The impact of the application of international air cargo security regulations in South Africa

Text in English / This research project, within the context of security risk management in general and aviation security in particular, aimed to explore the impact of the application of international and local air cargo security regulations on South Africa, with specific reference to the regulations of the International Civil Aviation Organisation (ICAO), as well as the European Union (EU) and the United States of America (USA). In South Africa, since the early 2000s, the South African Civil Aviation Authority (SACAA) has been the lead agency for dealing with and managing the needs for air cargo security. This oversight by SACAA culminated in 2009 with the promulgation of the SACAA Regulation commonly known as Part 108. Accordingly the primary research focus was on the impact Part 108 has had on the air cargo industry in South Africa. In addition, it compared the South African regulations with those of the USA and EU regulations; explored the compliance of the various roleplayers; sought to understand the enforcement of the regulations; and examined the effectiveness of the available security and screening methods. Furthermore, the research attempted to determine whether these regulations had any effect on preventing or deterring crime in the air cargo sector. / Criminology and Security Science / M. Tech. The import customs clearance is to examine the transparency of the data declared by the importer in relation to imported goods, thus completing customs clearance. Thus, for the goods to be shipped and delivered to your legal representative, it is necessary that the Brazilian Airport Infrastructure Company (Infraero) perform a filter of imported goods which are packaged in packaging and timber supports and make the separation of the same in an area called ARM 5F (Warehouse for convicted wood), for the Ministry of Agriculture, Livestock and Supply (MAPA) start their supervision, using this two forms filled out manually on site by fiscal MAPA, which are the form XIX (Application for Inspection of Packaging wood brackets) and Form XII (Occurrence Term). In this scenario, the use of modern technology such as mobile applications (APP) arise as a way to provide the user, convenience, mobility and functionality during the inspection process. This paper proposed the development of an APP entitled Libera already that could be used to replace the two main forms cited. The APP development phase and layout was made with the participation of a tax MAPA, and from these definitions, the features of APP were built to take on the screens all participating items in the forms. The product built in this work differs from commercial products, because it took into account the activity end of the MAP, the inspection of goods, in this case, it is only, those packed in containers and wooden supports. The approach described in this paper aims to offer the MAP a more flexible and automated surveillance operation, using the APP Libera Already, bringing the process speed in analysis and release of goods. / Usuários do transporte aéreo, particularmente as empresas que fazem parte do PIM (Pólo Industrial de Manaus), têm passado por um processo de despacho aduaneiro em suas mercadorias importadas não muito otimizado, quando estas estão acondicionadas em embalagens e suportes de madeira. O despacho aduaneiro de importação consiste em examinar a transparência dos dados declarados pelo importador em relação à mercadoria importada, para assim concluir seu desembaraço aduaneiro. Dessa forma, para que a mercadoria seja despachada e entregue ao seu representante legal, é necessário que a Empresa Brasileira de Infraestrutura Aeroportuária (INFRAERO) realize um filtro das mercadorias importadas que estão acondicionadas em embalagens e suportes de madeira, e faça a separação das mesmas, em uma área chamada ARM 5F (Armazém para madeira condenada), para que o Ministério da Agricultura, Pecuária e Abastecimento (MAPA) inicie sua fiscalização, utilizando para isto, dois formulários preenchidos manualmente in loco pelo fiscal do MAPA, que são o Formulário XIX (Requerimento para Fiscalização de Embalagens e Suportes de Madeira) e o Formulário XII (Termo de Ocorrência). Diante desse cenário, o uso de tecnologias modernas como os aplicativos mobile (APP) surgem como uma forma de proporcionar ao usuário, praticidade, mobilidade e funcionalidade durante o processo de fiscalização. Este trabalho propôs o desenvolvimento de um APP intitulado Libera Já, que pudesse ser utilizado para substituir os dois principais formulários citados. A fase de desenvolvimento do APP e layout foi realizada com a participação de um fiscal do MAPA, e, a partir dessas definições, as funcionalidades do APP foram construídas de modo a ter nas telas todos os itens participantes dos formulários. O produto construído neste trabalho se diferencia de produtos comerciais, pois levou-se em consideração a atividade fim do MAPA, a fiscalização de mercadorias, que neste caso, trata-se somente, daquelas acondicionadas em embalagens e suportes de madeira. A abordagem descrita neste trabalho, visa oferecer ao MAPA uma operação de fiscalização mais flexível e automatizada, com o uso do APP Libera Já, trazendo ao processo agilidade na análise e liberação das mercadorias.

Although the literature shows these criteria as relevant in airport choice, note a lack of studies relating time and cost as criteria in the choice of cargo airports. In this sense, this study makes an analysis of the process of choosing airports for export of mango, identifying the criteria used, as well as the relationship between the criteria and the impact of the decision based on the prioritization of one criterion over the other. For this, through the AHP – Analytic Hierarchy Process method, indicators related to time and cost were compared, from interviews, performed with Brazilian mango exporters. From the selection criterion pointed out by exporters of mango, was simulated the choice between Brazilian airports most used for export the fruit in recent years. The results show that the prioritization of choice by the time, commonly used as a reference, can result in loss of road freight, increasing a 23% the costs with access to the airport terminal. In this sense, future studies can be conducted with the purpose to verify the relation between cost and time, in the decisions of choice between cargo airports involving nonperishable products. / O tempo e o custo são alguns dos critérios envolvidos nas tomadas de decisões relacionadas ao transporte. Embora a literatura apresente esses critérios como relevantes na escolha de utilização de determinado aeroporto, nota-se carência de estudos relacionando tempo e custo como critérios de seleção entre aeroportos de cargas. Diante do exposto, esse estudo busca analisar o processo de escolha entre aeroportos para exportação de manga, identificando os critérios utilizados, bem como a relação entre eles e o impacto da decisão baseada na priorização de um critério sobre o outro. Assim, através do método Analytic Hierarchy Process – AHP, foram comparados indicadores relacionados ao tempo e ao custo, a partir de entrevistas realizadas com exportadores brasileiros de manga. Com o critério de seleção apontado pelos exportadores de mangas, foi simulado a escolha entre os três aeroportos brasileiros que mais embarcaram a fruta para exportação nos últimos anos. Os resultados mostram que a escolha priorizando o tempo, comumente utilizada como referência, pode resultar em perda de frete rodoviário, acarretando um aumento de até 23% nos custos com acesso ao terminal aeroportuário. Nesse sentido, estudos futuros podem ser conduzidos com o intuito de verificar a relação entre custo e tempo, nas decisões de escolha entre aeroportos de cargas envolvendo produtos não perecíveis.

Dissertation thesis Air Cargo HUBs and Corridors deals with air cargo transport and HUB and Spoke technology and it is focused on Václav Havel Airport Prague. The purpose of this disseration thesis is to present air cargo transport with all its specifics, to explain application of HUB and Spoke technology in air cargo transport and location of the most important air cargo HUBs. This thesis searches for an answer to a question whether Václav Havel Airport Prague can be considered an air cargo HUB. To meet the target methods of research, analysis, description and comparasion were used. On the basis of assessment of current situation, nowadyas it is not possible to consider Václav Havel Airport Prague an air cargo HUB. An entrance of a new air cargo carrier, a reinforcement of current connections and the construction of parallel runway indicate an increase in transported air cargo, depending on positive economic development.

Freight Forwarder Satisfaction: A Conceptualization and an Empirical Test of Effect on Airport Customer Loyalty and Competitiveness

In 2018, global gross domestic product (GDP) was US$86.3 trillion, and almost a quarter of that value was due to international trade with a value of US$19.6 trillion. Air cargo accounts for about 35 percent of that trade value (approximately US$6.86 trillion). Moreover, from the perspective of the airport sector, air cargo revenue contributes between 20 to 70 percent of airport revenue. The global airport revenue for freight in 2018 was US$250 billion. Despite the interest and research activities surrounding competition and competitiveness of airports and specifically among airlines and passengers, it appears scholars have overlooked research concerning the competitiveness of airports when it comes to air cargo. This study attempts to fill the gap in the supply chain and logistics literature by putting forward a framework and ultimately operationalizing the framework highlighting the pivotal role of air cargo in the supply chain domain and within the global economy. Specifically, the framework is operationalized within the freight forwarding air cargo supply chain domain – providing insight into this important yet understudied phenomenon. The population of interest is freight forwarders from the Dubai International Airport, United Arab Emirates. The Middle East represents 18 percent of the world's air cargo volume and the region's air cargo volume has been growing three times faster than worldwide air cargo making the Dubai International Airport an appropriate and novel setting for the study. A sample frame obtained from the National Association of Freight and Logistics (NAFL) provided the final sample of 187 respondents. The survey was undertaken during the fourth quarter of 2019. The data are analyzed using structural equation modeling. The dissertation contributes to the supply chain and logistics literature by synthesizing and operationalizing a framework that measures freight forwarder satisfaction specific to air cargo. Relying on Porter's theory of industry structure and competitiveness, the results of this study find that freight forwarder satisfaction is composed of three dimensions: infrastructure, operations, and cost. Additionally, the empirical findings reveal that freight forwarder satisfaction has a significant positive effect on both loyalty and airport competitiveness. As well, loyalty partially mediates the relationship between freight forwarder satisfaction and airport competitiveness.

Digital Twin of the Air Cargo Supply Chain

In this paper we develop a digital twin based on the new One Record linked data standard. This enables short-term workload prediction for the various partners in the air cargo supply chain without the need for multiple data exchange interfaces. To the best of our knowledge, it is the first research on the potential benefits of One Record. The concept of the digital twin allows for an overarching optimization of operations in the air cargo supply chain without the necessity of full transparency between all the partners.

Mapping of the Air Freight Handling at Stockholm Arlanda Airport

The main problem with air freight handling at Arlanda is the transportation of freight on airside, that is from the freight terminal to loading process at the aircraft. To approach this problem, a mapping of the physical flow as well as information flow has been made to identify underlying reasons to this problem. This has been the purpose of the study.The mapping has also facilitated the possibilities to identify improvements in the air freight handling process. To give a recommendation of what these improvements could be was the objective of the study.The underlying reasons for the main problem were identified. These causes were space restrictions on the apron, traffic congestion, and lack of freight storage areas by the gates. This aggravates the possibility to prepare freight for each flight departure. The recommendations to Swedavia are long-term measures that should be further explored. These recommendations regard total cost analysis of using fridge containers, co-owned ground handling equipment, IT possibilities,and comparison to other airports.

Based on this premise, this study sought to point out the economic potential and the challenges encountered in the new air terminal in Goiânia, Goiás state, opened in the year 2016. In addition, addressed the relationship between logistics and the means of transport, particularly air transport, the importance of airport infrastructure efficiently to the dynamics of the market, as well as the relationship between the airport of Goiânia and regional development. It was verified that: even with the inauguration of the new terminal, there was no significant increase in the volume of cargo transported; the base of the economy in Goiás depends fundamentally on the road and rail modes, with the exception of pharmaceutical and automotive industries, which use the air service; and the proximity to Brasília hinders investment and development in the sector, as it is not economically viable to two poles nearby. / Analisar meios de transporte é fundamental para a compreensão acerca da formação dos grandes centros urbanos e o desenvolvimento econômico local, regional e nacional. Com base nessa premissa, o presente estudo buscou apontar as potencialidades econômicas e os desafios encontrados no novo terminal aéreo de Goiânia, estado de Goiás, inaugurado no ano de 2016. Diante disso, abordou-se a relação entre a logística e os meios de transporte, em especial o aéreo, a importância de uma infraestrutura aeroportuária eficiente para a dinâmica de mercado, bem como a relação entre o aeroporto de Goiânia e o desenvolvimento regional. Constatou-se que: mesmo com a inauguração do novo terminal, não houve aumento significativo no volume de cargas transportadas; a base da economia em Goiás depende fundamentalmente dos modais rodoviário e ferroviário, com exceção das indústrias farmacêutica e automobilística, que utilizam o serviço aéreo; e a proximidade com Brasília dificulta investimentos e desenvolvimento no setor, visto não ser economicamente viável dois polos próximos
