Applicability of simulation analysis for planning agri-food supply chains : A case study at a Swedish farmer-owned cooperative

Agri-food supply chains (ASCs) are becoming increasingly complex, and its actors are in need of sophisticated planning tools to remain competitive in an industry that have been moving away from small individual actors towards large multi-national, highly vertically integrated cooperatives. This case study views reality from an objectivist point of view and utilises a positivist approach to study this reality. It combines qualitative and quantitative methods to study an ASC operating in the Kingdom of Sweden. This ASC’s planning processes are investigated in order to identify processes that are applicable to simulation by considering model verification, validation, and credibility.    The simulation model allowed for system analyses from a strategic perspective and, hence, simplified the planning process of evaluating different scenarios. The model was intrinsically verified and validated in consultation with the supervisor and subject reader and was thus able to accurately imitate the real-world system. The simulated scenarios comprised changes to the ASC’s infrastructure or design. The changes, in turn, comprised decommissions of one or more port-site storage facilities (HPs). Questions that were asked during the evaluation of the experiment results included what happens to the inventory levels of the non-decommissioned HPs when certain ones close? will the demand still be met? and if, then where, will queues arise in the system? It is shown that the non-decommissioned HPs will manage the closed HP’s volumes, but only to a certain extent. One closed HP does not cause severe problems, while two closed ones can create queues, which, in turn, will result in lower than desired inventory levels at the end of the harvesting period. Queues will arise from the closing of just one HP, although this queue is practically negligible, but as two are closed, the queues will create problems. The demand was able to be met even though an HP was closed, but to meet it while two HPs are closed, one of the non-decommissioned ones’ capacity must be increased. This, ultimately, generated or achieved for the host organisation a so called proof of concept (this is argued to generate credibility in the model). Some of the identified characteristics of their ASC are considered generic, while others can only be claimed to be specific the studied ASC. The study thus claims to have initiated a framework for the differentiation of strategic, tactical, and operational planning levels in an ASC.

Les Systèmes Agroalimentaires Localisés représentent des formes d'organisation de productionet de consommation particulières. Ils se différencient des systèmes agro-industriels dans larelation singulière qui unit les hommes, les produits et le territoire, dans la valorisation deressources spécifiques et dans des modalités de coordination géographiquement et socialementsituées. Un nombre croissant d'initiatives cherchent à les mettre en œuvre au travers descircuits courts, des circuits de proximité ou des projets alimentaires territoriaux.Nos travaux proposent d'éclairer d'un regard sociologique les mécanismes de construction deces systèmes alimentaires à partir de l'étude fine d'expériences pionnières. Nous mobilisons lescadres d'analyse déployés par la sociologie de l'innovation et de l'acteur-réseau d'une part, etpar la sociologie des réseaux d'autre part. L'expérience de la coopérative agricole Fermes deFigeac témoigne des processus d'activation du lien entre l'agriculture, l'alimentation et leterritoire, et de valorisation des ressources spécifiques. Ils se matérialisent dans les réseauxsociotechniques qui portent les circuits alimentaires territorialisés. Inspirés du modèle de lacoopération agricole, les responsables de l'organisation soutiennent l'expérimentation d'unedémarche de gouvernance alimentaire afin de coordonner les stratégies individuelles dans desstratégies coopératives pour répondre aux enjeux collectifs de développement.Les analyses révèlent les processus de traduction, de transformation et de médiation quiinterviennent au sein des organisations et à leurs frontières. SYAL differs from agro-industrial system as it encompass the singular web ofrelationship which unit people, the qualification of products and territory through the valuationof specific resources and the types of coordination that are geographically and socially situated.An increasing number of initiatives try to implement them, through short food circuits,proximity supply chains or local food projects.Our work proposes an empirical journey and a sociological theorizing of the mechanismsthrough which a particular local agri-food system has been enhanced. We mobilize theframeworks of Actor-Network-Theory (ANT) on one hand and by the Social Network Analysis(SNA) on the other hand. We took the opportunity of an in depth study of an agriculturalcooperative named “Fermes of Figeac” to decipher processes of structuration of associationbetween farming practices, food provisioning, territorial human agency and valuation'sprocesses of the specific resources. Those associations are materialized in socio-technicalnetworks, which supported territorialized food supply chain. Inspired by the foundationalmodel of agricultural cooperation, the managerial core set of the organization has experimentedan approach of food provision governance in order to transform individual strategies in cooperativestrategies with the aim to answer sustainable challenge at the local level.Analyses based on ANT and SNA methodology assess translation's, transformation's andmediation's processes that intervene within organizations and on their borders. Going beyond afunctional analysis, we also analyze the collective construction and the coordination of humanagency and objects, at both individual and collective levels. We particularly shed light on therole of intermediation positions in strategic articulations and of the capacities of adaptation andinnovation. We also report the diversity and the variability of the relational forms that sustaindynamics of change.Released in an action-research approach, our work intends to articulate theoretical andempirical production. From an operational point of view, we draw attention to mediations(animations, documents, exchanges…) in the collective and co-operative processes and to theunpredictability of dynamics of change. This leads to take into account secondary networks andto identify intermediaries (beyond the formal core set of managers) in the analysis of territorialfood governance.

C’est aujourd’hui une nécessité pour une chaîne de valeur agroalimentaire que d’établir et déployer une stratégie de durabilité cohérente pour ses différentes parties prenantes et de parvenir à communiquer sur les efforts conduits auprès des citoyens et consommateurs, dont la demande de produits plus durables est croissante. Pour aller au-delà des premières initiatives existantes (cahiers des charges, labels, etc.), et accroître de façon effective leur performance durable et la qualité perçue de leur offre, envisager de nouveaux outils de gestion, construits conjointement entre l’amont et l’aval peut être une solution. Or les acteurs de ces chaînes, aux intérêts et cultures différents, ont notamment des visions individuelles de la durabilité. Par conséquent, s'ils veulent coopérer pour l’amélioration de la performance durable de leur chaîne de valeur, ils doivent répondre à un niveau minimum de satisfaction de chacun d’entre eux. Ce travail cherche à proposer de nouveaux outils de gestion standardisés et interopérables aux chaînes de valeur alimentaires afin qu’elles puissent co-créer de la valeur durable partagée et s’orienter vers de nouveaux modes de gouvernance.Le contexte expérimental est celui d’une chaîne de valeur de porc français, dont les acteurs entretiennent des relations contractuelles et ont déjà engagé un travail conjoint sur la durabilité de certains produits. Une première contribution porte sur la réflexion pour construire une métrique d’évaluation de la performance durable des chaînes de valeur alimentaires. Les trois cas suivants portent sur les possibilités pour les acteurs d'une chaîne de valeur alimentaire de coopérer dans le partage de solutions d'amélioration de la durabilité. Un scénario témoin est comparé avec plusieurs scénarios d’amélioration de la durabilité et les résultats sont confrontés aux attentes respectives des différents acteurs de la chaîne de valeur. Une quatrième partie s’intéresse l'importance du partage de données standardisées entre les différents acteurs pour soutenir la performance durable. Enfin une dernière section propose un modèle d’appui à un travail participatif pour faciliter la définition d’une stratégie commune de durabilité. / It is now necessary for an agrifood value chain to set-up and develop a coherent sustainability strategy for its various stakeholders and to communicate on the efforts made towards citizens and consumers, in demand for more and more sustainable products. To go beyond the first existing initiatives (specifications, labels, etc.), and effectively increase both their sustainable performance and the perceived quality of their offer, considering new management tools, built jointly between upstream and downstream can be a solution. However, the actors in these chains, with different interests and cultures, have individual visions of sustainability. Therefore, if they want to cooperate in order to improve the sustainable performance of their value chain, they should meet a minimum level of satisfaction for each of them. This work aims to propose new standardized and interoperable management tools for food value chains so that the actors can co-create shared sustainable value and move towards new modes of governance.The experimental context is French pork value chains, whose actors maintain contractual relations and have already tackled joint work on the sustainability of certain products. A first contribution focuses on reflection to build a metric to evaluate the sustainable performance of food value chains. The three following cases are dealing with the possibilities for actors in a food value chain to cooperate on common solutions for sustainability improvement. Contrasted alternative scenarios are compared between them and the results are confronted with the respective expectations of the different actors in the value chain. A fourth section focuses on the importance of standardized data sharing among the various actors to support the sustainable performance. Finally, a final section proposes a support model for participative work in order to facilitate a common strategy definition for sustainability.

El presente proyecto expone el análisis de la cadena de suministro de la quinua peruana de la zona andina de Huamachuco, La Libertad. Para ello, una cooperativa agroecológica conformada por más de 100 agricultores orientados al cultivo de quinua, la cual ha experimentado un impulso en la demanda del mercado en los últimos años, ha sido seleccionada como unidad de estudio. Además, presenta como objetivo mostrar el contexto operacional en el que se encuentra La Cooperativa con respecto al comportamiento de mermas. Asimismo, expone una evaluación de acuerdo con el modelo SCOR globalmente aceptado. Esto con la finalidad de probar que mejorando la etapa crítica del proceso de cultivo a través de un modelo de integración propuesto, el cual tiene como referencia las brechas identificadas en la evaluación SCOR del proceso MAKE y las causas raíz identificadas del problema planteado, es posible reducir el porcentaje de mermas en dicha etapa al mismo tiempo que se obtiene una mejor puntuación del proceso MAKE de La Cooperativa en estudio. / This project presents the analysis of the Peruvian quinoa supply chain in the Andean area of ​​Huamachuco, La Libertad. [pt] A COVID-19 foi declarada como uma pandemia em março de 2020 pela OMS (Organização Mundial da Saúde) e até abril de 2022 infectou aproximadamente 490,7 milhões de pessoas, com pelo menos 6,17 milhões de mortes. A pandemia desafiou a segurança alimentar, agricultura e cadeias de alimentos frescos. Pesquisas sobre a análise de cadeias de suprimentos agroalimentares durante a COVID-19 indicam um maior impacto em pequenos fornecedores destas cadeias, principalmente as cadeias mais curtas, que são aquelas que possuem poucos elos. Neste contexto, esse trabalho analisa os efeitos da COVID-19 em cadeias de alimentos frescos. É desenvolvido, assim, um estudo de caso em uma organização de produtores do Rio de Janeiro. Esse estudo cobre uma revisão de escopo que identifica na literatura os principais impactos e políticas da pandemia nessa cadeia. Em seguida, os resultados são avaliados através de uma pesquisa de levantamento (survey) na organização para avaliar se as variáveis encontradas na literatura possuem aderência com as variáveis identificadas pelos respondentes da survey, que são pequenos produtores no estado do Rio de Janeiro. Por fim, o problema é modelado por meio de uma simulação por dinâmica de sistemas. Os resultados mostraram que a cadeia de suprimentos da organização é sensível a variáveis de impacto como aumento do custo de produção e não entrega de produtos, pois ao aumentar o custo de produção e a não entregar produtos, a taxa de vendas é impactada negativamente. A política de investimento em logística mostra que a taxa de vendas é impactada positivamente quando se aumenta o investimento. / [en] COVID-19 was declared a pandemic in March 2020 by the WHO (World Health Organization), and at the beginning of April 2022, it had infected approximately 490.7 million people, with at least 6.17 million deaths. The pandemic has challenged food security, agriculture, and fresh food chains. Research on the analysis of agri-food supply chains during COVID-19 indicates a more significant impact on small suppliers of these chains, especially the shorter chains, which are those with few links. In this context, this work analyzes the effects of COVID-19 on fresh food chains. Thus, a case study is developed in a producer organization in Rio de Janeiro. This study covers a scoping review that identifies in the literature the main impacts and policies of the pandemic in this chain. Then, the results are evaluated through a survey in the organization to assess whether the variables found in the literature match the variables identified by the survey respondents, who are small producers in the state of Rio de Janeiro. Finally, the problem is modeled through a system dynamics simulation. The results showed that the organization s supply chain is sensitive to impact variables such as increased production cost and non-delivery of products. As increasing production cost and not delivering products, the sales rate is negatively impacted. The investment policy in logistics shows that the sales rate is positively impacted when investment increases.

The effect of policy incoherence on the emergence of groundwater-related subsidence phenomena: A case study from Iran

Land subsidence due to overexploitation of aquifers is often attributed to incoherent public policies. Taking the case of the Mahyar valley in Iran as an example, and based on a mixed-method research design, this study analyses the effects of policy incoherence on well use for agricultural irrigation and the resulting groundwater levels. Results show how an accumulation of policy incoherence over time results in an increased construction of wells, ultimately leading to a groundwater table drawdown, with a significant decrease of 7.61 m in the last 16 years.

Die Lebensmittelsicherheit hat in der türkischen Agrar- und Ernährungswirtschaft in den letzten Jahren erheblich an Bedeutung gewonnen. Dies ist vor allem der Tatsache geschuldet, nach dem die Türkei im Jahr 2005 als Beitrittskandidat der Europäischen Union (EU) akkreditiert wurde, denn die EU ist mit Abstand der wichtigste Handelspartner der Türkei für Agrarprodukte. Die Türkei hat im Jahre 2012 einen Handelsüberschuss im Agrarsektor von 3,6 Mrd. allein Euro mit den EU-27 Ländern erwirtschaftet (Eurostat, 2013). Das Dissertationsprojekt befasst sich im Rahmen einer empirischen Untersuchung mit den Zertifizierungssystemen im türkischen Agribusiness und es wurde insbesondere untersucht, welche Einflussgrößen auf die Zertifizierungsentscheidungen in der türkischen Agrar- und Ernährungswirtschaft existieren. Dazu wurden anhand einer Online-Befragung Daten von weiterverarbeitenden Betrieben gesammelt und für weite Teile der Türkei systematisiert. Überdies wurden sieben persönliche Interviews in ebensolchen Unternehmen durchgeführt sowie Experten aus dem türkischen Ministerium für Landwirtschaft sowie dem EU-Ministerium zum Thema Zertifizierungssysteme befragt. Da die Türkei Nettoexporteur von Agrarprodukten ist, wird dieser eine entschiedene Einfluss auf die künftige internationale Wettbewerbsfähigkeit ihrer Agrar- und Ernährungswirtschaft allgemeinen zugerechnet.

Sistema agroalimentar do queijo serrano : estratégia de reprodução social dos pecuaristas familiares dos Campos de Cima da Serra-RS

No Rio Grande do Sul, a bovinocultura de corte é uma atividade de importância histórica, fundamental na formação da economia, cultura e, mesmo, do ‘território’ do estado. A atividade foi favorecida pelo ecossistema pastoril que caracteriza as regiões da Campanha e dos Campos de Cima da Serra. Esta última está localizada no nordeste do estado do Rio Grande do Sul, onde é produzido o Queijo Serrano. A produção de queijo remonta à época da ocupação do território pelos primeiros habitantes não indígenas, tendo características específicas e sendo feito artesanalmente. A produção de queijo a partir do leite da bovinocultura de corte constitui uma particularidade do sistema, já que ele não foi intencionalmente organizado em função da produção do queijo. Por outro lado, a atividade de queijaria tem importância crescente na ocupação das famílias, e o Queijo Serrano, além de reconhecido e procurado por consumidores, tem potencial de gerar externalidades positivas, constituindo fonte de renda, ocupação, e contribuindo para manutenção de uma cultura e de um ecossistema. Por estar localizado em uma área sem aptidão à agricultura de escala, muitas das características do sistema de produção foram preservadas. O mesmo observa-se no modo de organização social. Ainda, por estar situado sobre um ecossistema de pastagens naturais, a manutenção do sistema pecuário, significa a preservação de um modo sustentável de exploração dos recursos naturais, que traz consigo também a preservação de valores culturais e históricos. / In Rio Grande do Sul, cattle raising is a historically important activity, crucial in the formation of economy, culture and even the 'territory' of the state. The activity was favored by the pastureland ecosystem characterizing the areas of the Campanha and the Campos de Cima da Serra. The latter is located in the northeast of Rio Grande do Sul where the Serrano Cheese is produced. Its production dates back to the period of land occupation by the early nonindigenous people, it has specific features and it is still produced in artisanal fashion. Cheese production from milk of beef cattle is a particularity of the system, as it was not purposefully organized to produce cheese. On the other hand, cheese have a growing importance in family occupation, and the locally-produced cheese is appreciated for by the consumers, but also has the potential to generate positive externalities, constituting a source of income and occupation as well as contributing to the maintenance of a culture and an ecosystem. As it is located in an area unsuitable for full-scale agriculture, many of the characteristics of the production system were conserved. The same is observed in the mode of social organization. Also, because it is located on an ecosystem of natural grasslands, the maintenance of the cattle raising system by the cheese production entails the conservation of a sustainable mode of exploitation of natural resources, which brings with it the conservation of cultural and historical values.

In recent years, the State of Paraná has increased its production and export of FCOJ. Through the survey of secondary data and interviews with key players, this study identified and evaluated the main critical aspects of the competitiveness of the agri-food chain of FCOJ in Paraná. Through the rapid appraisal method (method of quick research) were possible to evaluate 11 drivers of competitiveness, focusing on the links of agricultural production and processing of that chain. A total of 24 interviews were conducted, using questionnaires and interviews screenplays. It was possible to identify which are the drivers of competitiveness, considered in the context of this research, which are considered favorable, neutral and unfavorable for the competitiveness of the links of agricultural production and processing of the agri-food chain of FCOJ in Paraná. From these analyses it was also possible to verify that none of the drivers of competitiveness, considered in this dissertation, was regarded as very favorable or very unfavorable for the competitiveness of the link of agricultural production of that chain. From these analyses it was also possible to verify that none of the drivers of competitiveness, considered in this dissertation, was regarded as very favorable for the competitiveness of the link of processing of that chain, and only a driver of competitiveness, of the set of drivers considered in this dissertation, was regarded as very unfavorable for the competitiveness of the link of processing. The analyses allowed to point out proposals for public policies and private strategies to enhance the competitiveness. In a general context, it was possible to conclude that the links of agricultural production and processing of the agri-food chain of FCOJ in Paraná have a great potential to continue to expand in Paraná. The citriculture in Paraná has a great potential to expand because it has a good technology, a good production capacity and productivity and a sufficient amount of available agricultural land to extend the exploration of the citriculture in Paraná, in addition, the economic agents that act in the citriculture in Paraná have contracts for the supply of orange to the economic organizations that have manufacturing plants that produce FCOJ in Paraná, so these contracts ensure the sale of the most part of the Paraná s orange production, which is good for the citrus growers who act in Paraná. The processor sector of orange also has a great potential to expand in Paraná because it has agro-industrial technologies of good level and a good production capacity, in addition to be able to expand without great difficulties its manufacturing capacity of FCOJ, moreover, the existence of contracts for orange supply between economic organizations who act in processing and citrus growers in Paraná, secures the supply of oranges, considered of good quality, for the producing plants of FCOJ installed in Paraná. / O Brasil é o maior produtor e exportador do mercado mundial de suco de laranja concentrado congelado (SLCC), sendo que o Estado de São Paulo destaca-se como o maior produtor e exportador nacional dessa commodity. Nos últimos anos, o Estado do Paraná tem aumentado a sua produção e exportação de SLCC. Por meio de levantamento de dados secundários e de entrevistas com agentes-chaves, identificou-se e avaliou-se os principais aspectos críticos da competitividade da cadeia agroindustrial de SLCC no Paraná. Por meio do método rapid appraisal (método de pesquisa rápida) foi possível avaliar 11 direcionadores de competitividade, com foco nos elos de produção agrícola e de processamento dessa cadeia. Um total de 24 entrevistas foram realizadas, utilizando-se de questionários e roteiros de entrevistas. Foi possível identificar quais são os direcionadores de competitividade, considerados no âmbito desta pesquisa, que são considerados favoráveis, neutros e desfavoráveis para a competitividade dos elos de produção agrícola e de processamento da cadeia agroindustrial paranaense de SLCC. A partir dessas análises também foi possível verificar que nenhum dos direcionadores de competitividade, considerados nesta dissertação, foi considerado como muito favorável ou muito desfavorável para a competitividade do elo de produção rural da cadeia agroindustrial paranaense de SLCC. As análises permitiram apontar propostas de políticas públicas e estratégias privadas que possam aumentar a competitividade. Em um contexto geral, pode-se concluir que os elos de produção rural e de processamento da cadeia agroindustrial de SLCC no Paraná têm um grande potencial para continuar a se expandir no território paranaense. A citricultura, no Paraná, tem um grande potencial para se expandir porque ela dispõe de boa tecnologia, de boa capacidade de produção e produtividade e de quantidade de terra agrícola disponível considerada como suficiente para ampliar a exploração da atividade citrícola no estado, além disso, os agentes econômicos que atuam na citricultura paranaense possuem contratos de fornecimento de laranja com as organizações econômicas que possuem usinas produtoras de SLCC instaladas no Paraná, assim, esses contratos asseguram a comercialização da maior parte da produção paranaense de laranja, o que é algo bom para os citricultores que atuam no Paraná. Já o setor processador de laranja também tem um grande potencial para se expandir no Paraná porque ele dispõe de tecnologias agroindustriais de bom nível e de boa capacidade de produção, além de ter condições de ampliar, sem maiores dificuldades, a sua capacidade de fabricação de SLCC, além disso, a existência de contratos de suprimento de laranja entre as organizações econômicas que atuam no processamento citrícola e os citricultores, no Estado do Paraná, assegura o abastecimento de laranja, considerada de boa qualidade, para as usinas produtoras de SLCC instaladas no Paraná.
