靠且有效的系統機制來輔助。越來越多的電線電纜業者願意投資ERP,或是計畫在未來幾年內進行投資ERP,卻不一定保證專案百分之百成功,尤其電線電纜業者沒有導入ERP系統的團隊與方法,若無相關文獻供參考,對電線電纜業者而言,會面臨選擇非常有限且風險過於集中的困境。 本研究希望對ERP系統做探討,讓電線電纜業者能清楚地瞭解導入ERP實際帶來的影響,做為日後改進的方向,並提供管理者決策時所需的資訊。本研究的目的除了先彙整一般企業導入ERP系統的成功因素外,還要藉由本研究進一步找出電線電纜產業在導入ERP系統時的關鍵成功因素,最後再將本研究所得到的成果,提供其他電線電纜業者將來導入ERP系統之參考。 / Abstract Taiwan's enterprises are facing competition from globalization, the ever-unpredictable business environment, competition and the challenges faced in the past more than the harsh, especially the traditional industries of wire and cable industry, the more difficult operational problems encountered. Response to environmental change is accelerating large-scale wire and cable industry, specialization, and even international diversification, the major plant will want the limited resources, breaking the traditional business model to identify, develop new industry landscape. Therefore, how to wire and cable industry internal resources to do the most reasonable and efficient configuration, wire and cable industry to further enhance their competitiveness, wire and cable industry at this stage the most important issue, and enterprise resource planning system (ERP), is a set of wire and cable industry can make the allocation of resources to optimize their information management systems, wire and cable industry also is used to optimize the internal resource integration system. Over the years, many foreign scholars, experts, researchers constructed for ERP system success factors to explore when and research, but less for wire and cable industry, inking, so wire and cable industry to understand the ERP functions, to further explore how to wire and cable industry successful ERP system is very important. In this study, a combination of wire and cable industry to solve some problems, resulting in a study of motivation. Moreover, a special wire and cable industry sector, product variety and complicated process, from copper procurement, site management of copper, copper hedge, sales, purchasing, manufacturing to delivery of the various stages of distribution and other operations, interlocking, must depended on a reliable and effective mechanism to assist the system. More and more willing to invest in wire and cable industry ERP, or plan to invest in the next few years, ERP, does not necessarily ensure that the project 100% successful, especially in wire and cable industry team did not import the ERP system and method, without the relevant literature for reference, for wire and cable industry, the choice is very limited and will face the risk of over-concentration difficulties. This study is to explore the ERP system to do so of wire and cable industry can clearly understand the actual impact of the ERP, as future directions for improvement, and management decision-making required to provide information. The purpose of this study in addition to the first exchange to import the entire general business success factors of ERP systems, but also by this study to further identify the wire and cable industry in the ERP system when the critical success factors, and then the final results obtained in this study provide other wire and cable industry in the future ERP system of reference.

大陸台商ERP系統推動成功關鍵之探討

台灣紡織產業分析及客製化ERP系統導入之研究 / A Case Study on the Implementations of Customized ERP Systems in the Textile Industry of Taiwan

隨著全球化與網際網路的發展,生活方式也不斷地改變中。紡織品也從二戰之後的貧困而期待擁有,轉變為展現個人生活品味的標誌。個人化與特性化,漸成主流趨勢。過去單一樣式大量化生產的模式,已被量少多樣與客製化訂單所取代。 企業管理的方法,也跟隨著資訊科技進步與網際網路發展,從解決單一作業模式,進入統整規劃的階段,所以整合業務管理系統、財會系統、物料管理系統和生產管理系統的企業資源規劃系統因運而生。各式各樣的ERP流行於市面,但往往因產業特性與個別企業作業流程差異,難以完整地滿足企業需要。加之軟硬體建置成本,與日後維護的考量,使得企業評選ERP產生極大的困難。加之客製化風潮的興起,企業管理也極需要高度彈性,以因應客戶與市場的多樣化需求。ERP的管理彈性,也受到極大的考驗。尤其,市面流行之套裝軟體,其授權方式禁止對其核心程式變更,更造成導入企業過程的難度。然而客製化ERP可依企業或產業特性量身訂製,可有效地克服套裝ERP的僵固性。然而相對於發展成熟的套裝軟體,於軟硬體建置與日後維護的優勢,客製化過程需要更多前置規劃作業與後續發展思考。 本研究透過研究紡織業代表性個案在ERP從品選過程、導入過程的差異性,探討客製化ERP對於企業的影響性。透過此一探討,發現客製化ERP對於企業轉型的角色,從單純的電腦軟體,轉變成為推動企業作業革新、製程變革的主力。特別是K公司內部同時採用套裝與客製化ERP,直接比較此二類系統對於企業的個別影響。對於低變動性的事業體,套裝軟體即可滿足其絕大多數的需求性。小規模的客製功能模組,克服不同產業特性需求。而高變動性的事業體,如K公司H事業部與M公司,往往面臨量少多樣或客製化需求,僅能透過客製化ERP解決多樣化的原物料採購管理、生產調配。然而,從客製化ERP的規劃建置到導入完成的過程,企業人員重新檢討工作流程,並且融入未來發展所需要之彈性,直接促進企業轉型。人員的參與感、降低人力需求等週邊效益,提高公司向心力與降低人力成本。 由本研究的結果可知,選擇ERP系統首重企業目標,依循企業目標選擇適當與適性的ERP。客製化ERP可有效應付企業特殊需求,提升作業的彈性度。建置客製化ERP過程,亦推動企業的流程變革,改善工作效率,為企業轉型提供極大的助力。 / Textile industry is one of ancient industry around the world. It is deeply correlated with culture, lifestyle and economics. In the early of 20th century, two globalized wars made economic collapsed and countries reformed. Textile industry run massive production to fulfill global market. However, globalization and maturation of internet push new concepts, based on personalization, to every country. More and more customized orders instead. Management of textile industry faces to the new challenge from designing to manufacturing. Information technologies are introduced into management that integrate the processing from designing to manufacturing. Enterprise Resource Planning, ERP, was settle since 1992 and referred to integration and data-linking of sales and design, manufacturing and accounting. Various ERP systems have been bundled as commercial software for enterprises. It is very hard to be chosen an ERP software for fully fitting every industry, because of specific working process and demands. Somehow, authorizing of ERP is restricted to modify source code that function modules for some special working flows are coded as plugins, increasing of cost for setting and maintaining. At presence, customization as the main stream in the textile industry need more flexibilities of manufacturer to coordinate whole departments to co-work. Weakness of commercial ERP software is unable to efficiently integrate working processing of textile industry. Hereby, the study analysis some cases that introduced ERP to treatment working processing. We compared the commercial and customized ERP from selection to introduction. Commercial ERP was easy to set up and maintain, but restricted authorizing made hard to code new modules for solution of some working flow. Users were forced to modify flowing for the ERP, creating additional steps to finish a function. Otherwise, procedures for introduction of customized ERP were totally different from commercial. All of working flow have to be reconsidered and verified; than the ERP team which is composed with employee, consultant, and software engineers kick go to plan the map of ERP. Therefore, customized ERP has more flexibilities for corporate transformation. The result is presented that the most important criterial to selection of ERP is the vision of the enterprise. Customized ERP flexibly solute special requirements of industry and improve working efficiency.

ERP環境下會計功能之轉型-多重研究方法之運用

企業經營的全球化、競爭日趨激烈以及資訊科技進步神速,企業整體資源規劃(Enterprise Resources Planning, ERP)系統在硬體設備配合,企業有所需求的情形下順勢而起,提供符合企業對管理資訊的要求,加強企業的競爭力。 對以代工以及國際貿易為主要業務的台灣企業而言,目前已逐漸地由傳統產業進化至國際化、資本密集、技術密集。在這樣的競爭環境下,如何提升企業環境的整合程度,以更有效率的經營企業、降低經營成本、提昇競爭力等,是經營團隊最關注的焦點。在這股導入ERP系統的浪潮中,吾人可以發現ERP系統最強大的功能在於資訊產出的即時性以及整合性。但不可諱言的是,隨著ERP系統的功能愈形強大,會計領域許多相關的功能皆被ERP系統取代,或謂整合,或者是導致性質的改變。 本研究擬針對國內企業在導入ERP系統之後,會計相關領域在企業之中所扮演的角色以及功能之轉變情形加以探討。 本研究所探討的會計相關領域係指下列三個領域: 1.財務會計 2.管理會計 3.內部稽核 在此三個領域中,研究在下列二個問題於ERP系統導入前後之變化狀況,以瞭解會計相關領域在ERP環境下,其功能之變化情形: 1.在企業導入ERP系統的環境下,會計相關領域角色是否有任何轉變?若有所轉變,其轉變方向又為何? 2.在企業導入ERP系統的環境下,會計相關領域資訊的產出以及運用是否有任何變動?若有所轉變,又是如何轉變? 本研究規劃以個案研究與問卷調查併行的方式,來瞭解企業導入ERP系統之後,對於會計相關領域的影響為何。於個案研究部份,係以國內已導入ERP系統之一服務業者以及一製造業者作為研究對象。問卷調查部分則是由二家國外以及一家國內ERP系統廠商之管理顧問,從中各選取廿名管理顧問,使用問卷調查方式,取得對於國內企業導入ERP系統後,對會計相關領域影響現象較為廣泛的瞭解。 根據本研究結果顯示,在企業導入ERP系統之後,財務會計領域已經發生重大改變,管理會計領域正在改變之中,而內部稽核領域目前尚未有所轉變。 / Comply with enterprise to conduct globalization、more violent competition and information technology rapid advancement, Enterprise Resources Planning (ERP) system spread quickly under the more powerful hardware and enterprise demand. ERP provide management information that fit in with enterprise demand and enhance enterprise competition ability. For enterprises which main business is OEM and international trade in Taiwan, begin to move from traditional industry to internationalization、capital-intensive and technique-intensive industry gradually。Under such environment, it’s important to promote integration degree in an enterprise, for operating business more efficiency、operating cost reduction and improving competition ability. We can discover the most powerful function of ERP system is integration and on time of information output. The purpose of the study is to research the change of role and function in accounting domain after domestic enterprise using ERP system. The research method that I used is case study in a service company and a manufacturing company and survey for consultant of ERP system company. The study that confer accounting domain include: 1.Financial Accounting 2.Management Accounting 3.Internal auditing For this three domain, research the change of following two questions after enterprise used ERP system. It’s to understand the changing situation of accounting domain function under ERP environment. 1.The role of accounting domain change or not under ERP environment? If there is any conversion, which direction will it be? 2.The information output and using change or not under ERP environment? If there is any conversion, which direction will it be? According to the result of the study, financial accounting has been changed significantly , and management accounting was changing and internal auditing doesn’t have any change under the ERP environment.

網路科技的演進,解決了許多地域、時間的隔閡,並激發出許多新的應用。在這樣的環境下,資訊部門人員在網路的規劃與運用方面必須要承擔比以往更大的壓力,這些壓力除了來自組織內不斷增加的各式應用需求外,也來自企業外部的客戶及供應商。於是不斷有新的應用被引入企業網路,面對負擔、責任日益重大的企業網路,網路相關業者也紛紛針對企業需求或增進網路效率提出新的解決方案。 本研究嘗試由應用程式部署規劃及解決方案的選用兩方面著手,透過規劃模型的建立,來解決企業在規劃網路資源時所面臨的難題,並以個案的實作來瞭解此規劃模型所能達成的目標以及限制。 研究結果發現,此網路資源規劃模型可達到下列四項目標: 一、使企業瞭解本身網路架構的能力。 二、預估引入新應用程式後的頻寬耗用狀況。 三、評估解決方案對網路環境所造成的影響。 四、瞭解目前企業網路是否足以承擔這些新應用與新方案。

日月潭紅茶是台灣魚池鄉的地區特色茶,得天獨厚的風土條件下,有足以與世界紅茶相提並論的優良品質及悠久歷史,但沒有相應的價格及知名度。本研究以智慧資源規劃的觀點分析當地紅茶產業事實及市場概況,歸納優質農產品背後的智慧資源所創造的競爭優勢,進行產品定位。在既有的營運模式下導入智慧資源規劃思維,結合實體商品及智慧資源,發揮綜效(synergy),創造更高的市場價格。日月潭紅茶產業以自產、自製、自銷的小農為主,私品牌林立,形成許多小供應鏈,資源整合不易。價值活動中存在茶樹育種人員品種權保護意識不足、茶葉相關技術過度專利化且未能廣泛應用於產業、茶作及製茶技術欠缺流程化管理、日月潭紅茶品質及產地認證標準不具公信力、技術竅門多內隱在人身上等問題,削弱商品的競爭優勢。當地紅茶產業參與者宜依照不同環節的價值活動,規劃各類智慧資源的優先順序,強化產製銷一元化的小茶農競爭優勢,其中徹底導入產銷履歷制度,將是整合日月潭紅茶各類智慧資源的重要推手。 / Sun Moon Lake black tea is a local tea growth in the specific area of Yuchi in Taiwan. Although its fine quality, owing to Yuchi’s unique growing conditions with long history comparable to world-renowned black teas, but lacks corresponding price and popularity. Intellectual Resources Planning (“IRP”) is a method for conducting industry and market research, including intellectual resources to identify competitive advantages in product positioning. IRP involves a combination of tangible products as well as intellectual resources into an existing business model to maximize value. Currently most of the teas in Yuchi are sold by individual farmers, various private labels and small supply chains are formed independently, making it difficult to integrate resources. Other problems which lead to weaken competitiveness include inadequate plant variety rights, over-patenting of methods and technologies, insufficient documentation in tea production, low credibility of geographical indications of the products, and the fact that tea production techniques are largely tacit knowledge. For the above reasons, Yuchi’s tea industry should prioritize intellectual resources depending on the core content of value activities to strengthen the competitive advantages of small tea farmers. It is also critical to implement traceability systems to track the authentic products so as to the credibility can be preserved and defend.

智慧資源規劃之產業策略研究—以TFT LCD產業實證研究為例

目前管理文獻對於智慧資源規劃的探討仍著重在概念及方法的釐清和探索,因此本研究欲以智慧資源規劃觀點,進行TFT-LCD產業的實證研究,以冀能對政府產業政策與產業經營者提供具體的產業智慧資源規劃策略,促進TFT-LCD產業的良性發展。 在研究方法上,本研究先探討智慧資源規劃策略,並分析智慧資源規劃之產業策略效益,進而提供產業政策與企業決策參考。其次界定智慧資源規劃的重要因素,建立智慧資源規劃之重要構面,以建立與實施智慧資源規劃策略。最後選擇TFT-LCD產業作為實證研究,提供智慧資源規劃之理論和實務連結的參考。 □□在研究結果上,台灣產業應積極建構上游設備、原物料和關鍵零組件的供應鏈,並需建立緊密的品牌及通路的聯盟關係。因應TFT-LCD產業必須面對的智慧財產權成本與風險,智慧財產權之佈署和經營,也必須連結到產業結構、供應鏈和價值鏈之上中下游關係。在產業政策上,政府應積極提高上游零組件自製比率與發展設備產業,對於西進大陸議題,政府的產業政策似應採取更積極開放的管理措施。同時政府應協助企業建立智慧財產交易和管理相關的技術資料庫與市場資料庫,並積極培育進行國際智慧財產侵權訴訟的專業法律與管理人才,才能提升台灣TFT-LCD產業的國際競爭力, □□b後續的研究中,可進行台灣、韓國、日本及大陸的跨國研究和產業政策分析,而跨時間及地域的產業實證研究,將可對TFT-LCD產業有深入的觀察與分析。至於各企業的專利佈局與專利訴訟策略,需進行產品結構與技術結構和專利訴訟策略與專利策略聯盟的深入分析 / This thesis would like to initiate TFT LCD industry empirical research from the point of intellectual resource planning to provide solid industry intellectual resource planning strategy for industry policy and enterprise decision maker. As to the research result, Taiwan TFT LCD industry shall establish the supply chain of equipment, raw material and key component and organize close alliance of brand and channel. Responding to TFT industry high intellectual property cost and risk, the management and arrangement of intellectual property shall be linked to upstream and down stream of industry structure、supply chain and value chain. As to industry policy, the government shall aggressively enhance the self-manufacturing rate of key component and develop equipment industry. Dealing with China investment policy, the government shall adopt more aggressive management attitude and help enterprise to build up the market and technology database of intellectual property transaction and management. Besides, the government shall assist enterprise to train professional law and management of international intellectual property dispute to enhance international competitiveness of Taiwan TFT LCD industry. In the following research, may initiate transnational research and industry analysis of Taiwan, Mainland China, Japan and Korea and it would be helpful to deeply analyze the development of TFT LCD industry. As to the patent arrangement and patent lawsuit strategy of respective major companies, it is necessary to analyze product, technology structure, patent alliance and patent lawsuit strategy.
